HEADS OF DELEGATION MANUAL (Version 9 January 2015)

Dear Members, Dear Colleagues, I would like to extend a warm welcome to the delegates of the countries participating in the 27th Winter Universiade in Strbske Pleso/Osrblie. We are glad to welcome you to this very dynamic region of Slovakia, which is getting ready to host the next successful edition of the Winter Universiade in FISU’s history. This Heads of Delegation Manual, which is produced by the local Organising Committee, is a reference document to help you better understand what has been prepared by the Organising Committee to welcome your athletes, officials, judges and referees, who will make this 27th Winter Universiade happen in Strbske Pleso/Osrblie. It will also enable you to provide your leaders and colleagues with the most comprehensive and useful information on the event. The inspection visit of the Heads of Delegation is a very important moment in the preparation of the Winter Universiade, as it officially launches the very close cooperation between the Organizing Committee and the International University Sports Federation. This visit indeed represents another opportunity for the organizers to demonstrate their organizational skills, to show the delegates all the locations and venues that will be used for these games in 4

Dear Heads of Delegation,

Dear Heads of Delegation,

The municipality of the village of Strba, by means of the local settlement of Strbske Pleso, would like to extend a very warm welcome to the participants of the World Winter Universiade – now for the third time in its history.

As mayor of Brezno, I would like to welcome you in this pleasant region of Central Slovakia. It is a great pleasure for us to host such an important and international event as the 27th Winter Universiade. Osrblie has many years of experience in organizing worldwide biathlon events. Therefore, I am very pleased that we can participate in the preparations of the Winter Universiade in Osrblie and Strbske Pleso. I wish you pleasant moments spent in here and I wish all the athletes a competition filled with good sportsmanship and peak performances.

The municipality of Strba, as a part of the WU 2015 Organization Committee, has significantly modernized the HS100 ski jumping hill, all approved ski trails as well as the sports complex itself for this event. It has also restructured the communal infrastructure for the smooth running of the Universiade in Strbske Pleso. We believe that in January 2015, we will organize together a successful sports event for the best academic sportspeople in the world.

Dear friends, As president of the Slovak University Sports Association, I would like to welcome all National University Sports Federation delegation members, athletes, coaches, referees and other guests from all over the world. The mission of the Slovak University Sports Association is to promote and ensure the development of university sports at Slovak universities. The association has a solid foundation and experience in organizing various university sports events during its long existence. Next year, the Slovak University Sports Association will celebrate 95 years since its establishment. By co-organising this event, we want to build on the positive image of Slovakia, promote the development of sport and involve young people in the organization of sporting events.

With kindest regards, Jaroslav Demian Mayor of Brezno

Yours sincerely, Michal Sýkora Mayor of Strba

Chapter 15 SECURITY

15.1 ARRANGEMENTS AND PRINCIPLES The international character of the Winter Universiade and the presence of eminent personalities during the event requires the assurance of the highest level of prevention, security, public peacekeeping and surveillance. This will be carried out by taking into consideration the current international and national situation, as well as any problems which may occur immediately before or during the event. Furthermore, in the interest of public safety and to safeguard a peaceful environment, immediate action will be taken in the case of strikes, unannounced forms of protest, demonstrations or any criminal or irresponsible actions. The main aims of the security arrangements are to protect the safety of delegations, ensure public safety and the orderly inflow and outflow of athletes, journalists and public, and to continuously monitor streets adjacent to the sport venues in order to prevent any crowd congestion or critical situations. Given the geographical distribution of the competition venues and the hotels, a distributed approach to security has also been taken. This has been achieved through careful planning, defining security procedures to be followed in each site, and implementing tight coordination and effective communication 70

Head of Delegation Manual, January 2015

between all the security officials, inspectors and volunteers. Monitoring of access will be achieved through the Accreditation Cards, which will be checked by WU volunteers at all site entrances. People not holding an Accreditation Card or holding a Card which does not have the required access rights will not be allowed to enter. Improper usage of personal Accreditation Cards is prosecutable by law and will be reported to the Security Operational Centre and to the Head of the delegation involved. Public peacekeeping and security services will be implemented by ensuring appropriate levels of law enforcement. Police officers will be located in the Police Stations in each venue cluster. An Operations Centre located in Hotel Sorea Banik will be set up for the Universiade. The Centre will have real-time status reporting from all the competition venues. A detailed description of the security procedure and measures will be available at each venue and hotel.

15.2 SECURITY IN THE SPORT VENUES

15.4 SECURITY AT THE HOTELS

At the sports venues, the main security objective is to assure the athletes’ privacy and to guarantee the smooth running of the Winter Universiade. This will be achieved by strict control of the Accreditation Cards at the main entrances and by rigorously separating the different areas inside stadiums and games areas. Moreover, athletes’ safety will be taken into consideration by reserving specific drop-off/pick-up areas where buses can stop and safely discharge their passengers. Traffic in and around the competition venues will be regulated by local Police Officers, while WU Volunteers will be in charge of directing cars and buses to the appropriate parking areas, according to their Pass codes. Security corridors will be set up to facilitate access for emergency vehicles.

Athletes in the hotels will be treated as ordinary hotel guests. This means that they will have to comply with hotel rules and fire safety requirements, remembering that they are likely to share the hotel with ordinary tourists. In accordance with Slovak law, each hotel has a specific evacuation plan.

15.3 SECURITY AT THE ACCREDITATION CENTRES Particular care will be given to security in during the first few days of the Winter Universiade, when delegations will be arriving with their personal luggage and belongings. Professional security guards will provide the nightly surveillance of the buildings.

71

Head of Delegation Manual, January 2015

15.5 SECURITY AT THE OPENING AND CLOSING CEREMONIES Since the Opening Ceremony will be held outdoors (Strbske Pleso), the Slovak Police Force will ensure public safety and manage traffic flow. WU Volunteers will control access to the tribunes and help manage the delegation parade. A reinforced security staff will be assigned to the Closing Ceremony, which will also take place in Strbske Pleso.

15.6 EMERGENCY Special phone numbers listed in Chapter 2 are to be called in case of emergencies in order to immediately contact the Police, Fire Brigade or Ambulance services. Detailed instructions and information will be provided upon arrival. Evacuation and security plans are in place for all WU Venues.

Welcome to Slovakia Ideally located in the heart of Europe, bordering with Austria, the Czech Republic, Poland, Hungary and Ukraine, Slovakia has a population of 5.5 million people with a rich culture, dynamic folklore and interesting tourism attractions throughout the year. The Bratislava Region represents the Capital city, Bratislava, located on the banks of Europe’s most famous river, the Danube. Bratislava is the only capital city in the world, which borders simultaneously with two countries Hungary and Austria. It is located 60 km east of Vienna (Austria), which is the shortest distance between two capital cities in Europe. According CNN, Bratislava is for its history, cultural herit-

age and fairy tale streets listed among six Europe´s most fascinating border towns. This strategically important place has often played a big role in the history of central Europe. The date of December 2nd 1291 is not the date of birth of Pressburg. In the 14th and 15th centuries Bratislava lived the period of rapid development in trade. After Turks penetrated deeper into the Kingdom, Bratislava was established the Capital of the Kingdom of Hungary, the seat of the Hungarian Diet, central administration and the coronation town of the Hungarian Kings and Queens. Eleven Kings and eight royal wives were crowned in Bratislava in the years between 1563 and 1830.

The counter-Turk wars and the Rebellions of Estates in the 16th and 17th centuries have interrupted the development of towns. In the 18th century and above all during the reign of Queen Maria Theresa the significance of Bratislava increased again. Great amount of wonderful palaces and buildings still survive from that period. The city became the centre of cultural in the 19th century and Bratislava was the cradle of the Slovak national emancipation. Bratislava now is the modern city and the seat of most important political, economic, social and scientific bodies and institutions. One of the city dominants which can be seen from far distance is The Castle of Bratislava. The most attractive part of Bratislava is the Old Town where the most historical sights as well as cultural institutions are concentrated. Its tiny lanes offer an ideal atmosphere for romantic walks to those who love to follow signs of history in the middle of modern world. The Danube Lowlands Region is located along the Danube River. Its main attractions are the Sunny Lakes in Senec, water sports and cyclo-tourism with the 79

most famous bicycle trail in Europe, the International Danube route, starting in Germany and passing through Austria, Slovakia, Hungary and finishing at the Black Sea. Several castle ruins are very famous in the area such as the Devín Castle set on a steep rock towering high above the confluence of the Danube and the Morava rivers. The Devín Castle, at its heydays, controlled one of the most important trade routes between the North Sea and the Baltic States in the north and the Mediterranean Sea in the south. The Zilina Region in the north-west of Slovakia is very famous for its tourism offer. It features natural wonders such as beautiful underground caves, the amazing Orava Castle dating from the 13th century and the renowned Vlkolinec village, a remarkably intact settlement with characteristic central European-type log-built architecture, listed on the UNESCO World Heritage List. One of the best Slovak alpine resorts, Jasna, is open all year round with direct access by cable car to Chopok, the third highest peak in the Low Tatras culminating at 2,023 m. Three localities from Slovakia were inscribed to the UNESCO World Heritage List already in 1993: Castle of Spiš and its environs, Banská Štiavnica and Vlkolínec. In 2000, the historic town Bardejov was added, in 2008 wooden churches of the Slovak part of Carpathian Mountain Area and in 2009 town Levoča.

The Castle of Spiš is the largest medieval castle compound in central Europe along with the little town of Spišské Podhradie (with typical Renaissance and Baroque burgher houses), the Church town of Spišská Kapitula (including several sacral monuments and above all the impressing two tower cathedral of St Martin) and the Gothic church of the Holy Spirit in Žehra from the 14th century and frescoes in its interior from the 14th and 15th centuries. Well conserved monuments along with the charming natural setting of the travertine territory of the National Nature Reserve Dreveník forms a unique whole. In June 2009, the historic town of Levoča was included in this group of Spiš monuments. Banská Štiavnica is a town monument reserve which demonstrates the mining tradition in Slovakia, 80

Unique natural heritage of Slovakia is represented in the UNESCO World Heritage List by caves and abysses of Slovenský kras karst and by Dobšinská ľadová jaskyňa cave. In 2007 the Carpathian primeval beech forests of the Bukovské vrchy and Vihorlatské vrchy Mts. in the east of Slovakia were added to this list. Slovenský kras situated in the south of Slovakia on the frontier with Hungary is the largest karstic area in the middle Europe. It consists of 1110 caves and abysses. In 1995 the bilateral Slovak-Hungarian project with the title Caves of the Slovak and Aggtelek Karst (Ochtinská aragonitová jaskyňa, Gombasecká jaskyňa, Jaskyňa Domica, Krásnohorská jaskyňa, Jasovská jaskyňa, …) was successful in its endeavour to be included among the most precious world natural phenomena. In 2000 this inscription also included the ice cave of Dobšinská ľadová jaskyňa, one of the largest of its kind in Europe.

Vlkolínec represents a reserve of traditional folk architecture and Bardejov is considered to be the most Gothic town in Slovakia. Wooden Churches of the Slovak part of Carpathian Mountain Area possess an extraordinary worldwide value, too. The churches include: Roman Catholic churches in Hervartov and Tvrdošín, Evangelical articular churches in Kežmarok, Leštiny and Hronsek, and churches of Eastern rite in Bodružal, Ladomirová and Ruská Bystrá.

The premieval beech forest of the Carpathians in the Ukraine and in Slovakia were added to the UNESCO World Heritage List in June 2007. Thanks to this fact, the Carpathian primeval beech forests of Stužica, Rožok and Havešová in the Bukovské vrchy Mts. and Vihorlatský prales primeval forest in the Vihorlatské vrchy Mts. in CHKO Vihorlat are of world importance. The first three of them are situated in the area of the Poloniny National Park. Natural wonders abound in all parts of Slovakia, which has nine national parks,
