From 1 may 2012 to 30 April 2015 European Commission - DG SANTE Unit G3 Animal Welfare Animal welfare, veterinary public health Seconded National Expert In this position as a Legislative Officer my main responsibilities were: • Preparatory work to draft the future EU animal welfare law. • Follow up of the different steps for adoption of the proposal of the future EU animal welfare law including interservice consultation as well as the subsequent negotiations at the different EU institutions (Parliament and Council) until adoption. • Preparatory work to establish a European Network of Reference Centres for Animal Welfare. • Management and coordination of the different cooperation agreements with Third Countries. • Preparation of the EU coordinated position in relation to OIE standards for animal welfare • Management and coordination of the dossiers on: - International issues and bilateral relations; - EU/OIE/FAO collaboration; - EU/EFSA AW integration policies; - poultry, companion and fur animals EU policy and legislation; - TAIEX events. • Drafting replies to letters, petitions and Parliamentary questions on the issues mentioned in the previous paragraphs. I was also required to liaise regularly with international organisations and work closely with veterinary experts and policy makers within the Member States, including through the Standing Committee on the Food Chain and Animal Health (SCoFCAH), and with other EU institutions.

Caporale” - Teramo (Italy) During this period, I have been carrying out considerable work at national and international level. In this role my practical knowledge and expertise on animal health and welfare were developed on: • Animal welfare research, developing, implementing and managing research projects, collating and analysing data and publishing the results in peer-reviewed journals; • Assessment of needs for the management of human resources: organization of ad hoc training and deliver of tools to implement the informative system in the veterinary sector; • Animal identification and registration, setting up of a computerized tracing system for cattle and the further designing of passport to record information of movement according to the EU regulations; • Review and assessment of animal health and welfare veterinary legal framework of beneficiaries countries for the approximation with the EU legislation; • Planning and delivering of training on the main aspects of implementation of EU legislation in the veterinary sector; • Training and organisation of information on agricultural policy in line with EU standards, with involvement of the main stakeholders; • Management of non-epidemic veterinary emergencies, developing the relative operational procedures according to the specific legislation. During the last 15 years I have been working in a very dynamic, multidisciplinary and intercultural environment, in various types of teams from research groups to professional associations and coordinating the activities of young professionals and researchers. I also participated in planning and delivery of media events and public relations functions on animal welfare issues and other related subjects. I have excellent long-term relationships with national and international professionals on animal welfare policies, science and research. In my role I am also asked to support the internal and external communication by writing press releases and other media statements. I am also involved in the development of newsletters, brochures, posters, CDs and videos, with the specific intention of informing the general public, translating the words of science into simple but rigorous language. Intercultural skills: Beside my role as coordinator of several international research projects, I am experienced at working in a multicultural environment, by coordinating and tutoring working groups, training courses, seminars and workshops. My working experience as a former Official Veterinarian and my current main responsibilities as the leader of the animal welfare research team at the ICT were strengthened and supported by the time with the attendance of several management and communication training courses. These competences were fundamental to achieve a good knowledge and expertise on staff management, communication and implementation of team work, and the organization of regular meetings with workers and operators. I also acquired good skills in negotiating and developing collaboration agreements and Memoranda of Understanding with national and international organizations. Basic computer skills and computer maintenance, basic experience with projectors, computers, fax machines, and other electronics and standard office equipment. Skilled with MS -Windows, MS-Office.
