Hazardous Cargo Most carriers utilize a document called the ”Dangerous Goods Regulations” published annually it is based on the ICAO technical instructions

Firefighters will most likely encounter this book when visiting air cargo facilities on the near their airport

Hazardous Cargo • Four categories of dangerous goods – Forbidden materials – Cargo aircraft-only materials – Passenger aircraft-allowable materials – Undeclared dangerous goods

Hazardous Cargo • Forbidden materials – Materials so hazardous they are forbidden on any aircraft in any quantity, under any circumstance. These materials are listed in the chemical tables in both sets of regulations.

Hazardous Cargo Cargo aircraft-only materials Can be transported only on cargo aircraft and are forbidden on any aircraft carrying passengers. An orange (background) and black “CARGO AIRCRAFT ONLY” label must be affixed to the package.

This label should be a signal to firefighters that the involved chemical or chemicals are extremely hazardous

Cargo aircraft-only materials Cargo Aircraft Only shipments must be accessible by the crew during the flight and will be found next to the flight deck positions: 1,2,3, etc. or A,B,C Exceptions Radioactive which are usually loaded in the tail, away from the crew.

Multiple positions of these Cargo there must be means of access for the crew to check the shipments.

Caution: when attempting a rescue through the forward area of cargocarrying aircraft because of the area’s close proximity to any hazardous cargo.

Passenger aircraftallowable materials Materials allowed on passenger aircraft are carried in inaccessible cargo holds with passenger baggage and other cargo. These holds are the 2 to 3 lower compartments on most passenger aircraft, Some passenger airliners may also further limit the types of materials allowed on their aircraft



Passenger aircraft-allowable materials Exception: – Aircraft called Combies that carry passenger as well as cargo in accessible cargo areas on the main deck. – Often used by foreign carriers encountered at large international airports – There are no restrictions on amounts of “passenger aircraft allowed” dangerous goods loaded in accessible cargo areas on combie aircraft

Dangerous goods allowed on passenger aircraft can be anywhere on a cargo freighter. May load these shipments at the front of the aircraft with “cargo aircraft only” shipments

Dangerous goods front One of the most important elements of managing a dangerous good incident is the proper identification of the product involved.

Dangerous goods Backside Certain substances may be shipped only on cargo aircraft and not on passenger aircraft. Package labeled “CARGO AIRCRAFT ONLY” or “DO NOT LOAD ON PASSENGER AIRCRAFT” should alert ARFF personnel that the material is extremely hazardous. Identification may be challenging in air transport situations do to wide variety of circumstances in dangerous goods EXAMPLE: aircraft were involved in a highimpact crash, the probability of the presence of dangerous goods might be high, but rapid identification could be nearly impossible.

Undeclared dangerous goods • Shipments that the airline do not know are on board the aircraft. • Materials include – Materials in luggage – Mail – General cargo

Undeclared dangerous goods • The responsible person may – Not realize a material or item is dangerous – Be ignorant of the regulations – Be deliberately trying to conceal them to avoid the extra costs

Military Regulations Military transport have there own dangerous good regulations. Hazardous military cargos Weapons Munitions • Peacetime procedures very similar to civilian air cargo • With military aircraft its best to leave it alone, until military authorities arrive on the scene
