Introduction Welcome to the Gulf Coast Government Guide! Keep this guide handy as you read the paper or watch the news. In a glance, it will allow you to become a more active participant in your local, county, state or federal government. Inside, you will find contact information for the elected officials who represent the six counties of the Mississippi Gulf Coast, from the president down to your local city council member. A quick description of the purpose and function of the different branches and levels of government will make it easier to determine the best person to contact when an issue moves you to action. Colorful maps will help you locate your ward or legislative district, and photos of your elected officials will make their faces more familiar. Since Hurricane Katrina, Oxfam America has worked with citizens of Mississippi and Louisiana to ensure a full and fair recovery for all coastal communities. Our hope is that this guide will make your involvement in the process a little easier. Mississippi’s federal representatives The President & Vice President The president of the United States serves as the nation’s chief executive, its head of state and the commander-in-chief of the armed forces. The president is responsible for implementing and enforcing laws written by Congress, and appointing the heads of the federal agencies, including the Cabinet. The Vice President is also part of the Executive Branch, ready to assume the presidency should the need arise. The Senate and House of Representatives The Constitution grants legislative powers to a Congress, which is comprised of the Senate and House of Representatives. The duties of Congress include imposing and collecting taxes, paying the national debt, regulating commerce, establishing military forces, and providing for the common defense and general welfare of the United States. There are 100 senators, and each state elects two. Terms last for six years, and are staggered so both senators from a state are not running for election or reelection at once. The President of the Senate is the Vice President. The 435 members of the House of Representatives are elected every other year to represent the congressional districts of his or her state. Each state’s number of districts is determined by population. The House of Representatives bears unique responsibility for bills raising revenue and the sole power of impeachment. Members elect the Speaker of the House.

Mississippi state government Governor The governor of Mississippi is the state’s chief executive, responsible for its day-to-day operations, and for implementing laws passed by the Mississippi legislature. He or she serves for four years, with one opportunity for re-election. The governor appoints the Commissioner of Public Safety as well as the Chief Executive Officers of the departments of Banking and Consumer Finance, Environmental Quality, the Mississippi Development Authority, and the State Tax Commission. Each year, the governor must present the legislature with a balanced budget.

Lieutenant Governor The lieutenant governor is a member of the executive branch and would assume the governorship should the need arise. He or she presides over the Senate and casts the deciding vote in a tie. One of the lieutenant governor’s most important duties is appointing the committees who hear and vote on bills that will come before the full Senate. This gives him or her significant power in setting the state’s legislative agenda. The lieutenant governor signs all approved bills and resolutions.

Legislature Legislators, both senators and representatives, make the laws that govern Mississippi and its finances. Mississippi has 52 senators and 122 representatives. During each legislative session, the state’s elected representatives present about 600 bills for consideration. However, only about 20 % become law. Bills are drafted by a member of the House or Senate, and referred to a committee for consideration. Both houses of the legislature must approve a bill to sign it into law, and may override a governor’s veto by a 2/3rds vote. State legislators serve four-year terms and may be re-elected.

Coastal county and municipal government COUNTY Government Board of Supervisors The board of supervisors runs the government in Mississippi’s 82 counties. Each county is divided into 5 districts, represented by a supervisor. The board enjoys oversight over a broad spectrum of issues within county boundaries, including transportation, economic development, hospitals, environmental services and law enforcement. In unincorporated areas, counties may also adopt regulations regarding land use and zoning. Election Commissioners Election commissioners are elected to serve each county supervisor district for four-year terms. Commissioners’ duties include conducting elections, hiring and training poll workers, preparing ballots and certifying election results. The commissioners also ensure records are up to date, adding new registrants and purging voter rolls as necessary.

Municipal Government

Mississippi is comprised of 296 active municipalities. Municipal powers are limited, and expressly granted by the Mississippi legislature. Mississippi has four forms of municipal government: • Commission • Council • Mayor-Council • Council-Manager The Mayor-Council form is the most common. Most councils are called Boards of Aldermen. Elected officials usually include the mayor, governing board members and, in some instances, police chiefs. Appointed officials often include city attorneys, municipal judges, and city clerks.
