Foreword You have received the Student Sport Associations' Guidebook of the Maastricht University Student Sports Council MUSST 2014  2015. The information given in this Guidebook is intended for the boards of the Student Sport Associations (SSAs). By providing this information, we hope to make it easier for you to deal with various issues that may arise throughout the year. This guide will provide answers to questions regarding subsidies, events, administrative months for the board, PR and sponsoring. Furthermore, we hope that by means of this book you will get a better view of what we as the Sports Council can oer you. Please, note that the information in this guide is subject to changes that we might make during the year. Updates will be published via e-mail and on our website. If you have any questions or remarks, nd mistakes or need additional information, please get in touch.

Chapter 1

Sportraad MUSST Sports Council MUSST (Maastricht University Student Sports Trust) is the coordinating body for all SSAs (SSAs) in Maastricht and is governed by students. The council has been established for indenite time and is not driven by making prot. The main aim for the Sports Council is to promote the practice of sports by students from Maastricht University and Zuyd University of Applied Sciences. Sports Council MUSST supports SSAs in recruiting new members.

Fur-

thermore, the council distributes subsidies to support the joined SSAs and to all students registered at Maastricht University and Zuyd University of Applied Sciences who are in possession of a membership `Sports' of UM SPORT. A SSA can join the Sports Council MUSST when fullling the requirements stated in the council's amendment.

These requirements are also listed in the chapter

`subsidies'. Further, the council stimulates the organization and participation of sports events. Members of Students Sport Associations can come to the Sports Council for information regarding registrations and subsidies for any tournament, as well as general information and advice. Non-members in possession of a membership `Sports' can also come to the MUSST for this kind of information. However, these non-members can only get subsidies for participating in (the Great) National Student Championships.

Vision, Mission, and Goals

1.1.1 General In general, the Sports Council MUSST aims at 1. spreading sports culture; 2. professionalising the support of SSA boards; 3. networking and being visible;

4. looking for valuable partners for cooperation; 5. nding sponsors, especially for the long term; 6. supporting SCOREN. For the year 2014/15, we set ourselves some more specic goals to tackle specic challenges that we identied for the coming year.

1.1.2 Board year 2014/15 The goals we set ourselves for the upcoming year are closely intertwined and will determine both what we want to work on during the next year and how we want to work together with SSAs, students and our partners. 1. Increase eciency We face the challenge to cope with a change from a full-time to a parttime board. In order to full all our tasks suciently and make the most of the cooperation between the MUSST and collaborating parties such as SSAs, UM SPORT etc., we need to increase eciency. Hence, we strive to a) concentrate our eorts on the tasks most crucial to the associations and student sports in Maastricht; b) conduct ecient and eective meetings; c) communicate clearly. 2. Involve associations The Sports Council might not have the competencies and capacities some of the aliated SSAs or collaborating parties have. So as to increase the quality of our work, we want to integrate associations, especially SSAs, further in our tasks, events and in shaping the work of MUSST. Therefore, we intend to involve associations actively in a) organising and implementing MUSST activities such as the themeday or the Maastricht Student Championships; b) designing MUSST policies, for instance with regard to subsidies and the processes concerning subsidy applications; c) a productive and valuable feedback process that i. helps us determine the needs of associations and ii. improve the role and work of the current and future MUSST boards. 3. Involve students directly The work of the MUSST board should not be isolated. Hence, we want to open up to students who want to get involved in the organisation

of MUSST activities.

Thereby, we hope to not only tackle the chal-

lenges faced as part time board, but also smooth board transitions in the medium run. That is, by involving students in our work, we spread knowledge about our functions, what we do, and how we work. 4. Be more useful to the SSAs Foremost, the Sports Council serves the associations aliated to the MUSST. Therefore, our top priority is to be as useful as possible, helping the boards of the Maastricht SSAs and thus improving and spreading student sports in Maastricht. We seek to be more useful to the SSAs by a) addressing the associations' needs; b) creating space for new ideas and providing opportunities to realise those ideas; c) making use the advantage the MUSST has as a bigger and association. 5. Internationalisation Further, we want to use our activities and student sports in Maastricht to strengthen the international student environment, foster the exchange between the dierent cultures to be found in Maastricht, and give students more opportunities to get in touch with other students from dierent origins. More specically, we will try to a) attract more students of dierent nationalities to our events, such as the SCOREN parties or the Maastricht Student Championships; b) promote the participation of international students in Dutch tournaments; 6. Visibility Lastly, we want to increase the visibility of the MUSST throughout Maastricht and the knowledge about our tasks.

For that to happen,

we have to dene and communicate our role in student sports better and more broadly to make sure students as well as SSAs know what the MUSST is or can be good for.

Next to that, we need to reach out to

students directly, which is also crucial to getting them involved. We will attempt to do so with a clear and coherent presentation of the functions, tasks and activities of MUSST and SCOREN on social media, our website, the channels Maastricht University oers, and at sports events in Maastricht. Executive Board

In this chapter the SSAs can nd all the names and functions of the members of Sports Council MUSST. The Sports Council MUSST is a part time board. This year, we introduced contact persons. That means particular board members are responsible for dierent associations and deal with their issues, questions and problems. Note that all subsidy related issues are still the task of the Paul, the treasurer.

However, if you have any questions, please contact the board

member, who is responsible for your association. They will make sure that the matter will be resolved and, if necessary, that the right persons in charge deals with the matter.

1.2.3 Oce hours The oce of the MUSST is on the rst oor of the Sports Centre Randwyck (P. Debyeplein 15). In the rst block, oce hours are from 12 to 14h Mondays to Thursdays. If you want to be sure the person you want to talk to is available, please make an appointment in advance. Oce hours might change over the course of the year. Changes will be announced in the newsletter and you can always check the oce hours on our website (www.musst.nl).

General Business

1.3.1 Newsletter Every week we will send out a newsletter containing the most relevant information from the council for the SSAs.

It is important to note that this

information is valuable; therefore, we recommend that you read these letters carefully. Examples of important information to be found in these letters: subsidies (deadlines, conditions), president meeting, treasurer meeting, INKOM meeting, kaderdag, student skiing trip, Batavierenrace, (Great) National Student Championships, Ragweek and the INKOM. Information intended for a specic SSA will naturally be sent separately. The newsletter will be send in English as well as in Dutch.

1.3.2 BHV training Every SSA is obliged to provide `Zorg op Maat' during events.

This means

that you have to be able to show that you have provided help and care suciently to the person. Previously, one Emergency Response Ocer (ERO) had to be present per 50 people participating. This is not the case any more. The manager of the accommodation should have taken all pre-cautions necessary. However, if you plan an event, it is advised to contact the manager to make sure everything is arranged as it should be. If you still want to be an ERO, you need to take a course. 1.3.3 Insurance Maastricht University advises SSAs to get sucient insurance.

Detailed in-

formation on this will follow via e-mail.

1.3.4 Pigeon Hole SSAs have the possibility to make use of the post address of Sports Council MUSST (PO box 616, 6200 MD Maastricht). All associations have their own pigeon hole in the oce of the MUSST (P. Debyeplein 15). The communication between the MUSST and the SSA's will be through this pigeon hole as well. We advise every SSA to check their pigeon hole on a regular basis.

1.3.5 Bills Bills issued by the MUSST to a SSA will be send to the nancial department of Maastricht University, which will send the bills to the associations and handle them for the MUSST. Hence, UM regulations apply. For instance, bills must be paid within four weeks.

1.3.6 Condential Advisers Problems may arise within SSAs. For this reason there may be the need for a condential advisor.

If you experience any problems, for example in cases

of intimidation, aggressive behaviour, systematic target of misplaced jokes or sly digs, or sexual harassment you can contact this advisor. Of course it may be possible to solve such problems within an association, but if desired it is possible for someone in a SSA to request a condential advisor. You can nd an advisor within the Maastricht University in Randwijck and in the city centre. To consult a condential advisor in person, you can consult A.M.R. Rikhof (city centre). 1.4.1 UM SPORT 1.4.1.1 What does UM SPORT mean to SSAs? UM SPORT is, just like the Sports Council MUSST, an organization that commits to the sporting student and is a part of the Student Service Centre. UM SPORT organizes and facilitates the sports programme for students and employers of Maastricht University and Zuyd University of Applied Sciences in Maastricht. Its main tasks are:

Supporting SSAs with sports technical issues, sports accommodation and trainers

The SSAs ensure the atmosphere and team spirit that makes student sports so unique.

In order for the SSA's to focus fully on this, UM SPORT takes

care of a great part of the preconditions: training facilities, material for the association as well as enthusiastic and qualied trainers. On top of nancial, facility and personal support for the SSA's, UM SPORT provides the extensive sports programme for individual athletes. This includes the gym, spinning, group classes, trainings and course activities. The membership `Sports' that is needed in order to become a member of a SSA will also give access to a great part of this sports programme.

1.4.1.4 Top sport and studying Studying in Maastricht and participating in sport at a high level may cause diculties.

To promote and stimulate top sport, support is oered to these

students. In practice, this support is specically tailored to suit the individual student.

Top sport support can consist of: ˆ

Facilities concerning study e.g. tailoring the study program of a student according to his/her training scheme.

Financial aid for UM students under the FOS arrangement (Financial Aid Students).

ˆ

Improving general sports facilities such as training facilities (tness licence) or mediation with nding suitable housing.

Who is eligible?

To receive the top sport statust, Maastricht University

uses Topsport Limburg for advice. The student needs to request this status at Topsport Limburg, for contact details see www.topsportlimburg.nl. For foreign students a comparable status is possible with limited support. Attention: if and which support the athlete can receive, will be assessed beforehand for each situation.

Arrangement Financial Aid Students (FOS)

The nancial facilities

vary with each topsport status and are valid for a maximum of 3 months a year. To become eligible for the FOS these are the conditions:

You need to be a full-time UM student.

You need to have the top sport status.

You need to receive student nance (part of the scholarship) or as a foreign top sport student be in the nominal study time.

The application process

To discuss whether students can be acknowledged

as a top athlete and for which support they are eligible, you can best make an appointment through UM SPORT with Hamish Craig.

In the month of April all top sport students registered with UM SPORT will receive an e-mail with the application form. 1.4.2 Studentensport Nederland Studentensport Nederland (SSN) is the national organization for student sports. The SSN is an umbrella organization for all sports councils, and promotes and coordinates student sports interests on the national and international level.

Besides this, she collaborates with Municipal Student Consultation

(ISO), which belongs to the largest national organisations promoting interests of student sport. Moreover, Student Sport the Netherlands is joined with the European Coordinating Student Sport Organization (EUSA) and with the International University Sport Federation (FISU), the Worldwide Coordinating Student Sport Organization.

1.4.3 Gemeente Maastricht The Gemeente Maastricht is involved in the student sports in dierent ways. The municipality manages the larger part of the sports facilities. Because the municipality is important for the student sports, the MUSST has consultations on a regular basis, which are about the policy regarding students, especially SSAs. 1.4.4 University Council The University Council is a body that represents the interests of students to the executive board of Maastricht University. Every two months meetings are held to discuss problems of students.

During the board year 2010-2011 the

MUSST started cooperating with the University Council to put student sports on the agenda of the University. This cooperation worked well, therefore this will certainly continue in the next years to make sure that student sports interests will always be on the agenda at the higher executive levels at Maastricht University.

1.4.5 Student Council The Maastricht Student Council represents the students of Maastricht at the local government. The students in the council are members of dierent branches in Maastricht's student life. They can bring up topics that concern students and ocially advise the local government on issues that might cause conicts between the student community and other residents in Maastricht. To represent the sporting students, the president of the MUSST, Kelly Wijnen, takes a place in the council.

SUBSIDIES Sports Council MUSST provides several dierent subsidies to support the SSA's and to stimulate them to attract as many members as possible.

To become

eligible for a subsidy, the SSA needs to be recognized by the MUSST.

2.1

General requirements for SSAs

Sports Council MUSST distributes the dierent subsidies to support the SSAs. To be eligible for subsidies, regardless of which, SSAs have to full the following criteria:

Generally, all members of the SSA have to be in the possession of a membership `Sports'.

All board members have to be in the possession of a membership `Sports'.

The SSA has to have full legal authorization and has to be registered with the Chamber of Commerce.

The objectives of the SSA have to be sports-related.

The SSA must have a clear member administration and nancial administration.

Regular Subsidies

The regular subsidies are meant to support the SSAs and their sports-related activities. This subsidy is granted by Sports Council MUSST to all SSAs each year, that qualify for the general conditions of an SSA (see above). The application for the regular subsidy should contain the following sections:

2.2.1 Application for Regular Subsidy The deadline for the application for regular subsidies is on the 28th of November. The application consists of the following parts:

2.2.1.1 A copy of the registration at the chamber of commerce (Kamer van Koophandel) This is an excerpt from the register of associations at the chamber of commerce, which states all names of the current board members of the SSA. An excerpt can be requested at the chamber of commerce during the change of boards, but can also be requested later. It is possible to receive a paper and electronic excerpt from the chamber of commerce. However, a paper excerpt is sucient.

2.2.1.2 The membership list It is important to have a membership list from the beginning of the year and also keep it up to date!

The MUSST will deliver a format to register the

member les, which will also be needed to hand in the member list with the sports council. This is needed for the checks that will happen in November. Every member of a SSA must have a UM SPORT membership `Sports'. On request, associations must be able to produce a proof of registration for each member.

2.2.1.3 Annual report The annual report is a brief outline of the activities that have taken place in the last academic year, including sports, social, and general matters. The sports part includes tournaments, competitions, and other sports related events. The social part is an overview over all activities that are not related to sports. Besides, the SSA should briey state the most important decisions, the course of events, and the relationships with external contacts (like the Sports Council MUSST and UM SPORT) in the yearly report. In case the Sports Association oers additional trainings, these need to be mentioned in the yearly report including the number of members attending.

2.2.1.4 Annual planning An annual statement of activities is a brief outline planned activities in the current academic year.

The SSA shall include not only the activities, tour-

naments, or events that they organise themselves, but also those in which the association only partici-pates. In this report the association should also include the dates at which events, tournaments, and other events start and end.

2.2.1.5 Material plan This should be a long-term plan; it should extend until the year in which all items have depreciated.

For instance, if a SSA has some material which

depreciates in 7 years, the material plan should cover at least 7 years. Next to that, it should cover some past years. The depreciation in a certain year is the decrease in value of the materials already in the possession of the SSA (so not the price of the materials purchased during that year). From the material plan it should become clear how large the costs are for purchase, maintenance and, if applicable, the rent of material.

SSAs should

bear in mind the already purchased materials and their depreciation. Furthermore, the material plan should state the expected purchase of new materials in coming years (extension of the materials), and the expected material replacement.

The material plan should include an explanation of why certain

materials are purchased and a clarication of the amount of purchased materials. If an extension of materials is expected because of a growth in members, include this in the explanation. In many cases there is a connection between

the SSA's policy and their material purchase. The connection between their policy and the purchase should be ex-plained. This explanation should be clear, adequate, and complete. The estimated costs for the purchase of the material, covered in the material plan of the current academic year, should correspond to the costs in the SSA's budget. In the estimate you should specify how much the association will spend on the purchase, maintenance and rent of materials. You can nd an example of a material plan in appendix I.

2.2.1.6 A budget of the current nancial year A budget is the nancial explanation of the association's policy. In the budget all expected in-come and expenses should be included. The budget should balance out; there should not be a dierence between income and expenses. SSAs can book a surplus as provision entry or reserve.

To cover a decit, associ-

ations can make up their budget by making use of provision entries or reserves. Subsidies received from the Sports Council should be included in the budget. Subsidies provided by UM Sport, for instance subsidy for accommodation or trainers, should also be included. Try to make the estimates in the budget as precise as possible. They could, for instance, be based on last year's numbers. If these numbers are not available, take a look around to see what specic things cost on average. The budget should be arranged as clear as possible. Budget entries should be broken down suciently. Alternatively, a clear explanation is also sucient. For example, you could split up the total amount of received membership fee to the fee paid per member. If applicable, there should be an explanation of the dierent membership fees paid per member. If there is an entry rent or maintenance, please state what is rented or maintained. Remaining entries should be specied in the clarication as well. The costs for training and education should be included and explained in the budget as well.

If members need to pay some amount for a training or

education, the Sports Council should be able to retrieve these numbers as well. Please give an explanation of the amounts and number of participants and explain the interest for the SSA. You can nd an example of a budget in the appendices.

2.2.1.7 Balance sheet A balance sheet is an overview of all assets and liabilities of the SSA at a certain point in time.

To adequately manage the nancial administration it

is very important to have a distinct nancial overview. In the appendices you can nd an example of a simplied balance sheet. clarication of the amounts in the balance sheet.

2.2.1.8 Realisation of the previous nancial year A realisation is the nancial report of the previous nancial year. In the realisation SSAs should explain the revenues and expenses of the dierent activities in the previous nancial year. A realisation should also include an explanation of the dierent entries.

The realisation should have the same layout as the

budget, so that these two can be easily compared.

The explanation should

have a similar layout for both as well. Furthermore, the realisation and budget should be in one overview. It could happen, of course, that a SSA has income or expenses which were not included in the budget. These earnings or expenses should be included in the realisation. If a budgeted entry does not occur it should still be included in the realisation, only its value should be

For comparison, the realisation should be weighed against the budget of the same year! Like the budget, the realisation should be balanced out. If the result is either positive of negative post these earnings or expenses as rising provision entry or reserves or supplementation from provision entry or reserves. This will also have consequences for the balance sheet. On the website of the MUSST (www.musst.nl), you can download a standard form for re-questing regular subsidy.

It is not obligatory to use this form, but it can help you with the

application.

2.2.2 Composition of the Regular Subsidy The regular subsidy is subdivided in: 1. Basic subsidy 2. Material subsidy 3. Competition subsidy 4. Clothing subsidy 5. Bonus subsidy 6. Penalties These subsidies are granted based on dierent guidelines. The request for regular subsidies has to be submitted to the Sports Council MUSST before the 28th of November. Next, we will discuss these subsidies separately. Associations can expect the money around June or July of the following year.

2.2.2.1 Basic subsidy The basic subsidy is granted based on the number of members of the Student Sport Association and their `Sports' memberships. Associations must submit a membership list in order to request for this subsidy.

This is to promote members to buy the `Sports' membership in September. They already use the facilities in September and therefore need to be a member of UM SPORT. There are now three scales: one for full time members, one for semester members, and one for members that bought a `Sports' membership in October.

2.2.2.2 Material subsidy Material subsidy is intended to support SSAs in the purchase, maintenance and, if applicable, rent of materials. Clothing is excluded from this subsidy. The subsidy will only be a proportion of the total costs; Sports Council MUSST aims to award 25% of the total material costs. To request subsidies for material SSAs have to submit a clear and well-explained material plan. The requirements of a material plan are further explained in the section about material subsidies. The MUSST only grants subsidies for materials purchased by the SSA itself, thus not over gifts or grants. Initially, subsidy requests for material will be conditionally approved. With the next subsidy application an evaluation of the previous subsidy will take place. After Student Sport Associa-tions can prove the subsidy is utilized, the subsidy will become permanent. Before a subsidy becomes permanent, SSAs need to submit their material receipts. Ex-amples are copies of invoices or a copy of a bank statement with regard to the transaction. In case the subsidy is only partially utilized, SSAs need to refund the re-maining subsidy. In case of fraud, the Sports Council can re-claim the entire subsidy. Fraud can have consequences for future subsidy requests as well.

It may be the case that a

higher amount has been spent than for which subsidy has been granted.

In

this case the MUSST will determine whether a higher subsidy will still be granted.

2.2.2.3 Competition Subsidy Sports Council MUSST can, when possible, partially compensate for the costs of subscription of teams or members of SSAs for competitions or other sports events. The subsidy should encourage athletes to participate in competitions without them having to incur high costs.

SSA's denitely should not count

on a full compensation. The council will not compensate for membership contribution for a national sports federation. Also, costs for licenses will not be subsidized. The budget of the associations should clarify the estimated costs for competition participation to the Sports Council. SSAs should submit an overview listing the number of competition teams and the associated costs. Also describe in what kind of competition the teams take part and on which level. In case the association requests a subsidy, obviously they cannot charge these costs to their members any more. For a detailed explanation with an example take a look at the appendix.

2.2.2.4 Clothing subsidy Most SSAs have separate competition clothing. Sports Council MUSST supports associations by partially covering these costs. A request for this subsidy should be submitted together with the rest of the requests. To qualify for this subsidy, associations have to full the following conditions:

2.2.2.6 Penalties Active SSAs can be rewarded with a bonus and inactive SSAs can get a penalty on the regular subsidy. Activity is dened by presence at meetings, compliance to certain requirements and regular contact.

2.2.3 Tournament Participation Subsidy As member of a SSA it is possible to receive subsidy for tournament participation. This subsidy will (partly) compensate the registration costs. SSA's can apply for a subsidy for their members. SSA members can also individually apply for subsidy for tournament participation (including National Student Championships.

Members who have a `Sports' membership but are

not a member of an SSA can only apply for a subsidy for the (Large) National Student Championships.

2.2.3.1 General conditions For the tournament participation subsidy the following terms and conditions apply. These conditions serve as guidelines, not as a guarantuee for subsidies. The nal decision whether to grant a subsidy or not is always up to the Sports Council.

Hence, if the guidelines are not applicable, subsidy requests might

still be considered.

Sports Council MUSST (www.musst.nl). The amount to be handed out will be deposited on the account of the association and the association will distribute the amount under the participants. If an individual applies for a subsidy, he or she needs to hand in the form `tournament participation application form for individuals', which is also available on www.musstl.nl, within 30 days after the tournament. On this form we need to have the phone number, name, address and the burgerservicenummer (BSN) of the applicant. The amount will then be transferred to the account of that person.

EVENT SUBSIDY

For organising an event, SSAs can get a subsidy from the Sports Council. The aim of this subsidy is to stimulate the organisation of events. Before a SSA organises an event, the Sports Council will grant a conditional subsidy. This subsidy is at most 25% of the sports related costs of this event.

2.3.1 Terms and conditions For the subsidy to be granted the following criteria must be met:

When setting up the budget for the sports event, SSAs can estimate a subsidy of a maximum of 25% of the sports related costs.

Costs for individual accommodation, catering or the organisation of a party are not eligible for subsidies.

Administrative months 3.1

Regulation on Financial Assistance

The granting of nancial compensation for board members is based on the Regulation on Financial Assistance (FOS). Students, who will receive more than six months in one year, have to meet the additional as outlined on the web-site linked above. Note that students who are nominated for more than six months have to include their study results when applying for administrative months.

3.2

Guidelines administrative months Sports Council MUSST

Sports Council MUSST has made specic regulations for nancial compensation for board members. Every year, the Board Supporting Committee decides what amount of nancial compensation months will be granted to all the SSAs. These months have to be divided over all the board members of all the SSAs. Unfortunately, the amount of months has been lowered because of austerities. These nancial compensation months are divided as follows: First of all, these months will be divided on the basis of the amount of members of the association (criterion 1). to criteria 2, 3 and 4.

All the months that are divided over criteria 2, 3 and 4 are always compared to the dierent SSAs. It follows that although a SSA receives compensation months for a particular tournament in year 1, in year 2 the association does not receive nancial compensation months for this tournament due to other tournaments organised by other SSAs. 1. The rst criterion is based on the number of members of the SSA. The amount of members will be based on the number of members the association has received subsidy over in the previous year.

2. The second criterion is based on the participation of members in a) competitions and/or b) (international) tournaments. The substantial amount of time the board or respective committee spends organising the participation in such events is taken into account. 3. The third criterion is based on the complete organisation of a) tournaments, b) events and/or c) extra-curricular activities that are directly related to the SSA's sports and require a substantial amount of time from the board or the respective committee members. 4. The fourth criteria is based on the incidental substantial amount of time the board or respective committee spends on developing a) the quality and/or b) the diversity of association sport.

3.3

Application procedure

Sports Council MUSST has to submit the application for the nancial compensation months on behalf of the all the SSA, to the Board of Directors of the Maastricht University.

The application will be considered and discussed

by the Board Supporting Committee of which MUSST is also a member. The Board Supporting Committee will advise the Board of Directors of Maastricht University. When the distribution of the nancial compensation months is approved by the Board of Directors of the Maastricht University, the dierent SSAs will

receive a letter with allocation.

nomination form and overview form, to nominate students as board members. In the overview form, SSAs should ll out the names, functions, and number of allocated nancial compensation months.

3.4

Personal allocation

Financial compensation months are a personal allocation. The number of nancial compensation months allocated to students indicates the weight of the function. Starting point is that students performing administrative work will get study delay. Financial compensation months are a compensation for this study delay. Students receive a nancial contribution from the Maastricht University that is equal to the amount students would receive from the IB-Group. In case of foreign students, not receiving this grant, this amount will be around

¿

250.00 a month. IB-Group is the administrative body, which carries out a

number of acts and regulations in the area of education on the authority of the Dutch Ministry for Education, Culture, and Science. However, it is possible that dierent students receive dierent amounts considering that not all students receive the same grant. This grant is not a salary, but a compensation for the study delay. Every student performing administrative work should submit a nomination form him/herself and the Maastricht University pays the student according to his or her performance.

It is not the intention that one per-

son request all the nancial compensation months and allocates these months him/herself over the other board members. The maximum amount of nancial compensation months a student can receive is limited. Support on the basis of administrative work is possible until a maximum of 15 months.

Per academic year this is limited to a maximum

of 12 months. In case one student requests all nancial compensation months on his/her own name, it is possible that this student will reach the maximum amount of nancial compensation months and possibly cannot apply for further allocations in the future. In principle, nancial compensation months allocated by the Maastricht University are not subject to income tax. However, if one board member requests all the nancial compensation months and then allocates these months to all the other board members, these are no longer considered nancial com-

pensation months, but are considered a form of income, and subsequently this amount is subject to income tax.

4.1

Dutch Student Championships (NSK)

Under supervision of Student Sport the Netherlands (SSN), SSAs organise dierent National Student Championships.

The aim of these championships

is to increase the interaction between students from dierent cities.

SSAs

will receive more information about National Student Championships via the MUSST newsletter. In chapter 8, you can nd information about organising a National Student Championship.

Great Dutch Student Championships (GNSK)

During the GNSK more than 1200 students from dierent Universities and Colleges of Advanced Education compete in at least 10 team sports for the title Dutch Student Champion. GNSK 2015 will take place in Amsterdamn from 5th to 7th of June. The Sports Council will inform Maastricht students and the SSAs about the dierent sports during this event. An extra information evening will be held, and hope to get some `Team Maastricht' clothes for every participant. More information will follow in the newsletter.

4.3

Kaderdag en Board Weekend

The Sports Council will organise a kaderdag for the board members of all SSAs. During this day dierent associations can get to know each other and the council.

Further, associations will receive information concerning administrative

tasks, subsidies and current developments regarding MUSST, UM SPORT and Student Sport the Netherlands. This year, the kaderdag will take place on the 21st of November 2014. Note that it is a mandatory event for board members of SSAs. The kaderdag is followed by a night and day out for the boards of all SSAs, which is not mandatory, but a lot of fun.

On (Friday) night and

Saturday we go somewhere to spend time with other board members and enjoy some sportive activities as well as good food and drinks together. So, keep the 21st and 22nd of November free in your agenda!

4.4

StudentenWintersport

StudentenWintersport, also known as StuWi, is the biggest student winter sports event for students in the Netherlands.

In the current academic year,

Maastricht students can join the 14th Student Winter sports. StuWi2015 will take place from January 30 to February 8 in Tignes. Registration is already open. Find out more on www.studentenwintersport.nl.

Ragweek

The Ragweek is a week of activities and all the prots are donated to charity. Ragweek Maastricht aims at collecting money for charity as well as improving the contact between students and residents of Maastricht. Ragweek will take place during block 4. Find out more on www.maastricht.ragweek.nl.

Maastricht Student Championships

The Maastricht Student Championships (MSC) have been organised by the MUSST for the rst time in 2014. In March/April 2015, the second edition of this fun and social tournament will be held. 4.7

Batavierenrace

The Batavierenrace is the largest relay race in the world.

It will take place

on the 25th of April 2015. It is a relay race between Nijmegen and Enschede, divided in 25 stages diverging between 2.8 and 10 km. The organisation of this event is done by students from Nijmegen and Enschede.

To participate you

do not need to be a professional or semi-professional runner. The aim of the Batavierenrace is for all participants to have a good time. After the relay race, there will be a big student party. Zou can register either with a whole team or run for the UM team. More information about registration will be posted on our website and sent to the SSAs via the newsletter. INKOM

During the INKOM, rst year students get to know Maastricht.

SSAs can

promote themselves during this day, to increase awareness of their association among students, and to recruit new members.

4.8.1 SSA Contact person Each SSA appoints one contact person.

This person is responsible for the

communication between the SSA and the MUSST. Preferably, we see a SSA board member in this function. If another person is the contact person for a particular association, we will assume that this person is authorized to make decisions for the respective SSA. Please take care that the SSA should keep in contact with this contact person.

This person should also be present at the

CHO's.

4.8.2 Mentor groups Sports Council MUSST receives a certain number of mentor groups from the WGI. The council will divide these mentor groups among the dierent SSAs. The associations can request the number of mentor groups they like to receive from the WGI. The Sports Council will make the denite division. Some conditions for getting a mentor group:

Per group one helper has to be given to SCOREN during the INKOM. This person will be helping e.g. at the party or the Activity of Choice. N.B: These are NOT the helpers that are requested by the WGI from the MUSST.

Each group has to buy at least 5 tickets for the SCOREN barbeque. NO exceptions possible. Otherwise, it is not possible to organise the BBQ.

4.8.3 Sports day It is the intention that all SSAs organise a sports activity during the sports day to promote their association. In principal, all associations organise their own activity. Furthermore, the SSAs should supply some helpers for the INKOM from their association by the Sports Council. These helpers help the WGI and Sports Council during this day with setting up, and cleaning up at the end of this day. Additionally, some helpers are allocated as car attendants. After the INKOM a meeting will take place to evaluate this week and to deal with the nancial administration.

4.9

International tournaments

The MUSST gets invitations for international tournaments on a regular basis. These invitations will be forwarded to the SSAs that can join the event.

a SSA decides to go to the tournament, the MUSST can help.

They will

Chapter 5

Organising a National Student Championship The Sports Council stimulates the organisation of National Student Championships. For every sport it is possible to organise a National Student Championship. The Sports Council and of course all students would like to see more of these championships in Maastricht. In this chapter the council will briey explain the most important aspects of National Student Championships. These aspects are a guideline for the organisation of such a championship; a more extended guidebook is available at Student Sport the Netherlands or at Sports Council MUSST. For NSKs, the rules and regulations for event subsidies apply.

5.1

Before, During and After the Event

Start in time with the preparations. Forms have to be handed in on time and approval has to be given by the MUSST,UM SPORT, SSN and the other sports councils. If it is an event of multiple days, keep in mind the arrangement of material storage. Concerning places to stay in Maastricht, the municipality is very clear: It is forbidden to stay overnight in sports halls. Ask other SSAs about their solutions. Also think about promotion outside your own association and about nding sponsors. It is possible to request subsidy at the MUSST, SSN, and Province Limburg. MUSST and SSN have a xed amount for NSK subsidies. It is also possible to request a work loan from the MUSST. Other important issues are the date, location, and permits from the municipality.

5.2

Financial responsibility

The Sports Council MUSST is not responsible for any losses made during this tournament. The SSA itself is responsible and has to sign this beforehand, when applying for the organisation of the event. The budget has to be approved by both the MUSST and SSN. The budget has to be provided to the MUSST 4 months before the event, and to the SSN 3 months before the event. At the

latest 2 months after the NSK, a realisation and a report have to be handed in at the MUSST.

The SSAs have the possibility to arrange PR through the Sports Council. Below you will nd the dierent possibilities.

6.1.1 Website MUSST/SCOREN The website of the MUSST is especially important for boards and sponsors. All SSA's have the possibility to place general information about their association on this page. The text can be send to Ralph Janga ([email protected])

6.1.2 Social media Since last year, MUSST and SCOREN can be found on Facebook. Messages, events etc. can now also be shared through this channel. If you want to make use of this, send texts and material (photos, videos,. . . ) to Ralph.

6.1.3 Observant On the announcement pages of the Observant, the MUSST has a small space to publish information. The opening hours of the MUSST oce will be published here, but SSAs also have the possibility to publish information in this section. The available space is limited to a few sentences. Not all revenues and expenses are split up in detail in the budget, this can be done in the clarication. Revenues and expenses can only be mentioned if they are (i) plausible and (ii) they can be fairly estimated. If you are negotiating with a sponsor and hope to receive

SCOREN

SCOREN is a cooperation between the SSAs in Maastricht. It is an organization by students, for students. SCOREN is meant to optimise the cooperation between SSAs. By forming one big group as SSAs, under SCOREN, a huge social network is created. Furthermore, with a group of almost 1800 people, SCOREN creates a large basis within the university, as well as towards external parties. The primary target group of SCOREN are the SSAs and indirectly their members. SCOREN is organized by a committee, under the direction of the MUSST. Members of all SSAs can participate in this committee. The president is the Commissioner PR/Sponsoring of the MUSST. The committee organizes all SCOREN-related events during the year. The biggest events are the Sport Gala and the INKOM. During the INKOM, SSAs present themselves to new students and potential new members. supports SSAs during the INKOM as umbrella organization.

UM SPORT car

UM SPORT possesses a car, which can be rented by SSAs.

The car can accommodate up to 7 people and is intended for transportation to and from sporting events or training camps.

To use the car please send an email to Bart Vriesema ([email protected]). This application must be made at least 5 days in advance and is only valid after conrmation. Any cancellation of the application shall be no later than 5 days in advance.

The use of the car will cost 15 eurocents per kilometre and fuel costs are borne by the SSA.

A deposit of 250 Euros may be demanded.

The car can be retrieved the front desk of UM SPORT.

UM SPORT: You probably already have student sports events during this year where the car could come in handy. I would like to receive a list of possible events of the whole year before November 1st. The following information should be on the list: the pick-up day, the return day, destination. After November 1st I will check the list for double bookings. I will inform every SSA of the availability of the car as soon as possible. The car is only available after conrmation. Please note: During the Batavierenrace, the GNSK and the INKOM the car is reserved for UM SPORT. Regarding the GNSK, the transportation of materials can be discussed.
