Brief Background

!  Working on the mandate of Hon’ble Prime Minister of India for Vocational Training & Skill Development, the Government of NCT of Delhi has planned to establish a ‘Greenfield World Class Skill Centre’ on the advice of Sh. S. Ramadorai, Advisor to Hon’ble Prime Minister, National Council on Skill Development, at Delhi. !  The Department of Training and Technical Education has been entrusted with the task of setting up of this skill centre. !  The land measuring 27.09 acres identified by the department, has already been allotted for the project at Jonapur Village, South Delhi District, New Delhi.

The Aim of Setting up of Greenfield World Class Skill Centre !  To enhance the training skills of aspirants in Delhi and create skilled manpower as per the requirement of Indian and global industries. !  To enhance the training standards and upgrade the skill of the trainees. !  To cater the need of the population of Delhi as well as rest of the country. !  To change the mindset among the aspirants and to provide a methodological approach towards vocational training in Delhi. !  It will be a showcase of World Class Training and best in the country. !  The centre eventually will have capacity of 10,000 to 15,000 students along with large residential facility specially for Girls. Facilities at World Class Skill Centre, Jonapur ! The campus will house World Class Infrastructure

and shall encourage the

climate of learning. !  As the “Vocational Education” in India suffers from low aspiration value, so the campus should create a sense of aspiration and pride amongst the student. • World standard Smart- Classrooms, Workshops, Laboratories, Open amphitheatre, auditorium ,Library, Reading room, • Computer lab with broadband connection, • Hostel facility, Cafeterias, ATM’s, etc. Sports facilities • Track-field, indoor and outdoor sport facilities, Gym, Swimming Pool to stress upon the good health and stamina of the trainees, as some of the leading industries has made ‘Endurance test’ compulsory at the time of recruitment. Status of the land allotted for the Project ! !Land measuring 27.09 Acres has been allotted at Jonapur, South Delhi and Possession of the land has been taken over on 18th September 2012. !  The site plan, contour survey, Total Station Survey and Ground Water Investigation has been carried out. !  Payment of premium amount and annual rent (Rs. 10.95 Crores + Rs 11.71 Crores) for plots has been made to PWD. !  The work related to erect the boundary with barbed wire fencing has started on 4th October 2012 by the Chief Engineer, Building Project Zone B-1, PWD. !  Department took up with DDA the issue of change of land use from residential to institutional and Vice Chairman DDA has approved and in principle agreed for the proposed land use change under section 11A of DDA Act and further process is on.

Curriculum Development, Certification and Placement !  The Curriculum shall be developed by ITEES Singapore as per the agreement. However its relevancy shall be checked with the input given by the leading relevant industries in context with the local market requirement as well, with the aim to have 100% placement. ! The leading corporate houses and local industries are to be associated with the project not only to have forecasted requirement of the skilled manpower but also to provide platform for industrial training as per the requirement of the curriculum, to minimise the skill gap and produce quality technician so that the trainees are employable ‘From First Day First Hour’. !  Based on the forecasted requirement the seats in particular sector can be increased or decreased in that particular sector so that a successful trainee should not suffer for the want of gainful employment. !  After the completion of training the trainees will be trade tested by ITE, Singapore alongwith and shall be issued a Joint Certification with same ‘Benchmark’ , making him employable globally.

STAGE-I

OF THE PROJECT

!  2 of the 5 courses will commence earlier, in Jul 2013, using ITI Dheerpur as the temporary training venue. Upon the completion of WCSC, these 2 courses will be shifted to the new campus from July 2014. !  A total of 5 ISQ courses will then be offered at new WSC starting from Jul 2014, with the first 2 skills-based courses having their second intakes and the other 3 skills-based courses having their first intakes. The timeline has been summarized as follows:

Assistance by ITEES, Singapore in Development of World Class Skill Centre

Advice on WCSC Campus Design and Building Works

•  DTTE will supervise the construction of WSC with ITEES providing advices on the blueprint for the exterior design of the campus and building works

ITEES will assist to plan and compartmentalise the interior of Advice on Design of Facilities •  WCSC to ensure that the building is utilised in providing a holistic in WCSC environment both for the students and teachers.

Advice on Procurement of Training Equipment

•  DTTE will procure the necessary training equipment for the setting up of workshops with the functional and performance specifications provided by ITEES. ITEES will provide technical advices and support to facilitate the procurement by DTTE.

Support for Installation of Equipment and Commissioning of Workshops

•  ITEES will provide support to DTTE in the equipment installation and the commissioning of the Workshops.
