SECTION A.

Invitations

The local consultation was programmed to count with the participation of organizations, institutions and government representatives. Invitations were sent to NGO, government, civil society agencies and individuals known to have experience and deep knowledge in improved cookstoves. Nevertheless, an open invitation was published at a local wide-range newspaper. We also had the support of the Grupo de Apoyo al Sector Rural (Rural Sector Support Group), a division of the Engineering School of Católica University (Pontificia Universidad Católica DEL Perú – PUCP). They helped us with the setting of the event, lending us the auditorium were it was held, and broadcasting information about it (with designed posters, flyers and press notes made by Microsol) This way, we counted with the participation of 70 people that attended the meeting. The principal means of invitation were: a) sent invitations by e-mail to listed organizations and people (stakeholders); b) published advertising (newspaper, poster, flyers). The stakeholder consultation was held on August the 20th of 2009 at 9.30AM, at the Auditorium of the Engienieering School of PUCP. A.1.

Invitation tracking table

In this table we will present all participants that were invited by different means of invitation. The following chart includes all mandatory categories proposed by GS methodology. It is a long list because, as this is a national programm (not a project) many actors are involved and so, their participation was required. The means of invitations for this event were: a. E-mail invitations: As our field of action is the whole country. There were many guests to keep in mind and we couldn’t send invitations to all of them. Therefore, a mail research phase previous to the event was necessary. b. Printed invitations: We wanted the presence of certain policy maker groups, such as ministries, international government agencies, etc. This needed printed invitations as part of their protocols. c. Personal invitations: Mainly made to beneficiaries, as they didn’t count with email accounts nor telephone connection. Invitations were made by Microsol LPP’s. d. Advertisements: A newspaper add was published on August 14th. Also, we printed posters and flyers that were distributed at Catolica University. The event was also published at our website. We didn’t have the attendance of many beneficiaries of the program, only of 2 of them. This can be explained because: a) The event took place in Lima, Peru’s

capital, and most of current beneficiaries live in far away provinces. We had the participation of 2 of them because of coordinations we had with ADRA, NGO that is one of our LPP for 2008 POA, b) For Qori Q’oncha Program we consider organized institutional groups as our LPP, and so main actors with whom we work, and institutions. Our LPP can be NGO, Local Government, and other organized institutions. Therefore, they are our main focus to whom we direct our job. Notice that we consider in this chart general people that confirmed their attendance because of the different publications we had (under the code G – people in general). Not all of them came the day of the event, but some others, of which we didn’t have any record, did. Also, keep in mind that invitations are sent to institutions, although we place as name of the invitee the people with highest in the institution (such as Mayor, Manager, etc.). Therefore when they answered back they confirmed the participation not only of one member, but sometimes even 3 or 4. Because of the amount of people invited, we created one more code called H, which refers to exclusive research institution & press. Programa Qori Q’oncha – Difusión de cocinas mejoradas en el  Perú  ‐ Resumen ‐   

El  Programa  Qori  Q’oncha  busca  coordinar  diversas  iniciativas  voluntarias  de  difusión  de  cocinas  mejoradas en el Perú, funcionando como un VPA (Voluntary Program of Activities). Las actividades son  coordinadas MICROSOL, empresa social francesa que trabaja en Perú como coordinadora de los procesos  de valorización en el mercado del carbono, y Myclimate, fundación suiza de protección climática, con base  en Zurich.    Como    contrapartes,  esto  es,  agentes  ejecutores  de  la  difusión  de  cocinas  mejoradas,  se  considera  diversos actores locales (LPP – Local Project Participant), como lo son:

Ramas peruanas de ONG internacionales  Instituciones internacionales  ONG Nacionales  Autoridades  regionales  y  locales  (gobiernos  regionales,  municipios  provinciales,  municipios  locales)  Compañías nacionales e internacionales  Habitantes peruanos organizados en comunidades o asociaciones. 

  El marco geográfico del programa corresponde a todo el Perú. Por ejemplo, durante el 2008 se realizó la  difusión  de  actividades  en  Cuzco  y  Ancash.  Cada  iniciativa  de  difusión  de  cocinas  se  incluye  en  un  VPA  (Voluntary  Programm  of  Activities).  Un  VPA  puede  incluir  uno  o  más  proyectos  de  difusión  de  cocinas  mejoradas en regiones definidas del Perú. Cada VPA se divide en clusters (población objetivo).    Para que un VPA sea incluible en un POA, debe seguir varios criterios que deberán ser revisados a nivel de  cada cluster, completando un formato denominado “VPA cluster elegibility form”. Dentro de los criterios  más importantes se destaca:  - Cada nueva cocina emite menos GEI (Gases de Efecto Invernadero) que la reemplazada.  - La cocina tiene una chimenea para liberar el humo fuera de la vivienda.  - La construcción de la cocina favorece el uso de materiales locales (menos barro y adobe).  - La población destinataria es de nacionalidad peruana y pertenece a los sectores más pobres de la  población. 

  Programa Qori Q’oncha – Difusión de cocinas mejoradas en el  Perú  ‐ Resumen del VPA 2008‐    Este proyecto es  parte del programa de actividades  del POA  del Programa Qori Q’oncha. Las actividades  del proyecto están diseñadas para mejoras en el largo plazo de condiciones de vida de habitantes locales.  Esto se permite por el uso de cocinas mejoradas en sus viviendas    Las  actividades  del  proyecto  son  la  diseminación  y  transferencia  de  3’624  cocinas  mejoradas  en  dos  regiones del Perú: Ancash y Cuzco. Estas actividades se realizarán entre el 2008 y 2014 (la transferencia de  tecnología fue realizada durante el 2008).    Los principales actores que implementan las actividades del proyecto son:  - Fondo  Minero  Antamina,  fondo  financiero  de  la  compañía  minera  Antamina  y  dedicado  a  la  inversión en proyectos sociales en la región de Ancash. Est fondo financia parte de las actividades  el proyecto.  - ADRA  PERÚ,  LPP1  de  este  VPA,  rama  peruana  de  la  ONG  internacional  ADRA.  ADRA  PERÚ  implementa las actividades del proyecto en la región de Ancash.  - PRO PERÚ, LPP2 de este VPA, rama peruana de la ONG internacional My ProWorld. PRO PERÚ  implementa las actividades del proyecto en la región de Cuzco.  - MICROSOL, empresa social francesa dedicada a apoyar actores locales en la implementación de  acciones voluntarias sobre la difusión de cocinas mejoradas. MICROSOL coordina los proyectos.

Many people attended the meeting with great theorethical knowledge and as usual there was no opportunity to make the analysis with the involved ones since they were not present, the NGO representatives contributed a lot since they know each respective influence area, but there was people that delayed the workshop with out of context proposals because they don’t know the real conditions our peasants live. La sensación de que las cosas se quieren hacer lo más práctica posible sin complicarse la vida como se suele hacer en los proyectos SNIP los cuales aún cuando han sido flexibilizados varias veces, por la misma entidad, con el fin de que el objetivo se haga realidad lo más pronto posible hay evaluadores que no entienden el porqué de las mencionadas flexibilizaciones y ponen trabas innecesarias causando demoras en el gasto del dinero. The feeling that things want to be done in the most practical posible way, without complications as in SNIP projects [SNIP is the government program to apply any new Project idea], even thought they have been changed to be more flexible so the objective can be accomplished sooner, althought there are some evaluators that don’t understand the meaning of this and delay the job, making more expenses. Victor Quinto Ushiñahua En el evento me dio la impresión de que se estaba haciendo una norma técnica, es decir que cocina sería la mejor que pueda construirse, en ese caso, etc. Pienso que en el evento no estaban presente gente que tal vez no estaba de acuerdo en dichas condiciones de construcción. Es decir no es un modelo estándar la dicha construcción, lo que sí me parece que si hay métodos distintos para su diseño y construcción. I was under the impression that a technical norm was being made, which is what improved cookstove is the best to be built. I think that there was not present people that might have not being in agreement with these terms. I mean, there is no standard cookstove model, but different methods for its building up and design. B. 5. Outcome of consultation i. Minutes of the meeting In this section we write the questions that were raised once we presented the indicators and monitoring matrixes. Q1: Refering to air quality, are you placing pollution indicators or only air quality indicators? Does this refere to toxic gases or particular material? Are there other indicators about chemical substances? Answer: About air quality, we understand it as including also patricular material and chemical substances but the machines to mesure are very expensive and, as assessing it it not the main purpose of the monitoring program, we have limited the monitoring to assess the presence or not of a chimeney, that is to say the capacity to evacuate gases relate to combustion. Q2: Do you monitor the eventual parallel use of the older stove? If the older stove remains, health impact could not be lower ? How to guarantee that the older model of cookstove is not being used and that the new one is successfull? How will you know that people are not using both cookstoves? And what about people’s rights? Because it wouldn’t be appropriate to just go inside their houses and replace their older models of cookstove. Answer: Through the project, populations are informed of the negative impact of using the older stove. We do follow up the presence of the other cookstove through monitoring nevertheless we do not make it mandatory and leave it to the LPPs criteria. From our experience and the LPP’s, we can say a great majority of cookstove are removed. If the older stove is still used, eventual loss in health impact should actually appear whith monitoring the health impact. As far as GHG reduction is concerned, quantitative monitoring is made on the general wood consumption in the house so, loss in wood consumption is also included in the monitoring. Q3: Usually, people in the highlands want to keep the smoke of the cookstoves within their household because it warms them up and it is part of their culture. How do we go against it? Answer: In the workshops, the benefits of having an improved cookstove are demonstrated, specially because of health problems: having the smoke out of the house improve health and reduces risks of respiratory problems. Again, we do not impose the installation of a cookstove, we try to talk together and see how our efforts can be complemented. On the other side, the need for heating has to be assessed and it is included in the monitoring, if populations would use any other device for heating, such use would be assessed and its corresponding effect on wood consumption and health would appear. Q4: About respiratory problems, it has been proved that smoke within the household

generates eyes irritability. Actually, people in the highlands know that smoke gathers closed to the ceiling of their houses, and women tend to cook sitting down, so they don’t get contact with smoke. Irritability of eyes could be considered as a parameter for monitoring health impact. Answer: Ok, such a parameter seems usefull and applicable, we shall try to apply it in the future. Q5: As a parameter for health impact you suggest asking if respiratory deseases occurred during the three month to date of monitoring. Such a large time slot is not appropriate, you should prefer a few weeks period as larger periods are difficult to remember. For example a question like: “have you had any cough or cold during last two weeks”? coul be used. Actually helath ministry uses data regarding respiratory diseases yo might use. Q6: We don’t see any specific indicator for health when the main purpose of cookstove diffusion is to tackle health problems. Would it be possible to make a specific indicator that for? Q7: Should there not be specific health impacts in the context of coosktove diffusion project in Lima ? Q8: As women are the one who are in charge of cooking and biomass collectinf, a positive impact on gender issues could not be monitored with related questions and be included as an indicator ? In general could’nt you monitor behavior changes, let’s say more qualitative impacts? Q9: As far as deforestation is concerned, impact should be difficult to assess as other factors could influence the wood offer.WWhat is the conception of logging that you have? General logging? Parcial logging? Biomass renewability? Also, what is the indicator used for forest land? Which studies are you refering to, for this indicator? Answer: Anual medium growth and family log consumption is the indicator we handle for logging. We refer to the studies of AgroRural, from the Ministry of Agriculture. Q10: There is a positive impact as promoters of clean energy services. Why do you place it as neutral? Answer: If this is the case, we can place it as positive. Q11: As improved coosktoves imply using less biomass, deforestation reduces, then soil is maintained and erosion is reduced so you could consider soil condition being positively impacted by the project. Q12: The simple fact of saving forests should be easily related to preserving the biodiversity living in it if you find relevant documentation showing this. Q13: The reduction in ash availability could not have a negative impact in agricultural

The parallel use of the older coosktove is a risk as far as helth impact is concerned, but compulsory destruction would not be socially acceptable. Threw the project, populations are informed of the negative impact of using the older stove, keeping it is their decisions. As far as GHG reduction is concerned, quantitative monitoring is made on the general wood consumption in the house so, loss in wood consumption is also included in the monitoring.

Heating is a necessity in some parts of the proposed project activity because of high altitude and corresponding cold climate so that resistance due to heting needs is plausible.

In the field, people often mention old stove disadvantage of eyes irritating.

Response to comment Whenever financiary possible, monitoring should include the medition of all mentioned air quality determinants. Nevertheless, the minimum assessment is the evacuation of smoke threw the presence of a chimeney as it is very cost effective as parameter. The parapell use of the older stove shall be considered having a counterproductive impact on air quality and health.

Heating use is assessed in the monitoring and whenever detected, corresponding influence on health impact will be taken into account while influence on GHG emission is, by definition, already taken into account. Whenever possible, such a parameter could be used for monitoring health impact.

We cannot think of any different impact in Lima.

Health impact will be assessed threw questions included in the living condition indicator but with adecuate parameters.Further specific consideration about health will then be possible. Not relevant.

Gender issues are not considered as such in GS Matrix. It could thus be included in living conditions but the additional cost of such a unnecessary monitoring could be a barrier for doing so.

Whenever possible, if simple question corresponding is defined, gender and behaviour issues might be assessed, thus, it is not considered as compulsory.

A World Health Organization report2 on the emissions related to the use of cook-stove in the Cusco region of Peru show a positive impact on the intra-domiciliary air quality. It shows also that when the user is well trained, the emission of certain gases is almost disappearing from the house. Intra-domiciliary smokes being a major cause for respiratory diseases3, the health of the children and the women is therefore highly improved thanks to the appropriate use of their improved cook-stove. Besides, the poverty is therefore reduced thanks to an economy of time or money (the fuel is either gathered or bought). The purpose of the activities is to disseminate as far as possible the knowledge of the technology and of the proper ways to implement / use it. Firstly, the empowerment will focus on the workers of the LPPs. Then appropriate training programs will empower directly specific persons of the communities. In the end, all families will be given the possibility to understand / maintain & take care of / replicate / use properly their cook-stove. An appropriate level of involvement of the poorest is then implemented, as the final beneficiaries are actors and not only beneficiaries of the project. This, besides making possible a structural change of habits in traditional communities, raises the consciousness of the poorest in three directions: - health and related good practices; - environment and related good practices; - own ability to better their own life standards The empowerment, capacity-building and consciousness raising processes defined here are a formal requisite for any project to enter the PoA. PoA and VPA should be checked in order to verify this assessment.

The project is fully replicable, and designed to be so. Indeed, the core of the project is to build a chain of knowledge transfer, that has two purposes: - That the people who build the technology and who train the users would master the whole aspects (technical, sociological, methodological) of the technology. This makes the project sustainable, as the maintenance is permitted within the communities. - That the people who build the technology and who train the users are local people: this guarantees that the technological and therefore cultural change is accepted, as it implemented by the very people who are the final users. Besides, the project is implemented in coordination with the institutional framework of the country, and employees from these institutions are trained to manage and accompany this kind

of technology-introduction activities. Direct knowledge and replicability capacity are guaranteed by the project, as it is a formal requisite for a community to enter the LPPs projects to commit themselves in receiving the knowledge so that at least a member of the community has this knowledge and is able to replicate the technology. Comments resulting from the blind sustainable development exercise Stakeholder consultation has allowed for a major number of indicators with positive scores, giving advices on way of proof. Give analysis of difference between own sustainable development table and the one resulting from the blind exercise with stakeholders. Explain way of consolidation. As major differences comes from considering simple parameters for some parameters and believing studies to be available for other indicators, the first type will be directly taken into account without further consideration and an additional research will be done for accepting the second type. Biomass cookstoves or traditional cookstoves are usually placed within the household, therefore the smoke and particulates produced by the combustion affect the people inside the house. An improved cookstoves on the other side presents a chimeney that helps in the expulsion of the smoke (along with the particles) to the outside. Quality of employment

Livelihood of the poor

In a country with high level of self-employment, being employed with a wage at minimum level represents a good position especially in a rural context where projects generally occur. A World Health Organization report7 on the emissions related to the use of cook-stove in the Cusco region of Peru show a positive impact on the intra-domiciliary air quality. It shows also that when the user is well trained, the emission of certain gases is almost disappearing from the house. 8 Intra-domiciliary smokes being a major cause for respiratory diseases , the health of the children and the women is therefore highly improved thanks to the appropriate use of their improved cook-stove.

Besides, the poverty is therefore reduced thanks to an economy of time or money (the fuel is either gathered or bought). Projects induce personal contracting for coordination and for technical profession on the fields. For this job local people of the community are often contracted. Those job mean income generation. As well as wood savings mean direct (when buying fuel) or indirect (saving time) income. The level of importation due to project activity should be assessed. As a requirement is to favor local materials and the one and only material that could be produced with imported material is iron spare parts (that definitively could not be considered as significant in relation with general iron importation) an impact on balance of payment is very unlikely. LPPs are due to transfer knowledge at community level so impact is positive for project participant.

We consider that online feedback round will be faster and more effectively than a live one because: -

All information is easily canalized because of the placed items of discussion It is adjustable for everyone’s time, considering that all of our invitees belong to some type of institution and have regular jobs. It allows also the ones that did not attend the consultation, so we can have new perspectives and opinions.

Initially, we consider prudent to keep a two week period for checking the new matrix, so everyone can have enough time besides their own time limitations. After this time, we didn’t receive any comments. Eventually this time period was extended up for two months.
