General Director of MSF South Korean OFFICE Job Opening Seoul based Reports to: MSF Japan Executive Director in 2015 and MSF Switzerland Executive Director from 2016 onwards Starting date: June 1st 2015, 3 years renewable

BACKGROUND MSF Japan and MSF Switzerland have co-developed the MSF Korea office into a primary partner of OCG (Operational Center Geneva) along 3 strategic directions: o

Development of resource oriented activities with high potential, with a focus on fundraising

o

Anchorage into one of the main Asian rising “powers”

o

Engagement with the civil society about medical and operational topics, awareness building

The strategic ambition is to deliberately develop, from 2015 onwards, the capacity of the MSF Korea office to become a section, should it be the will and choice of the MSF movement in the future OVERVIEW The Director is responsible for leading MSF-Korea (“MSF-K”) support to MSF social mission of effective provision of medical humanitarian assistance to people affected by armed conflict, epidemics, natural or man-made disasters, or exclusion from health care. The main purpose of this position is to: 1. Lead the delivery of the 2015-2017 Strategic plan in Korea as well as the design of the next Strategic plan as per the 2015-20120 MSF-K vision 2. Lead the design and oversee the delivery of annual plans through managing a team of staff and volunteers, and ensuring the effective operation of the office within the OCG-MSF-J governance framework (MoU) 3. Represent MSF, and serve regularly as a spokesperson for the movement, in Korea (media, donors, NGO, policy makers, government etc)

MAIN DUTIES & RESPONSIBILITIES 

Be the legal representative of MSF in Korea, and represent the office internationally within the MSF movement



Design strategies and activities for the development of the office, with the input of MSF-CH and MSF-J supervisory committee, under the oversight of the Executive director of MSF-J in 2015 and of MSF-CH in 2016



Coordinate the senior staff in defining objectives, priorities, organisational policies, and responsibilities for each department



Revise objectives and plans in accordance with current conditions

1. Strategy, planning and general management The Director is responsible for development, obtaining and implementation of annual and multi-year plans (actions and budgets) and their review. (S)He ensures activities within the country meet the MSF standards and the Korean legal Code. (S)He is responsible for the development of the office staff in cooperation with heads of departments. •

Propose and implement strategic orientation of MSF-K, building on the strengths already established in the office



Supervise the development and implementation of Annual Plans and Budgets, insuring good performance levels and quality in work



Oversee the recruitment and lead MSF Korea senior staff in line with MSF-K policies and management practices, to include annual performance reviews, quality supervision and support



Occasionally, attend specific MSF platforms and project group meetings internationally and looks for ways to realise the potential of MSF-K contribution to operational responsibilities



Accountable for sourcing strategic and technical support in a timely manner as per the ‘Management and Support Framework’



Accountable for the establishment of effective and efficient back office support processes, systems, legal and commercial contracts, and ways of working

2. Fundraising – Private & Institutional Funds The Director is in charge to develop activities with high potential and appropriate to the South Korean market and culture, confirmed by fundraising test (on-line, F2F, and Corporate) •

Lead the process to develop fundraising strategies and yearly/multi-yearly targets and ensures that PoA and activities properly reflect those strategies.

Monitor tools and performance of current activities and develop new ones (still in learning process). Ensure that income sources are profitable, diversified and most appropriate to achieve the yearly/multi-yearly targets



Ensure that methods used are complying with standards MSF. Approve tools or documents to be used publicly before starting their production.



Give personal attention to communicating in major fundraising events and for fundraising opportunities (majors donors events, corporate, KoicaA)



Ensure proper collaboration and consistency between Fundraising and Communication departments.

3. Representation & Communication The Director is the active advocate for MSF’s positions and interests, within Korea. (S)He is responsible for developing and maintaining MSF’s reputation and maximising its impact with the medical community, Government/Parliament, donors, media and Korean-based international organisations. (S)He is responsible for: •

Be the public face and spokesperson for the organisation when appropriate



Play a leading role in co-ordinating MSF’s various advocacy efforts in Korea to ensure that MSFK’s messages are effective and consistent



Develop, with the Communication Director, a good understanding of key media outlets for MSF-K messages, and building these into the strategic thinking.



Approve all publicly available documents produced by MSF-K

4. Active Recruitment •

Co-ordinate with the HR department in Tokyo and Geneva to maximize the recruitment and matching of Korean aid workers



Develop a good understanding of the Korean recruitment market, and building a longer term strategy for maximising MSF’s recruitment potential



Support Active Recruitment



Act as point of contact in Korea for issues concerning Korean based field staff

5. Finance, Accountability, good governance The Director will ensure that the highest standards of financial accountability and transparency, according to Korean law and accepted standards of good practice. •

Accountable for the achievement of MSF Korea’s income target, good financial management, including expenditures control budget planning and the organisation and follow-up of Accountable for identifying, mitigating and reporting key risks to MSF Korea and the delivery of its objectives



Develop and grow an associative base in Korea



Responsible for providing regular reporting (on a quarterly basis minimum) covering all MSF-K activities to OCG and MSF-J



Ensure successful year end audit and Annual Return filing.



Exchanging information and gathering input for MSF-K Board and reporting to the team regarding Board decisions

QUALIFICATIONS Essential •

A passion for and commitment to the humanitarian principles of MSF.



A minimum of six years in directly relevant work experience in a humanitarian organization, including 4 years at senior manager level, Demonstrated experience in change management



Demonstrated ability to set and achieve ambitious targets



Good understanding of public fundraising and communication



Able to demonstrate the ability to lead, manage and motivate a small growing team as well as empower managers and foster a creative, professional work environment. Strong interpersonal skills, including the ability to respond effectively to sensitive inquiries and complaints.



Commitment to the promotion of MSF’s core activities: recruitment of volunteers, fundraising and raising public awareness of MSF’s work



Excellent organisational and planning skills combined with a proven ability to carry out different tasks simultaneously and prioritise time and resources accordingly



Excellent communication skills, both written and oral.



Proven analytical and political skills, including ability to negotiate and advocate to diverse audiences



Basic experience of budgetary control and financial planning



Fluent spoken and written English, French an asset.



Capacity to travel and sustain high energy on a long term basis and work in a rapidly changing, multicultural environment

Desirable •

Experience in public fundraising



Spoken Korean and/or French an advantage.



Knowledge and understanding of the Korean market in general and in particular the Korean NGO and political sector.



Basic knowledge of IT hardware and software maintenance
