GENERAL ANNOUNCEMENTS LICENSED TRAINING PROGRAMME FOR ENERGY AUDITORS CLASS A AND A & B The Partnership of University of Nicosia and the Cyprus Energy Agency announces the launch of training programs, approved by the Energy Service, for Energy Auditors A for buildings (including all buildings, regardless of area and type of air conditioning system also includes, inter alia, ports airports, streetlights) and for Category B (including industrial facilities and processes, agricultural facilities) to prepare candidates for registration as "energy auditors" in the national registry which will be kept by the Energy Service. Note that the successful completion of an approved training program is one of the conditions of the Regulation for registration in the registry of licensed energy auditors maintained by the Energy Service. Note that the last date for applications is the 25th October 2013. More information on the website of the Cyprus Energy Agency www.cea.org.cy OVERVIEW - FINANCING SCHEMES: FUNDS FOR AN ENERGY EFFICIENT URBAN ENVIRONMENT

As Europe is striving to reach its 20-20-20 goals a series of steps—both at an organisational and financial level—have been taken to facilitate this process. Different financing mechanisms have been used all over Europe and interested parties can gain substantial aid if they know where to look. The BUILD UP Financing Schemes section aims to provide all the necessary information to keep track of new and existing funding opportunities in the field of building energy efficiency. What/who is funded? The Financing mechanisms listed in BUILD UP are funding initiatives created by the European Union, individual Member States or private institutions, that aim to promote energy efficiency and renewable energy primarily in buildings by providing financial incentives to eligible beneficiaries. This can be done through direct, non-refundable monies, low interest loans or subsidised products and services. Depending on their source, the funds are managed by one or more of the following actors:  A particular organisation/instrument specifically tasked with handling the fund (e.g. EuropeAid).  Relevant national and/or regional authorities (e.g. ministries, energy agencies etc). For example, the Environment Round Table in France brings together national and local

government actors, among others, and has produced the social housing eco-loan. Enova SF, the Norwegian Energy Agency, handles the Norwegian Energy Fund. Banks (e.g. KfW Bankengruppe’s support for energy efficient buildings).

Different funds may be of use to different target groups. Depending on the fund, eligible beneficiaries might be one or more of the following:  Public authorities, e.g. municipalities.  Private and public sector enterprises.  Individuals or groups of individuals (e.g. homeowner/tenant). European-wide funds There are certain European-wide funding mechanisms that are aimed at promoting, improving and supporting energy efficiency and renewable energy in the residential, public, commercial and industrial sectors. Some of these initiatives, like the European Energy Efficiency Fund, are exclusively linked to energy efficiency and renewable energy. Others such as the Structural and Cohesion Funds, have more general goals that tackle infrastructure and regional development, but these can also be used to support energy related projects. These funding mechanisms can be directly involved in financing a project, or indirectly through the allocation of set funds to national governments for the facilitation of a wide range of projects. Keeping up-to-date There are a lot of building-related funding opportunities available in Europe, which are constantly being updated, cancelled or renewed based on their performance and the available budget. The BUILD UP Financing Schemes section offers continuously updated information. SERPENTE –EXCEEDING THE ENERGY GOALS THROUGH ENERGY EFFICIENT PUBLIC BUILDINGS In the context of project implementation SERPENTE - "Surpassing Energy Targets through Efficient Public Building" the Cyprus Energy Agency organizes day conference on energy upgrading of existing public buildings with an emphasis on building of local authorities, cofinanced by the European Regional Development Fund through the INTERREG IVC program . The workshop will be held Thursday, October 17, 2013 at 8:30 to 13:00, at the Cleopatra Hotel, room Macedonia. More information on the website of SERPENTE. During the event will be distributed the first newsletter of best practices which have been designated so far by the project. It is also available on the project website. Also held the 4th joint meeting of project partners SERPENTE in Katowice, Poland on 26-27 September 2013. The hospitality had the Metropolitan Association of Upper Silesia. Participants had the opportunity to visit the Secondary School Sosnowiec where it belongs in the category of best practices

In this Secondary school undergo a complex renovation, covering: insulation of exterior walls and roof, insulated windows, double glazing, full modernization of the boiler system with: heating system, a system for producing hot water for the pool, and a new engineering ventilation system. It also has a Building Management System (BMS). In the city center of Katowice is the Hall of Katowice. It is a historical building that was converted into an office building after a complete renovation, with modern innovative solutions in the field of ventilation and heating and Building Management System (BMS). BUY SMART «GREEN PROCURMENTS IN EUROPE » Sustainable green procurement is a useful tool for public bodies and private companies as helping to protect the environment by reducing emissions of hazardous substances and greenhouse gases. Choosing and buying green products and services would reduce air pollutants released into the environment, conserving natural resources and the protection of public health. The public sector spends around € 2 trillion per year, which equates to approximately 19% of the gross domestic product of the EU. The demand for efficient and environmentally friendly products will provide an incentive for suppliers to develop products and services that comply with modern environmental requirements while meeting the minimum technical specifications. Furthermore, the consolidation of sustainable procurement is expected to result in the development of innovative, energy- efficient products that meet the requirements of buyers. The Cyprus Energy Agency is a partner in the project Buy Smart+ co-financed by the «Intelligent Energy for Europe» programme of the European Commission. The Cyprus Energy Agency is set through this project as a support office for green procurement in Cyprus to provide technical support, guidance and education to stakeholders.

September 2013 In realizing this project in Cyprus, organized free seminars during the months of October - November 2013. For more information contact the Cyprus Energy Agency . The project partners met in Nicosia on 26 and 27 September 2013. The meeting analyzed the hitherto progress of the project in the countries involved, but also the upcoming activities in each country to promote green procurement and green products, within the project Buy Smart +. Also discussed the obstacles faced by contracting authorities in each country for the implementation sustainable procurement in private, public and semi-public institutions. The project Buy Smart+ co-funded by the "Intelligent Energy for Europe" program aims targeted dissemination of green procurement in selected groups of professional buyers in both the public and private sectors in each country. CONSOLIDATING THE COVENANT OF MAYORS: BEST ACTION PLANS FOR SUSTAINABLE ENERGY LOCAL AUTHORITIES Held on October 4, 2013, at the Hotel Hilton Cyprus, Roundtable on "exchange of local energy data for the Covenant of Mayors". The meeting was organized within the framework of implementation of European projects SEAP + and Meshartility, which aim to assist the development of Action Plans for Sustainable Energy Local Authorities. These two projects financed by the program "Intelligent Energy for Europe" programme. Local Authorities can help to protect the environment and reduce carbon emissions in their territory at least 20 % by 2020. To accomplish this, develop Sustainable Energy Action Plans (SEAPs), implement measures to improve energy efficiency and increase renewable energy. These efforts are supported strongly by the European Commission, the Office of the Covenant of Mayors and Supporting Structures such as associations of local authorities and energy agencies. At this meeting it was noted that the Local Authorities to prepare the Action Plan for Sustainable Energy is important to collect energy data in the right format, categorized by sector and analyze the energy behaviour of different groups of consumers who are within its territory. Additionally recognized the role of the Electricity Authority of Cyprus to making reliable data available electrical energy in local authority and was awarded an honorary award for her contribution to the provision of energy data to the Cyprus Energy Agency for the purpose of an Action Plan on Sustainable Energy of Local Authorities and signed memorandum of Understanding. The new local authorities signed the Covenant of Mayors and participate in projects SEAP+ and Meshartility are the Municipalities of Nicosia and Derynia and the communities Agros, Lythrodontas

BENEFITS FROM THE IMPLEMENTATION OF THE PROJECT GERONIMO II-BIOGAS IN CYPRUS In the context of promoting biogas from farm waste in Cyprus, the Cyprus Energy Agency participates in the European project Geronimo II-Biogas, which is funded by the "Intelligent Energy for Europe" of the European Commission. The aim of this project is to work closely with farmers and institutional market players in Cyprus for biogas but also the emergence of the economic and environmental benefits resulting from the creation of biogas plants in farms of Cyprus. In the context of implementation of the project were trained 20 farmers, but also organised free visits for 6 Cypriot farm owners in biogas installations abroad ( Czech Republic and Germany) for in situ monitoring of the operation of such plants in Europe. The project website is rich in content and each person can find useful material and computational tools for measuring the biogas produced . Has been also developed online training courses targeted to farmers (pig, cattle farmers) for easy learning the theoretical underpinnings of utilizing livestock waste to produce energy and the rational management of the livestock waste. The online course consists of 5 modules and at the end of each there are several multiple-choice questions to better understand the content of each module This tool is freely available on the project website to link Geronimo II http://energy4farms.eu/el/elearning-el/. Prerequisite for access to online courses, is to register on the project website www.energy4farms.eu, which is free of charge.

HYBRID ROUTES PRIUS PLUG-IN 2013 Continuing successfully for the second time the «Hybrid routes Prius Plug-in» to raise awareness of the public towards the adoption eco-consciousness as long as transportation. In this program involved prominent personalities of Cyprus care about the environment but also for its protection. In «Hybrid routes Prius Plug-in» such personalities have the opportunity to drive the new Toyota Prius Plug-in, the first rechargeable full hybrid vehicle, for a specific

At the end of this time period will be measured the average consumption, emissions of CO2, as well as the miles you have travelled participants with this car, and multiplied by the nominal amount of money € 0.50. The total amount will be paid to the Cyprus Association of Cancer Patients and Friends (PASYKAF) to strengthen the charitable work.

NEWS FROM BRUSSELS SEVEN MEMBER STATES REQUESTED TO ADOPT NATIONAL MEASURES ON ENERGY EFFICIENCY IN BUILDINGS The European Commission has formally requested Austria, Cyprus, Estonia, Lithuania, Luxembourg, Hungary and the United Kingdom to ensure full compliance with their obligations under EU legislation on energy performance of buildings (Directive 2010/31/EU). The European Commission sent a reasoned opinion to the Member States, asking them to notify the Commission of all the implementing measures of the Directive, which should have been transposed into national law by July 9, 2012. If Member States do not comply with their legal obligations within two months, the Commission may decide to refer the matter to the Court of Justice. Under this Directive, Member States must establish and implement minimum energy performance requirements for buildings, ensure the certification of the energy performance of buildings and to require the regular inspection of heating and air conditioning. Furthermore, the Directive obliges Member States to ensure that by 2021 all new buildings will be the so-called zero-energy buildings. In September 2012, the Commission opened proceedings against 24 Member States had not notified the Commission of national measures transposing the Directive into national law. Reasoned opinions have been sent to Italy, Greece, Portugal and Bulgaria in January 2013, Spain and Slovenia in April 2013 in Belgium, Germany, Finland, France, Latvia , Poland and the Netherlands in June 2013. ITALY AND SPAIN ARE REQUIRED TO ADHERE TO THE RULES OF THE EU FOR RENEWABLE ENERGY The European Commission has formally requested Italy and Spain to take action to ensure full compliance with EU rules on renewable energy. The Commission sent a reasoned opinion in these countries to inform the Commission of the full transposition of the Directive (Directive 2009/28/EC).

September 2013 The law should be implemented by Member States by 5 December 2010. However, Italy and Spain have not informed the Commission of all measures necessary for transposition into national law. If the two Member States do not comply with their legal obligations within two months, the Commission may decide to refer the matter to the Court. These two reasoned opinions complement 17 similar procedures are Austria , Belgium , Bulgaria, Cyprus, Czech Republic , Estonia , Finland , France, Hungary, Greece , Ireland , Luxembourg , Malta , Poland , Slovenia , Latvia and the Netherlands. Under the Directive, each Member State has to reach individual targets for the overall share of renewable energy in overall energy consumption. To achieve these objectives, Member States should lay down rules, for example, to improve grid access for electricity from renewable energy sources, administrative and planning procedures, information and training of installers. In addition, when using biofuels to achieve the transport objectives, they must meet a series of sustainability requirements, which also should be included in national legislation.
