Dear Parent or Guardian, Through the federal No Child Left Behind Act, children at your school may receive a free tutor. This is a great opportunity to help your child academically without any cost to you. Please consider applying. You may choose a free tutoring program that best meets your child’s needs from the list of approved tutoring programs in your community. The tutoring programs, which have been approved by the state department of education, should coordinate with the math and language arts taught in your school. Research from the federal government has shown that students who participated in tutoring programs increased academic achievement, and those students who participated in multiple years had greater improvement. On the back of this letter is a list of tutoring programs with a brief description of each program, including the qualifications of the tutors and the tutor’s capability of assisting with students who are English language learners and students with disabilities. A more in depth description of the providers program may be picked up at your child’s school site. The Federal Government requires SFUSD to establish criteria for students that are given priority status to SES tutoring when there are not enough funds to tutor all eligible students. The District is required to prioritize students that have the most academic need. Consequently, SFUSD uses test scores to identify priority students. Students who score “Below Basic” and “Far Below Basic” on the California Standards Test in both Math and Language Arts in 3rd-8th grade are given priority status. With students in Kindergarten through 2nd grade, the Brigance test score will be used as the information for prioritizing students. The District will use these types of test scores to determine Educationally Disadvantaged Youth status to establish eligibility for SES. Students with Special Needs will also be given further consideration: Special Education Students will be eligible if they meet the Federal and State criteria and score “Below Basic” or “Far Below Basic” on the California Standards test, take the California Modified assessment or any combination of the two assessments. Newcomer English Learners (recently-arrived immigrant students) are also eligible for priority SES services. If you would like to enroll your child in the SES program you may pick up a packet including an application form at your child’s school beginning November 7th, 2011. Applications must be received at the school site by November 23, 2011. A representative from your school site or your selected provider will contact you to set up a meeting with your child’s tutor if your application has been approved. Tutoring will be set up for as many families as possible until all funds are expended. Priority students will be served first. Students that meet the Federal and State criteria but are outside the District academic criteria for priority will be placed on a waiting list. Applications for priority students who miss the November 23rd, 2011 deadline will also be placed on the wait list according to the date and time they were received in the State and Federal Programs Office. Supplemental Educational Services (SES) Frequently Asked Questions (FAQs) The No Child Left Behind (NCLB) Act of 2001 provides parents of eligible students in certain schools the opportunity to select supplemental educational services from a state approved support provider. To help you understand how the Supplemental Educational Services program can work for you, here are some answers to the questions you may have. 1. WHAT ARE SUPPLEMENTAL EDUCATIONAL SERVICES? Supplemental Educational Services are programs designed to provide eligible students in certain schools extra educational support in the form of additional tutoring or academic assistance outside the regular school day from a state approved support provider. After-school tutoring and remedial classes in reading, language arts or math are just some of the options that might be available to your son or daughter. 2. WHO PROVIDES SUPPLEMENTAL EDUCATIONAL SERVICES? Supplemental Educational Services are provided by State approved providers. The California Department of Education identifies Supplemental Educational Service providers who are approved to provide additional tutoring or academic assistance to eligible students. The providers vary from non-profit organizations to for-profit companies, local school districts and colleges, as well as Faith-Based organizations. 3. IS MY CHILD ELIGIBLE FOR SUPPLEMENTAL EDUCATIONAL SERVICES? Eligible students are students attending a public school that has been identified as being in Program Improvement. In addition, federal guidelines state that eligible students must also be low achieving students as determined by test scores as well as be of low-socio-economic status as determined by Free and Reduced Lunch eligibility. 4. HOW WILL STUDENTS BE CHOSEN? We want to accommodate as many students as possible, but if all parents of eligible students request services we may not have space for everyone. Under federal law, we must give first priority for placement to the lowest achieving, lowest income students. Low achievement will be based on the students’ test scores on the statewide assessment program and low-income will be based on a student’s eligibility for free lunch. 5. WHO PAYS FOR THE COST OF SUPPLEMENTAL EDUCATIONAL SERVICES? Services are FREE to families who qualify. The cost for Supplemental Educational Services will be paid for by the District using funding provided under the No Child Left Behind Act of 2001. These funds are limited, however. Even so, every effort will be made to allow as many eligible students as possible to participate. 6. IS TRANSPORTATION PROVIDED? Transportation is NOT provided by the District. It will be the responsibility of the parent or guardian to provide transportation of the eligible child to the Supplemental Educational Services provider’s location. 7. WHAT IS THE DEADLINE FOR APPLYING? Interested parents must complete and turn in a Request Form to your child’s principal on or th before November 28 .Parents will be contacted by their selected provider soon after all requests are processed to determine the start date for services.

8. IF MY CHILD IS ELIGIBLE FOR SUPPLEMENTAL EDUCATIONAL SERVICES, HOW DO I CHOOSE A GOOD PROGRAM? A list of the state approved providers containing descriptions of each program will be sent to the parents of eligible students and be available at applicable schools. It is the parent’s choice which provider to use, however; if parents would like assistance they are free to discuss the providers with their child’s principal or teacher. Parents are also encouraged to contact the providers directly to determine which program is best for their child. Below are some suggested questions to ask providers: • What subject areas are covered? • What grade levels do you serve? • Where are the services provided? • What is the length of each session and total number of sessions? • What is the mode of instructional delivery? In person? On-line? • How many students will be taught at one time? • What are the qualifications of your staff? • Is your staff trained in how to serve special education students effectively? • Is your staff trained in how to serve English learners effectively? • How is my child’s progress measured and how often? • How will you communicate with parents? • What is the minimum and maximum number of students you are able to serve? Parents should provide a first, second, and third choice for a provider on the Parent Request Form as some providers will only provide service if a minimum number of students is met. We will try to fulfill the first choice whenever possible but if we are not able to accommodate your first choice we will use your second or third choice. 9. WHAT SHOULD BE EXPECTED FROM A SUPPLEMENTAL EDUCATIONAL SERVICES PROVIDER? The Supplemental Educational Service provider must: • Meet all applicable federal, state, and local health safety, and civil rights laws. • Ensure that the instruction and content used by the provider are consistent with the instruction and content used by the district and state and aligned with state achievement standards. • Collaborate with parents of the children being served to align instructional goals and content with student needs. • Commit to giving the district, school, and parents of children receiving services information on the progress of the children in increasing achievement. This information must be in a language that the parents can understand. • Use certified instructors specifically trained to provide the reading, language arts or math instruction your child needs. • Provide same tutor or instructor on a consistent basis in one-on-one or small group instructional setting. 10.
