It may have looked like summer outside, but teachers and staff from Harrison, Madison and Wilson Primary Centers were still in class. Harrison, Madison and Wilson Primary Centers were selected to receive professional development in the research supported phonemic awareness and Wilson Language Methods in order to teach struggling readers. The three schools were selected by the South Bend administration

Three training sessions took place during the summer which included teachers and classroom aides. In addition, five tutors per building were hired and trained to tutor students in small group settings. These early intervention methods will serve 1,200 students in grades K-2 and are designed for struggling readers and atrisk students who fall into the lowest 30th percentile in reading and spelling. The program is modeled after the learning lab at Hay Primary where adequate yearly progress (IN State AYP) gains have been documented for three years in a row.

A capacity crowd of supporters were on hand for the annual “Great Friends of Schools” luncheon in April with keynote speaker South Bend superintendent Dr. Robert Zimmerman. He read the powerful “Letters from Teddy” driving home the point of the importance of teachers in student’s lives. Board member Tricia

In Memory of Roland Kelly Oct. 21, 1926 - May 26, 2007

The Public Education Foundation family lost our dear friend Roland Kelly on May 26th. We all have many, many great memories of Roland’s dedication to the children of South Bend. As he would often say, we must walk the talk, and he always put his belief, that all children can learn, into action.

On the following pages we have listed our goals and accomplishments this year. As you can see, our emphasis has been in funding the Wilson Language reading program for struggling readers. In this year’s annual appeal we are asking for your continued financial support for funds that will continue this successful program. Please help us to help others as we “Step up for South Bend schools.” Thank you.

Roland served as secretary for The Foundation for ten years and on the marketing committee two years. We will remember Roland every time we look at our logo “Edfo” as he was on the marketing committee and said that he liked the “upbeat” presentation. Roland mentioned that this was one of his favorite photos (above, right) during a board of director’s mini-retreat where he asked if he could “take this chair home so that I’m as tall as everybody else!” To honor Roland, The Public Educa-

tion Foundation, Inc. has established the “Roland Kelly Language Arts” teacher grant to be awarded every spring at The Foundation luncheon. Board director and retired Adams principal, Bill Przybysz said, “Roland would be pleased that the grant covers a broad area that he was interested in-language, writing, journalism and media.”

Foundation Receives Matching Grants The Public Education Foundation, Inc. has been awarded two multi-year matching grants. The first two-year $15,000 grant is from The John & Mary Martin Fund, through the Community Foundation of St. Joseph County. The second $15,000 grant is from The Garcia Family Foundation. The grants will be awarded when the Education Foundation has raised the matching funds. The Foundation is launching a fund-raising effort to meet the match by asking for public support to commit to a two-year pledge. 2

Letter from the Director What great progress we observed this summer! It is particularly rewarding as we have been involved with the reading training of over 130 SBCSC staff from Harrison, Madison and Wilson Primary Centers. Reading Success Continues in “Light Bulb Lane” at Hay Primary Center

Students in the reading tutoring center nicknamed “Light Bulb Lane” are continuing to see gains in their reading scores from fall to spring.

As a SBCSC Alumni, I have fond memories of my education from Eggleston to Clay, where I had great teachers who held high expectation for all students. It has been refreshing to continue to see the educational staff ready to face the excitement and challenges of a new school year. They are doing a fantastic job of working to meet the diverse needs of children in the SBCSC district. It continues to give me great hope that, with your help, we will continue to touch many students’ lives so that they will experience success. I applaud all of you who have stepped forward to donate to the tutoring services that the Foundation is funding in the next two years. You are helping us to make a difference. It is so crucial that communities become involved in the improvement of their schools. By mentoring a child or donating to the Foundation for reading programs and teacher grants, you are providing a better future for the children of the South Bend community. Tax Tip Qualified Charitable Distributions If you were at least age 70 1/2 and you had a distribution made by the trustee of your IRA directly to a charitable organization, it may be nontaxable. A qualified charitable distribution (QCD) is a nontaxable distribution made directly by the trustee of your IRA (other than a SEP or SIMPLE IRA) to an organization eligible to receive taxdeductible contributions. You must have been at least age 70 1/2 when the distribution was made. Your total QCDs for the year cannot be more than $100,000. If you file a joint return, your spouse can also have a QCD of up to $100,000. However, the amount of the QCD is limited to the amount of the distribution that would otherwise be included in income. If your IRA includes nondeductible contributions, the distribution is first considered to be paid out of otherwise taxable income.

Communities Can Make a Difference Another Opinion: Marian Wright Edelman of the Children’s Defense Fund (CDF) has long advocated for the rights of all children. She was recently interviewed about her organization’s effort to stop what she calls the “Cradle to Prison Pipeline.” She is referring to the disadvantaged children who are swept into the criminal justice system. When asked what she felt a community could do to break the pipeline: “The most important thing is to have students be able to read and compute and stay at grade level. When we looked at teen pregnancy a number of years ago, the two largest predictors of who was going to become a teen mother-and, I would also say, a juvenile delinquent-were basic skills level and poverty. If you held those two variables constant,you had identical rates between white, black and Latino children.
