The Ohio Child Welfare Training Program promotes the delivery of high quality, culturally responsive, familycentered services to children who have experienced or are at risk of abuse, neglect or dependency, and their families. We provide competency-based training primarily to the public agency professionals, caregivers and adoptive parents who serve them. We collaborate with other service providers to promote the delivery of competency-based training. We advocate for public policy and practice standards that reflect best child welfare practice.

The OCWTP is a cooperative effort of the Ohio Department of Job and Family Services, the Public Children Services Association of Ohio, the Institute for Human Services, and eight Regional Training Centers (RTCs). Funding for the program is provided by the Ohio Department of Job and Family Services. The Regional Training Centers are hosted by public children services agencies in the following counties: Central Ohio Regional Training Center

Utilization of an Individual Training Needs Assessment Instrument (ITNA) The ITNA is used by worker and supervisor to identify each worker’s training needs.

Utilization of Transfer of Learning (TOL) Activities TOL activities promote the effective and continuing application by trainees to their jobs of the knowledge and skills gained in training.

Session Identifying Information: (FC 3 hr) Rebuilding Trust and Affectional Bonds: A Look at Insecure and Reactive Attachment Disorders Participants will understand how positive attachments are formed from the womb through childhood, and how abuse, neglect, and/or separation from primary caregivers and familiar surroundings can negatively impact normal development. Participants will examine the importance of parent-child bonding to the development of a healthy and strong personality, as well as how the loss of such connections impacts the childs sense of trust, security, and self-identity. Session Identifying Information: (FC 6 Hr) Effects of Domestic Violence and Abuse on Children This all day workshop focuses on the effects that witnessing domestic violence and experiencing other forms of child maltreatment have on the child victims. Research findings and information from professional practice are highlighted to reinforce the fact that cognitive, emotional, and behavioral difficulties result from the traumatizing events these children are exposed to. The research currently shows that the greatest success of return home is based on frequent, well-planned, family interaction/visitation, not always the completion of a case plan. Due to physical abuse, neglect, and sexual abuse, the attachment between birth parents and children is most often maladaptive. The change that can be facilitated by considering visitation/family interaction as a planned, therapeutic intervention is one of the most important ways to build safety for the children when they return home. During this workshop, the participants will identify the feelings the birth parent child, foster parent/kinship provider, social worker, and case aide fell before, during and after the visitation process. The participants will explore how Maslow's Hierarchy of Needs explains some of the emotional turmoil children experience as they deal with loss and separation. Participants will also be presented with research on anger and depression as it relates to the visitation process. Participants will be provided with a tool box of resources that will assist children and caregivers with the feelings related to the emotional rollerco aster of visitation.

Marla Himmeger, LSW, retired December 1, 2012 from the Ohio Department of Mental Health, after serving as Program Administrator for the ODMH Early Childhood Mental Health Program since 2000. She also has worked with childhood trauma programming and is an affiliate member of the National Child Traumatic Stress Network. Prior to working at ODMH, Ms. Himmeger worked in the field of child welfare for 20 years with the Ohio Department of Human Services at the district and state levels after working at the county as a caseworker and supervisor beginning in 1980.

Dr. Smiley holds graduate degrees in education, psychology and counseling from Ashland Theological 09/30/14 Seminary (Ashland University), Ashland, Ohio. He is a trained mediator and a member of the American Counseling Association. His doctoral program focused on attachment and loss issues. Dr. Smiley is a Professional Clinical Counselor, social worker, family mediator, adoption assessor, parent educator, foster parent/adoption trainer, and a practicing mental health clinician. He has provided counseling and educational services to families and individuals in child protective, court and foster care/adoption venues for more than twenty years. In the past Dr. Smiley has served as an adjunct faculty member at Miami University, Oxford, Ohio and the College of Mt. St. Joseph in Cincinnati. Revised 1/1/14
