After-hours services The Richmond Housing Office is open 8.45am-5.00pm, Monday to Friday. It is located on the ground floor of Building 112 (Refer to Housing p.8). After hours, Richmond Estate is managed by contracted services, as well as by stand-by officers who work for the Richmond Housing Office.

Barbeques There are two community barbeques located on the grounds of Richmond Estate. Free use of these facilities is open to all residents and community organisations.
To book and use a barbeque: 1. Contact the Richmond Housing Office. 2. Book a barbeque for a specific date and time (you may need to book early). 3. The Richmond Housing Office will then notify security personnel, who will unlock the barbeque at the specified time. 4. The barbeque is then available for use. You will need to provide all cooking equipment. 5. Upon completion of a booking, it is the user’s responsibility to ensure the barbeques are left clean, locked and undamaged. If this is not the case, access may be restricted in the future.

Building access Access to the high-rise and walk-ups residential buildings on Richmond Estate is restricted. Residents of the high-rise buildings are eligible to obtain a swipe card from the Richmond Housing Office which will provide entry to the building in which they live. All visitors to the high-rise buildings (including those accompanying residents) must sign in at the foyer booth, providing their name, organisation (if applicable), date/time of visit and flat number of resident being visited. Visitors who are not visiting a specific resident or residents will not be permitted into the building (excluding contractors working on common areas).
Car-parking Richmond Estate has two multi-level car parks as well as restricted parking at the base of each highrise building. Residents, contractors and community organisations can apply for access to these carparks by providing proof of ownership and registration, valid driver’s license, and any supporting documentation to the Richmond Housing Office. Please enquire before making any applications. The City of Yarra is responsible for issuing car parking fines for these car parking areas. Inspectors from the City of Yarra will issue fines if cars are parked in a permit area without displaying a valid permit.

Cleaning Cleaning services on Richmond Estate are provided by contractors hired by the Department of Human Services. The current cleaning contractor is GJK Facility Services. These services include cleaning tasks to be undertaken on a daily, weekly, fortnightly or periodical basis. Areas covered include the ground floor foyers, lifts, all corridors, stairwells, laundries and drying rooms, community halls, rubbish chute areas, playgrounds, car-parks and estate grounds. While most areas are monitored and cleaned on a daily basis, if you do see any area which needs urgent cleaning please inform the concierge in the foyer of the relevant building or the Richmond Housing Office.

Community halls and keys There are two community halls available for hire on the estate, in Buildings 106 and 110. The Brotherhood of St Laurence manages bookings for the community halls. The halls are available for community groups free of charge, however, a $250 bond is required for private parties. Keys to the hall can be collected from the concierge in the foyers of Buildings 106 or 110, between 9.00am-3.30pm, Monday to Friday. Keys are to be returned to the foyer as soon as the booking is complete. Security personal (staffing the foyers after-hours) are not authorised to issue keys, however will accept keys that are being returned. Users are responsible for maintaining the cleanliness of the halls and reporting any damage to the Community Safety and Information Service.

Concierge services The Community Safety and Information Service (CSIS) is a concierge service provided in the five highrise buildings. Community Safety and Information Officers (CSIOs) are located in each foyer between 8.00am-3.45pm. As well as monitoring building access, CSIOs provide information and referral service for residents. The Brotherhood of St Laurence manages the CSIS on Richmond Estate. Outside of these times, Wilson Security monitors access to the building.

Community Information Centre The Community Information Centre (CIC) is located on the ground floor of Building 110. It has a meeting room, an office space, kitchen facilities and computer room with 10 workstations. The CIC offers local agencies a space to deliver regular outreach services as well as general advocacy and support. A current program of activities and bookings is available through the CIC or Belgium Avenue Neighbourhood House. The CIC is managed by volunteers from Community Assist (Bridge Church).

Criminal activity, violent or anti-social behaviour The immediate response to any criminal activity, violent or anti-social behaviour on Richmond Estate should be safeguarding the security of yourself or others in the vicinity. Following this, you should take these steps:
In an emergency situation, call the Police on 000 immediately.
To report a criminal offence, contact Crime Stoppers or the Richmond Police Station.
For a security issue regarding a common area of Richmond Estate, notify Wilson Security.
Notify the Richmond Housing Office.
It is important to note that although security personnel can provide assistance in situations of antisocial behavior they are not authorised to deal with criminal activity or violence. Police should be called for any dangerous situations.

Door-to-door marketing Access to Richmond Estate for the purpose of door-to-door marketing or sales is restricted. Permission can be obtained from the Manager of the Richmond Housing Office, however, this will only be granted is special circumstances.

Emergencies and health-related incidents Emergency situation: If you are involved in or witness an emergency situation, call 000 immediately. Drug overdose: If you suspect a person is experiencing a drug overdose, call Ambulance on 000. Following this, the Mobile Drug Overdose Response Service (North Richmond Community Health) can provide extra support, education, case management and referrals. Threat to personal safety: If your personal safety is threatened, call Police on 000. Illegal activity: If you witness a drug deal or other illegal activity, call Police on 000. Public injecting: If you witness public injecting of drugs or related activity, you can report it to Innerspace at North Yarra Community Health. Richmond Estate reporting: Please report any serious incidents to the Richmond Housing Office and Wilson Security. Internal reporting: In the event of any incident occurring on Richmond Estate please speak to the Manager of the community organisation that you are employed by and ensure all internal incident reporting procedures are followed in accordance with the relevant legislation and regulations.

Housing The Richmond Housing Office, located at the ground floor of Building 112, is open 8.45am-5.00pm, Monday to Friday, and provides the following services:
Information on eligibility and application forms to apply for public housing.
Information regarding other housing options, including transitional and emergency housing, or to transfer to another public housing property.
Tenancy management and assistance, including referrals to other support agencies.
Maintenance of public housing properties including a dedicated phone with available translators for making maintenance requests.
Management of the common areas and services provided on Richmond estate.
The Housing Call Centre is a 24-hour phone service for residents and community organisations to report maintenance and cleaning issues.

Heat waves and cooler places The Department of Health issues warnings for Heat Health Days for days of extreme heat (usually when the temperature is forecast to be over 37.5°C). On these days, the community halls at Buildings 106 and 110, which are both air-conditioned, are designated as ‘Cooler Places’ for residents and are open 10.00am-7.00pm for all residents to use. Bookings for community groups for both halls on any of these Heat Health Days are cancelled. The Brotherhood of St Laurence, which manages bookings, informs community groups as soon as possible once the warning has been issued.

Insurance for programs It is the responsibility of the community organisation to ensure they have appropriate and current insurance for the services they are providing at Richmond Estate. Community organisations also need to be aware of any relevant legislation and regulations that may apply and adhere to any legal obligations.

Media, cameras and footage Filming or photography on the Richmond Estate for promotional, publishing or commercial use must be approved by the Manager of the Richmond Housing Office. Applicants can contact the Richmond Housing Office to discuss any filming or photography projects. Media activity on Richmond Estate must be approved by the Manager of the Richmond Housing Office. Media enquiries should be referred to the Richmond Housing Office as soon as possible.

Promotion, posters and mail-drops Material for community services, programs and events can be promoted to residents via notice boards, foyer DVD screens and by direct mail-drop into letter boxes. To put posters in noticeboards or play DVD on foyer screens: Provide printed posters /DVD to the Community Safety and Information Service. Approval may need to be sought from the Richmond Housing Office. For mail-drops: Material needs to first be approved by the Richmond Housing Office. Community organisations need to supply sufficient printed materials for the number of households they wish to target. There are approximately 1,400 households on Richmond Estate. Please allow a minimum of one week for the mail-drop to be completed.

Rubbish, recycling and hard rubbish collection Rubbish removal on Richmond Estate is managed by GJK Facility Services and the City of Yarra. Tenants place their rubbish inside rubbish chutes located on each floor, which is collected at the bottom of each high-rise building. Cleaners are responsible for the daily collection of rubbish and the removal of hard rubbish on Richmond Estate. Dumping of hard rubbish, including furniture, white goods, discarded electronic equipment, mattresses, sofas, beds or bikes is not permitted on Richmond Estate. Tenants should place hard rubbish near the rubbish loading area at the bottom of each building to be cleared on a daily basis. Recycling services for Richmond Estate is provided by the City of Yarra. Recycling bins are provided in the foyer at the entrance to each of the high-rise buildings. Residents are encouraged to use these bins for all their recyclable waste. Next to each bin there are instructions on which items are and are not recyclable within the City of Yarra. Security services Security services, provided by Wilson Security, play an important role on Richmond Estate. Their role is to:
Protect the wellbeing of those who live, visit and work on Richmond Estate. Protect the property of the Director of Housing as well as the property of residents and visitors to the estate. Contribute to the overall peaceful environment of the estate by effectively communicating with residents, community groups and the Department of Human Services staff, by employing dispute resolution skills and diplomacy to maintain peace and quiet of the estate. Maintain a security presence consistent with Richmond Estate requirements.

Syringe disposal and collection Secure syringe disposal bins are located at a variety of locations around Richmond Estate.
For syringe disposal on Richmond Estate grounds:
If you are outside, using a community hall, in a car-park, or in any of the non-high-rise buildings on Richmond Estate, contact Wilson Security, or notify the nearest cleaner. They have the appropriate equipment to collect and dispose of any discarded syringes.
If you are inside the high-rise buildings, please contact the concierge in the foyer.
A Needle Syringe Program also operates at North Richmond Community Health Centre, providing clean syringes directly to the public.

Toilets Richmond Estate does not have public toilets, however there are a number of toilets that require key access. Toilets are available in the community halls and Community Information Centre for the user groups who have booked those facilities. Toilets are also available in the foyers of each high-rise buildings, however, access is restricted to emergencies. Access is controlled by the concierge in the foyer.
