URDU TECHNOLOGICAL MISSION GUIDELINES FOR SUPERVISORS/FACULTY SCHEMES OF FINANCIAL ASSISTANCE Introduction The non-Governmental Organizations consistently have proved to be very effective in the propagation and development of Urdu Language. One of the benefits of implementing the schemes through NGOs is that they are able to reach the remotest areas of the country. Moreover, the NGOs have established a closer report with the masses thereby enjoying a great degree of credibility. NCPUL provides financial assistance to NGOs and Individual under various approved schemes of the Govt. of India. For the information of NGOs, individuals and all Urdu loving people, details of all these schemes are given hear along with application Performa. Voluntary Organizations/Societies/Charitable Endowments/Trusts which are registered under the relevant Central or State Acts prevalent for the time being, working in the field of education for last three years, shall be eligible to apply for assistance under the schemes related to promotion of Urdu Language. No financial assistance is of recurring nature. An NGO/individual has to apply each year for the assistance under various schemes. Further grant should be considered only after utilization certificates of previously released grants are submitted. Teaching of Urdu SCHEME OF FINANCIAL ASSISTANCE FOR TEACHING OF URDU Under this scheme financial assistance is provided to NGOs to promote teaching of Urdu Language excluding those NGOs who teach the language in question under the formal system for running Urdu classes in their premises. The NGOs have to establish an Urdu Study Centre to run the distance education course of the Council in Urdu i.e. , one year Diploma in Urdu Language through English and Hindi medium. GUIDELINES FOR GRATN OF AUTHORIZATION TO NGOs FOR RUNNING NCPUL’s ONE YEAR DIPLOMA IN URDU LANGUAGE Eligibility for Accreditation of Urdu Study Centre: The organization applying for authorization must fulfill the following conditions: Registered three years earlier under Societies Registration Act. Engaged in education activities on charitable basis. A space of approximately 37.5 sq. meters for running the courses. At least 25 students should be registered in a centre. Following infrastructural facilities must be provided by applicant Voluntary Organizations /NGOs/Madarsas: Table and chairs for the minimum of 25 students.

One Table an done Chair for part time Urdu teachers. White Board/Black Board. An office with allied facilities. Light, toilet, drinking water and other facilities; separate toilet for girls. A signboard measuring not less than 4 x 6 feet size at appropriate and open visible place indicating the contents as given below: URDU STUDY CENTRE Sponsored by NATIONAL COUNCIL FOR PROMOTION OF URDU LANGUAGE M/o HRD, Department of Secondary & Higher Education, GOI, New Delhi, Run by NAME OF MADRASA/NGOs/INSTITUTION Eligibility for Urdu Teacher: Proficiency of Urdu Language at the graduate level and sound knowledge of Hindi & English languages. The teacher (s) will perform the following duties: He/She will take at least three classes each of 90 minutes in a week, Preferably on the weekend. He/She will evaluate the Response Sheets and will send the marks/grade obtained (first page of response sheet only) by the student to the council. He/She will maintain the attendance register and produce it befor e the inspecting official of the council whenever required. He/She will be responsible for keeping the records of students and their Response Sheets etc. Course structure: The course starts from (1st) April of each year. Duration of the course is one year. The Diploma Course has been divided into three stages: In first stage, Urdu script is being taught through Hindi and English medium to the learners. In second stage, the assignments based on easy Urdu grammar and comprehension is given to the learner. In third stage the learners are introduced to easy Urdu literature, Prost & Poetry. The assimilation of learning is evaluated through the assignments submitted by students. Diploma will be awarded to the successful students by the Council after completion of the course. Fees structure: The Urdu Study centre will take the registration/course fee @ Rs. 160/- per student sand send to the Council in the shape of consolidated Demand Draft in favor of Director, NCPUL, New Delhi. Extent of Financial Assistance: Honorarium to part-time teacher (S) @Rs. 1000/- P.M. one teacher for 25-49 students, 2 teachers for 50-99 students, 3 teachers for 100 and above. Maximum 3 teachers in a Study Centre shall be sanctioned. For Stationary, Postal Charges, Local Transportation Charge of Courseware, Electricity, Phone, Water etc. @ Rs. 300/- P. M. Record Keeper @ Rs. 500/- P.M. to those Urdu Study Centers where more than 150 students have been registered.

The applicant organization/Society/NGOs would have to run the course according to the Council’s schedule. In case of any deviation from instruction, the Council shall cancel the accreditation of the centre. Publication of Manuscripts SCHEMES OF FINANCIAL ASSISTANCE FOR PUBLICATION OF MANUSCRIPTS 1. Types of Manuscripts Under this scheme following type of manuscripts are considered for financial assistance: Under this scheme reference books, books of knowledge, criticism, anthologies, bibliographies, dictionaries, literature, (excluding fiction, drama& poetry) are entitled for the financial assistance. Transliteration with or without translation & Publication of classics from Indian Language into Urdu, descriptive catalogues of rare manuscripts, reprints/revised edition of rare books published more than 30 years ago and remaining out of print are also considered. The dissertations submitted for award to M. Phil, Ph. D. etc are not covered under this scheme. Descriptive catalogues of rate manuscripts in such format as may be prescribed by the Government, with a print order not exceeding 500. Self-instructors for a language written in other language media. Original writing or linguistic, literary, (excluding fiction, drama and poetry), ideological, social, anthropological and cultural themes. Critical edition and/or publication of old manuscripts with or without translations (in order Indian languages or English). Translation and publication in an Indian Language or in English, or books on themes listed in (IV) originally published in another Indian or foreign language. Transliteration and publication of classics form one Indian language into another Indian language with or without translation. Reprints/revised editions of rare books published more than 30 years ago and remaining out of print. Any other kind or publication as may be individually accepted as conductive to the promotion of Urdu and an Indian Language. The NCPUL may, after obtaining such advice, as may be necessary, commission individual scholars, universities and registered voluntary organizations, to undertake the production of literature of the kind listed above, subject to the provisions of the scheme. 2. Extent of Financial Assistance 75% of approval estimate of 500 prints (copies) subject to a maximum of Rs. 25000/ordinarily whichever is less. Such expenditure may provide (where no permanent establishment exists) for honorarium for the author /editor/translator, preparation of manuscript (including calligraphy/typing), cost of paper, proof reading and vetting, printing and binding. Building rent, travel expenses, equipment (like typewriter) and furniture, postal expenses etc. shall not be admissible. The total approved estimate of expenditure shall first be reduced by the quantum of assistance approved/paid for the same project form any other source of published fund such as

another department of the Central Government /a State Government/a local public authority/a quasi Government/autonomous body of the centre or of a State before deciding the amount of assistance to be provided under the scheme. The grantee/voluntary organization is required to furnish bond and sureties for the grants on a prescribed Performa to be supplied by the NCPUL. 3. Eligibility Voluntary organization/societies charitable endowments/trusts which are registered under the relevant Central or a State act prevalent for the time being, as well as individuals who are authors, editors, translator or those who intend to publish the book in question and hold the copyright thereof, excluding commercial publishers, shall be eligible to apply for assistance. In one financial year only one Mss. Of an author/organization should be considered for assistance. 4. Submission of Application The application shall be submitted in duplicate accompanied by the documents indicated in the relevant Performa. Where the proposal involves a publication/reprint/revised edition, one copy of the manuscript/old edition should be sent with the application, ensuring that the applicant retains a master copy with him. Also, descriptive list of the previous publications(if any) brought out by the applicant should be sent, besides a project report indicating the title theme-content and the positional value of the proposed publication in the field to which it relates, the professional competence, the financial and establishment support available for the project etc. The application may be submitted any time of the year, for consideration, subject to availability of funds and administrative convenience. 5. Conditions of Grant 1. The Grantee shall execute a Bond, after the Committee approves the manuscript for publication, prior to the drawal of the sanctioned grant, to the effect that the work to be undertaken with the grant shall be completed within a reasonal time not extending beyond a year from the date of sanction of the first installment or the deadline as extended by the NCPUL on the grantee’s prior request, and that the grant shall be utilized only for purpose for which it is sanctioned. Failure to do so will render the organization or individual liable to refund to the NCPUL the grants released in full, with such interest thereon as the NCPUL may decide. 2. Mode of payment and other information: The payment shall be sanctioned in two installments. First installment shall be released on composed copy and the second on submission of 10 copies of printed book along with vouchers. The payment can be released in one installment after submission of printed books.

The release of the final installment shall be considered only after receipt of the following from the grantee: The account in respect of the total expenditure on the entire project certified by a Chartered Accountant, and in the case of the Universities, it should be certified together by the Finance/Audit Officer and the Registrar. The Utilization Certificate in respect of the previous installments should be certified by the same Chartered Accountant. The listed price of the book/publication brought out with assistance under the scheme shall be determined with the prior approval of the NCPUL. The title page of each of the publications should bear the following entries: Published with financial assistance from the NCPUL, M/o HRD, Department of Education, vide Sanction No. ……………………………………………… dated........................Copyright vests with. Bulk Purchase of books/Periodicals and Journals SCHEME OF BULK PURCHASE OF BOOKS /PERIODICALS/JOURNALS The parameters of the Scheme regarding eligibility and submission of application remain the same as for the scheme of Financial Assistance for Publication of Manuscripts at Pages 8-10. Besides that the books for which recognition has been given by way of state awards by cash or through citation shall also be eligible for this purpose. The date of the publication of the books should not be more than three years. Proposals for Bulk Purchase or scholarly Periodicals/Journals in Urdu language carry out not less than 50 pages of substance writing and published in a minimum of 500 copies. Periodicals publishing in 1, 2, 3,6,12 months duration are considered for purchase. The contents of he periodical/journal should be non-fictional laying mostly on methodological, cultural and scientific elements provided the periodical in question has been registered and being published regularly for more than 12 months prior of the application for assistance. Extent of Assistance: The total number of 100 copies of a book subject to a maximum of Rs. 10,000/- shall be purchased by the NCPUL. The purpose to be made in the prescribed application form shall be submitted by individual authors/editors/translators/Voluntary Organizations/ Universities, holding the copy-right. Commercial publishers are not entitled under the scheme. Two copies of a book should be submitted to the Council along with the application. A book for which financial assistance of more than 25% of total expenditure has been received from any other source (Government, Semi-Government or Autonomous Body) should not be eligible. Only one book of an author shall be purchased in one financial year. After the decision to purchase the approved number of copies of book is communicated by the NCPUL to the applicant, the letter shall submit the desired number of copies by Registered Parcel or in person along with the bill giving 25% discount on the listed price of the book.

The acquired number of books under the scheme shall be sent to various libraries across the country on complimentary basis. Short Term Study SCHEME OF FINANCIAL ASSISTANCE FOR SHORT-TERM STUDIES The proposals for undertaking all Short Term Studies should not exceed maximum duration of one year. The projects submitted should relate to the Historiography and Linguistic studies, literary and various cultural traditions of the language. The report of the study should be published as an integral part of the project. Norms: 1. Honorarium of Study Staff, limited to two persons for reference materials. 2. Purchase of reference material, travel, office assistance/contingencies and publication of study report. No equipment/machinery amount shall be admissible. The entire project related to one-year duration shall consist of both substantial study and publication of the study report as integral part of it. 3. 75% of the approved estimates or a maximum of Rs. 30000/- whichever are less could be sanctioned under this scheme. 4. The approved assistance shall be released in suitable installments as decided by the NCPUL depending upon the nature and progress of the project and no case shall be released in a single installment. The release of final installment shall be considered only after the receipt of the grantee. 5. The account and utilization certificate in respect of total expenditure on the project shall be certified by Chartered Accountant and submitted to the Council. 6. Report of the satisfactory completion of the project should be duly signed by the grantee. 7. Five complimentary copies of the study report should be submitted to the Council. Seminar/Conference/Workshop SCHEME OF FINANCIAL SEMINAR/CONFERENCE/WORKSHOP

ASSISTANCE

FOR

Financial Assistance is provided to Individuals/NGOs for conducting of Seminar/Conference /Workshop on topics related to Linguistic, Literary and Cultural Heritage (excluding Kavi Sammelans/Mushairas). Extent of Financial Assistance 50% of admissible items subject to a maximum of Rs. 25000/- for the following items of expenditure: (i) Booking of venue. (ii) TA/DA of participants subject of IInd AC railway fare. (iii) Honorarium of Scholarly papers &Rs. 1000/- per paper. (iv) Miscellaneous /contingency expenditure subject to maximum of Rs. 5000/-

Eligibility Individual Scholars and Voluntary Organization/Society /Trust/University Departments which are registered for last three years under the relevant Central or State Acts prevalent for the time being, engaged in promotion of educational activities. SCHEME OF FINANCIAL ASSISTANCE FOR PROJECTS 1. Under this scheme, financial assistance may be extended for the following projects: (i) Books of reference including encyclopedias, books of knowledge, compilation of anthologies, bibliographies and dictionaries (in one or more languages). (ii) Descriptive Catalogues of rare manuscripts in such format as may be prescribed by the NCPUL. (iii) Original writings in Urdu on linguistics, Literature (excluding fiction, drama and poetry), Ideological, Social, Anthropological and Cultural themes. (iv) Publication of old manuscripts with translation (v) Transliteration of classics from one Indian Language into Urdu. Voluntary Organization/Societies (Registered under relevant Central or a State Act Prevalent for the time being) as well as individuals who are scholars of eminence are eligible to apply for assistance provided that he applicant organization is registered and does not function in a manner that profits of any kind arising form its activities are distributed among its members or shareholders in the form of bonus or dividend. The academics and organizations set up, registered and funded by the State governments for purpose of promotion of the Urdu language, shall also be eligible to apply. Like wise, the Universities are eligible to apply (through the State Government in case of State Universities, and through the University Grants Commission in case of Central Universities) in respect of projects which are not been fully funded by the State Governments concerned or by the University Grant Commission. 3. Submission of Application The application for assistance may be submitted by the proposer in the prescribed Performa for the respective project. The application should be accompanied by required documents. Where the proposal involves a publication, reprint, revised edition, one copy of the manuscript should be sent with application, ensuring that the applicant retains a master copy with himself. The application may be submitted at any time during the year for consideration of the concerned Committee at appropriate stage, subject to availability of funds and administrative convenience. 4. 1. The grantee shall execute (an Agreement in prescribed Performa) prior to drawal of the sanctioned grant to the effect that the work to be undertaken with the grant shall be completed within stipulated time not extending beyond a year from the date of sanction of the first installment or dead line as extended by the NCPUL, and that the grant shall be utilized only for the purpose for which it is sanctioned. Failure to do so will render the organization/Individual liable to refund NCPUL, the grant released in full with such interest thereon as the NCPUL may decide. 2. The remuneration shall be made as follows: For original writing @ Rs. 200.00 per thousand words (or 15% royalty). 50% shall be paid after publication of the book and remaining amount as per actual sale of the books to be calculated on each financial year. For translation and transliteration: (Prose) @ Rs. 150 pr thousand words (Poetry) @ Rs. 3.50 per line with a minimum of Rs. 200.00 per poem. The honorarium of compilation of dictionary is @ Rs. 3.00 per entry 3. The agreement shall become effective on the approval of synopsis of the original book or specimen translation of 1000 works which will be submitted to the Council within one month of the receipt of communication from this Council as the case may be. The account and U.C. in respect of total expenditure on the project shall be certified by the Chartered Accountant at he end of the project but before the last installment of grant is released related originals i.e. bills/vouchers/receipts documents from the calligrapher, proofreader, press, paper merchant, binder etc. will be submitted wherever required for payment. The report of the satisfactory completion of the project shall duly be signed by the grantee

Engaged in educational activities on charitable basis for a t least last three years. The organization is of established bonafides, competence and ability. The organization is free from any corrupt practices and complies with measures devised to enforce the conditions to the attached scheme. The accounts of the organization wile b opened to the audit of the NCPUL. Infrastructural facilities to be provided by Voluntary Organizations At least approximately 100 squire meters space for computer centre compression of one room of at least 15”x 12” size for computer lab another room of same size for Class room

and third room of at least 10” x 12” size for supervisor’s office and Library. In addition to this, separate toilets for girls and boys. 2. Computer Lab (i) Six to eight computer tables for six computers and two printers. (ii) At least 15 to 20 computer chairs. (iii) Venial flooring and false ceiling (iv) One generator of 5 KVA. (v) At least one A.C. of two tones. III. Class Room (i) Tables and chairs or writing chairs for at least 20 to 25 students. (ii) Table for instructor. (iii) White board. IV. Two telephone connections One for Internet and second for Office use. V. Supervisor’s Office and Library (i) Table with at least four or five chairs. (ii) Two steel Almirah-one for keeping office record and second for library books. (iii) Proper light arrangement in computer lab, class room and office. Corpus Fund At least 60 students will be admitted in the course and charged @ Rs. 250/- per student (Rs. 500/- in state capital). The collected fee will be deposited in the bank account and constitute the corpus fund which may be utilized for the up gradation of the course and for such various extents approved by the Council. IV. Registration for Diploma in Urdu Language 1. Registration for Diploma in Urdu Language will be compulsory for all students registered for Computer Course. 2. fees Structure: The Centre will be required to pay the following fees per student.  Fee for one year Diploma in Urdu Language-Rs. 160/ Examination fee-Rs. 100/ One year subscription charge to Urdu Duniya- Rs. 100/As such one time fee of Rs. 360/- per student will be payable to NCPUL at he commencement of eh session and this amount Rs. 360x60 = 21600/- (for 60 students) Rs. 360x 80= 28800 (for 80 students) in the shape of Demand Draft in Favor of Director, NCPUL payable at New Delhi failing which the first installment of grant shall not be released. The Society /V.O. shall bear aforementioned Rs. 360/- per student from the Corpus so that there is no additional burden on the students.

Fee structure The centre will be required to pay the following fee per student (one time) to the NCPUL. 1. Fee for the courseware and miscellaneous – Rs. 1000/2. fee for Diploma in Urdu Language – Rs. 200/3. examination fee –Rs. 250/4. subscription to Urdu Duniya-Rs. 100/As such one time fee of Rs. 1550/- per student will be payable to NCPUL at the commencement of the session and this amount Rs. 1550 x 60= 93000/- (for 60 students) or Rs. 1550 x 80 =

124000/- (for 80 students) must reach the Council along with the list of students in the shape of Demand Draft in favor of Director, NCPUL payable at New Delhi. IX. Registration for Diploma in Urdu Language will be compulsory for all students. Note: Incase of any deviation from these instructions, the Council shall cancel the accreditation of the Centre. SCHEME OF FINANCIAL ASSISTNACE TOCALLIGRAPHY AND GRAPHIC DESIGN TRAINING CENTRES 1. Objectives For preserving and promoting the art of Calligraphy and Graphic Design in order to meet the expanding needs of Urdu Newspapers, periodicals and book Industry and Advertising Agencies, NCPUL provides financial assistance for setting up/running of Calligraphy and Graphic Design Training Centers. Calligraphy and Graphic Design Training Centers are set up with collaboration of State Urdu Academies and with those private Institution/Organizations which are registered under the society’s Act of State Govt. concerned. However, no CGDTC will be established with any individual. 2. Financial Provisions Every CGDTC will be provided with the following staff: (i) Honorarium to Graphic Design Instructor (One) : Rs. 3000/- p.m. (ii) Head Calligrapher/Supervisor (One) : Rs. 3000/- p.m (iii) Drawing Kits (25 Students) : Rs. 3750/- p.m. (iv) The Calligraphy and Graphic Design Training Centers are generally sponsored to be run by such governmental Organizations/Institutions which have their own adequate accommodation. However, the private Institutions / Organizations which have no accommodation of their own have to produce the rent certificate. The rate of rent chargeable per Sq. meter depends upon the local rates of different categories of cities subject to assessment by the CPWD/State PWD/Rent Controller, etc. subject to a ceiling of Rs. 1500/- per month. Such Centers can hire accommodation measuring not more than 1.5 sq. meters per trainee including area for Staff/Administrative purposes and service area. As such, the area for Calligraphy and Graphic Training Centre with 25 trainees should not be less than 37.50 sq. meters. 3. Duration of Course The course is of two years duration. The minimum time of classes is 5 hours per day. 4. Eligibility (i) The age limit is 15-35 years at the time of admission. May be relaxed in suitable cases. (ii) The minimum qualification of trainees for Calligraphy and Graphic Design is Madhyamik/Matric or equivalent, with good knowledge of Urdu. The Selection Committee may relax the minimum qualification if the candidate is otherwise found suitable. 5. Selection

A written and verbal test about Urdu Language and of knowledge about Urdu Literature shall be given for selection The admission will be controlled by a selection committee consisting of the following: (a) President of the organization/academy. If he desires, he can include Secretary/Vice-President /Member of the organization Academy. (b) Outside expert. (c) Graphic Design Instructor/Senior Instructor. (d) A Representative of the NCPUL.

6. Examination The centre will hold examination once every year preliminary after the completion of the first 12 months and final after completion of second 12 months both in theory and in practical from the prescribed syllabus, under the supervision of staff of the centre and representative of the NCPUL. Trainees obtaining a minimum of 50% and above marks would be declared successful. Certificate will be issued by NCPUL. 7. Miscellaneous The grantee organization shall display a signboard measuring not less than 4” x 2” indicating the following:

Rules and Regulations The following rules and regulations are suggested: 1. There would be no formal vacation in the Centers except Sunday and other National Holiday. 2. At the end of every six months there will be submission of portfolio of works under each teacher. It will be given 25% weight age in each term (six months) 3. Calligraphy and Graphic Design Training Centers may be dovetailed with the computer Centers of NCPUL. The learners of this course may be given computers exposure wherever possible.

4. Efforts may be to make available the benefits of mid-day meal scheme to the students of Calligraphy and Graphic Design Training Centers 5. Faculties may be given orientation before they start teaching. Introduction Government of India recognizes the importance of classical languages in preserving cultural heritage of the country various schemes have therefore been introduced in Arabic and Persian. i.e. (i) Teaching of Arabic Language. The NGOs have to establish Arabic Study Centre to run the distance education course in Arabic being run by NCPUL i.e. two year Diploma in Functional Arabic. (ii) Strengthening of libraries and reading rooms by providing books purchased by NCPUL under bulk purchase scheme. (iii) Organizing lectures, allocation contests, debates etc. in Arabic and Persian. (iv) Preparing bilingual dictionaries with Arabic and Persian as one of the languages. (v) Publications of rare manuscripts in Arabic and Persian. (vi) Bulk purchase of books of knowledge in Persian & Arabic. (vii) Institutions of scholarships/prizes for students studying Arabic and Persian. (viii) Helping journals in these languages to improve their content and quality. (ix) Research in Arabic and Persian (x) Any other activity which may be found conductive to the enrichment, propagation and development of these languages. Note: Grants shall be paid in installments depending on the nature of the project to be undertaken and progress of the work. 2. Eligibility & Conditions For Grant: The organization should be of established bonafides, competence, and ability. The financial assistance, if provided should enrich/preserve/promote Arabic and Persian. The body to which the grant-in-aid has to be released should be free from any corrupt practices and comply with measures (including audit) devised to enforce this condition. Any organization in receipt of financial assistance shall be opened to inspection by an officer of the NCPUL. An organization shall have to give an undertaking before the drawal of the grant the work to be undertaken with the assistance will be completed within a reasonable time to be fixed by NCPUL an that the grant shall only be utilized for the purpose for which has been sanctioned. Failure to do so will render the organization liable to refund the grant with such interest thereon as NCPUL may decide. Subsequent installment of the grant, payable in installments, will be paid unless at least a major portion of the previous installments have been utilized and attenuated statement of account together the report on the work done with the help of the previous installment is furnished along with the request for the release of next installment. Subsequent

installment (s) will be released only after the NCPUL is satisfied about he satisfactory progress of eh work In the case of grants for project and publication a reasonable period of time may be specified during which the organization must complete the project/publication, unless extension is granted by the NCPUL. 10 copies of all the publications brought out with NCPUL assistance shall have to be supplied to this Council free of cost. The account of the organization should be maintained properly and submitted as and when required. These shall always be open to a check by the Councils Auditors. When the council has reason to believe that the affairs of the organization are not being properly managed or that the sanctioned money is not being utilized for approved purposes, the payment of the grant may be stopped. It will be binding on the organization to carry out the direction and suggestions given by the Council with regard to work for which the grant has been sanctioned. The organization shall supply the Council with any information or clarification on any point which the Govt. of India may required, within a time specified by the Council. No foreigner from outside bodies will be invited by the organization without the prior approval of NCPUL. 3. Each Application should be Accompanied by following Information and Documents A brief description and the objectives and activities of the organization. The constitution of the Board of Management. The latest available annual report. A copy of the audited accounts of the organization for the previous year together with a copy of the last balance sheet. Income and expenditure statement in respect of the year for which grant is applied for should be given. A statement of grants received so far from the State Government/Central Government or other bodies indication in each case (a) how and when utilized (b) progress made in the direction for which assistance was given and (c) whether all conditions attached to previous assistance were duly observed. Information relating to the request made, if any to other bodies for grant s for the scheme under consideration. The decision of those bodies on such request should be communicated to this Council. An undertaking that once the estimates etc. of scheme have been approved as reasonable and the grant assessed on the basis of these estimates, they shall not be modified by the organization without the prior approval of NCPUL. In the case of request for publication, a copy of manuscripts should be supplied to this Council for examination and a Certificate fro the author authorizing the institution to undertake the work should also be supplied. Individuals seeking financial assistance for the specific purpose should submit their Biodata. 4. Procedure for Submission of Application Individuals/Organizations may apply for grant-in –aid for various approved schemes i.e. Teaching of Arabic/Persian, Publication of Manuscripts, Project, Bulk Purchase of Books,

Seminar/Conference /Workshop etc. on prescribed Performa on the pattern of schemes related to promotion of Urdu as given from page 4-23. The same Performa could be used for financial assistance for Arabic/Persian also. SCHEME OF FINANCIAL ASSISTANCE FOR TEACHING OF ARABIC Under this scheme financial assistance is provided to NGOs to promote teaching of Arabic Language. Excluding those NGOs who teach the language in question under the formal system for running Arabic/Persian classes in their premises. However, the NGOs have to establish an Arabic Study Centre to run the distance education course in Arabic i.e. two year Diploma in Functional Arabic. GUIDELINES TO ACCREDITED ARABIC STUDY CENTRE (TWO YEARS DIPLOMA IN FUNCTIONAL ARABIC) Objectives The students studying Arabic in traditional institutions/madarsa lack ability of speaking and writing as well communicating on colloquial level. In view of this “Two years Diploma Course in Functional Arabic” has been started so as modern Arabic teaching in content and methodology is accessible to madrasa. This will help students achieve a level of excellence and bring them at par with the students of other foreign Languages. This will open the door of employment to he students of Arabic language. Course Structure The course is divided in 8 modules of two years (4 modules for one year). Every two modules are in a shape of a book with its separate Guide Book. The course is based on distance mode divided in four semesters. Four Modules (in the shape of two books), their two Guide-books along with two assignments (Ikhtibarat) will be sent to Arabic study Centers yearly. The extent of assimilation of learning (2 modules) will be assessed through comprehensive assignment (Ikhtibarat) at the end of 5 months of each semester. All the 8 modules are progressively integrated. After completion of course, the Council shall take final examination and issue the certificate to successful students. The basic aim of the course is to enrich the instruction in Arabic and give an experience to the students to modern and colloquial spoken level as well as on written level. Therefore, the last six months course (6 & 8 modules) has been prepared on the basis of business and day to day user letters so as the students get expertise in drafting letter and communicating with business world in exercises of these two modules, the rich translated version of English articles has been provided. Other Useful Information The course commences from 1st April of each year. Fee The registration cum course fee is only Rs. 150/-. The Arabic Study Centers will take the fee of Rs. 150/- from each student and send to the Council in the shape of consolidated Demand Draft only in favor of Director, NCPUL, and New Delhi.

Following infrastructural facilities must be provided by Madarsas /Voluntary Organizations/NGOs. Table and chairs or writing chairs for minimum 25 students. One Table and one Chair for part time Arabic teacher. White/Black Board. An office with allied facilities. Light, toilet, drinking water etc. facilities; separate toilet for girls. A signboard measuring not less than of 4 x 6 feet size at appropriate open & visible place describing as given below: ARABIC STUDY CENTRE Sponsored by NATIONAL COUNCIL FOR PROMOTION OF URDU LANGUAGE M/o HRD, Department of Secondary & Higher Education, New Delhi Run by NAME OF MADRASA/NGO /INSTITUTION Eligibility of Arabic Teacher Proficiency of Arabic Language at the graduate Level and sound knowledge of Urdu /English Language. The teacher (S) will perform the following duties: a) He /She will take at least three classes of 90 minutes (each) in a week. b) He/She will evaluate the assignments (Ikhtibarat) as routine work half yearly & send the only perforated marks obtaining sheet of Arabic Study Centre for record. c) He/She will maintain attendance register and also consolidate the half yearly progress report of the students so as to produce before the inspective official of the Council. d) He/She will be responsible for keeping the records of students and their assignments, distributing of Courseware, etc. Extent of Financial Assistance Honorarium to part-time Arabic teachers @ Rs. 1000/- p.m.; one teacher for 25-49 students, 2 Teachers for 50-99 students, 3 teachers for 100 and above, maximum 3 teachers in a Study Centre.

Scholarship to 25% students of total intake @ Rs. 100/- per months per students in selected cases. For Stationary, Postal harges, Local Transportation Charge of Courseware, Electricity, and Phone, Water etc. @ Rs. 200 /- p.m. Record Keeper @ Rs. 500/- p.m. to those Arabic Study Centers where more than 150 students have been registered. Training /Orientation may be given to the engaged part-time Arabic Teachers in Jamia Millia Islamia, New Delhi or some other suitable place. The applicant organization /Society /NGO would have to run our source according to our schedule. In case of any deviation from instructions, the Council shall cancel the accreditation of the Centre. NOTE: All assistance sanctioned under the scheme shall be ad-hoc and shall relate to the functioning of the Arabic Study Centre and no request shall be entertained for commitment s of recurring nature. Further, the financial support may be diminished or curtailed according to the allocations of fund in a particular financial year without prior information to Arabic Study Centers. No financial assistance will be carries over to the next financial year.
