LETTER OF INVITATION FOR ARCHITECTURAL COMPETITION INVITATION FOR THE APPOINTMENT OF ARCHITECT THROUGH COMPETITION FOR PROPOSED COMMUNITY HALL AT RUKMANI VIHAR, VRINDAVAN 1. Mathura Vrindavan Development Authority (MVDA) hereby invite expression of interest in sealed cover for an Architectural Design Competition for the Proposed Zone as mentioned in Enclosure No. 1 (Community Hall and Park) located at Rukmani Vihar, Vrindavan, to appoint an Architect for Consultancy Services, which could form the basis for future negotiations and conclusion of agreement of Contract between the Architect / Architectural firm / Company and MVDA. 2. The Purpose of this Competition is to obtain Theme based Architectural Design which depict the theme of Heritage of Mathura-Vrindavan for Layout , preparation of Architectural Drawing for Community Hall and Park including Plans, Elevations, landscaping . The Terms of Reference (TOR) is enclosed in (Format - I). 3. Eligibility Criteria : The Architectural firm fulfilling the following requirements, only shall be eligible for Competition. Clear evidences like photographs, certificates, documents should be submitted with the bid in Format-II. i. An Architect should be Registered with Council of Architecture ii. An Architect/firm should have experience in Consultancy Services in Architectural and Structural Drawings & must have to its credit with assignments of minimum (in last three years) a. One similar works of minimum 4000 sq.m. built-up area or b. Two similar works of minimum 2500 sq.m. built-up area. iii. The Firm/Company should be registered anywhere in India. iv. The Architect/firm should submit the evidence of Employees/Consultants team of the following personal with specified qualifications: a. Team Leader (B. Arch) having experience of not less than 5 Years-Min 1 in nos. b. Senior Architect (B. Arch) having experience of not less than 3 Years – Min 1 in nos. c. Architect (B. Arch) – 2 in nos. d. Structural Engineer (M. Tech / M.E.) having Experience of not less than 5 Years OR Structural Engineer (B.Tech / B.E.) having Experience of not less than 10 Years 4. Earnest Money Deposit : Earnest money deposit of Rs. 25,000/- (Rupees Twenty Five Thousand only) in the form of DD/FDR/NSC pledged in favour of Secretary, MVDA, Mathura payable at Mathura must be enclosed along with the Bid. Earnest money deposit shall be refunded to the participants, who are not selected.

5. Information on the Assignment : In order to obtain any first hand information on the assignment and the local conditions, it is considered desirable that a representative of the Architect Firm or Company to visit the office of the Superintending Engineer, Mathura-Vrindavan Development Authority before the proposal is submitted. Representatives of the consultants/consultancy firms can contact the following official for further information, if any :-

The Proposal should be in two parts i.e. Part-I comprising of Technical Bid (Format – II) in Envelope ‘A’, and Proposed Design in form of 2 Sets of Hard Copy (A3) and 1 CD in Envelope ‘B’ and Part II of financial bid (format – B) for the design proposed by architect along with EMD shall be submitted in separate Sealed Envelopes (with respective making in bold letters) in the formats. b. All the sealed envelopes put together in One Envelope and the same shall be sealed and dropped in Tender box which will be kept available in the Office of Secretary , located at MVDA office, 32-Civil Lines, Mathura – 281001 from 12:00 noon to 3:00 P.M. on 8th November 2013 c. The documents mentioned in the Para (3) along with undertaking on format – A shall be furnished along with the Technical Bid. d. All formats and documents duly signed by the Authorized Signatory with the firm/company stamp shall be furnished in Envelope ’A’. 7. Opening of Technical Details : The Envelope ‘A’ containing Technical Detailed will be opened at 3:30 pm on 8th November 2013 in presence of all bidders whoever participated in bidding or their authorized representatives having brought proper letters of authorization to participation the bid opening event. Those who are Qualified as Mentioned in Para 3 of Technical Bid, will be allowed for presenting the Design of Community Hall and Park as submitted in Envelope ‘B’. The Evaluation will be done as mentioned below in Para 8. 8. Evaluation : The Architects/firms having required minimum technical qualification as in Para (3) will be asked for presentation of their concept plans to a committee constituted by Vice-Chairman, Mathura Vrindavan Development Authority, Mathura on the date and time decided after technical evaluation.

The committee will choose 3 best concepts/themes/presentations. The financial bid of chosen ones will be opened on the date decided and informed separately to successful bidders. The decision of Vice-Chairman, MVDA, Mathura will be final. 8. Award of Contract : a. One who quote the lowest financial bid will be awarded the Contract, if the rate quoted after negotiations are found to be reasonable. b. The Vice-Chairman may reject any/all of the bids received without assigning any reasons whatsoever. c. 90 Days shall be the validity period of bid from the date of opening of technical bid.

TERMS OF REFERENCE (Format- I ) Sealed tenders are invited for the work “Providing Architectural & Structural Services” for the Proposed Community Hall & Park located at Rukmani Vihar, Vrindavan (U.P.) 1. Background : Mathura Vrindavan Development Authority has reserved a land of an extent of approx 6000 sq.m Area for Construction of Community Hall & Park at Rukmani Vihar, Vrindavan. MVDA intends to engage Consultant for rendering Architectural and Structural Services. 2. Scope of Work : a) The Consultant is required to prepare detailed plans, Working Drawings for Construction, estimates and structural designs and drawings for all civil work and site development plans for the sites including landscaping. The plans shall include Eco-friendly, Cost Effective, Fast Constructive technology concepts & comply the NBC and all relevant IS Codes. b) Preparation of Sketch / Concept Plan (Competition Requirements): (i) Take Details from the Mathura Vrindavan Development Authority (MVDA). (ii) Prepare Architectural sketched within the area limitation and also prepare notes sufficient to explain the Architects general understanding of the requirements furnished to them so as to ensure economical, functional and unique design (iii) Mode of Presentation will be Power Point Presentation , and only 15 minutes dedicated to each qualifier to present their Concept. 3.

After Awarding of Contract : a) Preliminary Drawings : (i) Prepare a detailed plan showing contours, invert levels wherever necessary required. The detailed plan shall include all necessary data relating to the existing public utility services, adjoining properties and boundaries etc. (ii) Prepare preliminary architectural designs for the proposed new construction. (iii) Participate in the discussions for clearing the preliminary designs and carry out the modifications required. b) Working Drawings : (i) Architectural Drawings : After Obtaining clearance from MVDA for the preliminary design, the consultant shall submit the detailed Architectural drawings with the elevations, section and all relevant details necessary for execution of work. (ii) Structural Drawings : Structural Drawings should be conforming to relevant IS Codes. Structure should be designed Earthquake resistant. The structural drawings should be vetted from IIT/AMU at the cost of bidder firm. (iii) Landscape Drawings : Drawing showing areas to be landscaped with different elements like water bodies etc shall be presented. (iv) Any other Services drawings have to be in coordination with the Architectural and structural Drawings. (v) Completion Drawings : After the completion of work.

c) Schedule for Completion of Works : (i)

Survey, Leveling including Contour Plan 15 days after start date. and Preliminary drawings. (ii) Working Drawings & Preliminary 15 Days from the date of Estimates approval of preliminary Drawings (iii) Final Drawings along with Structural 15 Days from the date of Drawings & detailed Estimates approval of working Drawings d) After the preliminary drawings & working drawings/designs have been evolved, the same will be discussed with the MVDA in respect of the functional requirements and aesthetical requirements of the proposed structure. e) The Consultants should revise the preliminary/working designs duly incorporating any suggestions/ modifications indicated in the meeting. Deliverables : (i) A Concise design report duly mentioning the arrangement of various spaces, staircase, lifts etc, Site development including internal & external amenities. (ii) Preparation of preliminary drawings, initial site visit before start of work, site survey, preparation of site plan, levels, discussion with user group, preparation of detail final Architectural, Structural drawings. (iii) Regular site visits of work during assignment & the execution of works at appropriate intervals & as when requested by MVDA. Apart from the site visits mentioned above, The Consultant is expected to visit to give clearance to all structural & foundation problems which cannot be anticipated in advance. (iv) 4 Sets of Approved Preliminary drawings showing the layouts & floor plans along with a site development showing the layout of buildings, internal roads which shall be used for execution of works. f) Review Meetings : The Consultant shall attend Review Meetings that will be called by the MVDA in the present office or at the work site. g) Terms of Payment: (i) (ii) (iii) (iv)
