Title: W&S Lead Operator A (Water Treatment Plants) Pay Range: $20.16 - $25.60 FLSA Status: Non-Exempt BRIEF DESCRIPTION: The purpose of this position is to ensure and maintain compliance and operations of all organization plants. This is accomplished by visiting the facilities; checking for normal operations, system pressure, chlorine and fluoride residuals; performing inspections on all pumps; performing maintenance on all equipment; and evaluating all water systems. Other duties include fulfilling monthly, quarterly, and annual work orders; approving all chemical purchases; tracking all purchase on spread sheets; submitting new purchase orders; creating work orders for repairs; managing customer complaints; and assisting the Supervisor of Water Facilities.

Essential Functions When short staffing requires: Fulfills water plant daily operations by visiting individual facilities; collecting data; collecting samples; analyzing residuals in water; recording in log book all the details; and checking remote wells. Manages work orders by generating and assigning work orders. Reviews work orders for timely completion; accurate equipment and work completed information; and ensures costs are captured correctly. Will also close all correctly completed work orders. Maintains correct inventory of facility chemicals, fuel, and spare equipment. Remains updated on all company e-mail by opening e-mail account; filtering information; saving important data; and replying to emails. Ensures that appropriate facility tanks levels, pressures, flow rates, and residuals are maintained.

Assists in capital and Operating budget planning by evaluating facility needs and submitting budget requests to the Supervisor, with complete background and explanation of needs. Assists with all purchasing needs by processing P.O. requests and approving invoices. Assures all TWA and regulatory agency reporting requirements are met (to include MORs, QPRs, tank inspections, meter calibrations, EPA QA/QC requirements, malfunction and planned maintenance reports) Maintains, readily available, accurate and current documentation for all water facilities equipment (to include well information, pump and motor info, piping, valves, building records, inspection certifications, calibration records, and O&M manuals) Assists safety and security needs by the following 1. Security: maintaining security equipment/software; monitoring video feed and alarms; manage cyberlock key system. 2. Safety: ensures appropriate PPE is available, inspections are conducted, monthly meetings are held, and all safety requirements are properly documented. Manages workload of water treatment plants by scheduling and delegating work to Operators Provides regular feedback to employees under his/her supervision through regular meetings, written communication. Provides feedback to the Supervisor to assist with evaluations.

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Minimum five years previous experience as a treatment plant operator. Position exercises full supervisory authority and responsibility over regular nonexempt or exempt employees. First line supervisors typically perform these functions. Work requires contacts with coworkers from other organizational units of the College, primarily non-department heads, and students, vendors, and the general public. Resourcefulness is required to reach or adjust working agreements within departmental procedures and operating needs. Tact and judgment are requirements in obtaining or giving information of a confidential nature. Receives General Direction: This job title normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.
