Living!Memory!is!a!unique!new!community!engagement!initiative!commissioned!by!
the!Commonwealth!War!Graves!Commission!(CWGC)!to!increase!awareness!of!and! engagement!with!CWGC!UK!war!graves.!It!was!devised!in!partnership!with!the!Big!Ideas! Company,!who!contributed!heavily!to!the!delivery!of!the!project.! ! 1.2!
The!project!was!delivered!as!a!pilot!with!a!significant!research!component!between!
October!2015!–!December!2015,!and!this!report!contains!the!results!of!that!research.!The! research,!involved!26!groups!from!England,!Northern!Ireland!and!Scotland!(17!of!which! also!engaged!in!a!baseline!survey).!63!groups!in!total!participated!in!the!delivery!of!the! project,!and!8074!participants!had!a!direct!contact!with!the!project!as!participants!or! audience.! ! 1.3!
The!results!of!the!research!contained!in!this!report!show!that!even!though!the!project!
was!implemented!in!a!very!short!time!frame,!Living!Memory!achieved!its!objectives!of! raising!awareness!of!local!CWGC!cemeteries!in!areas!where!projects!took!place.!Almost!all! of!the!projects!were!delivered!as!planned!around!the!armistice!period.!! ! 1.4!
47%!of!those!surveyed!as!part!of!the!baseline!research!knew!about!their!local!
CWGC!sites!prior!to!the!project!starting!and!58%!said!it!was!likely!or!very!likely!that!in!the! future!they!would!visit!and!champion!CWGC!sites!in!the!UK.!!By!the!end!of!the!project! 100%!said!that!it!was!likely!or!very!likely!that!they!would!be!visiting!and!championing!a!site! in!the!future.!! ! 1.5.!
The!project!also!attracted!a!diverse!range!of!people!in!terms!of!age,!community!
setting!and!cultural/ethnic!background.!30%!of!those!participating!were!24!or!under,!and! 37%!were!50!or!over.!58%!of!the!groups!had!both!young!people!aged!24!or!under!and! people!aged!50!or!over!participating!together!and!a!number!of!projects!had!an! intergenerational!focus.!Across!the!26!projects!there!was!a!mix!of!community,!heritage,! sports!and!schools!groups!with!the!project!involving!diverse!ethnic!communities!also.!! ! ! !!!!!!!!!!!!!!!!! !

The!project!increased!the!confidence!and!capacity!of!those!taking!part!in!the!delivery! of!heritage!projects,!and!awakened!an!interest!in!not!only!visiting!local!sites,!but!getting! involved!in!heritage!projects!connected!to!both!world!wars.!Prior!to!the!project!41%!were! confident/very!confident!at!managing!a!heritage!event,!and!after!the!project!82%!were! confident/very!confident!at!managing!a!heritage!event.!Prior!to!the!project!29%!of!groups! said!their!members!would!be!confident/very!confident!in!researching!war!graves!and!after! the!project!82%!were!confident/very!confident.! ! 1.7! From!the!26!groups!participating,!134!volunteers!were!involved!in!helping!to!organise! Living!Memory!events!and!visit!graves!and!26!groups!spent!a!total!of!543!hours!(based!on! a!7.5!hour!working!day,!that’s!72!days)!organising!and!participating!in!the!project.!!! ! 1.8! A!consequence!of!the!project!is!a!diverse!range!of!communities!and!individuals!are! now!more!aware!of!the!CWGC!organisation!and!of!its!work!and!mission!and!are!eager!to! engage!with!the!organisation!in!the!development!of!their!own!particular!narratives!and! stories!around!World!War!One!and!World!War!Two!in!the!future.! ! 1.9!In!the!interviews!and!online!surveys,!there!was!a!great!enthusiasm!for!the!project,!with! many!groups!planning!further!engagement!projects!independently.!Groups!liked!the! possibilities!the!project!offered!them!of!linking!their!local!war!histories!and!stories!to! tangible!heritage!artifacts!and!the!headstones!became!a!focus!for!group!commemoration,! research,!creative!experiences!such!as!photography,!rubbings,!drawing!and!gardening.!! ! 1.10! Groups!enjoyed!being!part!of!national!network!of!other!groups!engaged!with!their!local! war!graves,!and!the!overall!levels!of!enjoyment!in!the!project!were!very!high,!with!90%! stating!they!had!an!enjoyable/very!enjoyable!time.!Should!the!project!run!again!in!the! future,!and!based!on!the!results!of!this!evaluation,!the!evidence!would!suggest!that!uptake! and!demand!for!the!project!will!be!high.!! ! ! ! ! !!!!!!!!!!!!!!!!! !

Commonwealth!civilians!who!died!as!a!result!of!enemy!action!during!World!War!Two.!The! CWGC!was!founded!by!Sir!Fabian!Ware!and!constituted!through!Royal!Charter!in!1917! originally!named!the!Imperial!War!Graves!Commission.!The!change!to!the!present!name! took!place!in!1960.!It!now!commemorates!1.7!million!people!from!both!world!wars,!and! cares!for!cemeteries!and!memorials!at!23,000!locations,!in!154!countries.!It!also!holds!and! updates!an!extensive!and!accessible!records!archive.* ! !!!!!!!!!!!!!!!!! !

3.4* Living*Memory*Project* The!CWGC!devised!the!project!in!partnership!with!community!engagement!specialists!the! Big!Ideas!Company!in!order!to!raise!awareness!of!and!engagement!with!UK!CWGC! graves.! Designed!as!what!Big!Ideas’!Managing!Director!calls!‘Open!Source!Community! Engagement’!the!project!invited!groups!to!visit!CWGC!UK!sites!around!the!Armistice!period! in!mid!November!using!the!Living!Memory!Resource!Pack!to!undertake!research,!activities! and!events.!!! The!work!of!CWGC!overseas!is!well!known,!but!in!the!United!Kingdom!there!is!little! awareness!of!the!graves!and!memorials!to!be!found!at!13,000!locations,!that!commemorate! over!300,000!Commonwealth!dead!of!the!two!world!wars.! ! There!is!also!an!increasing!focus!on!the!role!of!women!in!both!wars,!the!contribution!of!the! home!front,!the!role!of!the!arts!and!literature!in!war,!the!transfnational!nature!of!the!Great! War,!the!impact!of!disability!on!individuals!and!communities!etc.!and!the!role!of!memory! and!storytelling!generally!in!the!creation!of!narratives!of!the!war.! !
Grass!roots!projects!are!therefore!changing!the!traditional!narratives.!For!example,!the!Last! Post!Project!that!was!also!a!project!devised!by!the!Big!Ideas!Managing!Director!Virginia! Crompton!turned!a!simple!and!iconic!tune!and!commemoration!ritual!‘The!Last!Post’!into!a! moment!of!commemoration!that!became!personal,!community!based!and!linked!to!diverse! narratives!of!World!War!One.!In!April!2015!during!commemorations!linked!to!Gallipoli,! Turkish!groups!and!musicians!took!part!in!the!Last!Post!Project,!playing!the!Last!Post!on! traditional!Turkish!Instruments,!and!also!using!a!traditional!Turkish!folk!song!as!part!of!their! commemorations,!thus!allowing!the!narrative!of!World!War!One!and!its!legacy!and!impact! to!become!more!inclusive.! ! 4.4* The*Centenary*Legacy* The!legacy!of!new!projects!such!as!the!Last!Post,!and!the!research!that!is!emerging,!not! just!at!an!academic!level,!but!at!a!community!level!is!being!captured!through!The!Lives!of! the!First!World!War.!Communities,!institutions!and!individuals!are!adding!names!to!the! website!with!biographies!and!other!information!relating!to!the!lives!remembered,!alongside! details!of!the!commemoration!events.!It!is!anticipated!that!by!the!end!of!the!centenary! commemorations,!millions!of!entries!will!have!been!added.!Many!of!the!groups!participating! in!the!Living!Memory!Project!used!this!site!to!research!names!they!found!on!the!CWGC! headstones,!and!it!features!in!the!Living!Memory!Resource!Pack.! The*Ethics*of*Commemoration*
Underlying!the!diverse!community!engagement!projects!around!both!wars!are!challenges!of! an!ethical!nature!to!be!faced!for!those!engaged!in!commemoration,!not!least!managing! different!perspectives!of!war!itself.!During!the!research!some!participants!discussed!how! statements!like!‘the!tragedy!of!war’!were!controversial!as!not!everyone!has!the!same!view! of!war!and!its!role!in!society.!From!the!experiences!of!commemorations,!and!research,!new! practices!are!emerging!to!support!more!inclusive!and!ethical!approaches!to! commemoration.!The!CWGC!has!an!excellent!and!respected!track!record!in!handling! sensitive!issues!around!commemoration.!Their!founding!principle!with!regard!to! commemoration!is!based!on!equalityc!that!there!should!be!“No%distinction%made%on%account% of%military%or%civil%rank,%race%or%creed”,!and!each!soldier,!where!possible,!being!remembered! by!name!with!a!permanent!memorial,!and!each!memorial!looking!exactly!the!same.!During! the!research!many!contributors!expressed!their!respect!for!this!founding!mission.!! NOTES FOR COMPLETION OF BASELINE QUESIONNAIRE 1.
Background
Living Memory Living Memory is a pilot project aimed at raising awareness of and engagement with CWGC’s sites in the United Kingdom. It is being delivered by the CWGC in conjunction with the Big Ideas Company and is being funded by the Department for Culture Media and Sport and in Northern Ireland and Scotland, the CWGC. Pilot Research & Evaluation As a pilot it is important to learn as much as possible about the potential of the project to achieve the aim of the lead organisations, and so there is quite an in-depth research and evaluation process taking place alongside the project. This research is being designed and managed by Cathie McKimm, of Cultural Management Services www.culturalmanagementservcies.com The attached baseline survey questionnaire is being completed by ALL lead pilot organisations and has been designed to test the knowledge, awareness skills and confidence of pilot groups in delivering such a project PRIOR to the project commencing. The same questions will be asked again to the pilot organisations at the end of the project, and pilot organisations will also be expected to complete a separate and different post-project questionnaire. Approximately 6 of the 36 pilot organisations taking part in the project will be the subject of detailed case studies. 2.

Glossary: CWGC Memorial These are monuments around the UK and the rest of the world that list names of those who died with no known grave during WW1/WW2 CWGC War Graves These are graves where those who died in service during WW1/WW2 have been buried by CWGC and are maintained by CWGC. They have a distinctive CWGC headstone, normally made from white Portland stone, or other local stones depending on region. UK CWGC Sites and Locations These can be individual graves in a church or civic cemetery to larger plots of graves grouped together. Private Memorials Graves are marked either by a CWGC headstone (in standard Portland stone) or by an inscription on a pre-existing family memorial Pilot Organisation: Organisation responsible for delivering and managing the Living Memory Project and taking part in the research.
