Nach meinem Studium ging es für mich im Rahmen von ERASMUS+ nach Kaunas, Litauen. Dort habe ich während eines zweimonatigen Praktikums bei verschiedenen Dienststellen hospitiert.

After studying, I went to Kaunas in Lithuania as part of Erasmus+. There, I completed a two-month traineeship at various stations.

Für das Auslandspraktikum habe ich mich entschieden, um meinen Horizont auf internationalem Gebiet zu erweitern und die Polizei sowie die Kultur in einem anderen Land hautnah kennenlernen zu dürfen. Ich habe je eine Woche beim Präventionsteam, im Einsatzdienst, bei der Verkehrspolizei, der Kriminalpolizei sowie in einer Einheit, die Inhaftierte zu Gericht begleitet und die Gewahrsamszellen von Kaunas überwacht, verbracht. Die letzten drei Wochen hospitierte ich bei der Einheit „Forensic Science“. Sie ist eine Mischung aus dem niedersächsischen Fachkommissariat 5 (Kriminaltechnik u. a.) sowie dem Landeskriminalamt. Die Arbeitssprache während des Praktikums war Englisch. Da jedoch vor allem die ältere Generation Litauens kaum Englisch spricht, hat der Sprachunterschied manchmal schwierige, aber auch witzige Situationen hervorgerufen. Dennoch haben sich die Polizisten bemüht, mich einzubeziehen und meine Fragen zu beantworten. In meiner Freizeit habe ich mich mit litauischen Polizeistudierenden getroffen und bin an den Wochenenden durchs Land gereist. Gewohnt habe ich auf dem Gelände der Polizeiuniversität. Trotz kultureller Differenzen und vieler Unterschiede im Vergleich zur deutschen Polizeiarbeit empfand ich mein Praktikum als sehr aufregend und interessant. Die zwei Monate waren voller kleiner Abenteuer und ich konnte viele Bekanntschaften machen. Im Großen und Ganzen habe ich nicht nur berulich eine Vielzahl von neuen Eindrücken gewonnen, sondern konnte mich auch persönlich weiterentwickeln.

I decided to do a traineeship abroad in order to broaden my horizons to an international ield and to be able to experience the police and culture in another country irst-hand. I spent a week at each station; with the prevention team, on-call, with the trafic police, the criminal investigation department, as well as in a unit that accompanies prisoners to court and policed Kaunas‘ detention area. I spent the last three weeks with the Forensic Science unit. This unit is a mixture of the Lower Saxony special commission 5 (forensics, etc.) and the State Ofice of Criminal Investigations. During the traineeship English was the working language. However, since the older generation of Lithuanians could barely speak English, the language barrier was sometimes dificult, though also presented funny situations. Nevertheless, the police oficers made an effort to include me and to answer my questions. In my spare time I met with Lithuanian police students and at the weekends I travelled, exploring the country. My accommodation was situated on the campus of the police university. Despite cultural differences and many distinctions compared to German police work, I found the traineeship very exciting and interesting. The two-month traineeship was full of little adventures and I made many acquaintances. Overall, I gained a multitude of new impressions not only professionally, but was also able to develop personally. I would recommend everyone to seize the opportunity of a traineeship abroad.

Das Erasmusprogramm führte mich im Oktober 2014 nach Litauen. Die Zeit in Vilnius war eine tolle Erfahrung, die geprägt war von Einblicken in Geschichte und Moderne eines Landes unmittelbar an der Ostgrenze der Europäischen Union und zum großen Nachbarn Russland.

In October 2014, as part of the Erasmus programme I went to Lithuania. It was a great experience in Vilnius, illed with historical and modern insights into a country immediately at the Eastern border of the European Union with a vast neighbouring country, Russia.

Die Hauptstadt Vilnius hat ungefähr die Größe von Hannover. Neben der stärksten Bevölkerungsgruppe, den Litauern, mit nur rund der Hälfte der Einwohner, sind es insbesondere Polen und Russen, die in Vilnius wohnen. So kann man im Alltag von einer Parkbank aus eine russisch schimpfende Lehrerin mit ihrer Schulklasse erleben. Prägend war für mich aber auch die spürbare Gemütlichkeit der Altstadt: es ist ein Ort, an dem man sich sofort wohl fühlt.

Vilnius, the capital city, is about the same size as Hannover. In addition to Lithuanians - the largest population group, making up approximately half of the inhabitants - in particular, Poles and Russians live in Vilnius. Thus, it is not unlikely to witness a Russian teacher scolding her class from the park bench in daily life. I was particularly impressed by the noticeably warm atmosphere in the old town: it is an area in which you immediately feel welcome.

Allerdings kann man inmitten der Altstadt auch Schilder nicht übersehen, die die Grenzen des von den Deutschen 1941 errichteten Ghettos von Vilnius ausweisen. Dieser Bereich ist im Unterschied zum Warschauer Ghetto vollständig erhalten und Teil des heutigen Stadtbildes mit Wohnungen, Geschäften und Gaststätten. Beim Betreten dieses Bereichs erlebt man schon die Bedrücktheit an diesem Ort, der mit der Deportation und dem Tod von rund 55.000 Juden aus Vilnius verbunden ist.

However, it is impossible to miss the signs in the middle of the old town that point out the borders of the ghettos in Vilnius created by Germany in 1941. In comparison to the ghetto in Warsaw, this area has been fully maintained and is part of the townscape with accommodation, businesses and restaurants. As soon as you enter this area, you sense its atmosphere of oppression, connected to the deportation and death of approximately 55,000 Jews from Vilnius.

Die Mykolas Romeris Universität ist ein moderner, lebendiger Bau und stellt die drittgrößte Universität in Litauen dar, u.a. mit verschiedenen juristischen Fakultäten, und, man höre und staune, einem eigenen (!) Lehrstuhl für Kriminalistik. Die Polizeifakultät der Universität hat ihren Sitz in Kaunas. Darum fanden die Vorlesungen vor Polizeistudierenden auch dort statt. Kaunas liegt rund 100 km von Vilnius entfernt und ist sehr gut mit einem modernen Zug zu erreichen. Kaunas unterscheidet sich aus Sicht der Litauer wohl erheblich von Vilnius. In der Stadt wohnen weit mehr als 300.000 Menschen und wie mir der Mitarbeiter der Polizeifakultät auf Russisch versicherte, der mich freundlicherweise am Bahnhof abholte, wohnen dort fast ausschließlich Litauer. Kaunas ist eben Kaunas. Begrüßt wurde ich von der Prodekanin der Polizeifakultät Prof. Dr. Vaiva Zuzevičiūtė. Auch traf ich bei der Gelegenheit auf die ehemalige Studierende Sarah Humbach, die sich zu der Zeit gerade im Rahmen ihres Erasmuspraktikums für zwei Monate in Litauen befand. Hier bleibt als Erfahrung, dass man manchmal erst nach Litauen reisen muss, um Studierende der Polizeiakademie persönlich kennenlernen zu dürfen. Meine Dozententätigkeiten in Litauen bezogen sich in Kaunas auf den Unterricht mit Studierenden zum Thema „Taktische Möglichkeiten der Ermittlungsführung bei Tötungsdelikten, insbesondere Tötungen von Kindern“ und in Vilnius als Referent und Zuhörer in einer internationalen zweitägigen Konferenz zum Thema „Social Innovations – Theoretical and Practical Insights“ zum Thema Angehörigenbetreuung als taktische Maßnahme in Sonderkommissionen anhand von praktischen Erfahrungen und Problemen, insbesondere in der Beziehung zwischen Angehörigenbetreuung und Ermittlungen, Unterstützung der Opferfamilie, der Medienarbeit sowie Erfahrungen zu kulturellen Unterschieden in Opferfamilien.

Mykolas Romeris University is a modern, lively building and is the third largest university in Lithuania, featuring various law faculties and believe it or not (!) its own professorship for criminalistics. The university’s police faculty is based in Kaunas. Thus, lectures for police students also took place there. Kaunas is situated 100 km away from Vilnius and is very easy to reach by a modern train. According to Lithuanians, Kaunas differs considerably to Vilnius. More than 300,000 people live in Kaunas and as the member of staff from the police faculty - who kindly collected me from the train station - explained to me in Russian, almost only Lithuanians live there. Kaunas is simply Kaunas. I was welcomed by the vice dean of the police faculty, Prof. Dr. Vaiva Zuzevičiūtė. I also met with former student, Sarah Humbach, on this occasion, who at the time was completing her twomonth Erasmus traineeship in Lithuania. This just goes to show that, sometime you have to go to Lithuania in order to personally get to know students from the Police Academy. My lecturing position in Lithuania involved teaching students in Kaunas on the subject „tactical possibilities in the investigation of homicide, especially in relation to the murder of children“, as well as speaking and listening at an international, two-day conference in Vilnius on „Social Innovations – Theoretical and Practical Insights”. Topics were caring for dependants as a tactical measure in special commissions by means of practical experiences and problems, in particular with regard to the relationship between care for dependants and investigations, support for the victim‘s family, media work, as well as experiences with regard to cultural differences in the families of victims. All in all, I can conirm that there is noticeable interest in Lithuania to expand cooperation and an aspiration for further exchanges.

Alles in allem kann ich feststellen, dass es in Litauen ein erkennbares Interesse gibt, die Kooperation zu vertiefen und einen weiteren Austausch anzustreben. Internationalisierung ist in der sich gegenwärtig ständig verändernden und europäisierten Bildungswelt eine wichtige Aufgabe, um dem polizeilichen Handlungsfeld in einem zusammenwachsenden Europa gerecht werden zu können. Die Qualiizierung von Studierenden und von Personal durch Erasmus-geförderte Mobilitäten ist ein wesentlicher Baustein auf diesem Weg. Er ermöglicht der Polizeiakademie Niedersachsen den Aufbau eines starken Netzwerks zwischen den polizeilichen Bildungseinrichtungen Europas. Ein Netzwerk, das getragen wird durch Zusammenarbeit, das Lernen von- und miteinander und auch dem gegenseitigen Verständnis der anderen Sprachen und Kulturen. Wir wollen die interkulturellen Kompetenzen sowohl von Studierenden als auch von Absolventinnen und Absolventen und Angehörigen des Lehrund Verwaltungspersonals langfristig stärken.

Internationalisation is an important task in the at-present, constantly changing, Europeanised world of education, in order to do the ield of action of the police justice in a coalescent Europe. The qualiication of students and staff as a result of mobility, facilitated by the Erasmus programme is a signiicant factor of this task. It enables the Police Academy Lower Saxony to set up a strong network between police training institutions in Europe. A network based on cooperation, learning from and with each other, as well as a mutual understanding of the other‘s language and culture. Our long-term goal is to strengthen the intercultural skills of students, as well as graduates and members of the training and administrative staff.

Dass wir in diesem Bereich mit der Teilnahme am Erasmus+-Programm auf einem sehr guten Weg sind, sehen Sie anhand dieses Jahresberichts für das Studienjahr 2014/2015. Ich freue mich, Ihnen damit die Erasmus-Aktivitäten an der Polizeiakademie Niedersachsen näher bringen zu können. Seit 2010 ermöglichen wir mit steigender Tendenz Studierenden, Absolventinnen und Absolventen sowie Lehr- und Verwaltungspersonal Erasmus-Aufenthalte im europäischen Ausland. Bis zum heutigen Tag konnten wir insgesamt 42 mehrtägige bis mehrmonatige Mobilitäten realisieren. Dass diese Auslandsaufenthalte für die Teilnehmenden persönlich und auch dienstlich sehr lehrreich und beeindruckend waren, lesen Sie in den Erfahrungsberichten. Sollten Sie sich weiterführend für das Erasmus-Programm interessieren, haben wir für Sie außerdem einige Informationen in dieser Broschüre zusammengestellt. Ich wünsche Ihnen viel Spaß beim Lesen dieser Lektüre und hoffe, Ihr Interesse für die internationalen Aktivitäten der Polizeiakademie geweckt zu haben.

We are already well on the way regarding this goal and with participation in the Erasmus+ programme – as can be seen in this year‘s annual report for the academic year 2014/2015 – and I am grateful for the opportunity to provide you with a closer understanding of the Erasmus activities at Police Academy Lower Saxony. Since 2010, we have increasingly enabled students and graduates, as well as training and administrative staff to spend periods abroad in Europe, via Erasmus. Currently, we have realised a total of 42 stays ranging from several days to several months. In the experience reports you will gain more insight into how informative and inspiring these periods abroad were personally and professionally for the participants. In this brochure we have also compiled further information for you, if you are interested in the Erasmus programme. information about the erasmus+ programme at the police academy Lower saxony Erasmus+ is the EU programme in the ields of education, training, youth and sport for the period 2014 to 2020. The main intention of the programme is to promote mobility for learning purposes and transnational cooperation.

Upon graduation, a voluntary, two-month traineeship is offered at the Police Academy from 1 October of the respective year. Commencement of oficial duties then occurs 1 December of the respective year.

In 2009, the Police Academy received the Erasmus charter for higher education, which forms the general quality framework for European and international cooperative activities of higher education institutions within the scope of this programme. The charter is a prerequisite for participation in the Erasmus+ programme. The police academy has assisted in the realisation of periods abroad for members of staff and students/graduates in the learning mobility of individuals within the scope of this programme. The following measures in Key Action 1 are supported at the Police Academy: 

As a further supporting measure for internationalisation, training mobility is possible for higher education staff (teaching and administrative staff) at European higher education institutions that operate in the employment market or in the ield of general and professional training. Erasmus+ facilitates guest lectureships at European partner higher education institutions that hold an Erasmus Charter for Higher Education 2014 -2020 (ECHE) and with which an Erasmus+ cooperation (Inter-institutional agreement) was conirmed in writing. The police academy has made such agreements with education institutions in Estonia, Lithuania, Poland, Slovakia, Slovenia, Czech Republic, Turkey and Hungary.
