March 2010: Inspector General Undercover Investigation … Bogus Products Easily Get ES



EPA “Qualified” 15 of 20 Fake Products Submitted by Government Accountability Office (GAO) from 4 Dummy Companies



Products ranged from a “gas-powered alarm clock” (the size of a portable gas generator) to a space heater posing as an air cleaner.



The “air cleaner” claimed 20% higher EE than the top “Qualified” ENERGY STAR® air cleaner.

Residential Light Fixtures Program

ENERGY STAR® Program Requirements for Residential Light Fixtures – Version 4.2 (2008) - Program initiated in 2001. - Managed by EPA and ICF Consulting

Indoor & Outdoor Fluorescent Lighting Fixtures (Traditional & LED Light Engines) GU-24 Base Integrated Fluorescent Lamps Recessed Downlight Retrofit Kits Decorative LED Products 10W (6,000 hours at 45C)  All models (lamp wattages, color temperatures, etc.) must be tested fully. No family groupings based on CCT. Decorative Lamps must have 15,000 Hr rated life, all others must have 25,000 hrs.  6,000 Hour Lumen Maintenance Test ~ 9 Months (Early Label Option Allowed at 3,000 Hours with In-Situ Temp Test Data.)  Quality Assurance Verfication Test Program mirrors CFL Lamp QA Program. www.intertek.com

Draft Specification Key Changes 

Intended to be Technology Neutral with respect to Key Criteria such as Luminous Efficacy and Color Performance. (Outgrowth from March 2010 Roundtable discussion between RPI Lighting Research Center, NEMA, and ALA.)



Separates Fixtures into Two Categories: Directional & Non-Directional Non-Directional Fixtures:

Aesthetics Valued More; Includes Decorative Styles. Evaluated on the basis of Source Photometry rather than Luminaire Photometry.

Directional Fixtures:

Aesthetics Valued Less; Under-Cabinet, Recessed Downlights, or Track Lights. Evaluated on the basis of Luminaire Photometry.

Draft Specification Key Changes 

Efficacy: Evaluated by either Luminaire or Source Photometry depending on Luminaire Type. Non-Directional Luminaire performance requirement increased to 70 lumens per watt (40% increase over nominal efficacy values in existing RLF specification. Some performance requirements increased for certain types of Directional Luminaires.



CCT & CRI: All Luminaire Types: CCT < 4100K and CRI > 80.



Minimum Light Output Requirements: Imposed for all luminaire types.



Zonal Lumen Density: Maintained for Directional Luminaires

Draft Specification Key Changes 

Lumen Maintenance :

Based on recommendations from upcoming IES TM-21 Technical Memorandum for SSL Luminaires. Favors requirements which test the entire luminaire including driver and components. Option 1 is based on Component Performance, while Option # 2 is based on Luminaire or LED Light Engine Performance.



Color Maintenance:

Evaluate color shift over the first 6,000 hours of operation for all indoor solid-state luminaires.



Source Run-Up Time:

Requirement proposed for all luminaires.

Expanded to three (3) years for all luminaires. Requirements currently being developed throughout entire ENERGY STAR Program in support of enhanced testing and verification. Requirements to be developed and finalized in Summer 2010.

What About Other Luminaire Types?

Development of an ENERGY STAR Specification for these luminaire types is tentatively scheduled for September 2010.

Manufacturers Pledge to:  Provide clear and consistent labeling of essential performance, measured by industry standard, IESNA LM-79, Approved Method for the Electrical and Photometric Testing of Solid-State Lighting Devices and ANSI C78-377-2008, Specification for the Chromaticity of Solid State Lighting Products in the following categories: -

Lumen Output Luminaire Efficacy Power Input Correlated Color Temperature Color Rendering Index.

ENERGY STAR vs. Lighting Facts What is the Difference?? Are Both Required??  Both Programs are Voluntary…..and manufacturers can join both. ENERGY STAR  Sets a minimum performance level for qualifying products  Designed to help consumers differentiate among products based on efficiency.  ENERGY STAR label can only be applied to a limited group of qualifying LED lighting products for general illumination. SSL Quality Advocates  Requires essential product information be disclosed to help luminaire manufacturers and others in the supply chain validate their product performance claims.  Lighting Facts label can be applied to any LED product for general illumination purposes.
