ÉME: A–731/2007 2/6 I. LEGAL FRAMEWORK AND GENERAL CONDITIONS 1. This ÉME has been issued by the Non-profit Company for Quality Control and Innovation in Building (ÉMI Co.) based on the following: - Decree No. 3/2003. (I. 25.) BM-GKM-KvVM on the detailed rules of engineering requirements, certificate of suitability, distribution and use of products in the construction industry. - Assignment included in the Bulletin No. 16/1998. (IKK.8.) IKIM. - Evaluation of the test results detailed in the Report of suitability test having the same number and date as this ÉME. 2. It is the responsibility of the beneficiary of ÉME (the person or legal identity who requested directly or through representative from the ÉMI Co. to issue the ÉME) to make sure that the products complies with the specifications of ÉME, and that the user receives all the information necessary for using the product for the intended purpose. 3. The ÉMI Co. (as an approving organisation) is entitled to check the compliance with provisions of ÉME, whether the product complies with the engineering specification. The subsequent inspection may be performed by the ÉMI Co. (on the expense of the applicant) in laboratory, at the place of production, at the premises of the applicant and at the reference installation site of the product. 4. The ÉME may be utilized exclusively by the beneficiary as engineering specifications for certifying the suitability. The ÉME must not be assigned to other party by the beneficiary. The ÉME is valid only for the product that is manufactured at the indicated location. 5. If a harmonized European standard is adapted within the validity period of ÉME regarding the product, then on the basis of Decree No. 3/2003. (I. 25.) BM-GKM-KvVM the ÉME has to be withdrawn by ÉMI Co. within one year after publishing the standards, except when the products differs from the standard significantly. 6. The ÉMI Co, may withdraw the ÉME of the product ÉME if the subsequent inspection cannot be performed, or the results of the inspection is not satisfactory, or it is revealed about the product that it is not suitable for the planned purpose. The beneficiary of ÉMA is obliged to report if any changes occur in the characteristics of the product or in the conditions of production. Then the ÉMI Co. is entitled to decide whether the ÉME remains valid, or a new procedure has to be initiated and the ÉME withdrawn. If an investigation is necessary to allow this decision, then the validity of the ÉME may be suspended by ÉMI Co. for that period. 7. The ÉME is issued by ÉMI Co. in Hungarian, and as requested by the applicant in other languages, such as English, German or French, or eventually other languages. In case of legal dispute, the Hungarian version will prevail. 8. If copy is necessary about the ÉME, then it has to be copied in full, or published in other media in full. Extract must not be published, unless specifically allowed by the ÉMI Co. in writing. If only extract is published, then this fact has to be communicated. The text and figures of advertisement must not be in contradiction with the content of the EMÉ, and must not give rise to misunderstanding. 9. As an engineering specification, the ÉME does not substitute any other permits necessary for distribution, use, installation of the product (e.g. permits from health, building authorities), or certifications (e.g. fire prevention, product suitability certificate). 10. The certificate of suitability issued on the basis of ÉME does not authorize the manufacturer or the distributor to place the CE suitability marking on the product or on its packaging. 3/6 ÉME: A–731/2007 II. SPECIAL CONDITIONS FOR THE ENGINEERING PERMIT FOR THE CONSTRUCTION INDUSTRY 1. DATA 1.1. Place(s) of production of the product American Granby Inc. 7652 Morgan Road, Liverpool, New York 13090, USA 1.2. Description of the product and its planned use Frost-free wall faucets (#H504-#H514-3/4)

Frost-free wall hydrant (#CWH12) The valve of the faucets and the wall hydrant are located within the building in frost-free zone. The valve is operated with manual wheel/key structure. The water is discharged through the outlet pipe as soon as the valve is closed. For this reason no water remains in the structure which could freeze. Frost-free garden hydrant (#54513) and repair kit (#YRK1) The plunger piston and the valve of the garden hydrant is located in the ground below the limit of frost. It is operated with a rod driven by the manual lever. The plunger piston is raised with the manual lever. The plunger opens the way for the water and closes the discharge opening. When the level is released the plunger closes the way of water, and at the same time open the discharge opening on the valve housing. In this way no water remains in the pipe and the structure could not freeze. The frost-free wall faucet, wall hydrant, garden hydrant can be used in water supply systems. Hand piston pump (#HPP10) The piston produces vacuum in the pump body when it is lifted with the level. Water is sucked into the space by the vacuum from the well. When the piston is moved down with the lever the water is forced to the discharge opening, and at the same time, a valve prevents the water from flowing back. Maximum sucking depth: 7.5 m. The hand pump may be connected directly on tube well. In case of dug well the pump can be installed with a suction pipe containing foot valve. The hand piston pump can be used for extracting water not contaminated with solid particles from driven or drilled wells.

CERTIFYING SUITABILITY 3.1 Method(s) of certifying suitability The second option (3) of the (ii) certificate of compliance by the supplier is applicable as identified in Appendix 4 of decree No. 3/2003 (I. 25.) BM-GKM-KvVM. 3.2 Obligations of the manufacturer and the assigned organization 3.2.1. Obligations of the manufacturer A production control shall be applied in the factory of the manufacturer, and proper physical and personal conditions shall be maintained for this purpose. With regular production control the manufacturer shall make sure that the product produced for construction purposes will comply with the provisions of the present ÉME (Engineering permit for the construction industry). The production control shall include the following measures: - Checking the quality of base materials in case of all incoming shipment on the basis of quality certificates. - The product shall be manufactured with the dimensions shown in the product description consistently (ensured with a multiple production inspection as necessary). - The results of production inspections shall be recorded and evaluated. 5/6 ÉME: A–731/2007 The records shall contain the following data: - Description of the product or base material intended for use in the construction industry. - Kind of inspection or testing, - Data of manufacture and inspection of the product or base material intended for use in the construction industry. - Results of inspections and tests, and comparing them with the requirements. - Signature of the person responsible for the factory inspection. The record shall be kept for five years at least. In case of unsatisfactory inspection results, the manufacturer is obliged to initiate measures in order to eliminate the deficiencies without delay. The product not complying with the requirement shall be controlled in a way that it could not be mistaken for a complying product. After eliminating the deficiencies the inspection has to be repeated, if it is possible in engineering terms, and is required for confirming the elimination of deficiencies. 3.2.2. Obligations of the assigned organization The first type test of the product. 4.1. Criteria of suitability 4.1.1. The product New suitability tests have to be performed if changes are made in the design and materials of the products. 4.1.2. The manufacture New suitability tests have to be performed if changes are made in the technology used for production or the venue of the production. 4.1.3. The distribution 4.1.3.1 The product must be accompanied by customer information (product description) and guidelines for installation, which shall contain the following information at least: – Name, address of the manufacturer, distributor – Number of ÉME certificate – Description of the product – Overall dimensions, connecting sizes – Field of application – Detailed instruction for fitting 4.1.3.2 The following information must be shown on the packaging of the products: – Name or marking of the manufacturer, distributor – ÉME certificate No. – Description, designation of the product – Connecting dimension of the product 4.1.3.3 The following information must be shown on the product: – Name or marking of the manufacturer – Connecting dimension of the product 4.1.4. Installation 4.1.4.1 The product is to be installed according to the instructions provided by the manufacturer. KBiA-II-4.-2006.05.11.

ÉME: A–731/2007 6/6 4.2. Recommendations 4.2.1. Recommendations for packaging, transport and storing The packaging shall contain the product review as well as the instructions for installation. The packaging shall be suitable to protect the product from damage by the loads occurring during transport, handling and storing. 4.2.2. Recommendations for use, maintenance and repair The products shall be installed in a professional manner, using tools that cannot damage or fracture the surface of the fittings. 5. SUBSEQUENT INSPECTION AND OTHER CONDITIONS A subsequent inspection has to be performed once within the validity period of ÉME. The order regarding the execution of the subsequent inspection shall be sent to the ÉMI Co. by 31 December 2010. The ÉME will lose its validity if this requirement for performing a subsequent inspection is not met, and it will be deleted by ÉMI Co. from the database of valid engineering permits for the construction industry.
