Headquartered in Los Angeles, the Pacific Council is governed by a Board of Directors chaired by Marc B. Nathanson, Chairman of Mapleton Investments, and Ambassador Robert H. Tuttle, former U.S. Ambassador to the United Kingdom. Dr. Jerrold D. Green serves as the President and CEO. Founded in 1995 in cooperation with the Council on Foreign Relations and the University of Southern California (USC), the Pacific Council is an independent 501c(3) not-profit organization. Its work is made possible by financial contributions and in-kind support from individuals, corporations, foundations, and other organizations. What does the Pacific Council do? The Pacific Council informs and engages leaders on the West Coast, galvanizing them to effect change on global issues, discourse, and policy. Our membership network is built on a shared commitment to international affairs and strengthened by frequent dialogue and collaboration. Through the briefings, roundtables, conferences, panel discussions, and international delegations we convene, we provide regular opportunities for our members to exchange ideas with policymakers and opinion leaders from the United States and around the world.

Who are the members of the Pacific Council? Pacific Council members are globally-oriented business, civic, academic, and government leaders on the west coast of the United States and worldwide.

How is the Pacific Council governed? The Council is governed by a distinguished Board of Directors comprised of former U.S. government cabinet members, business and academic leaders, heads of major nonprofits, and opinion shapers from a variety of other key sectors. The Board is co-chaired by Mr. Marc Nathanson, Chairman of Mapleton Investments, and Ambassador Robert H. Tuttle, former U.S. Ambassador to the UK. Dr. Jerrold D. Green is the President and CEO of the Pacific Council.

ANNUAL PROGRAMS Members Weekend Recognized widely as the West Coast’s premier foreign policy forum, the Pacific Council’s Members Weekend has been our signature annual event from the start. With a format designed to be deeply engaging to all participants, this invitation-only summit convenes 250-300 business, government, civic, and academic leaders from around the world to analyze and debate the most important global policy issues of our time. The conference, which takes place in Santa Monica, includes high-level policy addresses, lively discussion and debate, and opportunities to meet and interact with peers and colleagues. (Annually in the fall – October 9-10, 2015)

Spring Conference An event designed for members and by members, the annual Spring Conference taps insight and expertise from within our membership network. With ample time for mingling, refreshment, and conversation between sessions, Spring Conference participants convene for a day of debate and exchange with fellow Council members during panel discussions, roundtable dialogues, and a highlevel keynote interview. (Annually in the spring)

Conference Calls Our ongoing teleconference series connects members from across the country and world to experts and policymakers in order to address timely issues: recent calls have included a conversation on extremism in the horn of Africa with Dr. Anneli Botha, Senior Researcher of terrorism with the Institute of Security Studies in Pretoria, Mr. Coy Isaacs, Regional Coordinator of East and Southern Africa with International Medical Corps, and moderated by Dr. Mietek P. Boduszynski, Assistant Professor of Politics and International Relations at Pomona College; the nuclear negotiations with Iran with Mr. Joseph Cirincione, President of Ploughshares Fund, and Dr. Michael Doran, Senior

International Trips and Country Dialogues The inaugural Pacific Council Country Dialogue took place December 2009 in Kabul, Afghanistan. This was the first of numerous visits to global hot spots and places of concern and interest; additional delegations have since traveled to Poland, Germany, Turkey, Iraq, Guatemala, North Korea, Myanmar, Cuba and others. The primary product of these trips is the ability of Pacific Council members to witness events and developments on the ground and to share insights from these experiences with members of the Council. These fact-finding missions are scheduled to occur approximately once per quarter. The most recent delegations visited Tijuana, Mexico in April 2015, and Warsaw, Poland and Berlin, Germany in October 2014. Additionally, in 2013 the Pacific Council was granted special Observer status at the Military Commission hearings in Guantánamo Bay, Cuba. The Council nominates and sends delegates, when permitted, to represent the Council and record observations in the form of Observer reports.

FEATURED EXPERT Dr. Jerrold D. Green President & CEO Middle East expert Dr. Jerrold D. Green is the President and Chief Executive Officer of the Pacific Council on International Policy in Los Angeles. He is also a Research Professor of Communications at the University of Southern California (USC). He has served as Senior Advisor for Middle East/South Asia and Director of the Middle East Development Council at the RAND Corporation in Santa Monica, California, and before that, as Director of International Programs and Development, overseeing the activities of the Center for Asia-Pacific Policy as well as the Center for Russia and Eurasia. At the same time he directed RAND’s Center for Middle East Public Policy. From 2004-2006, he served as a Partner and Executive Vice President for International Operations at Best Associates in Dallas, Texas, a privately held merchant banking firm with global operations. Dr. Green's career began at the University of Michigan, where he was a professor in the Department of Political Science and the Center for Near Eastern and North African Studies. He subsequently joined the University of Arizona, where he became a Professor of Political Science and Sociology as well as Director of the Center for Middle Eastern Studies. Dr. Green has a B.A. (summa cum laude) from the University of Massachusetts/Boston, as well as an M.A. and Ph.D. in Political Science from the University of Chicago, where he specialized in the politics of the Middle East. He uses Arabic, French, Hebrew, and Persian in his work and has lived and worked in Iran, Israel, and Egypt, where he was a Fulbright Fellow. Green has written widely on Middle East themes focusing on American Middle East policy, the role of religion in the region, inter-Arab relations, Iranian politics, and the Arab-Israeli conflict. His work has appeared in such publications as World Politics, Comparative Politics, Ethics and International Affairs, Survival, Middle East Insight, Politique Etrangere, The World Today, The RAND Review, The Harvard Journal of World Affairs, The Iranian Journal of International Relations, and The Huffington Post. Dr. Green is also currently a member of the United States Secretary of the Navy Advisory Panel, a member of the U.S. Department of State Advisory Committee on International Economic Policy, a Reserve Deputy Sheriff with the Los Angeles Sheriff’s Department, and a Specialist Reserve Police Officer with the Los Angeles Police Department, where he advises on terrorism and Middle East issues.

HISTORY OF THE PACIFIC COUNCIL The Pacific Council was founded in 1995 in cooperation with the Council on Foreign Relations (CFR) in New York and the University of Southern California (USC). At that time, as the world was still collectively recoiling from the bipolar posture of the Cold War, the Council’s founders aimed to combat the impulse of the American people to turn inward—a tendency toward isolationism when the world was becoming increasingly interconnected. The leaders that launched the Council believed that the West Coast, not just the DC-New York corridor, had an important role to play in grappling with pressing global issues and developing improved U.S. foreign policy. A founding principle of the Council as a membership organization was to re-conceptualize U.S. foreign policy as a concern not only for foreign policy practitioners, but also leaders from sectors including business, media, politics, academia, and law. Nonpartisanship was established as a core principle: today, diversity remains a key component of the Council membership development, leadership selection, and programming, both in practice and principle. Since 1995, the Pacific Council has hosted structured exchanges on issues of international importance, convened experts and working groups to address pressing policy challenges, and built a network of globally-minded members across the West Coast and the world. Today the Pacific Council’s roster includes nearly 1,000 members, including former diplomats, industry leaders, media representatives, politicians and scholars. The Council is managed by a staff of fifteen employees with diverse backgrounds, and governed by a Board of Directors co-chaired by Marc Nathanson, Chairman of Mapleton Investments, and Ambassador Robert H. Tuttle, former U.S. Ambassador to the United Kingdom. Prominent members of the Pacific Council Board of Directors have included Mr. Robert F. Erburu, former Chairman of the Times Mirror Co. and founding Board Chairman of the Pacific Council; former Secretary of State Warren Christopher, who followed Erburu as Board co-Chair; John Bryson, who served as co-Chair with Christopher and later Chair of the Pacific Council Board before his appointment as U.S. Secretary of Commerce; former Utah Governor and U.S. Ambassador to China Jon M. Huntsman, former U.S. Ambassador to Argentina Vilma Socorro Martínez, Chairman of Hang Lung Properties Limited Ronnie C. Chan and former Secretary of State Condoleezza Rice, among others. The Pacific Council has enjoyed a deep, organic, and mutually beneficial relationship with the University of Southern California (USC) since its inception on USC campus. Each President of the Pacific Council—Dr. Abraham F. Lowenthal (1995-2005), Dr. Geoffrey Garrett (2005-2008), and Dr. Jerrold D. Green (2008-present)—has also held an academic appointment at USC that facilitates a relationship of joint programming, leadership collaboration, and connections among students, faculty, and Pacific Council members.
