ELECTION GUIDE NCPA Political Action Committee (NCPA PAC) News THE PRESIDENCY IS UP FOR GRABS, and one-third of the Senate and every member of the House of Representatives are on the campaign trail preparing for the upcoming election. Though all eyes are on the presidential race, there are hundreds of races that will impact community pharmacy. All of the results may have substantial implications for the future of Medicare, Medicaid, and health care.

Senate Races Update Source: The Cook Political Report

Current Senate Lineup: 44 Democrats, 54 Republicans, 2 Independents/Other Parties With the Republicans holding a 54-44 majority in the chamber, Democrats would need to gain a net of at least five seats, or four if they retain the White House. Republicans are defending 24 seats to just 10 for Democrats.

House Races Update Source: The Cook Political Report

Current House Lineup: 186 Democrats, 247 Republicans, 2 Vacancies With Republicans holding a 186-247 majority, Democrats would need a net gain of 30 seats to take the majority. Currently, political pundits are predicting a Democratic gain of 5-15 seats with substantially larger gains possible if the top of the GOP ticket appears headed for a landside defeat in November.

2016 Pharmacy Visits The NCPA Government Affairs Department works with members of Congress on Capitol Hill every day to educate them on issues important to us. Throughout the year, we hold pharmacy visits with our members and their elected official(s). During these visits, the elected official gets a “behind the scenes” look at daily pharmacy operations. Also, we are able to highlight the important role independent pharmacies play in their communities. When visiting a pharmacy, each member of Congress has a hands-on opportunity to speak with the hosting pharmacies, the staff, and his or her constituents who visit the pharmacy. Independent community pharmacies are facing many challenges. The Government Affairs staff is busy promoting a pro-pharmacy agenda: creating transparency for generic prescription drug reimbursements in government programs, requiring Medicare Part D and PBMs to report pharmacy price concessions when prescription drugs are dispensed (DIR fees), pushing to include an any willing pharmacy provision in federal programs, and recognizing pharmacists as health care providers under Medicare Part B. While the NCPA team will continue promoting these issues on Capitol Hill, next year will bring with a new President and Administration with their own policy priorities. DIR Fees and Medicare Drug Pricing Transparency (H.R. 5951/ S. 3308) These companion bills will prohibit Medicare Part D plan sponsors/PBMs from retroactively reducing payment on clean claims submitted by pharmacies under Medicare Part D, therefore eliminating retroactive pharmacy fees.

MAC Transparency Act (H.R. 244) Provides transparency and fairness to community pharmacies regarding their reimbursements for generic drugs. This bill would require pharmacy benefit managers (PBMs) to disclose the rate of reimbursement and to update that rate at least once every seven days to reflect fluctuations in the market.
