Even though risks are ubiquitous and many disciplines must deal with risk (one need only think of engineering or finance), we still do not possess a suitable ethics of risks. The main theories of normative ethics, i.e. utilitarianism and rights based moral theories, have great difficulties with justifying convincing criteria for acceptable risks. In the seminar we will try to pursue two main objectives. On the one hand we will try to get a better understanding of what risks are. For this we will ask how risks are understood and dealt with in philosophy, economics, the social sciences and law. On the other hand we will try to get a better understanding of the problems of an ethics of risk. Here we will study different proposals to solve them and different attempts of an applied risk ethics. At the beginning of the seminar, the texts of the seminar will be provided as a download.

“Reason and Morality” presents one of the major contributions to normative ethics. In his book the American philosopher Alan Gewirth attempts to justify a contentful moral principle that every rational agent must accept. Even if one is not convinced by the justificatory argument, the book makes for a very worthwhile read. It is exemplary in its argumentative style, it offers an introduction to the basic ideas and problems of normative ethics and it provides an outline of political philosophy. In the seminar we will work through the book and discuss its arguments.

Diese Vorlesung bietet eine Einführung in die philosophische Ethik. Nach einem Überblick über die Grundfragen und Grundgebiete der Ethik wird die Eigenart moralischer Fragen, Urteile und Normen näher beleuchtet. Es wird der Frage nachgegangen, ob eine Erkenntnis des moralisch Richtigen oder Falschen möglich ist und wie sich moralische Erkenntnisse ggf. ausweisen lassen. Dazu werden einige prominente Theorien der normativen Ethik der Gegenwart vorgestellt. In diesem Zusammenhang sollen zentrale moralische Grundbegriffe wie z.B. In dieser Veranstaltung werden wir die grundlegenden Modelle der philosophischen Ethik behandeln. Im Mittelpunkt stehen hierbei die eudaimonistische Ethik des Aristoteles, die Vernunftethik Immanuel Kants, der Utilitarismus Mills sowie die Diskursethik von Jürgen Habermas. Darüber hinaus werden die wichtigsten Typen ethischer Theorien (z. B. Deontologie und Konsequentialismus) besprochen sowie allgemeine Probleme der Ethik wie etwa die rationale Begründung moralischer Prinzipien und deren Anwendung im Alltag diskutiert.

"Im Gegensatz zum geringen Ansehen in der deutschen Diskussion ist der Utilitarismus im englischsprachigen Raum seit dem Ende des 18. Jahrhunderts (seit dem Rechtstheoretiker und Sozialreformer Jeremy Bentham [1748 - 1832], dann dem Philosophen John Stuart Mill [1806 - 1873]) die einflußreichste und bis heute am lebhaftesten diskutierte Richtung der Ethik." (O. Höffe) Im Seminar sollen unterschiedliche Konzeptionen des Utilitarismus untersucht und diskutiert werden. Es soll deutlich werden, worin das reformerische Potential des Utilitarismus lag, welchen Einwänden der Utilitarismus ausgesetzt war und ist und wie unterschiedliche Konzeptionen diesen Einwänden Rechnung zu tragen versuchen. Angestrebt ist eine intensive Auseinandersetzung mit der Frage, ob "der" Utilitarismus eine tragfähige Ethikkonzeption ist.

But so far the industrialized countries have not even rudimentarily coped with this challenge. What ought to be done in such a situation? Due to a variety of reasons normative ethics has great difficulties to answer this question. Climate change is connected with many problems ethics is ill prepared to solve, such as the relation between individual and collective responsibility, questions of global justice, problems of our obligations to future generations, and the problems of adequately dealing with risks. We will study these problems in order to improve our competencies to answer the question what ought to be done in the face of climate change. We will work with essays representing different and controversial viewpoints on the topics of the seminar. At the beginning of the seminar, these essays will be provided as a download.

Contemporary Issues in Corporate Governance (Englisch) Seminar Description The Seminar “Contemporary Issues in Corporate Governance“ is addressed to students of the Bachelor or Diploma degree at the School of Management and Economics that are interested in deepening their knowledge regarding specific issues in corporate governance. The purpose of this course is to discuss contemporary issues in German and international corporate governance (e.g., international differences in corporate governance, stakeholder conflicts, enforcement, and compliance). It enables students to understand and discuss specific corporate governance mechanisms as well as new regulations in this area. Additionally, the student’s presentation techniques will be trained. The seminar “Contemporary Issues in Corporate Governance“ is an elective course for Bachelor Studies (Degree: Bachelor of Science) at the School of Management and Economics (ECTS Points for this course: 5 ECTS). The course can also be attended by Diploma students (CP for this course: 3 CP). Grading: The final grade of the seminar “ Contemporary Issues in Corporate Governance“ results from the weighted arithmetical average of the individual grades for the following assignments (as described in module manual): - Scientific seminar paper (60% of final grade). Working time starts when receiving the topic on April 7, 2014. The seminar paper has to be submitted as printed copy and electronically as pdf file (via [email protected] AND [email protected]) until May30, 2014, 12:00 at noon. Both versions of the seminar paper have to be submitted until the above deadline. By no later than June 13, 2014, participants will be informed about passing or failing the seminar paper assignment. - Presentation of the seminar paper and active participation in the discussions of the seminar (40 % of final grade). Presentations should take no longer than 12 minutes. Presentations of all participants have to be submitted until June 27, 2014 12:00 at noon in electronically as ppt/pptx file (via E-mail to [email protected] AND [email protected]). Within the presentations presenter should distribute handouts to seminar participants as well as members of the chair. Information: The topics for seminar paper are drawn by lot. Participants cannot apply for specific topics. Delayed submission of the seminar paper (printed copy or electronic file) or of the presentation leads to a grading of 5.0 for the delayed part of the respective assignment.

Participation Requirements Interested students should ensure to fulfill the requirement of basic knowledge in accounting, corporate governance, and finance. In addition, students should have advanced English language skills as the seminar paper, its presentation, as well as its discussion will be I English. Literature research will be mainly in English as well. Before the course is going to start, everybody should be aware of the consequences in case of withdrawal. Withdrawal leads to a grading of 5.0. Application and Limitations of Participants The seminar “Contemporary Issues in Corporate Governance“ is interactive. After each presentation, certain topics will be discussed by the presenter and the students. Therefore a limitation of participants (max. 10 students) is strictly required. To ensure equal chances for each interested student, we choose candidates as follows: Every interested student has to fill in the application form (seeour homepage) and submit the document personally to our secretary’s office (please note the opening hours!). Application deadline is on April 4, 2014, 12:00 at noon.. Participants are selected randomly. All interested students will be informed via email on April 4, 2014 whether they can participate. Please note: the student bindingly enrolls for this course with the application. After the registration period has expired, the withdrawal from the seminar consequently means a seminar total grading of 5,0 (failed). Important Dates April, 4 2014 12:00 at noon: Registration period ends April, 7 2014: Students will be informed about seminar participation and in case of selection participants will receive their seminar topics also via e-mail. May 30, 2014 12:00 at noon: Written seminar paper must be submitted in both written and electronic format. Course description This course provides an intermediate study of international trade theory and policy. We will discuss aspects of international trade at a fairly abstract and rigorous level. The issues that will be addressed are, among others, the fundamental gains from trade, the implications of imperfect competition for trade patterns and welfare, how firms of different sizes and productivities engage in trade and investment, and justifications for policies that restrict trade. Also covered are real-world areas of international trade, including trade institutions as well as regional and bilateral trade agreements. The course has three main goals: (1) To develop a solid grounding in the analytical work of modern trade theory; (2) to master some tools for use in practical trade analysis; and (3) to provide a better understanding of the circumstances within which international trade policy is provided. Enrolment Enrolment is open to both Master and Diplom students. Master students may obtain 5 (ECTS) credit points for the module, whereas “Diplomstudierende” may receive 3 credit points (Leistungspunkte). Note that no credit will be given to students who have successfully taken the exam in “Welthandel und wirtschaftliche Integration der Entwicklungsländer”, as this course will be quite similar in comparison to the previous one. Building on the economic theory of activities of the public sector and on tools for evaluating public intervention and expenditure, the lecture discusses the justification for various activities of the welfare state in developed countries and the design of typical measures of social policy applied in the following major branches: old-age provision; provision of health services and health insurance; unemployment protection and income support. In order to illustrate many of the issues discussed, the lecture provides an overview of actual welfarestate policies pursued in the OECD world in a comparative perspective. Last but not least, the role of globalization and systems' competition for social policy devised at the national level is also addressed.

Das Seminar behandelt die Strukturen, Akteure und Prozesse der verbandlichen Interessenvermittlung auf nationaler Ebene sowie im europäischen Mehrebenensystem. Im Vordergrund steht dabei der Vergleich zwischen verschiedenen Politikfeldern. Worin liegen z.B. die Unterschiede der Interessenvermittlung zwischen Sozial- und Umweltpolitik, und wie lassen sie sich erklären? Außerdem wird untersucht, wie sich die Muster der Vermittlung organisierter Interessen im Zeitverlauf gewandelt haben, und warum einige Interessengruppen stärker "europäisiert" sind als andere.

This course will explore aspects of the history of political thought as it is related to the study of international relations. Key theorists such as Thucydides, Hobbes, Kant, Rousseau, Morgenthau, Rawls, and Habermas will be studied to illuminate prevailing theoretical traditions, in particular Realism and its various ethical and cosmopolitan critics. We will ask questions such as: Are there duties of national and global responsibility? What institutional implications follow from various conceptions of global justice? Are there trade-offs between justice and prudence, and should we address them? The course will explore selective arguments in contemporary political theory, with some interaction from texts in the history of political thought, on issues such as the relationship between politics and morality; the moral significance of the international/domestic distinction; the subjects, scope and demands of justice and prudence; global poverty and inequality; the ethics of war and human rights; and challenges of global governance.

Theorien der internationalen Politischen Ökonomie Seminar, Thu, 10-12, GCFW 04/703, Start: 10.04.2014 Theorien der Internationalen Politischen Ökonomie befassen sich mit der Erklärung der nationalen und internationalen Wechselbeziehung zwischen Politik und Ökonomie. Im Mittelpunkt stehen u.a. Fragen nach der Bedeutung von Regelwerken (Institutionen) für die Steuerung des Marktes, nach den Ursachen der Präferenzbildung von Regierungen, nach dem Einfluss von gesellschaftlichen Ideen und Interessen auf die Steuerung der Wirtschaft und nach der Varianz unterschiedlicher Kapitalismustypen im Zeitalter der Globalisierung. Theoretische Debatten verlaufen etwa zwischen Rational Choice und Systemtheorie sowie zwischen Keynesianismus und Ordoliberalismus. Das Seminar untersucht zentrale IPÖ Theorien und prüft ihren Erklärungsgehalt anhand aktueller Beispiele wie der Eurokrise und der globalen Finanzkrise. Domestic Politics and International Power in Reforming International Organizations: UNSC, G20, IMF, WTO (English) Seminar, Thu, 12-14, GC 03/149, Start: 10.04.2014

Governing international politics through international organizations is often debated critically regarding its efficiency and legitimacy. Why do international organizations often fail to reach their goals? Under which conditions can they work efficiently and legitimately? Why do international organizations often fail to adapt to new developments in world politics through reforms? Theoretically informed analyses will tackle these questions in case studies on the UN Security Council, on the G20, the World Trade Organization and the International Monetary Fund. Theoretical explanations will focus on the power-seeking of member states (neorealism) and on the influence of interests groups and societal ideas on governmental preference formation (theories of domestic politics). With these explanatory approaches, the seminar will examine why a reform of the UNSC and the WTO failed (until now), while a modest reform of the IMF succeeded and why the G20 managed to coordinate policy in some cases, but not in others.

Einführung in die Politikwissenschaft Lecture, 2hrs., Tue 16-18, HGC 10, Start: 08.04.2014 Bei dieser Vorlesung handelt es sich um eine Einführung in die Politikwissenschaft in dem Sinne, dass hier ein Überblick über die Geschichte des politischen Denkens von ihren Anfängen bei den Griechen bis in die Gegenwart gegeben wird. Ein besonderes Augenmerk wird dabei auf diejenigen ideengeschichtlichen Aspekte gelegt, die in einem besonderen entstehungsgeschichtlichen und begründungstheoretischen Zusammenhang mit der Herausbildung des modernen, freiheitlich-demokratischen Verfassungsstaates stehen. Vor dem Hintergrund einer generellen Unterscheidung zwischen einem klassischen und einem modernen politischen Denken betrifft dies vor allem die Frage der Legitimation staatlicher Gewalt sowie die Fragen, die sich im Hinblick auf Genese und Geltung der Menschenrechte, der Gewaltenteilung, des demokratischen Repräsentations- und Mehrheitsprinzips und des Gemeinwohlbegriffs stellen. Das konkrete Vorlesungsprogramm und sonstige wichtige Informationen sind mit Beginn des Semesters den einschlägigen Kursinformationen im Blackboard zu entnehmen. Anhand von ausgewählten Texten, die nach und nach ebenfalls ins Blackboard (Kursunterlagen) eingestellt werden, ist der Vorlesungsstoff durch häusliche Lektüre und (optional) in einem Tutorium vor- und nachzubereiten. Die Termine zu den Tutorien (Strukturelle Betreuung), die erst nach der 1. Vorlesung beginnen und deren Besuch nicht verpflichtend ist, werden in der 1. Vorlesung bekanntgegeben. Eine Anmeldung zu den Tutorien ist nicht erforderlich. M.A. Seminar „Die Europäisierung politischer Parteien im Vergleich“ Tue, 12-14, GBCF 04/414 Start: 15.04.2014 Parteien haben in allen EU-Staaten eine zentrale Rolle im politischen System und in der politischen Praxis. Mit der fortgesetzten Integration der EU und auch mit der wachsenden Kompetenz des Europäischen Parlaments haben sich die politischen Parteien aber in mehrfacher Weise verändert. Die Europäisierung politischer Parteien betrifft dabei verschiedene Dimensionen: a) die organisatorische Europäisierung, d.h. die organisatorische Ausrichtung auf die Vertretung im EP und die Kooperation in europäischen Parteienfamilien, b) die inhaltliche Europäisierung, d.h. die Ausrichtung der Inhalte, die die politischen Parteien bearbeiten, auf Themen und Fragen der europäischen Integration. Beide Dimensionen prägen nicht nur einzelne Parteien, sondern auch Parteiensysteme. So kam es z.B. in Frankreich und auch jüngst in Griechenland zu verschiedenen Abspaltungen und Neugründungen von Parteien in Reaktion auf Positionierungen leitender Politiker zur europäischen Integration. Diese Entwicklungen werden im Seminar für verschiedene EUStaaten in vergleichender Perspektive thematisiert.
