Speaker Biographies (In order of appearance) Avery Shenfeld CIBC World Markets Avery Shenfeld has been with CIBC since 1993, and is widely recognized as one of Canada’s leading economists for his perceptive analysis and insights on economic developments and their implications for financial markets. Dr. Shenfeld has won numerous awards for forecast accuracy from Dow Jones MarketWatch and Bloomberg Markets for his calls on the US and Canadian economies. He has been consistently ranked by institutional investors as one of the top Canadian economists. His prior background includes experience in management consulting. He was on the economics faculty of the University of Toronto and in the summer program at Harvard’s John F. Kennedy School of Government. He has been quoted in the media in Canada, the US, Asia and Europe and is in high demand for his presentations to business and investor audiences. Dr. Shenfeld holds a PhD in economics from Harvard University.

Catherine Rothrock Chief Economist, Government of Alberta Catherine Rothrock is the Chief Economist for the Government of Alberta. Her team analyzes economic trends and develops forecasts to support budget and fiscal planning for the Government of Alberta. Catherine started her career in the energy sector in Calgary, working as an analyst for Enron, UBS Warburg Energy, and Purvin & Gertz, an oil and gas consulting firm. After spending three years working with NGOs in Mozambique, Catherine joined Alberta Energy as a senior analyst, where she studied oil markets and developed the oil price forecast. In 2011, she moved to Alberta Treasury Board and Finance to be a manager in the Economics, Demography, and Public Finance branch. Catherine holds a Master's degree in economics from the University of Guelph and a Bachelor of Commerce with Distinction from the University of Alberta.

Antione​ Halff Program Director for Global Oil Markets Center on Global Energy Policy - Columbia University Antoine Halff is Program Director for Global Oil Markets at Columbia University’s Center on Global Energy Policy and a founding partner of Kayrros, a machine learning company focused on the oil and gas markets and industry. Prior to joining Columbia, he served as chief oil analyst of the International Energy Agency and editor of its monthly Oil Market Report and annual Medium-Term Oil Market Report. In that role, he led the Agency’s efforts to analyze the impact of the shale revolution on the oil and gas industry. Earlier, he served as oil demand analyst at the IEA, and as Lead Industry Economist at the U.S. Energy Information Administration. On Wall Street, he served as head of energy and commodities research at brokerage firms Newedge and Fimat. In the consulting industry, he launched the Global Energy practice of political-risk firm Eurasia Group and served as its director. In the publishing industry, he worked as New York Bureau Chief at Petroleum Intelligence Weekly and reporter at Dow Jones Energy News Service in the 1990s. Halff is the co-editor of Energy Poverty: Global Challenges and Local Solutions (Oxford: Oxford University Press, November 2014), which Bill Clinton called “a must-read for anyone serious about creating meaningful solutions to end poverty.” He is a board member of the New York Energy Forum and an advisory board member of Geopolitics of Energy. He has lived in Paris, Seoul, New York and Washington.

Kevin Birn Director, IHS Energy Kevin Birn, Director, IHS Energy, is based in Calgary and is part of IHS North American Crude Oil Markets team and leads the IHS Energy Oil Sands Dialogue. Kevin has authored over thirty reports on or associated with development of the Canadian oil sands His expertise includes Canadian oil sands development, oil sands cost and competitiveness, crude oil markets, transportation logistics, crude oil life-cycle analysis and Canadian energy and climate policy. Kevin holds an undergraduate degree in Business and a graduate degree in Economics from the University of Alberta. Martha Hall Findlay President and CEO, Canada West Foundation Martha Hall Findlay joined the Canada West Foundation as President and CEO on September 1, 2016. Martha is a thought leader whose insight on issues such as pipelines, international trade, foreign investment and foreign affairs, energy and the environment, and supply management have framed the debate for decision-makers and everyday Canadians. Her career has been diverse, spanning law, technology, politics and public policy. Previously, Martha was the Chief Legal Officer of EnStream, a Rogers/Bell/TELUS mobile payments joint venture. As a lawyer, senior business executive and successful entrepreneur, Martha has more than 25 years of domestic and international experience with major multinationals as well as startups, primarily in telecommunications and technology. As an Executive Fellow at the University of Calgary’s School of Public Policy, Martha focused on Canadian economic, social and environmental prosperity in a global context. She was a member of Parliament from 2008 to 2011, and served as a member of the House of Commons Standing Committees for Finance; Transport; Government Operations and International Trade. Martha has served as a board director and executive for several policy, environmental, community and cultural organizations, including the Couchiching Institute on Public Affairs; the Canadian Centre for Responsibility to Protect (CCR2P) at University of Toronto’s Munk School of Global Affairs; the Georgian Bay Association and Alberta’s CKUA not-for-profit radio network. She is currently Vice-Chair of the Board of Alpine Canada; a member of the Advisory Council for the University of Ottawa’s Positive Energy project; and is a member of the Advisory Council for the New York Global Leaders Dialogue.

Trevor Tombe Assistant Professor of Economics, University of Calgary Trevor Tombe (PhD) is an Assistant Professor of Economics at the University of Calgary and a Research Fellow at The School of Public Policy. Prior to joining the University of Calgary in 2012, he was an Assistant Professor of Economics at Wilfrid Laurier University in Waterloo, Ontario. He received his PhD and MA from the University of Toronto. His research focuses on the intersection of international trade and macroeconomics, with a particular focus on the factors influencing productivity within and between countries. He has published in a variety of leading economics journals, has written various policy papers through the University of Calgary's School of Public Policy, and is an occasional contributor to Maclean's and the Financial Post.

Gil McGowan President, Alberta Federation of Labour Named in 2015 as one of Alberta’s 50 most influential people by Venture Magazine, Gil McGowan has been a force for progressive change in the province for more than 25 years as a researcher, journalist, advocate, and leader. Currently in his sixth term, Gil is the longest-serving president of the Alberta Federation of Labour. During his tenure, the organization has waged successful campaigns to defend public health care, bolster retirement security, and to protect Canadian jobs. Gil has been instrumental in putting important issues on the agenda for public discussion in Alberta, including workplace safety, the abuse of temporary foreign workers, the Alberta government’s revenue problem, and the loss of jobs due to the increasing export of raw bitumen. As the leader of Alberta’s largest union organization, Gil advocates for workers rights on behalf of more than 170,000 unionized workers — a number that has grown steadily during his time in office. He is the author of several award-winning studies on the Alberta economy including Crumbs From the Table, Missing Out on the Boom and Lost Down the Pipeline. He appears regularly in Alberta media as a spokesperson for labour issues and is a frequent author of guest columns in Alberta’s major newspapers.

Keynote Speakers David A. Dodge Officer of the Order of Canada A native of Toronto, Mr. Dodge received a bachelor’s degree (honours) from Queen’s University, and a PhD in economics from Princeton. During his academic career, he taught economics at Queen’s University; at the School of Advanced International Studies, Johns Hopkins University; at the Faculty of Commerce at the University of British Columbia; and at Simon Fraser University. He also served as Director of the International Economics Program of the Institute for Research on Public Policy. Mr. Dodge has been awarded honorary degrees from a number of Canadian universities. In 2009, he was elected a fellow of the Royal Society of Canada. During a distinguished career in the federal public service, Mr. Dodge held senior positions in the Central Mortgage and Housing Corporation, the Anti-Inflation Board, and the Department of Employment and Immigration. After serving in a number of increasingly senior positions at the Department of Finance, including that of G-7 Deputy, he was Deputy Minister of Finance from 1992 to 1997. In that role, he served as a member of the Bank of Canada’s Board of Directors. In 1998 he was appointed Deputy Minister of Health, a position he held until his appointment as Governor of the Bank of Canada. Mr. Dodge, appointed Governor of the Bank of Canada, effective 1 February 2001 for a term of seven years, retired on 31 January 2008. From July 2008 to June 2014, he served as Chancellor of Queen’s University. From 2009 to 2015, he was a member of the board of directors of Canadian Utilities Limited, ATCO Limited and the Bank of Nova Scotia. Mr. Dodge is Senior Advisor at Bennett Jones LLP one of Canada’s leading law firms. He also serves on the board of the Canadian Institute for Advanced Research, and Chairs the National Council of the C.D. Howe Institute.

Avi Lewis Filmmaker, Journalist Avi Lewis is one of Canada's most eloquent and controversial media personalities. He is the director of the feature documentaries This Changes Everything (2015) and The Take (2004). He has also been a local news reporter, music journalist, debate show host, documentary filmmaker, public speaker, and activist. In all of these roles, he has created space to bring more radical voices and ideas to the mainstream for over 25 years.
