I. INVITATION A.

General Background

Eastern Michigan University invites the submission of professional qualifications from qualified General Contractors for construction services for the renovation of Rackham Hall – Phase II. The General Contractor selected will provide the required services necessary to complete the services within the guidelines, standards and limitations as outlined in the request for qualifications. Of primary concern on this project is the heavy focus on prior experience as a General Contractor specific to Higher Education, with focus on historic facility renovations, phased construction in occupied buildings, and integration of MEP systems within existing facilitates. These services must be completed within a defined budget. Rackham Hall, when opened in 1936, was a state of the art training center for Children’s Educational needs. Of note is the inclusion of an “automatic elevator lift”, the seventh installed within the State of Michigan. This elevator contains many of its original controls and mechanisms. The building has undergone multiple revisions of use and space throughout the years with the latest being a renovation of the upper level for the newly create Physician’s Assistant program within the College of Health and Human Services, however there have been no other significant capital improvements or infrastructure upgrades to the building since it was built. Rackham, once serving as the centerpiece of the College of Education, has been reallocated to the growing College of Health and Human Services. The continuation of this transition will involve the renovation of the entire lower level and a small portion of the upper level to provide clinical lab space for the CHHS departments of; Orthotics and Prosthetics (O&P), Exercise Science (ES), Office of Nutrition Services (ONS) and multiple departments through the creation of a Home Health Lab (HH). This project is of primary importance to EMU and directly supports our goal of “Education First”. This effort is the final phase of improvements to Rackham Hall. A corresponding project adding a new café addition to the northeast corner of the building is being issued under a separate bid package, however basic MEP system components are included with this phase of work. Receipt of responses to this RFQ does not bind the University to any contract or providing an invitation to the RFP for said services, nor does it give any guarantee that a contract for the project will be awarded or vendor will receive the overall RFP.

B.

Request for Qualifications - General Information This Request for Qualifications is part (Prequalification) of a competitive selection process to engage a firm in providing construction services. The General Contractor firms qualified will be able to provide a bid proposal for construction services necessary to complete the project with the guidelines, standards and limitations as outlined in the Request for Proposal. This project must be completed within an established budget. Eastern Michigan University reserves the right to retain all qualifications submitted and to use any ideas in a submission regardless of whether that firm is selected. Submission of qualifications indicates acceptance by the firm of the conditions contained in the request for qualifications, unless clearly and specifically noted in the submitted documents and confirmed in the contract between Eastern Michigan University and the firm selected. Eastern Michigan University reserves the right to terminate the selection process at any time, to reject any or all qualifications or parts thereof and/or to negotiate changes to terms and waive minor inconsistencies with the RFQ. During the evaluation process, Eastern Michigan University reserves the right, where it may serve Eastern Michigan University’s best interest, to request additional information or clarifications from the submitters, or allow corrections of errors or omissions. At the discretion of Eastern Michigan University, firms submitting qualifications may be required to make oral presentations as part of the evaluation process. II. INSTRUCTIONS TO BIDDERS A.

Purchasing Policy Under the University’s centralized purchasing system, only the Purchasing Department has the authority to obligate Eastern Michigan University for the purchase of contractual services, materials and equipment.

B.

RFQ Responses The Statement of Qualifications shall be submitted electronically through the Public Purchase website of the Purchasing Department. Submissions will be automatically time and date stamped on receipt by the system.

C.

RFQ Response Conditions 1. Eastern Michigan University reserves the right to accept or reject any or all submissions, to waive irregularities or technicalities in any response and to accept any response, which the University deems to be in its best interest.

D.

2.

Eastern Michigan University reserves the right to qualify, accept or reject any and all vendors as deemed in the best interest of the University and any exception taken by any vendor to the terms and conditions of this request.

3.

Eastern Michigan University will not pay for any information requested herein, nor will it be liable for any costs incurred in preparing response Submittals.

4.

Eastern Michigan University will create short list of prequalified vendors who will be able to receive final construction documents and submit bids under a separate process.

RFQ Response Procedures 1. No Pre-Bid Meeting is required for this prequalification effort however tours of the facility may be arranged by sending a written request through the Public Purchase website prior to the final qualifications due date. 2.

Each submitting firm shall include all requirements, terms and conditions they may have, and shall not assume that an opportunity will exist to add such matters after their qualifications has been submitted. Unacceptable terms and conditions may cause the University to prequalify other submitters, despite other factors of the evaluation.

3.

Any questions regarding this RFQ must be submitted in writing. Please submit questions through the bid posting on the Public Purchase website.

III. RACKHAM HALL RENOVATION (Phase II) REQUIREMENTS A.

Renovation/Construction Scope At this time EMU is currently preparing and developing documents for renovations and additions to Rackham Hall for CHHS Phase II (A and B) of the improvement of Rackham Hall. This includes new and renovated finishes, equipment, mechanical, plumbing and electrical systems and subsystems, and other associated improvements. In addition to the CHHS improvements, the scope of the Rackham Hall Renovation will generally address the following known deficiencies:      

Inadequate technology infrastructure; Inadequate HVAC systems that are not designed for new technology; Antiquated electrical distribution; Inadequate handicap accessibility; Antiquated finishes; Lack of student commons areas.

CHHS Phase IIA and B Program Statement / Program Goals The College of Health and Human Services (CHHS) has grown at a significant rate in recent years, yielding a shortage of clinical lab space. Rackham Hall has been designated to the College to address this shortfall. Phase I of the project included renovations to the upper level for the newly created Physician’s Assistance Program. Other spaces on this floor were fit out in a generic office/classroom/conference room level. Phases IIA and IIB will finish those fit outs specific to need (Home Health Lab and Shared Use Classroom) as well as reconfigure and renovated the lower level for clinical lab space for; Exercise Science, Orthotics and Prosthetics, Office of Nutrition Services. Phase IIA will also address the building exterior veneer and site improvements. A parallel project creating an addition for a café with integrated patio will be run concurrent with the construction work of Phase IIA. Base utilities and systems for this work is included in this base scope of work. Project Phasing / Scheduling The University currently has other related CHHS construction projects in the programming or planning phases. The anticipated schedule for all phases dictates that critical phasing and scheduling components are incorporated as part of this work to minimize the negative impact to the students, faculty, staff, and construction project. Academic Calendar of Classes / Semesters Other building use functions, including non-traditional hours of use or special events Coordinating move management to streamline the phasing process

Ultimately, the contractor will be expected to coordinate with the University the phasing of all construction activities, including move management and moving services, to accommodate not only the construction needs, but also the function of the end users affected.

VI. REQUEST FOR QUALIFICATIONS Firms interested in responding to the Construction Services for Rackham Hall Renovation Phase II RFQ (hereafter referred to as “The Project”) must submit qualifications, which includes the following information in a clear and concise manner: A. B. C. D. E. F.

Please do not bind proposals in 3 ring binders, but use spiral binding or similar system. A. Qualification Statement 1. Two parts of the Qualifications are required: A. The Firm / Person must complete and submit a Pre-Qualification Statement. Many firms may have already completed and filed this with the Purchasing Department. If not, this must be completed prior to, or with the RFQ submission. If this has previously been submitted, it is the sole responsibility of the Firm to verify that the Pre-Qualification Statement has been received and is on record with the Purchasing Department. a. Provide a written narrative or summary demonstrating experience with projects of similar size, scope, cost, phasing, etc. to the project. Include general descriptions of the projects, project budget, the firm’s role in the project, name of owner(s), owner’s contact persons, addresses, fax and telephone numbers. a. Demonstrate projects that: i. Are similar in physical size, construction cost, or scope ii. Are of similar scope related to renovations of historic structures. b. The Firm has provided complete construction services c. Complex phasing and scheduling projects, specifically those which were occupied during the work, and/or required multiple phases / stages d. Are significant renovation projects, generally with intensive MEP and infrastructure upgrades. 3. Provide resumes and participation role of key team members. State the anticipated availability for the proposed key team members and their present assignments and workload. Also, provide client references of all proposed key team members. 4. Provide a project team organization chart for the proposed key project team members. The engagement will stipulate that the firm be able to provide support of in-house additional personnel throughout the Project. Submission of a proposal shall constitute guarantee of the participation of the key personnel identified. Furthermore, any key personnel substitution will not be allowed without Owner’s written consent and be limited to those beyond the firm’s control and not out of convenience. Indicate the size of your office and number of personnel. E. Scope of Services – Work Plan / Methodology (maximum 12 pages) 1. Provide a written narrative of the anticipated Scope of Services, Work Plan, and Methodology. Identify all challenges and opportunities perceived, anticipated mitigation, and methodology for approaching the work. The work plan shall address all phases of work and milestones, and the proposed methods to accomplish each task. a. Describe how the firm approaches its organization to perform the necessary services: i. Identify and provide procedures for assisting in the development of project scheduling, coordination, quality & cost controls, etc. ii. Communications approach to the Owner, End Users, and Architect iii. Approach to Code reviews, analysis, and interpretations. b. Describe the impact of MEP systems, potential phasing, and opportunities available for streamlining work. c. Describe project management, tracking from estimates through actual costs, schedules and variable elements, and control methods anticipated. VII. SELECTION CRITERIA The University will use a Qualification Based Selection process to establish a “short list” of prequalified construction firms for the Rackham Renovation Phase II project. In evaluating the qualifications, the University will conduct a review of qualifications, including, but not limited to the following criteria: Professionalism:

General Proposal Appearance, Completeness, Contact Information, Followed Instructions, etc.

Understanding of the Project:

Letter of Understanding, Scope of Services and Work Plan, Proposed Schedule, Inclusions of the Required Services, Project Approach, Methodology, etc.

General Project Experience:

General Project Resumes, Historic Structures Projects, General Experience, etc.

Similar Project Experience:

Specific Projects Resumes similar in size, scope, or requirements of Rackham Hall, etc. Specific value will be applied to experience with MEP / Infrastructure projects, renovations in Occupied Buildings, and historic structures projects

Design Team:

Team Hierarchy, Organization, Consultants Experience and Quality, Key Personnel Résumés and Experience, Prior Collaborative Efforts, etc.

General Items:

Responsiveness to the RFQ, Recommendations (if applicable), etc.

The University will review all qualifications and will shortlist prequalified firms that the University determines to be in the best interest of EMU after all criteria are considered. This will insure the ‘Best Value’ for the University. The firm must be able to staff the project with personnel who possess talent and significant experience in the management of similar projects.
