UMass Project # 1003260 Project Description and Code Review Summary

CMR 521 (MAAB) Review

Project Description:

IEBC Section 605 requires compliance with 521 CMR, the regulations of the Massachusetts Architectural Access Board.

This project consists of interior renovations of the 6th floor of the Dubois Library to accommodate the Image Collection Library. There is no work on the exterior envelope in the scope of this project. Work includes asbestos abatement, demolition, alterations to the fire protection, mechanical, plumbing and electrical systems, new toilets facilities and new floor, wall and ceiling finishes. Some new partition, doors, doors frames and door hardware will be constructed or installed under this contract. Additionally a portion of the floor system will be infilled where an existing non-egress stair is removed. Code Summary: See "Summary of Building Code Requirements, Existing Building Code of Massachusetts", prepared by Harold R. Cutler, P.E., dated July 27, 2016 included in the Project Manual.

521 CMR Section 3 defines three levels of compliance depending on the cost of the work. The total of the work being performed and work permitted over the previous 36 months is anticipated to amount to more than $100,000 and less than 30%. CAMIS building value of DuBois Library of $132,834,278.00, which equals $39,850,283.40. Therefore the following are required: · an accessible public entrance (present). · an accessible toilet room (present in the basement, 1st, 2nd and 7th floors). · accessible telephones (not provided) and drinking fountain (will be provided), if provided. · the work being performed to comply with 521 CMR. (The work being performed will comply.) ADA Review Section 202.4 of the Dept. of Justice’s 2010 ADA Standards require that, “…an alteration that affects or could affect the usability of or access to an area containing a primary function shall be made so as to ensure that, to the maximum extent feasible, the path of travel to the altered area, including the rest rooms, telephones, and drinking fountains serving the altered area, are readily accessible to and usable by individuals with disabilities, unless such alterations are disproportionate to the overall alterations in terms of cost and scope as determined under criteria established by the Attorney General.” In an advisory, the DOJ has stated that such alterations will be deemed disproportionate “when the cost exceeds 20% of the cost of the alteration to the primary function area.” This project will add two accessible restrooms.
