Information Management Policies Assessment for City Transportation Systems (IMPACTS) IMPACTS is an international network of European, North American and Latin American cities established as a forum for exchanging information about urban mobility and transportation policies. The diverse cities recognise that they share similar problems, and recognise the value in sharing information as they work toward their common vision of sustainable transportation solutions. IMPACTS is a federation of three organizations:
IMPACTS Europe IMPACTS Europe is an association registered in France with its Secretariat located in the offices of Loxley Consultancy in the UK. The network brings together political decision makers from Amsterdam, Barcelona, Berlin, Brussels, Budapest, Geneva, Göteborg, London, Lisbon, Paris, Rome, Vienna and Zagreb. IMPACTS North America IMPACTS North America was created in 1996 on the initiative of NACTO, the National Association of City Transportation Officials. The cities are typically represented by high-ranking transportation officials, who work directly with their Mayors and are responsible for proposing and implementing mobility strategies. IMPACTS America Latina IMPACTS America Latina was formed in 2004. The first conference was held in Quito. IMPACTS Europe through its member cities of Barcelona and Geneva provide assistance, and further collaboration between the European and Latin American cities is planned.

Welcome to Vienna It is my pleasure to welcome you to the annual IMPACTS - SUMITS Conference. Each year we take a fresh look at sustainable urban mobility issues and transport solutions that affect citizens in our cities. This year`s conference will focus on “redistribution of space” and the topics to be discussed cover new developments in sectors like cycling and walking as well as general sustainable urban mobility planning. As Vice Mayor of Vienna responsible for Transport, Energy and Climate Protection I am particularly happy about the chosen subject, which I consider of extreme importance if we want to achieve the climate and energy goals of the European Union. In a speech given before the European Parliaments Transport Committee Commissioner Connie Heedegard - European Commissioner for Climate Action - made clear that: “Business as usual is not an option. Reductions are needed by all actors in the transport sector, if we as EU want to meet our agreed overall GHG reduction targets.” Transport is the second biggest source of GHG emissions in the EU with the sector being responsible for about a quarter of all emissions and road transport is the main source, accounting for around 70% of the transport emissions. In Vienna it is our goal to promote cycling and walking due to its potential for addressing several interrelated challenges including traffic, air quality, creating a sense of community, and public health. Non-motorized transportation infrastructure can also provide economic benefits to the community. Cycling and walking is not only environmentally friendly it also the healthy option. Before I close, I'd like to thank each of you for attending our conference and bringing your expertise to our gathering. Throughout this conference, I ask you to stay engaged, keep us proactive and help us shape the future of sustainable transport planning in our cities. I wish you a very successful and interesting conference with lots of lessons to take home and communicate to decision makers and citizen alike.
