Analysis of Current Conditions District Goals & Superintendent’s Priorities Level of 1.0 To improve teaching and learning to enhance the Hi Med academic achievement of all students. 1.1 The achievement level of African American, Latino and Hi Med ELL students will be raised to the 50th NCE by spring of 1999, and for Special Education students not exempted from testing through the IEP and all youngsters of poverty by spring of 2000. 1.2 SFUSD has achieved a bottom quartile that is very near Hi Med normal now. Emphasis will be on the next higher quartiles and we will begin to move the achievement/performance of quartiles two and three. 1.3 Raise the performance and enhance experiences in the Hi Med Gifted and Talented (GATE) program. 1.4 Continue to improve educational technology. Hi 1.5 The Language Academy will begin demonstration programs at several sites throughout the city. 2.0 To improve staff, parent and community participation in the educational process. 3.0 To maintain school environments that are safe, secure and attractive. 3.1 The Building and Grounds and Facilities Planning departments will integrate and enhance the District's efforts to build, rebuild and maintain adequate facilities throughout the District. 4.0 To build a school environment that is fully integrated in all its programs and activities and provides equal opportunity for all students. 5.0 To improve and expand the Early Childhood Education Program and integrate it into the K-12 Program. 5.1 The Early Childhood Education program will improve instruction that develops readiness for learning in the child's crucial years. 6.0 To increase and expand inter-agency collaboration to better serve our students. 6.1 Youth Development and Coordinated Services will align and provide services that support youth in Beacon or "one-stop" schools. 6.2 Expand our school-to-career components, both within the SFUSD and with our external partners, so that school-to-career is fully integrated into each high school student's experience.

Parents will participate in 2 workshops a year dealing with the Math and the Algebra Project curriculum to gain knowledge and understanding of the teaching and learning process. Students will engage in project-based Math activities focused on descriptive and narrative writing, analyzing problems and oral reporting across the curriculum through research using technology. Evaluation of students achievement in Math will be done on a 6-week basis, based on attendance, portfolios, student/parent/teacher conferences, performance and alternate assessments and games for the STAR test.

Evaluation of students’ achievement in Reading and Language Arts will be done on a 6-week basis, based on attendance, portfolios, student/parent/teacher conferences, performance, and gains from STAR9 and IWA. All students’ differences in learning ability and styles will be addressed through various learning modalities including books, worksheets, hands-on activities, technology, and field trips. ELL students are placed in an instructional program taught by a credentialed teacher using Specially Designed Academic Instruction in English. (SDAIE) for developing language acquisition. ELL language proficiency will be assessed at the end of each semester using STAR reading/language score, LALAR, and other criteria to determine proficiency level and/or basis for redesignation. Teachers and support staff teaching ELL students will undergo training in language acquisition strategies, i.e. SDAIE to address the language needs of English learners.

The Counseling Office will continue to monitor students' activities to ensure that the dropout rate will be fewer than 2.0 per 100 students and the average ADA above 98%. Counselors, teachers and support staff will participate in Conflict management and the SST and SAP to provide positive intervention for students with SARB, SPC and safety welfare problems.

Students will be recognized by counselors for their good attendance, volunteer services to staff and recommendation of teachers through King Club Awards. Counselors and teachers will call or send letters home periodically for students with outstanding behavior and academic achievement. Names of Honor Roll students are posted on MLK Bulletin Boards. Staff will be provided release days to attend PQR training after which they will work in teams to implement the process. The Healthy School Team will implement the Safe School Plan and will involve activities that are focused on drug and violence prevention and sexual orientation, ie. Red Ribbon Week.

Improved student attendance

At Risk students (both academic and behavioral) will be identified and provided a program of activities geared toward behavior modification 1 2 and/or alternatives to suspension by pro-active counseling, using Peer Resources, Saturday Academy, Youth in Action and the Counseling Service component of SPC. Parents of identified truant students will be contacted by phone and/or letters calling for a conference with the grade counselors before referrals to SARB are done if necessary.
