Abuse and neglect are significant problems in the communities we serve, and without help, the long-term impact on children can prevent them from living healthy, productive lives. Some of our programs aim to keep children and families together, and others provide a healing home for children who can’t live with their families. We have nearly a century of experience working with children, and we know that the best way to accomplish our mission is to work with families, whenever possible, to strengthen their ability to care for their children.

T

exas recently published data about statewide child abuse and neglect in 2011, and if it were a novel, it would be classified as a mystery. Tarrant County does not fare well in the story. Tarrant County continues to have the state’s second highest number of child

abuse victims, with 5,888 confirmed cases of child abuse. More children were abused in Tarrant County than in Dallas or Harris counties, despite Harris County having almost three times more children. The only county with more abused children was Bexar County, home to San Antonio. The mystery compounds when considering the ultimate victims – those children who lost their lives because of abuse. Eight children suffered this fate in Tarrant County, which is thankfully a decline over the previous year’s 18 deaths. But Dallas had 30 child abuse-related deaths and Houston had 38. Tarrant County’s child abuse-related death rate was by far the lowest of Dallas, Harris or Bexar counties last year.

As always – thank you. You wouldn’t be reading this if you didn’t care, and we couldn’t do our work without you.

But what does all this data mean? It could mean that Tarrant County is doing a better job identifying victims and getting help for these children. It could mean that abuse is less frequent but more severe in other counties. 2010 may have just been a statistical outlier. But the problem is that the answers are not clear, and getting these answers is a challenge much bigger than ACH. Texas desperately needs to understand what is happening, so that good decisions can be made about how precious state funds are used. Prevention funding has already been reduced, and the outlook for the next two years is bleak – with a shortfall in the neighborhood of $17 billion projected for the overall state budget. ACH will continue to ask for answers to these issues, and my blog (www.ACHservices.org/blog.html) will provide regular updates. Despite these issues, the lives of children and families are being impacted in very meaningful ways every day at ACH. April is National Child Abuse Prevention Month, and we will once again present our annual Lend A Hand Luncheon to raise awareness and advocacy for our community’s abused and neglected children. very child deserves a home where love, security and acceptance are a reality, not just a dream. At ACH, we work to help abused and neglected

children find a permanent home and a family they can call their own: A Forever Home. Over the years we have helped place hundreds of abused and neglected children in foster homes where they were able to experience the love of a family – right when they needed it most. But while foster care provides a wonderful transitional environment, our long-term goal is to provide each of these children with a family they can call their own – for the rest of their lives. Which is why, back in September of 2008, we expanded our service options to include not only foster care, but adoptions. It began in the most logical place, with those foster care families who wanted to make the children under their care a permanent part of their families. Then we added matched adoptions, helping place children in the homes of non-foster families. Last year, ACH facilitated the adoption of 23 children. But there is more work to be done. In 2011, 220 children were waiting for adoption (children who were legally free for adoption and not yet in the intended permanent placement) in Tarrant County, and families wanting to adopt teenagers were particularly in need.

the Marshalls: Tiffany, Doug, Jake and Tifflynn Tiffany and Doug Marshall were high school sweethearts and have been married for 20 years. They both come from loving and close-knit families and always wanted children. They spent 15 years trying to have their own children, but eventually came to terms that that would not be possible for them. For several years they considered adoption and were compelled to learn more about the hundreds of children locally that had experienced abuse or neglect and were in need of families.

Tiffany and Doug marvel at how their lives have worked out. They now have two beautiful, loving children and the family they always wanted. “We want to live up to why we have them and give them every opportunity that we had and more.” – Tiffany and Doug Marshall

They attended a meeting at a local church where they were introduced to ACH. Tiffany and Doug were anxious about the process and had a ton of questions and concerns. An ACH Foster Care/Adoption specialist walked them through the process, giving them advice and support, and they became licensed with ACH to foster to adopt. In 2010, they welcomed their first foster child, Jake, into their home. Jake was only 18 months old and couldn’t talk at all when he first arrived, but it only took him a few short weeks to fit right in and begin to thrive. The Marshalls were a little scared: concerned that they would get too attached to Jake and that he would eventually be taken from them. But after meeting the Marshalls, Jake’s biological mother gave up her parental rights, telling Tiffany that they could do something for Jake that she couldn’t. In November of last year, Jake was officially adopted by the Marshalls. A few short weeks later, Tifflynn, 21 months old, was placed with them and her adoption is now pending. Child Protective Services picked the Marshalls from a pool of 80 families that wanted to adopt her. The Marshalls: Jake, Tiffany, Tifflynn and Doug.  /ACHchildandfamily

doption is a big step and requires careful thought and planning. There are a lot of factors to consider when adopting, including the age and gender of the child, their past family history, possible health or medical conditions, timing, and assimilation issues, as well as separation anxiety concerns. One of the

most important first steps is determining whether adoption is right for you and your family. We can assist you in this important evaluation process, but ultimately the decision is up to you. A great first step in this process is deciding whether you meet the qualifications.

qualifications for adoption: Because the role of an adoptive parent is so important, the following qualifications must be met before you can even be considered as a candidate: • Capacity to love and nurture children • Can be married, single or divorced • High school diploma or GED • At least 21 years of age • Legal U.S. resident • Texas driver’s license, proof of insurance and dependable vehicle • Must have a working telephone • In good or well-managed health • Maintain financial self-sufficiency • Have adequate sleeping space • Stability – no major transitions within the last year • Demonstrate an open and accepting attitude of persons from different cultures, family backgrounds and life experiences, with openness to long-term and short-term care

adoption requirements: All potential adoptive parents must be U.S. citizens, at least 21 years of age, financially stable, and responsible mature adults. They must also complete the following requirements: Home study – includes an inspection of your home, background, financial stability, parenting skills, marriage (if applicable), and other aspects of your life. Background check – all adults in your home will need to complete a criminal history background check, as well as an abuse and neglect check. Training – potential adoptive parents are required to complete 30 hours of pre-service curriculum, developed by ACH, which incorporates many models. The ACH adoption program provides adoptive families with all the tools they need to make an educated adoption decision, as well as the resources to incorporate their new child into their family successfully, including invaluable insights on attachment principles,

trauma informed care, and grief and loss. The adoption staff utilize these treatment models to assess behaviors and needs, and to develop services for the child and adoptive family. As part of the ACH family, you’ll be a vital team member helping make important decisions about a child’s life. You’ll work alongside your Adoption Specialist and Child Protective Services to ensure that the health, educational, recreational and therapeutic needs of the child you adopt are met. You’ll be able to tap into nearly a century’s worth of experience helping children and families.

Wichita Street Campus Project update

Playground named Chesapeake Energy Park. A generous contribution from Chesapeake Energy recently propelled the campaign to a total of $8.3 million raised towards the $9.5 million goal. In honor of their generosity, ACH will name the future playground on the Wichita Street Campus the Chesapeake Energy Park.

Our annual Santa’s Workshop gives our children and youth the opportunity to shop for and wrap gifts for their loved ones. They thoroughly enjoyed being able to pick out items to wrap and give to their family and friends. For many of these children and youth, this year was the first time they were able to experience the joy of giving during the holidays. Without the help of our sponsor, volunteers and staff, Santa’s Workshop would not have been a success. Thank you, Virtuoso, Ltd., for sponsoring the party again this year! ACH was truly blessed during the 2011 holiday season. This time of year reveals the spirit of giving in so many people in our community, and we were incredibly fortunate to have many wonderful “Santa’s Helpers” to provide a special Christmas for the 250+ children who depend on us during this time. We are indebted to all of you, our Angels, during the holidays. “Thank you” cannot fully express our gratitude to everyone who helped out last December, from providing gifts from our children’s wish lists to organizing toy drives to providing parties and much more. volunteer highlights ACH Child and Family Services was so fortunate to have more than 100 volunteers donate their time and energy during the 2011 holiday season. We couldn’t have accomplished such a successful Christmas for the children in our care without the support of all of these volunteers! Here are the ways our volunteers helped during the holidays: • Provided assistance to children at Santa’s Workshop. These volunteers helped the children shop, wrap gifts and have fun! • Decked the halls and trimmed the tree, creating a festive Christmas environment at ACH facilities • Did crafts with the children • Shopped for gifts for specific children • Sorted gifts we had received for each child • Wrapped gifts for the children from Santa • “Undecked” the halls after the holidays had come to a close

ur second year of business at Belltower Chapel & Garden wrapped up with great success. In 2011, we proudly hosted 143 events, brought an estimated 17,000 guests to ACH’s Wichita Street Campus, and provided nearly 1,400 hours of economic empowerment and supportive employment to 12 ACH clients. And we are pleased

to announce that in our second year of operations, Belltower turned a profit that was used to support the annual operations of ACH’s programs! We anticipate even more growth this year – plans are underway for developing new products and packages to supplement our venue rental options. wedding spotlight:

ACH receives awards thanks to staff. Safe Place

Skill Builders

Thanks to our Safe Place Coordinator, Lois Loeffler, ACH was awarded a certificate of appreciation from National Safe Place for completing 100% of our annual Safe Place Site Checks in 2011.

Thanks to our Skill Builders program staff, Sabrina Rickman and Jerica Dewey, ACH was awarded a certificate of appreciation in recognition of participation in the Community Resource Program for the City of Arlington Municipal Court.

The Safe Place program in Tarrant County makes it possible for youth in crisis to get help fast at 244 stationary sites (QuikTrip stores, fire stations, libraries, community centers, etc.) and 177 mobile sites (The T bus service). Annual Safe Place Site Checks ensure that signs and materials are properly displayed and site employees are informed and trained on response procedures when a youth in trouble walks into their site and asks for help.

Since 2002, Skill Builders has worked with the Arlington Municipal Court to provide skills-based groups that help youth develop the confidence and skills necessary to successfully handle challenging situations, and to better understand anger and the role it may play in conflicts with their families, schools and others. This year, Skill Builders will also work with the Arlington Municipal Court to provide groups that help youth overcome challenges in order to reduce truancy. The Arlington Municipal Court refers approximately 300 youth a year to Skill Builders.
