SECTION 01010 SUMMARY OF WORK – ASBESTOS ABATEMENT RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions (if provided) and other Specification sections, apply to work of this Section. PART 1

GENERAL

1.01

The Scope of Work for the Contractor as specified in this Section shall be the removal of identified asbestos-containing and asbestos-contaminated materials (ACM) by competent persons trained, knowledgeable, and qualified in the techniques of abatement, handling and disposal of ACM and the subsequent cleaning of contaminated areas. The Contractor’s employees shall comply with all applicable Federal, State, and local regulations and must be capable of and willing to perform the work of this Contract.

1.02.

The Contractor shall supply all labor, materials, services, insurance, permits and equipment necessary to perform the work in accordance with all applicable Federal, State, and local regulations and these Specifications.

1.03.

The Contractor shall coordinate abatement activities through the General Contractor in order to accomplish the scope of the overall Project.

Each building on the campus is generally a single-story structure. Buildings A, C, D and E (Alternate) contain attics and crawlspaces. Each building included in the project’s scope of work was observed with a reddish brown brick veneer exterior. Interior walls were either non-asbestos plaster on wood lathe or manufactured partition gypsum walls. Interior floors are generally wood or carpet applied over the wood flooring. However, several restrooms in Building A in the Principal’s office suite contained asbestos-containing sheet vinyl flooring and Office 15 in Building D contained asbestos-containing 9-inch by 9-inch floor tile and black mastic requiring removal. Ceilings systems throughout the campus ranged from nonasbestos suspended 2-foot by 2-foot or 2-foot by 4-foot composite panels, 16-inch by 24-inch (or 30-inch) tiles or 4-foot by 4-foot composited boards. Finally, attic spaces in each building were unfinished and contain HVAC ductwork and non-asbestos blown-in insulation. Forcedair heat pumps associated with the HVAC ductwork was observed along the perimeter of each building. Each building’s roof system was an “A-frame” roof and was covered with non-asbestos asphalt roof shingles and underlying felts. Perimeter window units in each building have been replaced with vinyl windows. The original boiler remains abandoned in Building A. A hot water/condensate return tank remains abandoned in Building E. Steam and condensate return pipelines remains abandoned in the crawlspaces of Buildings A, C, D and E and in steam pipe tunnels located throughout the campus grounds between affected buildings. Note: Lead-based and lead-containing paints have been previously identified applied in interior and exterior building components throughout the campus. Proper procedures and personal protective equipment (PPE) should be donned to prevent employee exposure during abatement and demolition activities. The Contractor will also be required to remove and dispose of generated waste materials sufficient to prevent contamination of soil at the site at the completion of demolition activities. PART 2

INVENTORIES OF IDENTIFIED ASBESTOS-CONTAINING MATERIALS:

2.01

The quantities listed below are estimates and presented for a general understanding of the “Scope-of-Work” only. The Contractor is responsible for confirming the total amount of asbestos to be removed prior to submitting a Bid. Access to the site should be coordinated through ACS if additional time is needed to confirm estimates. The following is a general estimate of ACM scheduled for removal in each affect area:

ASBESTOS ABATEMENT PROJECT SCHEDULE (TENTATIVE): The Asbestos Abatement Project Schedule (AAPS) will be established by the Owner and Architect and will be discussed at the Pre-Bid meeting. The Contractor shall coordinate abatement activities through the General Contractor schedule for the Project. The AAPS shall include adequate time for the installation of security fencing, the “phased” abatement work, inspection(s), final air clearance sampling and analytical time. The AAPS shall also include adequate tine for any required demolition, excavation and grading activities associated with the abatement work and for proper disposal of generated waste material(s) in State-approved landfills.

PART 3

PROJECT CRITERIA

3.01

The Contractor shall include in his scope of work providing the Designer/Consultant and/or Air Monitor with adequate lighting, tools, ladders and equipment necessary for the performance of their scope of work as defined by these specifications. The Contractor will be responsible for providing the Designer/Consultant and/or the Air Monitor with the appropriate manpower and equipment during requested inspections.

3.02

The Contractor and his workers must be licensed in the State of North Carolina for the work being performed. Updated training for the scope of work being performed will be required. The Contractor shall submit as part of his submittals copies of recent training updated for review.

3.03

There shall be an asbestos accredited Supervisor onsite for every ten (10) accredited Workers during work once regulated work area are established and work has commenced. There shall be an “outside” accredited Competent Person at the Decontamination Unit (DCU) while workers are inside any regulated work area. For Worker(s) who speak a language other than English, there shall be an interpreter onsite working directly with the non-English speaking Worker(s). There shall be a Site Superintendent (or Supervisor) who is knowledgeable of the requirements of the Project scope and competent in the procedures required to perform the required work in accordance with applicable Federal, State and local regulations.

3.04

The Contractor shall schedule inspection and final air clearances with the Designer/Consultant and/or Air Monitor. The Contractor’s Supervisor shall be responsible for performing a preliminary visual inspection of the work performed prior to requesting any abatement-related inspection.

3.05

The Contractor is responsible for providing adequate electrical power sources and extension cords to the Air Monitor adequate for the performance of his work. The Contractor will be required to provide adequate power panelboard(s) equipped with ground fault circuit interrupters (GFCI) and cabling to connect to the Owner’s power source. The Owner shall supply power to the site for the performance of the desired scope of work.

3.05

The Owner shall supply the Contractor with a source of water on the site for the performance of the desired scope of work. The Contractor will be responsible for providing the proper connections to the site water source during the performance of the desired scope of work.

3.06

The Contractor shall establish a “designated” Work Area, which should include the regulated work area and any other area(s) required during the Project. The Contractor shall post the appropriate warning barricade(s) and signage along the perimeter of the “designated” work area to identify the hazard(s).

3.07

Asbestos-Related Equipment: The Contractor will not be permitted to mobilize any equipment planned for use during abatement that is not adequately cleaned or “new”. The Air Monitor shall inspect any equipment mobilized on the site for cleanliness and damage.

3.08

The Contractor is solely responsible for the performance of any OSHA-compliance personal exposure monitoring of his employees. The personal exposure samples shall be analyzed within 48-hours of collection and be available at the jobsite. A posted copy of the sampling results shall be in an area visible and accessible to the Worker(s). The Contractor shall provide a copy of the personal exposure sampling results to the Designer/Consultant and Air Monitor. Laboratory performing the analysis of the OSHA-compliance sampling shall be NIOSH/PAT proficient.

3.09

Work Area preparations for abatement work shall be performed as specified in Section 2100, entitled “Site Preparations”. Disposal of asbestos-containing and asbestos-contaminated waste materials shall be performed as specified in Section 02084, entitled “Disposal of Asbestos-Containing Waste Materials”.

PART 4

SPECIFIC PROJECT CRITERIA

4.01

The Contractor shall remove asbestos-containing floor tile, sheet vinyl flooring and associated mastic adhesives using procedures as specified in Section 02073 entitled “Removal of Asbestos-Containing Floor Coverings and Associated Mastic”.

4.02

The Contractor shall remove asbestos-containing thermal system insulation (TSI) using procedures as specified in Section 02076 entitled “Removal of Asbestos-Containing Thermal System Insulation” and Section 02082 entitled “Glovebag Removal Procedures”.

4.03

The Contractor shall remove asbestos-containing exterior caulking as specified in Section 02090, entitled “Removal of Asbestos-Containing Exterior Window and Door Frame Caulking”. Coordinated the removal of doorways and window assemblies with the General Contractor to ensure the security of each building is maintained.

4.04

The Contractor shall remove asbestos-containing roofing materials and sealants as specified in Section 02091, entitled “Removal of Asbestos-Containing Roofing Materials and Sealants”. Coordinated the removal of doorways and window assemblies with the General Contractor to ensure the security the building from vandalism and weather after the work.

4.05

The Contractor shall remove asbestos-containing bulletin and tack board mastic as specified in Section 02092, entitled “Removal of Asbestos-Containing Bulletin and Tack Board Mastic”.

4.06

The Contractor shall designate at least one competent person onsite who is trained to perform work in areas identified as “confined spaces”. The “confined space” designee(s) shall be a bilingual Competent Person or Supervisor. However, a properly trained bilingual Foreman would be acceptable. Prior to entering any of the areas designated as “confined space(s), workers scheduled to perform work in these areas should have adequate, onsite awareness training on the requirements necessary to perform the required scope of work prior to entering the “confined space(s)”. A walkthrough of each crawlspace work area is desired to identify accesses to the area. Testing associated with the confined space, such as monitoring the oxygen level(s), shall be the sole responsibility of the Contractor. Data of the testing shall be provided to the Designer/Consultant and/or Air Monitor prior to the start of the work. Information confirming confined space training for each worker shall be provided in the Pre-Job Submittals. Testing data obtained during any confined space work shall be provided as part of the Post-Job Submittals for the Project.

4.07

Scaffolding professionals should be used to properly erect scaffolding necessary to access elevated locations requiring abatement. Scaffolding used throughout the abatement phase shall be erected at a height adequate to reach the identified ACMs scheduled for removal. The scaffolding setup must be inspected and certified by a Certified Safety Professional or a Licensed Professional Engineer. Scaffolding requiring such inspection shall carry a “dated” inspection tag throughout the Project.

4.08

Asbestos abatement activities shall be coordinated with the General Contractor and the Designer/Consultant. However, the Designer/Consultant will have the final decision on items relating to the “ways-and-means” as it relates to the scheduled removal of the identified ACMs.

4.09

The Contractor will be required to include performing any required demolition or excavation activity required to expose any concealed ACMs contained within the boundaries of the scope of the Project. The Contractor’s Base Bid shall include the costs for equipment rental, labor and proper disposal of generated waste associated with the demolition or excavation work.

4.10

Crawlspaces: The Contractor shall include in his scope of work removing loose soil in each crawlspace visibly contaminated by identified ACMs. The Contractor will be required to remove any loose soil visibly contaminated by ACMs to a depth adequate to ensure removal of contamination is complete. The attached Drawings identify a boundary of up to three feet beyond the distance of the source of the ACM will require cleaning. However, if contamination is observed beyond this boundary, the Contractor will be responsible for performing the necessary cleaning of these areas as well. The cost associated with the cleaning and removal of the crawlspaces shall be included in the Contractor’s Base Bid.

4.11

The Contractor will be required to inform his Workers of the potential risk for lead exposure while performing the desired scope of work. The Contractor will be responsible for providing Workers with the appropriate PPE and training to minimize the exposure risk. Workers shall be properly training on decontamination procedure if exposure is known. Lead-based paints and lead-containing paints have been identified in each building where work is scheduled.

Ambient area, final area and personal air monitoring equipment will be calibrated at the start of and at the completion of each sampling period. In additional to performing ambient area air monitoring during the project, we will also obtain and analysis the personal air monitoring obtained by our Air Monitors and any obtained on Visitors to the site who may wish to enter the boundary of the Project.

Background sampling will be obtained from locations inside and outside the Work Area in which asbestos-containing materials (ACM) are scheduled to be disturbed or will be transported during the project. The results of the background monitoring will help to establish preexisting airborne fiber levels for the Project in the planned work area boundaries. Typically these are obtained no more than one week prior to the start of the project in order to establish and document “presumed” similar conditions prior to the “Start-of-Work”.

Our ambient and personal air sampling and analysis will be performed in general accordance with the National Institute of Occupational Safety and Health (NIOSH) Method 7400 using optical Phase Contrast Microscopy (PCM) as described in the specifications. This method of measuring airborne asbestos in buildings was developed by NIOSH in connection with the Occupational Health and Safety Administration (OSHA) asbestos exposure standards for the workplace. This method cannot distinguish asbestos fibers from non-asbestos fibers. Final area air clearance sampling will be performed utilizing TEM sampling and analysis procedures.

The Contractor will be solely responsible for performing the required personal monitoring for his personnel as required by the specifications. The generally requires that personal monitoring be performed on at least 25 percent of the workers performing each type of job category. Typical monitoring time should be 60 to 120 minutes, however this could be reduced due to elevated amounts of airborne particulates being observed in the work area. The maximum flow rate for collecting personal samples should not exceed 2.0 liters per minute (l/m). A N. C. licensed Air Monitor obtain and analyze any air sample obtained during the project, to document personal expousre of employees.

At a minimum, ambient area air sampling will be collected outside each of the work area(s) during abatement activities. Monitoring will be performed in adjacent, occupied areas in order to determine if the airborne fiber concrentrations outside each of the work areas on a daily basis is below 0.01 fiber per cubic centimeter of air. This also allows our Air Monitor with opportunities to walk around the jobsite and evaluate critical barriers and check for water leaks. We will inspect occupied areas located immediately below and adjacent to each work area to determine if water leak(s) may have occurred. This inspection will be carried out periodically during the day with outside supervisor of the contractor.

The ambient area air sampling will also be collected inside each of the decontamination unit’s (DCU) clean room, equipment loadout’s clean room, at criteria barriers and accessible location(s) of negative air machine(s)’s exhaust.

If at anytime, the ambient area air sampling results collected outside or inside the Work Area is calculated to be greater than 0.01 fiber per cubic centimeter (f/cc), then the Contractor must cease abatement activities inside the work area and then must clean contaminated areas up to a ten (10) foot diameter or a distance as documented by the Air Monitor or SAM from the surrounding sampling location(s). Once cleaning is complete, additional air sampling in this area will be performed. If the additional air sampling results are calculated to be below 0.01 f/cc (or 70 structure per mm2), then the Contractor can resume the abatement work. If the ambient area air sampling results are greater than 0.01 f/cc, then the Contractor shall extend and reclean the contaminated area and recheck the seals of critical barriers adjacent to the contaminated area until the air sampling results are less than 0.01 f/cc (or 70 structure per mm2).

There will be two blanks samples collected daily, a field blank and a laboratory blank. These blank samples must be reported along with the air samples collected each day. Samples submitted to the laboratory will be labeled with the following information: Sampling date, sampling location (or worker’s name and social security number), work activities performed during sampling, pump number, time on, time off, flow rate and the pump calibration data.

The ambient area air sampling results must be made available to the Owner and Contractor at the “Start-of-Work” on the day following collection. The personal air monitoring results should be made available to the worker(s) after results are received by the Contractor. One copy must be kept at the jobsite for review.

10)

The will provide, as part of his Post-Job Submittals, the results of the personal air monitoring performed on his worker(s) during the project. A copy of the analysis results must be posted at the jobsite, perferably inside or near the DCU.

11)

The ambient area air sampling must be performed during each phase of work and from each area in which identified ACM are disturbed. The ambient area air sampling can only be terminated upon approval by the Designer.

12)

The ambient area air sampling obtained inside the work area shall be collected only while the Owner’s Air Monitor is inside the work area and is able to document the work activities.

13)

Negative air pressure inside the work area shall be observed and documented on a daily basis by the Air Monitor and the onsite Supervisor.

14)

Final area air sampling shall be obtained and analyzed using the AHERA regulations sampling and analysis protocol and an additional requirements as specificed in the Specifications after visual clearance has been achieved. Each floor (and/or work area) shall be treated as a separate phase of work and will require final area clearance sampling be performed utilizing PCM sampling and analysis protocol as per the AHERA regulations.

“Regulated” work areas in which less that 260 linear feet and/or 160 square feet of identified ACM is scheduled for removal shall be cleared using PCM sampling and analysis procedures. The samples will be analyzed using NIOSH 7400 Method. If the fiber level is less than 0.01 f/cc, then the area will be considered clean. If the fiber level is greater than 0.01 f/cc, the work area must be recleaned and final area clearance air sampling repeated at the Contractor's expense.

The Contractor shall take complete charge of the work defining the scope of the asbestos abatement as described and specified under this Contract and shall coordinate this Work with the General contractor and all other trades (if necessary) during the asbestos abatement phase of the Project.

1.02

PERSONNEL:

A.

General Superintendent: Provide a full-time General Superintendent who is experienced in administration and supervision of asbestos abatement personnel, disposal procedures, etc. This person is the competent person as required by OSHA in 29 CFR 1926 for the Contractor and is the Contractor's representative responsible for compliance with all applicable Federal, State, and local regulations, particularly those relating to ACM. This person must have completed a course at an EPA Training Center or equivalent certificate course in asbestos abatement procedures, be accredited as a Supervisor by the State of North Carolina’s Health Hazard Control Unit (HHCU), have had a minimum of two years experience and meet any additional requirements set forth in 29 CFR 1926.1101 for a Competent Person. One Supervisor shall be provided for every ten Workers inside each Work Area(s). Either the Supervisor or Foreman to the Supervisor shall be bilingual when Workers who do not speak English.

B.

Worker: All Workers shall be accredited by the State of North Carolina’s HHCU.

C.

Confined Space Personnel: The Contractor shall provide at least one competent person onsite who is trained to perform work in areas identified as “confined spaces”. The “confined space” designee is preferred to be the bilingual Competent Person or Supervisor for the abatement project. However, a properly trained bilingual Foreman would be acceptable. Workers scheduled to perform work in these areas should have adequate, onsite awareness training on the requirements necessary to perform the required scope of work prior to entering the “confined space(s)”.

1.03

SPECIAL REPORTS:

A.

Immediately notify the Owner, Architect, General Contractor and Designer/Consultant, whenever any personal injury or property loss of substance is sustained or where the event has posed a significant threat of loss or personal injury.

B.

Prepare and submit reports of significant accidents at the site which occurred during the Work. Record all occurrences during the event and document significant data and response actions, complying with the industry standards. For this purpose, a significant accident is defined to include events where personal injury or property loss of substance is sustained, or where the event posed a significant threat of loss or personal injury.

C.

Submit written reports directly to the Owner within one day of occurrence and, as soon as possible, supply a copy to the General Contractor, Architect and Designer/Consultant and others persons affected by the occurrence.

D.

Notify other entities at the jobsite of the nature of the asbestos abatement activities, location of ACMs, requirements relative to asbestos set forth in these specifications and applicable regulations.

E.

Testing associated with the confined space, such as monitoring the oxygen level(s), shall be the sole responsibility of the Contractor. Data of the testing shall be provided to the Designer/Consultant and/or Air Monitor prior to access being allowed by the Contractor’s crew, the Air Monitor or Designer/Consultant.

Abatement - Procedures to control fiber release from identified asbestos-containing materials (ACM). Includes any activity associated with the removal, encapsulation, enclosure, repair, demolition and/or renovation of identified ACM.

(Abatement) Contractor - The individual and/or business with whom the General Contractor contracts to perform the asbestos abatement work as defined in the Specifications. It is recommended that wherever asbestos abatement is part of a larger project, this work be contracted separately and distinctly from other contracted work. Area Air Monitoring - Monitoring of fiber concentrations within the asbestos control area and outside the asbestos control area that is representative of the ambient airborne concentration of fibers. Personal Air Monitoring - Representative air monitoring of the asbestos fiber concentrations within the breathing zone of a Worker during activities associated with Asbestos Abatement. Clearance Air Monitoring - Air monitoring performed inside the Work Area to ensure that the Work Area has been properly and thoroughly cleaned after Asbestos Abatement work has been performed. Clearance criteria for air samples analyzed by Phase Contrast Microscopy (PCM) is less than or equal to 0.01 fibers per cubic centimeter of air. Equipment Room - A contaminated area or room that is part of the DCU with provisions for storage of contaminated clothing and equipment.

The glovebag assembly is a manufactured or fabricated device consisting of a glovebag (typically constructed of 6-mil transparent polyethylene or polyvinylchloride plastic), two inward projecting long sleeves, internal tool pouch, and an attached, labeled receptacle for asbestos waste. The glovebag is constructed and installed in such a manner that it surrounds the object or material to be removed and contains all asbestos fibers released during the process. All workers who are permitted to use the glovebag technique must be trained, experienced and skilled in this method of asbestos abatement.

General Contractor - The General Contractor is employed by the Owner, on the advice of the Architect. The General Contractor must first assess the project-specific documents. In the case of renovations, a site visit is required to get a better understanding of the Project. The General Contractor considers the cost of materials and equipment as well as the cost of labor to provide the Owner with an approximate price for the Project based on the proposed Scope of Work.

APPLICABLE STANDARDS AND GUIDELINES: 1.79

All work under this Contract shall be done in strict accordance with all applicable Federal, State and local regulations, standards and codes governing asbestos abatement and any other trade work done in conjunction with the asbestos abatement. The Abatement Contractor shall supply all labor, materials, services, insurance, permits and equipment necessary to carry out the work in accordance with all applicable Federal, State, and local regulations and these Specifications.

1.80

The most recent edition of any relevant regulation, standard, document or code shall be in effect. Where conflict among the requirements or with these Specifications exists the most stringent requirements shall be utilized.

1.81

The Contractor shall make available, in the Clean Room of the Worker DCU or other applicable areas, copies of all standards, regulations, codes and other applicable documents, including this specification and those listed hereinafter.

1.82

Each entity engaged in construction on the Project is required to be familiar with industry standards applicable to the entity's construction activity. Copies of applicable standards are not bound with the Contract Documents. All work must meet all safety standards. The Contractor will be responsible for the site safety and security. The Contractor shall comply with 763.141 - NESHAP the National Emission Standard for Hazardous Air Pollutants, 40 CFR Part 61, Subparts A and M (revised subpart B) as applicable to asbestos.

1.86

North Carolina Department of Environmental Health & Natural Resources, State of North Carolina Administrative Code, 15 NAC 2D .0525, contains procedures for preventing the emissions of particulate asbestos material to outside air, warning signs, and waste disposal of ACMs and any notifications requirements.

1.87

The Contractor shall comply with the requirements of 40 CFR Part 761, regarding handling, transportation and disposal of Polychlorinated Biphenyls (PCBs) and lead, if applicable.

STATE AND LOCAL REQUIREMENTS: 1.88

There shall be an accredited Supervisor for every ten (10) accredited Workers inside the Work Area at all times. There shall be an accredited Supervisor assigned to any additional Workers who are working outside or inside the work area at all times performing abatement activities. There will be an outside, accredited Competent Person onsite at the decontamination unit(s) at all times. For other than English speaking Worker(s), there shall be an interpreter on the jobsite working with the non-English speaking Worker(s) at all times. There shall be a site Superintendent, who is knowledgeable of the regulations and procedures required, for all demolition work.

1.93

All Workers and Supervisors must be made knowledgeable regarding public information, public access, media, noise, proper behavior, and language, etc. due to high visibility. At no time, shall anyone associated with this Project wear any personal protective equipment (PPE) outside the containment, except during loadout.

BEFORE COMMENCEMENT OF WORK SUBMITTALS: 1.05

Provide satisfactory proof that the required permits, site location and arrangements for transport and disposal of ACMs have been made. A copy of handling procedures and a list of protective equipment to be utilized for asbestos disposal at the landfill shall be provided.

1.06

Documentation from a physician (specializing in asbestos and respiratory diseases) that all employees or agents who may be exposed to airborne asbestos, in excess of background levels, have been provided with an opportunity to be medically monitored to determine whether they are physically capable of working while wearing the respirator required without suffering adverse health effects. In addition, document on medical facility letterhead stationary that personnel have received medical monitoring as required in OSHA 29 CFR 1926.1101. The Contractor must be aware of and provide information to the examining physician about unusual conditions in the workplace environment (e.g. high temperatures, humidity, chemical contaminants) that may impact on the employee's ability to perform work activities.

Shop drawings for layout and construction of DCUs and barriers for isolation of the Work Area as detailed in this Specification and required by applicable regulations. If work is to be phased, a phasing schedule shall also be submitted to the Designer/Consultant for approval.

Manufacturers' certification that HEPA vacuums, negative pressure ventilation units and other local exhaust ventilation equipment conform to ANSI Z9.2-79. Also, submit the manufacturers' information on water filtration unit(s) to be used.

Documentation of respirator fit-testing for Workers who will enter the Work Area. This fittesting shall be in accordance with qualitative procedures as detailed in the OSHA Asbestos Standard 29 CFR 1926.1101 Appendix C Qualitative Fit-Test Protocol or be quantitative in nature.

Document NIOSH approvals for all respiratory protective devices utilized onsite. Include manufacturer certification of HEPA filtration capabilities for all cartridges and filters.

1.01

Use of Site: Limit use of premises to areas indicated on the Project Drawings. Do not disturb areas of the jobsite beyond the limits as indicated on the Project Drawings. Costs for damages occurring beyond the boundary limits defined on the Project Drawings will be the sole responsibility of the Contractor. 1. Limits: Confine construction operations to comply with the policies established and provided by the Owner and Architect for the Project jobsite. 2. GENERAL

AIR MONITORING: 1.01

The Air Monitor shall conduct all air sampling for Asheboro City Schools (ACS) and shall not be affiliated with the Contractor or his Air Monitor in any way, unless previously approved by ACS before any services are performed.

1.02.

The Air Monitor shall be experienced and knowledgeable in the methods for asbestos air sampling and be able to select the representative numbers and locations of samples to monitor the Project. The Air Monitor shall also be knowledgeable in asbestos abatement procedures.

1.03

The OSHA compliance personal air sampling shall be the sole responsibility of the Abatement Contractor and performed by the Contractor’s Air Monitor with copies of all results submitted to the Designer/Consultant in a timely fashion.

1.04

For work in the State of North Carolina, the Air Monitor must be accredited by the North Carolina’s HHCU and licensed in each jurisdiction where the work is performed pursuant to this contract, if required by applicable law.

1.05

The Air Monitor shall conduct air sampling in accordance with the NIOSH Standard Analytical Method for Asbestos in Air (P&CAM 239 and/or Method 7400) or other acceptable methods as otherwise agreed upon.

1.06

If any Industrial Hygiene work is to be delegated to another person(s) by the Air Monitor, their names, accreditation number and qualifications shall be submitted for approval prior to this assignment. Names of persons connected with the Contractor shall not be submitted.

1.07

The opinion and monitoring results of the Air Monitor shall be final in settling any disputes or questions arising from the Contractor or his representative.

LABORATORY SERVICES: 1.08

Individuals and/or laboratories that are utilized to perform analysis of air samples is preferred to be satisfactory participants in the NIOSH Proficiency Analytical Testing (PAT) Program for asbestos analysis. It is preferred that onsite analysis be performed by analysts who are listed as participants in the AIHA Asbestos Analyst Registry (AAR) program.

1.09

Laboratories used during the Project to identify suspect materials to determine the asbestos content shall be satisfactory participants in the EPA/NIST/NVLAP quality assurance program for bulk sample analysis.

1.10

The period of time permitted between the collection of air samples and the availability of results shall be less than 24-hours for samples collected during abatement activities. Timetables for results of clearance air samples shall be established by the Designer/Consultant. Onsite analytical capabilities are preferred for immediate results of sampling. This will provide ACS and its representative(s) with a timely review of the Contractor's performance and a more rapid awareness of hazardous exposure conditions that can be corrected.

EXECUTION

AIR MONITORING: 3.01

The Air Monitor shall provide all materials, labor, services, and equipment necessary to fulfill the Air Monitoring requirements to accurately determine airborne asbestos concentrations in accordance with the Specifications and governmental bodies with jurisdiction.

3.02

The Air Monitor may provide onsite evaluation and analysis of Air Monitoring samples in accordance with test procedure NIOSH Method 7400 and provide for Owner and Contractor(s) with one (1) copy of air monitoring results by the start of the next workday.

3.03

The Contractor shall coordinate all work with the Designer/Consultant and/or Air Monitor for visual inspection and final air clearance. The Contractor must provide 48-hours advance notice for visual inspections.

3.04

The Contractor and/or his Air Monitor shall perform personal air monitoring for all job categories as required to meet OSHA requirements for maintenance of Time Weighted Average (TWA) and short-term excursion limit fiber concentrations for the types of respiratory protection provided. ACS will not be responsible for performing personal Air Monitoring necessary to be in compliance with the OSHA requirements.

3.05

Area air samples shall be collected by the Owner’s Air Monitor with a high volume pump having a capacity of 5 to 15 liters per minute and be appropriately calibrated at the beginning and end of each use. Personal air samples shall be collected with a battery pump having a capacity of 0.5 to 4.0 liters per minute and must be calibrated at the beginning and after each use.

3.06

The Contractor and the Air Monitor shall perform independent air sampling. The Contractor is responsible for performing personal air sampling, permissible exposure limit (PEL), as required by OSHA Standards 29 CFR 1926.1101(f) for his Workers. The Air Monitor is responsible for area air sampling outside the Work Area and all final air clearance testing.

The Contractor shall perform any required smoke or leak testing in the presence of the Air Monitor to confirm the accuracy of the test. The Contractor must have all employee exposure samples, including required blanks, analyzed and made available onsite within 48-hours. A copy of sample results must be posted in or adjacent to the DCU and a copy must be kept in a 3-ring binder logbook at the jobsite. The laboratory analyzing the samples must be NIOSH PAT approved. Work will be stopped if personal samples are not collected in compliance with the Specifications. 3.07

For each job category, 8-hour TWA samples must be collected on a daily basis. Sampling shall be performed as per OSHA-29CFR 1926.1101 Appendix A. The Abatement Contractor shall collect daily excursion samples (30 minute samples) separate from the TWA samples on a daily basis. A reduced PEL value must be applied whenever extended work hours (beyond 8-hrs.) are used by the Contractor. Complete full shift samples (depending on the shift hours) must be collected to establish a TWA.

3.08

All samples, excluding final clearance samples, shall be collected and analyzed using NIOSH Standard Analytical Method 7400 using a 0.8 um pore size cellulose ester filter. A currently NIOSH proficient laboratory shall analyze air samples. The laboratory analyzing samples must submit NIOSH proficiency results to the Designer/Consultant before the start of the Project. Final Submittal to the Designer/Consultant must contain all sampling and analytical results.

3.09

Documentation of air sampling and analysis results will be maintained in the Designer/Consultant's office and copies thereof shall also be made available to ACS and the Contractor. A.

Documentation of air sampling must include, at a minimum: sampling times; sampling locations (with appropriate diagrams); evidence of periodic inspection of sampling equipment; documentation of the calibration of monitoring equipment; detailed description of work conditions; description of worker protective devices and a description of any atypical environmental conditions.

B.

Documentation of sample analysis must include, at a minimum: sample identification; total sample duration; total air volume; blank filters analysis and fiber concentration in fibers per cubic centimeter.

3.10

Exposure Level: The exposure limit of fibers in the air shall be less than 0.01 fibers/cc personal exposure limit inside the face piece of respirators within the Work Area and 0.01 fibers/cc outside of the Work Area without use of any respirators, in lieu of any limits established by the regulations and codes referenced in Section 01091, entitled "Definitions and Standards". The concentration of fibers shall be determined by the membrane filter method at 400 - 450X (magnification) (4 millimeter objective) with phase contrast illumination.

3.11

Minimum sampling required for the Project shall consist of the following: A.

Early-On-Test: Shortly after Work has commenced, while asbestos removal is in progress, a 120-240 liter sample, depending on conditions, shall be taken within the

breathing zone of each Worker category (i.e. wetter, receiver, bagger) by the Contractor's Air Monitor. B.

Periodic Testing (Outside Work Area): Whenever deemed necessary by the Designer/Consultant, a 1,200 liter minimum air sample shall be collected by the Air Monitor to assure that contamination of outside areas is not occurring. When such a sample shows PCM counts greater than 0.01 f/cc, Work will be halted immediately until all potential causes of contamination have been investigated and remedied.

C.

Final Air Clearance Sampling: After cleanup and visual inspection by Designer/Consultant and/or Air Monitor for cleanliness, the Air Monitor shall collect final air clearance samples within the Work Area. A minimum volume range between 1,200 to 2,000 liters of air shall be collected per sample for samples analyzed by PCM analysis procedures and 1,500 liters of air for each air sample collected and analyzed by TEM analysis procedures. Exceptions may be permitted when final air clearance sampling is being performed in crawlspaces or high construction dust area. The Designer/Consultant must approve the reduced volume. PCM ANALYSIS: Final air clearance sample cassettes shall be analyzed using NIOSH 7400 Method. If the fiber levels of the samples are less than 0.01 fibers/cc, then the Work Area shall be considered clean. If the fiber levels are greater than 0.01 fibers/cc, the Work Area must be recleaned and final air clearance sampling repeated at the Contractor's expense. Because Building A. C and D are scheduled for demolition, all clearance air testing will be performed using PCM air sampling protocol. If the Alternate work is authorized by the Owner, then the clearance air sampling performed as part of this work will also be performed using PCM air sampling protocol. Final air clearance samples collection and analysis shall be performed as per AHERA protocol for PCM clearance criteria. If, for any reason, the Contractor fails to meet the final air acceptance criteria as per the AHERA regulations, additional cleaning and additional PCM testing shall be performed. The Owner will pay for the first set of PCM analysis. Any additional cost for any additional PCM analysis due to failure of established clearance requirements, sampling cost, etc. shall be deducted from the contract amount and paid to the Contractor. Any additional analysis shall be performed at the Owner’s preferred laboratory.

3.12

When additional air clearance testing is necessary due to excessive fiber counts during either periodic or clearance testing additional expense incurred for the Air Monitor, shipping, and lab analysis costs will be at the expense of the Contractor until levels are at a satisfactory level in accordance with this Section.

3.13

For samples collected, the results of all PCM analysis shall be reported verbally within 24 hours. The onsite Supervisor shall maintain all records of sample results at the project location. If the Contractor desires faster turnaround time for sample results, the additional cost shall be borne by the Contractor.

The Designer/Consultant has the authority to stop the abatement work if it is determined that either personally or through air sampling results the conditions are not within the limits established in the Specifications and applicable regulations. The stoppage of Work shall continue until conditions have been corrected and corrective steps have been taken to the satisfaction of the Designer/Consultant. Standby time required to resolve violations shall be at the Contractor's expense.

PRE-REMOVAL REVIEWS, OBSERVATIONS AND EVALUATIONS: 3.15

The Air Monitor shall provide technical review with acceptance, rejection or recommended changes of the Contractor's submitted written procedures or programs two weeks prior to initiation of Work. A. B. C. D. E. F. G.

The Air Monitor shall perform an adequate assessment prior to initiation of the Work and periodically during the Project on the Contractor's critical equipment. Deficiencies shall be immediately reported verbally to the Contractor and Designer/Consultant. Deficiencies and corrective actions shall be documented in writing in the Air Monitor's site logbook. A. Visual inspection findings, observations, and recommendations as well as the Contractor’s corrective actions shall be recorded in the Air Monitor's logbook.

3.20

The criteria for passing a visual inspection are that no residue is left on the surface from which asbestos has been removed and that no debris is present in the areas where the removal was performed. The Air Monitor's judgment is considered final. During the final visual, the Air Monitor shall inspect behind all seals to assure the removal of material behind. All floor and wall polyethylene sheeting (the bottom layer) shall be clean.

VIOLATIONS OF SPECIFICATIONS AND REGULATIONS: 3.21

The Air Monitor, when at the jobsite, shall observe and be reasonably aware of monitoring programs, work practices, engineering controls equipment performance, overall jobsite conditions and employee protection programs, and the overall Specifications, as they relate to employee safety and health. When deviations from regulations, Specifications or recognized good practice are observed and recognized by the Air Monitor or his designee, they shall be verbally discussed with the Contractor. Written documentation of these observations and discussions shall be submitted to Designer/Consultant by the following workday. Copies of memos shall be maintained at the jobsite by the Air Monitor and made available to all parties.

3.22

If at any time, the Air Monitor decides that work practices are violating pertinent Specification obligations, regulations, or endangering Workers, he will immediately notify the Designer/Consultant and Architect in writing. When corrective actions are unreasonably delayed and/or the urgency of the situation dictates it, the Air Monitor has the authority to order the Contractor to stop work immediately until corrective action is taken.

PROJECT COMPLETION REPORT: 3.23

Upon Project phase completion, the Air Monitor shall provide the Designer/Consultant with a project log containing original copies of all monitoring results, equipment calibrations, personal observations, incident summaries of personal injury accidents, asbestos contamination, etc. occurring during the project, communication, etc. occurring during the Project, communications with the Contractor during abatement activities and a statement confirming, if correct, that the requirements of the Contract have been met as they apply to the Industrial Hygiene activities contracted for.

All temporary water service connections to the jobsite’s water sources shall include backflow protection. J. Inspections: Arrange for authorities having jurisdiction to inspect and test each temporary utility before use. Obtain required certifications and permits. 1.04

PROJECT CONDITIONS A. Conditions of Use: Keep temporary services and facilities clean and neat in appearance. Operate in a safe and efficient manner. Take necessary fire prevention measures. Do not overload facilities, or permit them to interfere with progress. Do not allow hazardous dangerous or unsanitary conditions, or public nuisances to develop or persist on the site.

2.01

MATERIALS AND EQUIPMENT A. Provide new or used materials and equipment that are undamaged and in serviceable condition. Provide only materials and equipment that are recognized as being suitable for the intended use, by compliance with appropriate standards. B. Provide all scaffolding, ladders and/or staging, etc., as necessary to accomplish the work of the Project. Scaffolding may be of suspension type or standing type (e.g. metal tube/ coupler, tubular welded frames, pole/outrigger type or cantilever type). The type, erection and use of all scaffolding shall comply with all applicable OSHA provisions. C. Equip rungs of all ladders, etc. with an abrasive non-slip surface. D. Provide a nonskid surface on all scaffold surfaces subject to foot traffic. E. All temporary water service connections to the facility's water system shall include

backflow protection. Valves shall be temperature and pressure rated for operation at the temperatures and pressures encountered. After completion of use, connections and fittings shall be removed without damage or alteration to existing water piping and equipment. Leaking or dripping valves shall be piped to the nearest drain or located over an existing sink or grate where water will not damage existing finishes or equipment. F. Provide 3/4" heavy-duty abrasion-resistant hoses with a pressure rating greater than the maximum pressure of the water distribution system to provide water into each Work Area and to each DCU. Provide fittings as required to allow for connection to existing wall hydrants or spouts, as well as temporary water heating equipment, branch piping, showers, shutoff nozzles and equipment.

PART 3

EXECUTION

3.01

INSTALLATION: A. A source with the proper connection will be supplied by ACS to the Contractor. The Contractor must provide electrical board and cords necessary to connect to the source by a Licensed Electrician. All power cords, electrical board and connections must meet OSHA standards. No equipment shall be used without a GFCI in line. B. Use qualified tradesmen for installation of temporary services and facilities. Locate temporary services and facilities where they will serve the entire Project adequately and result in minimum interference with the performance of the Work.

3.02

TEMPORARY UTILITY INSTALLATION A. Use Charges: 1. No cost(s) or usage charges for temporary services or facilities shall be chargeable to ACS, Architect or the Designer/Consultant. Cost(s) or usage charges for temporary services or facilities will not be accepted as a means for a change order. 2. Water: ACS will provide the Contractor with adequate water sources and usage on the jobsite at no charge during the Project. The Contractor will be responsible for supplying the appropriate connection to the jobsite’s water source. WATER SERVICES: A. Water connection (without charge) to the site existing potable water system is limited to one 3/4" pipe size connection. The Contractor shall supply hot and cold water to the DCUs in accordance with Section 01563, entitled “Decontamination Unit(s)”.

3.04

ELECTRICAL SERVICES: A. Provide a weatherproof, grounded temporary electric power service and distribution system of sufficient size, capacity, and power characteristic to accommodate the performance of Work during the Project setup. Install temporary lighting adequate to provide sufficient illumination for safe work and traffic conditions in every area of Work. B. Provide circuits of adequate size and proper characteristics for each use. In general, run wiring overhead with vertical rises where wiring will be least exposed to damage from construction operations. C. In the Work Area there shall be Type UF non-metallic sheathed cable located overhead and exposed for surveillance. Do not wire temporary lighting with plain, exposed (insulated) electrical conductors. Provide liquid tight enclosures or boxes for wiring devices. D. Provide an overload-protected disconnect switch for each temporary circuit located at the power distribution center. E. For power hand tools and task lighting, provide a temporary 4-gang outlet at the Decontamination Unit, located in the Equipment Room. Provide a separate 110-120 volt, 20-amp circuit for each 4-gang outlet (4 outlets per circuit).

3.05

TEMPORARY LIGHTING: A. Provide one 100-watt incandescent lamp every 50 feet. Provide sufficient temporary lighting to ensure proper workmanship everywhere; by combined use of daylight, general lighting, and portable plug-in task lighting. B. Provide lighting in the DCU and regulated work area(s), as required, supplying a 30-foot candle minimum light level.

3.08

TEMPORARY TELEPHONES: A. Provide temporary telephone service for all personnel engaged in construction activities, throughout the construction period. B. At each telephone, post a list of important telephone numbers.

3.09

TEMPORARY CONSTRUCTION AND SUPPORT FACILITIES INSTALLATION A. Maintain temporary construction and support facilities until near Substantial Completion. Remove prior to Substantial Completion. Personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to ACS. B. Temporary Heat: Provide temporary heat required by construction activities, for curing or drying of completed installations or protection of installed construction from adverse effects of low temperatures or high humidity. Select safe equipment that will not have a harmful effect on completed installations or elements being installed. Coordinate ventilation requirements to produce the ambient condition required and minimize consumption of energy. C. Heating Facilities: Except where use of the permanent system is authorized, provide vented self-contained LP gas or fuel oil heaters with individual space thermostatic control. 1. Use of gasoline-burning space heaters, open flame, or salamander type heating units is prohibited. D. Toilets: Use of the building's existing toilet facilities will be permitted providing prior approval is received from ACS.

SECURITY AND PROTECTION FACILITIES INSTALLATION: A. Temporary Fire Protection: Until fire protection needs are supplied by permanent facilities, install and maintain temporary fire protection facilities of the types needed to protect against reasonably predictable and controllable fire losses. Comply with NFPA 10 "Standard for Portable Fire Extinguishers", and NFPA 241 "Standard for Safeguarding Construction, Alterations and Demolition Operations". B. Locate fire extinguishers where convenient and effective for their intended purpose, but not less than one extinguisher at or near each usable DCU. C. Store combustible materials in containers in fire-safe locations. D. Maintain unobstructed access to fire extinguishers, fire hydrants, temporary fire protection facilities, stairways and other access routes for fighting fires. Prohibit smoking in hazardous fire exposure areas. E. Provide supervision of welding operations, combustion type and temporary heating units, and similar sources of fire ignition. Any welding operation shall be performed by Worker(s) who have been properly trained in the use of such procedure. Provide as part of the Pre-Job Submittals, any training information on worker planned to perform any welding operations during the Project. F. Install substantial temporary enclosure of partially completed areas of construction. Provide locking entrances to prevent unauthorized entrance, vandalism, theft and similar violations of security. G. Provide supervision of excavation operations. Any excavation operation shall be performed by Worker(s) who have been properly trained in the use of equipment planned for these operations and usage of equipment. Provide as part of the Pre-Job Submittals, any training information on worker planned to perform any excavation operations during the Project.

3.11

ENVIRONMENTAL PROTECTION: A. Provide protection, operate temporary facilities and conduct construction in ways and by methods that comply with environmental regulations, and minimize the possibility that air, waterways and subsoil might be contaminated or polluted, or that other undesirable effects might result. Avoid use of tools and equipment that produce harmful noise. Restrict use of noise making tools and equipment to hours that will minimize complaints from persons or firms near the project site. Coordinate the use of vibration producing tools and equipment with the General Contractor.

BARRICADES, WARNING SIGNS AND LIGHTS: A. Comply with standards and code requirements for erection of structurally adequate barricades. Paint with appropriate colors, graphics and warning signs to inform personnel and the public of the hazard being protected against. Where appropriate and needed provide lighting, including flashing red or amber lights. The Contractor shall be solely responsible for protecting any exteriorly erected structure.

3.13

OPERATION, TERMINATION AND REMOVAL A. Maintenance: Maintain facilities in good operating condition until removal. Protect from any foreseen or anticipated damages. B. Termination and Removal: Unless the Designer/Consultant, Architect or general Contractor requests that it be maintained longer, remove each temporary facility when the need has ended, or when replaced by authorized use of a permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with the temporary facility. Repair damaged Work, clean exposed surfaces and replace construction that cannot be satisfactorily repaired. 1. GENERAL

1.01

The Contractor shall submit the design and specifications of the negative air-pressurizing system to the Designer/Consultant for review. Include in the submittal the following: A. Number of negative air-pressurizing machines required and the calculations necessary to determine the number of machines. B. Description of projected airflow within the Work Area and methods required to provide adequate airflow in all portions of the designated Work Area(s). C. Pressure differential across the Work Area enclosures anticipated. D. Description of methods of testing for airflow and pressure differentials. E. Manufacturer's product data sheet on machines to be used. F. Location of the negative air-pressurizing machines in the Work Area. G. Method of supplying adequate power to the negative air-pressurizing machines and designation of building electrical panel(s) that will be supplying the power. H. Description of work practices to insure that airborne fibers travel downstream from Workers. I.

PART 2

PRODUCTS

2.01

Supply the required number of negative air-pressurizing machines in accordance with these Specifications.

2.02

The negative air-pressurizing machine shall be constructed of steel or other durable materials able to withstand damage from rough handling and transportation. The cabinet shall be factory sealed to prevent asbestos-containing dust from being released during use, transport,

or maintenance. Access to and replacement of all air filters shall be from the intake end. The unit shall be mounted on casters or wheels. 2.03

Each unit shall be equipped with a Magnahelic gauge or Manometer to measure the pressure drop across filters and indicate when filters have become loaded and need to be changed. A table indicating the usable air-handling capacity for various static pressure readings on the Magnahelic gauge shall be affixed near the gauge for reference, or the Magnahelic reading indicating at what point the filters should be changed, noting cubic feet per minute (CFM) air delivery at that point.

2.04

The units shall have an electrical (or mechanical) lockout to prevent the fan from operating without a high efficiency particulate air (HEPA) filter. Units shall be equipped with automatic shutdown system to stop the fan in the event of major rupture in the HEPA filter or blocked air discharge. Warning lights are required to indicate normal operation, too high a pressure drop across the filters (i.e., filter overloaded), and too low of a pressure drop (i.e. major rupture in HEPA filter or obstructed discharge).

2.05

The electrical components shall be approved by the National Electrical Manufacturer's Association (NEMA) and Underwriter's Laboratories (UL). Each unit shall be equipped with overloaded protection sized for the equipment. The motor, fan, fan housing, and cabinet shall be grounded.

PART 3

EXECUTION

3.01

Provide a fully operational negative air-pressurizing system within the work maintaining continuously a pressure differential across the work area enclosures of 0.02 inches of water. Monitoring shall be with a continuous strip recorder. The strip chart must be changed on a daily basis. The chart must be dated and time stamped and includes the supervisor’s signature. A daily chart of the negative pressure documentation can be made and certified from the strip chart and submitted with the final submittals. The date, time, negative pressure reading and signature must be clearly marked on daily records.

3.02

Continuously monitor and record the pressure differential between the work area and the building outside of the work area.

3.03

Provide fully operational negative pressure systems supplying a minimum of one air change every 15 minutes. Determine the volume in cubic feet of the work area by multiplying floor area by ceiling height. Determine total ventilation requirement in cubic feet per minute (CFM) for the Work Area by dividing this volume by the air change rate. Ventilation Required (CFM) = Volume of Work Area (cu. ft.)/15 minutes

3.04

Locate negative air-pressurizing machine(s) so that the makeup air enters the Work Area primarily through the DCUs and traverses the Work Area as much as possible. This may be accomplished by positioning the negative air-pressurizing machine(s) at a maximum distance from the DCU opening or other makeup air sources.

3.06

Each negative air-pressurizing machine shall be serviced by a dedicated minimum 115V, 20A circuit with overload device tied into an existing building electrical panel which has sufficient spare capacity to accommodate the load of all negative air-pressurizing units connected. Dedication of an existing circuit may be accomplished by shutting down existing loads on the circuit.

3.07

Test each negative air-pressurizing machine used in the Work Area before any ACM is abated. After the Work Area has been prepared, the DCUs are setup, the exhaust units installed, start the negative air-pressurizing machines (one at a time). Demonstrate operation and testing of negative pressure system to the Designer/Consultant and/or Air Monitor.

3.08

Start negative air-pressurizing machines before beginning work (before any ACMs are disturbed). After abatement has begun, run the negative air-pressurizing machines continuously to maintain a constant negative pressure until decontamination of the Work Area is completed. Do not turn off any negative air-pressurizing machines at the end of the workshift or when abatement operations temporarily stop.

3.09

If an electrical power failure occurs, immediately stop all abatement work, wet down entire Work Area, and do not resume until power is fully restored and the exhaust units are operating again.

3.10

All data about each brand of negative air-pressurizing machine must be available onsite to determine the fan capacity at different static pressure. All air-pressurizing machines brought to the site must be completely clean. New HEPA filters must be installed onsite. The Designer/Consultant or his representative shall inspect all negative air-pressurizing machines and HEPA filters for cleanliness as well as damage. All vacuums shall also be clean and have new HEPA filters when they are brought onto the site.

GENERAL

1.01

Workers and authorized personnel shall enter and exit each regulated Work Area through the Worker DCU.

1.02

All personnel who enter the Work Area must sign the Contractor’s entry log, located in the Clean Room, upon entry and exit.

1.03

Personnel entering regulated Work Area(s) are responsible for being familiar with all posted regulations, personal protective equipment (PPE) requirements and proper decontamination and emergency procedures. A sign-off sheet shall be endorsed acknowledging awareness of these prior to entry.

1.04

Personnel shall proceed first to the “designated” Clean Room and remove street clothes and shoes and don the appropriate disposable clothing, rubber shoes, PPE and respiratory protection equipment deemed adequate for the job conditions existing inside the Work Area. Hard hats, eye protection and gloves may also be required depending on the type of work being performed.

1.05

Once the Worker has donned the appropriate PPE and clothing, proceed from the Clean Room through the Shower Room and then Equipment Room in the DCU into the Work Area.

3.01

Workers exiting the Work Area should attempt to remove gross contamination from their person prior to entering the DCU. This is done to minimize excessive contamination of the DCU.

Worker(s) should then proceed into the Equipment Room and remove their shoes, disposable clothing and any other PPE but keep on their respirator. Deposit contaminated item into waste bags for proper disposal.

3.03

While still wearing their respirator, each Worker should then proceed to the Shower Area to begin their decontaminating shower. Using soaping agent and water, each should initially clean the outside of their respirator and face prior to removing the respirator. Workers should

then complete their decontaminating prior to leaving the Shower Area. Drying towels should be bagged and disposed of as contaminated waste. HEPA filter cartridges should be reused for no more than three days of work or until restricted breathing is noticed. Contaminated filter cartridges should be sealed with duct tape and disposed as contaminated waste. 3.04

Footwear should remain either in the Equipment Room or Work Area. Upon completion of the abatement work either clean and bag or dispose of the footwear as asbestos-contaminated waste. Rubber boots which can be cleaned of visible decontamination should also be cleaned and bagged at the completion of each shift or the Project prior to being removed from the Work Area.

3.05

Each Worker will be knowledgeable of the proper “personal” decontamination procedures, prior to entering any “regulated” work area where known hazardous exist.

3.06

In the case of life-threatening emergencies or fire, these procedures should be amended.

GENERAL

TRAINING: 1.01

Prior to their involvement in any activities relating to the handling or disturbance of any known ACM identified on this jobsite, each Worker will be required to receive adequate training in accordance with this Section and for the type of Work being performed.

1.02

Updated training is for personnel who will be required to disturb any identified ACMs or enter any environmental in which ACMs have been disturbed.

1.03

At a minimum, personnel will be required to have successfully completed a State and EPAapproved 4-day course in accordance with current AHERA regulations and be accredited by the State of North Carolina’s HHCU program. Each worker and Supervisor will be required to present to the Designer/Consultant and Air Monitor the license provide by the HHCU prior to being allowed to perform any work on the jobsite in which disturbance and handling of known ACM is required.

1.04

Each of the Supervisors used during the Project will be required to have successfully completely a State and EPA-approved 5-day Supervision course in accordance with current AHERA regulations and accredited by the State of North Carolina’s HHCU program.

1.05

At least one person onsite should have received “confirmed space” training and each Worker entering any crawlspace on the jobsite should receive confine space awareness training prior to entering the space.

1.05

At a minimum, awareness training should include the following: A.

The health hazards of asbestos including the nature of various asbestos-related diseases, routes of exposure, known dose-response relationships, the synergistic relationship between asbestos exposure and cigarette smoking, latency periods for disease and the health basis for the standards.

B.

The physical characteristics of asbestos including fiber size, aerodynamic properties, physical appearance and uses.

Training should be provided by individuals qualified by virtue of their experience, qualifications and education.

Training should have been provided to Worker within twelve (12) months prior to the start of the Project.

Documentation of training should include the date of training, course overview and the names of each provider.

MEDICAL MONITORING: 1.11

Medical Monitoring shall be provided by the Contractor to any Worker or Agent who may be exposed to asbestos in excess of background levels during any phase of the Project. The purposes of a medical program, in addition to meeting the requirements of the Law, are to document the state of health of Workers including any preexisting conditions for Workmen's Compensation and to determine work-relatedness of disease, as well as to ensure fitness for duty, particularly the ability to wear a respirator.

1.12

Smokers shall be made aware of the synergistic effects of cigarette smoking and asbestos exposure (50 times greater risk of contracting lung cancer). The medical monitoring program provides the appropriate setting to share this information. Employers should also be aware of the potential cost of this additional risk. Medical monitoring shall include at a minimum the requirements of OSHA 29 CFR 1926.1101(m) as follows:

A.

A Work/Medical history to elicit symptomatology of respiratory disease.

B.

A chest X-ray (posterior-anterior, 14 x 13 inches) taken by a certified radiology technician and evaluated by a certified B-reader (Physicians discretion).

C.

A pulmonary function test, including forced vital capacity (FVC) and forced expiratory volume at one second (FEV 1), and FEV 1 /FVC ration (administered by a NIOSH or A.T.S. certified pulmonary technician and interpreted and compared to standardized normals by a board certified pulmonary specialist).

D.

Workers should be given the opportunity to be evaluated by a physician to determine their capability to work safely while breathing through the added resistance of a respirator. (Examining physicians shall be aware of the nature of respiratory protective devices and their contributions to breathing resistance. They shall also be informed of the specific types of respirators the employees shall be required to wear and the work they will be required to perform, as well as special workplace conditions such as high temperatures, high humidity, and chemical contaminants to which they may be exposed. Evaluation of groups of Workers should take into consideration epidemiological principles as suggested by the American Thoracic Society in their statement on the work relatedness of disease adopted in 1982).

EQUIPMENT

PROTECTIVE CLOTHING: 2.01

Disposable clothing including head, foot and full body protection shall be provided in sufficient quantities and adequate sizes for all Workers and authorized Visitors.

2.02

Laundered clothing, if required, shall be provided in sufficient quantities and adequate sizes for all Workers and authorized Visitors.

2.03

EXECUTION

RESPIRATORS: 3.01

Provide Worker protection as required by the most stringent OSHA and/or EPA standards applicable to the work.

Instruct and train each Worker in proper respirator use and require that each Worker always wear a respirator, properly fitted on the face, while inside a designated Work Area(s).

SECTION 01562 RESPIRATORY PROTECTION RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions (if provided) and other Specification sections, apply to work of this Section.

PART 1

GENERAL

1.01

Respiratory protection shall be provided to each Worker in accordance with the submitted written respiratory protection program, which includes all items in OSHA 29 CFR 1910.134 (b). This program shall be posted in the Clean Room of the DCU. Respirator selection shall be in accordance with these requirements.

1.02

Workers shall be provided with personally issued, individually identified respirators at no expense to the Worker.

1.03

The Contractor shall supply new respirators (minimum of two of each type) being used at the jobsite for Authorized Visitors who may request entry into the Work Area.

SUBMITTALS: 1.04

Submit manufacturer's product information for each component used, including NIOSH and MSHA Certifications for each component in assembly and/or for entire assembly.

1.05

Submit complete Operating and Maintenance instructions for all components and systems as a whole. Submittal is to be in bound manual form suitable for field use.

PART 2

PRODUCTS

AIR PURIFYING RESPIRATORS: 2.01

The Contractor shall provide half-face or full-face type respirators as necessary to perform the Work. Equip full-face respirators with a nose cup or other anti-fogging device as would be appropriate for use in air temperatures less than 32 degrees Fahrenheit.

2.02

Provide, at a minimum, HEPA type filters labeled with NIOSH and MSHA Certification for "Radionuclides, Radon Daughters, Dust, Fumes, Mists including Asbestos-Containing Dusts and Mists" and color coded in accordance with ANSI Z88.2. In addition, a chemical cartridge section may be added, if required, for solvents, etc., in use. In this case, provide

cartridges that have each section of the combination canister labeled with the appropriate color code and NIOSH/MSHA Certification. 2.03

Supply a sufficient quantity of respirator filters approved for asbestos protection, so that the Workers can change filters during each shift. All respirators shall be wet-rinsed, and filters discarded, each time a Worker leaves the Work Area. New filters shall be installed each time a Worker re-enters the Work Area. Store respirators and filters at the jobsite in the Clean Room and protect totally from exposure to asbestos prior to their use.

PART 3

EXECUTION

3.01

Require that respiratory protection be used at all times when there is the potential for the disturbance of ACMs, whether intentional or accidental.

3.02

Require that a respirator be worn by individuals inside each negative pressure Work Area at all times, regardless of activity, during any point at which asbestos fibers may become airborne fibers until the time final air clearance samples are determined to be acceptable.

3.03

Require that the minimum level of respiratory protection used be a half-face air-purifying respirator with high efficiency filters during precleaning and/or glovebag removal work inside crawlspaces. See additional Project specific requirements at the end of this Section for the type of respiratory protection required for the type of abatement planned. Maximum concentration inside the face-piece shall not exceed, at anytime, 0.01 fibers/cc.

FIT-TESTING: 3.04

Workers must perform positive and negative air pressure fit tests each time a respirator is put on, whenever the respirator design so permits. PAPRs shall be tested for adequate flow as specified by the manufacturer.

3.05

Workers shall be given a qualitative fit-test in accordance with procedures detailed in the OSHA Asbestos Standard (29 CFR 1926.1101, Appendix C, Qualitative Fit-Test Protocols) for all negative pressure respirators to be used on this abatement project. An appropriately administered quantitative fit-test may be substituted for the qualitative fit-test.

3.06

Documentation of adequate respirator fit-testing must be provided to the Designer/Consultant and ACS, as part of the Submittals.

3.07

No one with a full beard or anyone who has not shaved in the past 24-hours shall be permitted to wear a respirator and enter the Work Area.

SPECIFIC PROJECT REQUIREMENTS: 3.09

Respiratory Protection: A. Pre-Cleaning and Work Area Preparations 1. During Pre-Cleaning and Work Area Preparations, in areas where ACMs may be disturbed, the minimum respiratory protection required during the work shall be halfface, negative pressure air-purifying respirator equipped with P-100 rated HEPA filter cartridges. The filter cartridges can only be worn a maximum of three-days per use and may require replacement sooner depending on the conditions inside the Work Area. B. Sheet Vinyl Flooring, Floor Tile and Associated Mastic Removal 1. During removal of asbestos-containing sheet vinyl flooring and floor tile and associated black mastic using friable removal procedures inside a negative pressure enclosure, the minimum respiratory protection shall be half-face, negative pressure air-purifying respirator equipped with P-100 rated HEPA filter cartridges. The filter cartridges can only be worn a maximum of three-days per use and may require replacement sooner depending on the conditions inside the Work Area. During the removal of asbestos-containing mastic, the Contractor will be required to use either a full-face or half-face negative pressure respirators but either must be used with stacked cartridges (HEPA & Organic Vapor). Safety glasses shall always be worn in conjunction with half-face negative pressure respirators. The Contractor shall

provide P-100 rated HEPA cartridges for Workers, the Air Monitor, Designer/Consultant and any authorized Visitor(s). The filter cartridges can only be worn a maximum of three-days per use and may require replacement sooner depending on the conditions inside the Work Area. C. Thermal System Insulation Removal: 1. The minimum respiratory protection shall be the “most stringent” respiratory protection required based on the ACM identified for removal. Typically, PAPR equipped with P-100 rated HEPA filter cartridges will be initially required when work is being performed inside a negative pressure enclosure. However, for Work scheduled in crawlspaces and in the Boiler and Mechanical Rooms, half-face respirators with P-100 rated HEPA cartridges accompanied with adequate safety glasses will be considered if historical data can be provided demonstrating that removal of similar ACMs did not generate airborne concentrations exceeding the limits for half-face respirators. The Contractor will be required to submit historical data obtained within the past year that demonstrates that airborne concentrations did not exceed the airborne fiber limits defined in this Section for half-face respirators. D. Thermal System Insulation Removal from Exterior Steam Tunnels: 1. The minimum protection required is a half-face, negative pressure; air-purifying respirator with P-100 rated HEPA cartridges accompanied with adequate safety glasses. The filter cartridges can only be worn a maximum of three-days per use and may require replacement sooner depending on the conditions inside the Work Area. E. Exterior Caulking, Bulletin/Tack Board Mastic and Roofing Materials and Sealants: 1. The minimum protection required is a half-face, negative pressure; air-purifying respirator with P-100 rated HEPA cartridges. Safety glasses are also required with this type respirator. The filter cartridges can only be worn a maximum of three-days per use and may require replacement sooner depending on the conditions inside the Work Area. F. Final Inspection and Air Clearance Sampling Inside Negative Pressure Enclosures 1.

Respiratory protection shall be half-face air-purifying respirator, if approved by the Designer/Consultant and the Contractor’s Air Monitor has documented the TWA. HEPA cartridges for the half-face air-purifying respirator cannot be reused and must be disposed of after use.

SECTION 01563 DECONTAMINATION UNITS RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions (if provided) and other Specification sections, apply to work of this Section. PART 1

GENERAL

1.01

Decontamination Unit (DCU) shall be provided at all locations where Workers will enter or exit the Work Area. One system at a single location for each contained Work Area is preferred. These systems may consist of existing rooms outside of the Work Area, if the layout is appropriate, that can be enclosed in polyethylene sheeting and are accessible from the Work Area. When this situation does not exist, the DCU may be constructed out of metal, wood or plastic support, as appropriate. The DCU shall be secured when not in use.

1.02

Plans for construction, including materials and layout, shall be submitted as shop drawings and approved, in writing, by the Designer/Consultant prior to Work initiation. Worker DCU constructed at the jobsite shall utilize 6-mil opaque black or white polyethylene sheeting (poly) or other acceptable materials for privacy. Detailed descriptions of portable, prefabricated units, if used, must be submitted for the Designer/Consultant’s approval. Plans must include floor plan with dimensions, materials, size, thickness, plumbing and electrical utilities.

PART 2

PRODUCTS

2.01

Polyethylene Sheets: A single poly film in the largest sheet size possible to minimize seams 6-mil thickness as indicated, frosted, clear, or black, as indicated.

2.02

Tape: Provide duct and/or masking tape in 2-inch or 3-inch widths as indicated with an adhesive which is formulated to aggressively stick to the poly.

2.03

Spray Adhesive: Provide spray adhesive in aerosol cans which is specifically formulated to stick tenaciously to poly.

2.04

Shower Pan: Provide one-piece waterproof shower pan 6-inch deep. Fabricate from seamless fiberglass minimum 1/16" thick reinforced with wood, 18 gauge stainless steel with welded seams, or a seamless liner of minimum 60-mil thick rubber roofing.

2.05

Shower Walls: Provide approximately 7-feet high walls fabricated from impervious, waterproof material. Structurally support as necessary for stability.

2.06

Hose Bib: Provide heavy bronze angle type with wheel handle, vacuum breaker, and 3/4" National Standard male hose outlet.

PART 3

EXECUTION

3.01

The DCU shall consist of at least a Clean Room, a Shower Room, and an Equipment Room, each separated from each other and from the Work Area by airlocks.

3.02

Entry to and exit from all airlocks and DCU chambers shall be through curtained doorways consisting of at least three sheets of overlapping poly. One sheet shall be secured at the top and left side, the next sheet at the top and right side, the last at the top and left side. All sheets shall have weights attached to the bottom to insure that they hang straight and maintain a seal over the doorway when not in use. Doorway designs providing equivalent protection and acceptable to the Designer/Consultant may be utilized.

3.03

Access between any two rooms in the DCU shall be through an airlock with at least three (3) feet separating each curtained doorway. Pathways into (from uncontaminated to contaminated) and out of (contaminated to uncontaminated) the Work Area shall be clearly designated.

3.04

Clean Room: Clean Room shall be sized to adequately accommodate the Workers. Benches shall be provided, as well as hooks for hanging up street clothes (lockers may be provided for valuables, however, Workers may be requested to secure valuables in their cars). Shelves for storing respirators shall also be provided in the Work Area. Clean work clothes (if required under disposables), clean disposable clothing, replacement filters for respirators, towels and other necessary items shall be provided in adequate supply at the Clean Room. A location for postings shall also be provided in this area. A lockable door shall be used to permit access into the Clean Room from outside the Work Area. Lighting, heat and electricity shall be provided as necessary for comfort and visibility. This space shall not be used for storage of tools equipment or materials, (except as specifically designated) or as office space. A temperature of no less than 70 degrees Fahrenheit in the Clean Room must be maintained during working hours.

3.05

Equipment Room (Contaminated Area): Equipment Room shall be used for storage of equipment and tools at the end of a shift after they have been decontaminated using a HEPA filtered vacuum and/or wet cleaning techniques as appropriate. Replacement filters (in sealed containers until used) for HEPA vacuums and negative pressure ventilation equipment, extra tools, containers of surfactant and other materials and equipment that may be required during the abatement may also be stored here as needed. A walk-off pan (a small children's swimming pool or equivalent) filled with water shall be located in the Work Area just outside the Equipment Room for Workers to clean off foot coverings after leaving the Work Area and prevent excessive contamination of the DCU. A labeled 6-mil poly bag for collection of disposable clothing shall be located in this room. Contaminated footwear (e.g. rubber boots, other reusable footwear) shall be stored in this area for reuse the following workday.

3.06

Shower Room: Shower Room shall contain one or more showers as necessary to adequately accommodate Workers. Each showerhead shall be supplied with hot and cold water

adjustable at the tap. Hot water must be supplied during the entire project for the shower. The shower enclosure shall be constructed to ensure against leakage of any kind. The Contractor shall provide and make available an adequate supply of soap, shampoo and towels during abatement activities. Shower water shall be drained, collected and filtered through a system with at least 5-microns particle size collection capability. (Note: A system containing a series of several filters with progressively smaller pore sizes is recommended to avoid rapid clogging of filtration system by large particles.) CONSTRUCTION: 3.07

Walls and Ceiling: Construct airtight leak-proof walls and ceilings using poly of at least 6mil thickness. Attach to existing building components or a temporary framework of plywood and 2-inch by 4-inch, or approved equivalent.

3.08

Floors: Use two (2) layers (at a minimum) of 6-mil poly to cover floors in the Equipment, Shower (underneath shower pan), and Clean Rooms. Provide an additional layer in the Equipment Room into Work Area after each shift change. Provide a minimum of two layers of poly at all times on the floors. Use only clear plastic to cover floors. Bottom floor surface must be solid, such as smooth concrete or plywood.

3.09

Doors: Fabricate from overlapping sheets with openings a minimum of three feet wide. Configure so that sheeting overlaps adjacent surfaces. Weigh sheets at bottoms as required so that they quickly close after being released. Put arrows on sheets to indicate direction of overlap and/or travel. Provide a minimum of six feet between entrance and exit of any room.

3.10

Alternate methods of providing DCU may be submitted to the Designer/Consultant for approval. Do not proceed with any such method(s) without written authorization of the Designer/Consultant.

DECONTAMINATION UNIT MAINTENANCE: 3.11

Following completion of the construction of all polyethylene barriers and DCU, allow overnight settling to insure that barriers will remain intact and secured to walls and fixtures before beginning actual abatement activities.

3.12

All poly barriers inside the Work Area, the Employee DCU, and the Equipment DCU and at partitions constructed to isolate the Work Area from occupied areas shall be inspected at least twice daily, prior to the start of each day's abatement activities and following the completion of the day's abatement activities. (Document inspections and observations in the daily project log.)

3.13

The DCU shall be constructed of materials such that when the DCU is completed there is limited potential for impact damage to the DCU and no potential for fiber release.

3.14

Damage and defects in the DCU are to be repaired immediately upon discovery.

3.15

Smoke tubes shall be used to test the effectiveness of the barrier system at the Designer/Consultant’s discretion.

3.16

At any time during the abatement activities after barriers have been erected, if visible material is observed outside of the Work Area or if damage occurs to barriers, work shall immediately stop, repairs be made to barriers, and debris/residue cleaned up using appropriate HEPA vacuuming and wet cleaning methods.

3.17

If air samples collected outside of the Work Area during abatement activities indicate airborne fiber concentrations greater than 0.0l f/cc work shall immediately stop for inspection and repair of barriers. Cleanup of surfaces outside of the Work Area using HEPA vacuums or wet cleaning techniques may be necessary.

3.19

Install and initiate operation of negative pressure ventilation equipment as needed to provide one air change in the work area every 15 minutes. See Section 01632, entitled "Products and Substitutions". Openings made in the DCU to accommodate these units shall be made airtight with tape and/or caulking, as needed. If more than one unit is installed, they should be turned on one at a time, checking the integrity of wall barriers for secure attachment and need for additional reinforcement. Insure that adequate power supply is available to satisfy the requirements of the negative air pressurizing machines. Negative air pressurizing machines shall be exhausted to the exterior of the building. They shall not be exhausted into occupied areas of the building. 12-inch extension ducting shall be used to reach from the Work Area to the outside when required. Careful installation, air monitoring and daily inspections shall be done to insure that the ducting does not release fibers into uncontaminated areas of the building.

3.20

Once constructed and reinforced as necessary, with negative air pressurizing machines in operation, test enclosure for leakage utilizing smoke tubes. Repair or reconstruct, as needed.

3.21

Remove, clean and enclose in poly the ceiling mounted objects such as light fixtures and other items that may interfere with the abatement process and were not previously cleaned and sealed off. Utilize localized spraying of amended water and/or HEPA vacuums to reduce fiber dispersal during the removal of these fixtures.

3.22

Any commencement of abatement work shall not occur until: A. DCU have been constructed and tested. B. Negative air pressurizing machines are functioning adequately. C. All pre-abatement submittals, notifications, posting and permits have been provided and are satisfactory to the General Contractor and the Designer/Consultant. D. All equipment for abatement, cleanup and disposal are on hand. E. All Worker training (and certification) is completed. F. The Contractor has received written “Notice-to-Proceed” from ACS and/or the Architect.

Alternative Procedures: A. Procedures described in this Specification are to be utilized at all times. B. If specified procedures cannot be utilized, a request must be made in writing to the Designer/Consultant providing details of the problem encountered and recommended alternatives. C. Alternative procedures shall provide equivalent or greater protection than procedures that they replace. D. Any alternative procedure must be approved in writing by the Designer/Consultant prior to implementation.

WASTE LOADOUT: 3.24

The Waste Loadout shall be constructed at some location away from the DCU used by the Workers unless impossible due to access and the size of the proposed setup area. Wherever possible, this system shall be located where there is direct access from the Work Area to the outside of the building.

3.25

If limited space makes the construction of the Waste Loadout impractical, the waste containers shall be passed through the Worker’s DCU. If this is done, after each loadout the DCU shall be thoroughly cleaned prior to any Worker decontaminating through the system.

3.26

This airlock system shall consist of an airlock, a container staging area, and another airlock with access to outside the Work Area, whenever possible.

3.27

The Waste Loadout shall be constructed in similar fashion to the DCU used by the Workers.

3.28

This Waste Loadout shall not be used to enter or exit the Work Area, except in the case of a life-threatening emergency.

EMERGENCY EXITS: 3.29

Emergency exits shall be established and clearly marked with duct tape arrows or other effective designations to permit easy location from anywhere within the Work Area. They shall be secured to prevent access from uncontaminated areas and still permit emergency exiting. These exits shall be properly sealed with polyethylene sheeting that can be cut to permit egress if needed. These exits may be the DCU, the Waste Loadout and/or other alternative exits satisfactory to fire officials.

3.30

Clearly identify and maintain emergency and fire exits from the Work Area.

1.03

Store all materials subject to damage off the ground, away from wet or damp surfaces and under cover sufficient enough to prevent damage or contamination. Replacement materials shall be stored outside of the Work Area until abatement is completed.

1.04

Damaged, deteriorating or previously used materials shall not be used and shall be removed from the jobsite and disposed of properly. Material that becomes contaminated with asbestos shall be disposed of in accordance with the applicable regulations.

Disposal Bags: Shall be of 6-mil poly, pre-printed with labels as required by EPA regulations 40 CFR 61.150(A)(i)(iv) or OSHA Requirement 29 CFR 1926.1101(k) (8).

2.05

Poly utilized for the DCU(s) shall be opaque white or black in color.

2.06

Hardboard or plywood (minimum 1/4-inch thickness) shall be furnished to protect finished floor surfaces such as carpet or hardwood floors to prevent damage from scaffolds or falling objects. Such protection shall also be provided for poly under the scaffold areas if the material being removed has sharp projections that could readily puncture the enclosure material.

2.07

Glovebag Assembly: A manufactured or fabricated device consisting of a glovebag (typically constructed of a 6-mil transparent regular plastic), two inward projecting long sleeve rubber gloves, one inward projecting water wand sleeve, an internal tool pouch and an attached, labeled receptacle for asbestos waste.

2.08

Method of attaching poly is the responsibility of the Contractor and the method must be selected to minimize damage to equipment and surfaces. Method of attachment may include any combination of duct tape or other waterproof tape, furring strips, spray glue, staples, nails, screws or other effective procedures capable of sealing adjacent poly and capable of sealing poly to dissimilar finished or unfinished surfaces under both wet and dry conditions (including the use of amended water).

2.09

Disposal drums for transporting disposal bags shall be metal or fiberboard with locking ring tops. The containers shall be labeled in accordance with OSHA Regulations 29 CFR 1926.1101(k)(8).

2.10

Surfactant (Wetting Agent): A.

For use with materials containing asbestos identified as "Amosite", shall be Foster's #32-61, mixed in a proportion of one (l) gallon to four (4) gallons of water or as specified by manufacturer.

B.

For all materials containing asbestos identified as "Chrysotile", "Crocidolite", or types other than Amosite, shall consist of soapy water mixed in a proportion of two (2) fluid ounces of liquid soap to five (5) gallons of water.

C.

Where Work Area temperature may cause freezing of the amended water solution, the addition of ethylene glycol in amounts sufficient to prevent freezing is permitted.

2.11

The Contractor shall apply, install, connect, erect, use, clean and condition manufactured articles, materials, and equipment as recommended by the manufacturer, unless specified to the contrary.

2.12

The Contractor shall use warning signs as required by 29 CFR 1926.1101 (k)(7)(i)(ii)(iii).

2.13

Surfaces exposed as a result of removing ACMs shall be coated with a non-permanent sodium silicate material that shall act as a temporary sealant, pending application of a replacement material.

2.14

Bridging type encapsulant (for sealing masonry and concrete walls and barrier surfaces during cleanup phase) shall be capable of being applied with airless spray equipment, able to withstand light impact or abrasion without releasing fibers, water insoluble when cured, and must retain sufficient integrity after six (6) years to allow re-coating. Acceptable products are

CerTane 2000, A-B-C or equal. Prior to application, a nine (9) square foot panel of the materials involved shall be tested for adhesion. 2.15

Penetrating type encapsulant (for sealing scratch coat plaster, wood grounds and wood blocking which have been in contact with ACM, exposed ends of asbestos-containing pipe insulation, or fabric containing asbestos) should not be noxious or toxic to applicators or subsequent occupants, shall have high flame retardant and low toxic fume and smoke emission ratings, and shall have some permeability to water vapor to prevent condensation accumulation. Acceptable products are CerTane 1000, A-B-C or equal.

2.16

A sufficient quantity of negative air pressurizing machines equipped with HEPA filtration and operated in accordance with ANSI Z29.2-79 (local exhaust ventilation requirements) and EPA guidance document DPA 560/5-83-002 (Guidance for Controlling Friable AsbestosContaining Materials in Buildings Appendix F: Recommended Specifications and Operating Procedures For the Use of Negative Pressure Systems for Asbestos Abatement) shall be utilized so as to provide one workplace air change every 15 minutes. A.

2.17

The negative air-pressurizing machines shall be capable of filtering asbestos fibers of 0.3 um @ 99.97% efficiency. Prefilters, which protect the final filter by removing the larger particles, are required to prolong the operating life of the HEPA filter. Two stages of prefiltration are required. The first-stage prefilter shall be a low efficiency type [e.g., for particles (10) um and larger). The second-stage (or intermediate) filter shall have a medium efficiency (e.g., effective for particles down to (5) um]. Prefilters and intermediate filters shall be installed either on or in the intake grid of the unit and held in-place with special housings or clamps.

2.18

Exhaust air from the Work Area shall maintain a negative pressure of (-)0.02 inches of water (head). The ventilation shall operate on 24 hours a day from the beginning of the abatement process through the passing of the final air clearance test. The Contractor’s onsite Supervisor shall record negative pressure readings on a daily basis.

2.19

Water used for showering in the DCU and any other asbestos-contaminated water must be filtered prior to disposal as wastewater. The DCU shall contain a filtering system with the capability of trapping and retaining 99.97% of asbestos fibers greater than 5-microns in size.

2.20

Submersible pump: A water pump capable of removing accumulated water from the Work Area. All water discharged from the submersible pump shall be through a water filtration system consisting of a three stage filtering system with the capability of trapping and retaining 99.97% of asbestos fibers greater 5 microns in size.

2.21

Full body disposable protective clothing, including head, body and foot coverings, consisting of material which prevents gross contamination from asbestos fibers (Tyvek R or similar), shall be provided to all Workers and authorized visitors in sizes adequate to accommodate movement without damaging the protective clothing.

2.22

Additional safety equipment (e.g. hard hats meeting the requirements of ANSI Standard Z89.1-1969, eye protection meeting the requirement of ANSI Standard Z87.1-1968, safety shoes meeting the requirements of ANSI Standard Z41.1-1967, disposable PVC gloves), as necessary, shall be provided to all Workers and Authorized Visitors.

2.23

Non-skid footwear shall be provided to all Workers. Disposable clothing shall be adequately sealed to the footwear to prevent body contamination.

2.24

If launderable clothing is to be worn underneath disposable protective clothing, it shall be provided by the Contractor to all Workers. Laundering must occur in accordance with 29 CFR 1926.1101(i),

2.25

Provide sufficient supply of disposable mops, rags and sponges for Work Area decontamination.

2.26

Provide scaffolds, ladders, lifts and hand tools such as scrapers, wire cutters, brushes, utility knives, wire saws, as the work requires.

2.27

Sprayers with pumps capable of providing 14-15 pounds per square inch (PSI) at the nozzle tip at a flow rate of 2 gallons per minute shall be used for spraying amended water.

2.28

High pressure sprayers (1500 pounds per square inch) may be used for final cleaning of some surfaces where ACM has been removed.

2.29

Rubber dustpans and rubber squeegees shall be provided for cleanup.

2.30

A sufficient supply of HEPA-filtered vacuum systems shall be available during cleanup.

2.31

Brushes utilized for removing loose asbestos containing material shall have nylon or fiber bristles, not metal.

2.32

Airless-spray equipment with an adjustable pressure nozzle shall be provided for spraying encapsulants. Nozzle tip size and pressure adjustment shall conform to encapsulant manufacturer's written recommendations.

The nature of the encapsulant may effect the requirements for respiratory protection. Vapors that may be given off during encapsulant application must be taken into account when selecting respirators, if types other than supplied-air respirators are used.

2.34

Hand tools equipped with HEPA filtered local exhaust ventilation shall be utilized during the installation of enclosures and supports if there is any need to disturb asbestos containing materials during this process. (As an alternative, asbestos material may be partially removed following proper removal procedures prior to the installation of supports and enclosures.)

2.35

Warning Labels: As required OSHA Regulation 29 CFR 1926.1101(k)(8)(i)-(vii).

2.36

Heavy-duty power cables for temporary electrical service and a portable electric generator for maintaining negative pressure in the Work Area in case of power failure are required.

2.37

Additional support equipment the Contractor deems necessary for asbestos abatement work shall be submitted to the Designer for approval prior to their use.

SUBSTITUTIONS: 2.38

The Contract is based on the materials, equipment and methods described in the Contract Documents.

2.39

The Designer/Consultant will consider proposals for substitutions of materials, equipment and methods only when such proposals are accompanied by full and complete technical data and all other information required by the Designer/Consultant to evaluate the proposed substitution.

2.40

Do not substitute materials, equipment or methods unless such substitution has been specifically approved for the Designer/Consultant.

2.41

Where the phrase "or equal" or "equal as approved by the Designer/Consultant" occurs in the Contract Document, do not assume that materials, equipment or methods will be approved by the Designer/Consultant unless the item has been specifically submitted for and Designer/Consultant has pre-approved the material, equipment and methods. The decision of the Designer/Consultant shall be final.

2.42

Verify prior to bidding that all specified items will be available in time for use on the Project.

2.43

In the event that specified items will not be so available, notify the Designer/Consultant prior to receipt of bids.

SECTION 01712 CLEANING AND DECONTAMINATION PROCEDURES RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions (if provided) and other Specification sections, apply to work of this Section. PART 1

GENERAL

1.01

For Work Scheduled in Crawlspaces and the Mechanical and Boiler Rooms: The Contractor will be required to establish a negative pressure enclosure in each designated Work Area prior to commencing pre-cleaning and prior to disturbing any intact identified ACM. Requirements of pre-cleaning shall include the removal of any delaminated asbestoscontaining insulation, visibly contaminated debris and loose soil prior to commencing final Work Area preparations. After completing initial pre-cleaning, the Supervisor and Air Monitor shall inspect the area to confirm the thoroughness of the cleaning efforts prior to installing the remaining 6-mil poly barriers/criticals.

1.02

Demolition for Adequate Access to Concealed ACM: Coordinate with the General Contractor to provide any demolition or excavation work necessary to gain adequate access to concealed ACM providing that the work does not disturb any identified ACM. If required demolition work is to be performed inside any contaminated area, then the required work should be performed by abatement workers inside a negative pressure enclosure. Generated waste and debris resulting from demolition activities performed by the General Contractor shall be disposed of as general construction waste. Generated waste and debris resulting from demolition activities performed by the Abatement Contractor shall be properly disposed of as contaminated waste.

1.03

Steam Tunnels: Coordinate with the General Contractor to perform the necessary excavation work in order to exposure the terracotta enclosure surrounding the underground steam piping located of the campus grounds. Care should be used to minimize damage to the terracotta enclosure during the excavation work. Once the terracotta enclosure has been exposed, the Contractor will be required to establish regulated areas around the planned work area to restrict access during the work. 6-mil poly sheeting should be installed underneath the exposed tunnel to minimize contamination of the adjacent soil during the work. Unless visible contamination is observed on the terracotta enclosure, the Contractor will be permitted to rinse clean the materials and dispose of the generated work as general construction waste. Because demolition is planned, Workers will be permitted to wrap the pipeline with multiple layers of independently sealed 6-mil poly sheeting and prior to cutting. Locations where cuts are planned on the pipeline should be glovebagged in order to expose the metal pipeline. The wrapped pipelines should be cut in manageable section to allow for proper handling and disposal. Coordinate the Work with the Air Monitor to ensure that activities are properly documented and monitoring can be obtained. Soil visibly contaminated by ACM shall be removed and disposed of as asbestos-contaminated waste.

1.04

Roofing Materials and Sealants: The Contractor will be required to remove the built-up roof located on the covered connecting corridors and disposed of the materials as asbestos waste. The built-up roof systems should be removed in manageable sections to ensure proper handling. Drop poly should be installed immediately underneath the planned work to catch falling debris. Parapet walls contaminated by roofing sealants should be stripped clean or components can be demolished and waste be disposed of as asbestos-contaminated debris. Coordinate demolition activities with the General Contractor to ensure that planned boundaries are approved based of the planned scope of the demolition. The Contractor will be permitted to used and open-top waste container to transport and disposed of waste generated by this work provided that the container has been lined with multiple layers of independently sealed layers of 6-mil sheeting and waste has been properly sealed during transport to the landfill. Bagged waste should be double-bagged and properly sealed prior to transport.

1.05

Bulletin/Tack Board Mastic: The Contractor will be required to removed and disposed to Bulletin/Tack Boards located throughout Building C as asbestos-contaminated waste. Wall surface coated with the asbestos-containing mastic shall be adequately cleaned of mastic sealant. Prior to commencing the Work, The Contractor will be required to install 6-mil poly sheeting underneath each Bulletin/Tack Board to catch fallen debris. Waste, poly sheeting and debris generated during the Work shall be properly bagged and disposed of as asbestoscontaminated waste.

1.06

Sheet Vinyl Flooring and Floor Tile Mastic: The Contractor will be required to adequate clean wood flooring contaminated by sheet vinyl flooring and/or floor tile mastic, as identified on the attached Drawings. If adequate cleaning cannot be accomplished, coordinate through the General Contractor, cutting and removing the wood flooring and dispose of the waste as asbestos-contaminated materials.

1.07

Waste Containers: Waste bags containing contaminated waste and debris shall be considered full when half of their capacity has been filled. Each waste bag should be securely sealed to prevent accidental opening and leakage. Each bag should be “gooseneck” sealed and placed in a second waste bag and sealed with adequate duct tape. Waste and debris with sharp edges shall be wrapped in multiple layers of independently sealed 6-mil poly sheeting or placed into fiber drums or cardboard boxes prior to being removed from the negative pressure enclosure. Fiber drums shall be lined with 6-mil poly and sealed properly prior to inserting contaminated waste.

1.08

Proper Labeling of Waste Materials: Place identification labels on waste containers in accordance with OSHA regulations 29CFR1926.1101(k)(8). Clean external surfaces of each container thoroughly prior to removing the material from the work area.

1.09

Cleaning Requirements: After the completion of gross removal activities, exposed surfaces shall be thoroughly cleaned to remove visible residue. HEPA-equipped vacuums, hand tools and brushes shall be used to remove visible debris. Then exposed surfaces should be wetwiped to remove remaining residue.

1.10

Surfaces of bagged waste and fiber drums shall be wiped clean prior to being removed from the Work Area through the Waste Loadout.

1.11

The poly criticals placed on opening into the Work Area shall remain in-place, the negative air-pressurizing machines should also remain in operational and the DCU(s) shall remain inplace and be utilized until acceptance of the final visual and approval of the final air clearance samples.

1.12

Decontaminate all tools and equipment and remove each from the Work Area at the appropriate time in the cleaning sequence.

1.13

Before final visual inspection, the Contractor’s onsite Supervisor shall inspect the Work Area and visually assure that all ACMs have been removed and the Work Area is clean. During visual inspection by the Air Monitor, the Supervisor who previously inspected the Work Area shall accompany the Air Monitor. Additional manpower shall be provided by the Contractor to move scaffolds and ladders and to clean any areas identified for cleaning by the Air Monitor.

1.14

The Contractor shall assure that the Work Area is dry before visual inspection is initiated.

1.15

The Designer/Consultant shall perform the final visual inspection. Once approved, the Air Monitor shall obtain the final air clearance samples as described in Section 01410 entitled, "Testing Laboratory Services".

1.16

The Contractor will be responsible for performing the necessary cleaning of each the Work Area until it is approved by the Designer/Consultant and is in compliance with the final air clearance requirements, as specified in Section 01410.

1.17

Following the satisfactory completion and acceptance of the final air clearance sampling, critical barriers can then be removed and disposed of as asbestos-contaminated waste material(s).

1.18

Post clearance teardown shall be completed in the following manner: A. B.

The negative air-pressurizing machines shall continue to run until the entire teardown is complete. Clean the shower pan with clean water, filter the water through a 5-micron filter, wash again and filter through a 5-micron filter. Vacuum and wet wipe the bottom of the Shower and inside the Shower Unit. Remove all poly and duct tape remaining in the Work Area and dispose of it as ACM. Wet-wipe or HEPA vacuum the Dirty Room. Remove all seals and criticals in the Work Area and dispose of poly as asbestoscontaminated waste. Shutoff negative air-pressurizing machines and clean the exterior of the machines of additional debris previously not cleaned. GENERAL

1.01

Prepare jobsite(s) per applicable articles for specified removal contained herein. Refer to Section 01563 entitled, "Decontamination Units" or Section 02100 entitled, "Site Preparations".

1.02

Submit the Material Safety Data Sheets (MSDS), or equivalent, in accordance with OSHA Hazard Communication Standard (29 CFR 1910.1200) for each surfactant and encapsulating material proposed for use on the Work. Include a separate attachment for each sheet indicating the specific Worker personal protective equipment (PPE) proposed for use with the materials indicated.

1.03

Prior to asbestos abatement, the Contractor's equipment, Work Area and DCU(s) will be inspected and approved by the Designer or his representative.

PART 2

2.01

See Section 01632 entitled, "Products and Substitutions".

PART 3

EXECUTION

3.01

The Contractor shall remove asbestos-containing floor tile and mastic (Classroom No. 15 – Building D) and sheet vinyl flooring (Administrative Offices – Building A) as specified in the Specifications and on the Drawing(s).

3.02

Asbestos-containing sheet vinyl flooring, floor tile and mastic shall be removed within an enclosure system utilizing negative air pressure, as follows: A.

Preclean the Work Area as per Section 02100. Preparation requirements are also noted in Section 02100.

B.

The asbestos-containing sheet vinyl flooring, floor tile and mastic shall be sprayed with water containing an appropriate wetting agent (amended water) to enhance penetration. The wetting agent used shall be in accordance with Section 01632 and applicable for the material being removed.

A fine spray/mist of the amended water shall be applied, using spray equipment capable of providing a "fine spray mist" application, to reduce fiber release before and during removal of the ACMs. Allow time for water, amended water or removal encapsulant to penetrate material thoroughly. The material shall be sufficiently saturated, without causing excess dripping, to prevent emission of airborne asbestos fibers and to comply with OSHA and NESHAP requirements. Spray the ACMs repeatedly during Work to maintain wet condition and to minimize asbestos fiber dispersion and emissions.

D.

Place critical seals of 6-mil poly on the windows, doors, HVAC openings and other necessary areas.

E.

Remove the asbestos-containing sheet vinyl flooring, floor tile and mastic from the indicated areas under negative air pressure using “wet methods”. Mastic shall be removed so that no stains remain. If the mastic can’t be adequately removed from the underlying wood flooring, the Contractor may elect to Coordinate through the General Contractor the cutting and removal of the wood flooring and dispose of the material as asbestos-contaminated waste. This can only be done providing a subfloor exist underneath the sub-floor. The Contractor also may be required to install a poly floor over the exposed sub-floor in order to adequately maintain the required negative air pressure inside the Work Area throughout the abatement process.

F.

Remove asbestos-containing sheet vinyl flooring, floor tile and mastic in manageable quantities using straight hoes, flat bars, etc. Do not allow material to “dry”. As it is removed, simultaneously pack material while still wet into poly waste disposal bags or wrapped with multiple layers of independently sealed poly layers. Independently seal waste bags or poly, clean outside and move to Washdown Station adjacent to Waste Loadout.

G.

Removed material should be containerized before moving to a “new” location for continuance of Work. Surrounding areas shall be periodically sprayed and maintained in a “wet” condition until visible material is cleaned up.

H.

Clean all surfaces in the Work Area by wet wiping, HEPA vacuuming or washing down with hoses. Provide a filtration system to remove particles down to a size of at least 5-microns.

ACM(s) shall be removed by two-man teams. There shall be a separate water source for each asbestos team in the Work Area. Before beginning the next section, the removed floor tile shall be packed, while still wet, into burlap bags or cardboard boxes and then doublebagged with poly waste disposal bags (6-mil minimum) and placed into a suitable containers for transport. Waste disposals shall be performed as per Section 02084 entitled, “Disposal of Asbestos-Containing Waste Material(s)”.

Loose ACMs removed in the Work Area shall be bagged, sealed, and labeled properly before breaks or the end of a workshift and all equipment shall be cleaned.

3.05

Floor and wall poly, tape, cleaning material, clothing, and all other disposable material or items used in the Work Area shall be packed into sealable waste disposal bags (6-mil minimum). Each bag shall be individually “gooseneck” sealed and placed in containers, at a minimum a second bag, suitable for transport to the landfill.

3.06

When chemicals are used for mastic removal, proper negative air pressure techniques shall be employed to control odor. Following the removal and cleanup, the Work Area where chemicals have been used shall be mopped with cleaning agents that will help to remove the odor.

The chemical mastic remover shall be absorbed using cat litter, cellulose material, or other applicable absorbent product approved for use in the industry. This material shall be doublebagged and the outside bag and container shall be clean before leaving the loading area. Contaminated materials may be wrapped in at least two (2) layers of 6-mil poly and properly labeled, as an alternative to using poly waste bags. The sealed waste bags and containers shall be labeled as per OSHA, NESHAP, DOT, State and local regulations. All waste shall be inspected by the Design and/or Air Monitor prior to disposal.

3.08

Excess water (except shower water) shall be either combined with removed material or other absorptive material and properly disposed of as per Section 02084, or filtered, using a 5micron filter and disposed in the sanitary sewage system. The Contractor will not be permitted to deposit asbestos-contaminated wastewater in storm drains, onto lawns, or into ditches, creeks, streams, rivers or oceans.

3.09

Use of a wetvac for this Project can be made only under certain conditions. The wetvac must be “new”. It may be used for vacuuming wet material(s) or water inside the Work Area. The wetvac must be disposed of as “asbestos-contaminated” along with any other asbestoscontaminated equipment or waste identified during removal. No “dry” vacuuming will be acceptable. Also, vacuums equipped with manufacturer’s approved HEPA filters will be permitted on the jobsite or inside the Work Area.

3.10

After final cleanup procedures have been performed as outlined in Section 01712, entitled "Cleaning and Decontamination Procedures", porous substrata, which can be assumed to have some degree of non-visible contamination from prior exposure, if desired, shall receive a thin coat of an approved encapsulant to seal in non-visible residue. If encapsulants are applied, then an appropriate drying time should be allowed before advancing to the next phase of the work. Drying time shall be a minimum of 4-hours.

3.11

Cleanup shall be performed in accordance with Section 01712.

Attach the glovebag as per the manufacturer’s recommendation(s). Ensure that each bag is properly installed and sealed. The Air Monitor and/or Designer shall inspect the installation of each glovebag prior to the Abatement Contractor being permitted to commence the work. The Abatement Contractor shall provide smoke tube to be used to ensure that each glovebag is properly attached and sealed. A fine spray/mist of the amended water shall be applied, using spray fiber release before and during removal activities. Allow time for water, amended water or removal encapsulant to penetrate the insulation thoroughly before disturbing the insulation. The insulating material shall be sufficiently saturated, without causing excess dripping, to prevent emission of airborne asbestos fibers and to comply with OSHA and NESHAP requirements. Remove materials in manageable quantities using care not to overweight the glovebag. Spray the TSI repeatedly during disturbance to maintain a “wet” condition and to minimize the release of fibers. Residue material(s) remaining on pipelines shall be removed using nylon bristled hand brush. Remove materials in manageable quantities and immediate insert the material inside a waste disposal bag. Do not allow material to dry. Wet-wipe the pipeline and all tools before removing the glovebag from the pipeline. Evacuate contaminated air from the glovebag through a HEPA-equipped vacuum. Carefully remove the glovebag(s) from the pipeline, seal and place each glovebag in a waste disposal bag and “gooseneck” seal each bag. Insert only one seal glovebag in each waste disposal bag to prevent breakage. Waste disposals shall be performed as specified in Section 02084, entitled “Disposal of Asbestos-Containing Waste Materials”. The Abatement Contractor shall use an adequate number of negative air-pressurizing machines equipped with HEPA filtration systems in conjunction with drop poly as a precaution in case of an accidental breakage of the glovebag.

If removal of the asbestos-containing TSI on steam pipelines cannot be adequately performed using glovebag removal procedures, then the Contractor will be required to perform the Work inside a negative pressure enclosure system, as follows: A.

Install poly critical barriers over penetrations and opening into the planned Work Area to prevent fiber migration during Work Area preparations. Install an adequate number of negative air-pressurizing machines throughout the Work Area to obtain the required negative air pressure. Do not allow material to dry. Seal each waste disposal bag, clean the outside and move the bag(s) to the Washdown Station adjacent to Waste Decontamination Unit. Material removed from pipelines and elbow fittings or components shall not be dropped or thrown to the floor. Material should be removed as intact sections or components whenever possible and carefully lowered inside the waste disposal bag. If torch cutting is used to disassemble the boiler sections, then the Workers performing the work should be trained and experience in the usage and the operations of the equipment required to perform the work. Maintain adequate fire extinguisher adjacent to the Work in case of a fire. Use negative air pressurizing machines equipped with HEPA filters to ventilate the Work Area during the Work.

Each bag shall be individually sealed and placed in containers, at a minimum a second waste disposal bag, suitable for transport to the landfill.

2.06

All material shall be double-bagged and the outside bag and container shall be clean before leaving the Waste Decontamination Unit. Contaminated materials such as panels, pipe, etc., may be wrapped in at least two (2) layers of properly labeled poly, as an alternative to using plastic bags. The bags and containers shall be labeled as per OSHA, NESHAP, DOT, State and local regulations. All waste may be inspected by the Building Owner’s representative prior to disposal.

2.07

All excess water (except shower water) shall be either combined with removed material or other absorptive material and properly disposed of as per Section 02084, or filtered, using a 5-micron filter and disposed in the sanitary sewage system. The Contractor shall install a layer of 6-mil drop poly on the ground along the perimeter of each Connecting Corridor Walkway to catch any falling debris during the Work. Preclean each roof by removing the gravel rocks and rubberize roofing system concealing the underlying built-up roofing system and dispose of the materials as general construction waste. Workers shall wear disposable suits, half-face negative pressure respirator equipped with HEPA filters, safety glasses and any other desired PPE during the performance of any work, which will disturb or have the potential of disturbing ACMs. Workers should spray the roofing material and sealants with water prior to disturbance. dripping, to prevent emission of airborne asbestos fibers and to comply with OSHA and NESHAP requirements during removal. Spray the material repeatedly during the process to maintain “wet” conditions. Built-up Roof Removal: Workers should cut the built-up roof in manageable size that can be easily handled and lifted from the roof surface. Workers will be required to use handtools or industry-approved roof cutters to perform the desired cuts. Cutting methods which generate excessive amounts of airborne dust and particulate will not be permitted. Do not drop removed materials from the roof level to the ground or adjacent waste container. Roof Sealant Removal: Worker should use handtools to remove the roof sealant from the parapet wall seams and from along Building C’s exit roof. Because the roof systems are scheduled for demolition, if the Contractor elects to demolish components coated by the roof sealant, coordinate demolition activities through the General Contractor to maintain a safe work environment. Debris contaminated with asbestos-containing sealant should be sorted from non-contaminated debris and disposed of appropriately. HEPA-equipped vacuums shall be used to remove debris from the roof surfaces and any fallen debris from the ground below. Clean surfaces on the roof where the identified roofing materials and sealants were removed as specified in Section 01712, entitled “Cleaning and Decontamination Procedures”. Dispose of generated waste in appropriate waste disposal bags or in multiple layers of poly. If an open-top waste container is staged adjacent to the work area, line the container with multiple layers of poly sheeting and independently seal each layer prior to transport,

Removal shall be performed by two-man teams. There shall be a separate water source for each asbestos team in the Work Area. Before beginning the next section, the material shall be packed while still wet into sealable, poly waste bags (6-mil minimum) or multiple layers of independently sealed poly and placed into an open-top, poly-lined waste container suitable for transport. Waste disposals shall be performed as specified in Section 02084 entitled, “Disposal of Asbestos-Containing Waste Materials”.

3.04

Drop poly, tape, cleaning material(s), disposal clothing and any other disposable items used during the work shall be packed into 6-mil poly waste disposable bags. Each waste bag shall be individually sealed and placed in containers suitable for transport to the landfill, at a minimum a second waste disposal bag.

3.05

All material shall be double-bagged and the outside bag and container shall be cleaned. Contaminated materials shall be wrapped in at least two (2) layers of properly labeled poly, as an alternative to using poly bags. 2.01

Surfactant (Wetting Agent): A.

For use with materials containing asbestos identified as "Amosite", shall be Foster's #32-61, mixed in a proportion of one (l) gallon to four (4) gallons of water or as specified by manufacturer.

B.

For all materials containing asbestos identified as "Chrysotile", "Crocidolite", or types other than Amosite, shall consist of soapy water mixed in a proportion of two (2) fluid ounces of liquid soap to five (5) gallons of water.

C.

Where work area temperature may cause freezing of the amended water solution, the addition of ethylene glycol in amounts sufficient to prevent freezing is permitted.

2.02

Polyethylene Sheeting (Poly): A single poly film in the largest sheet size possible to minimize seams, 6-mil as indicated, clear, or frosted as indicated.

2.03

Tape: Capable of sealing joints of adjacent sheets of poly and for attachment of poly to finished or unfinished surfaces of dissimilar materials and capable of adhering under dry and wet conditions, including use of amended water, chemical removers, or removal encapsulants.

Disposal Bags: Disposal bags shall be of 6-mil poly, pre-printed with labels as required by EPA regulations 40 CFR 61.152 (b) (i) (iv) or OSHA Requirement 29 CFR 1926.1101.

PART 3

EXECUTION:

3.01

If applicable, (refer to Section 01010, entitled: "Summary of Work") asbestos-containing insulation on pipes and pipe fittings shall be removed using friable removal methods, where specified, as follows: A.

Preclean the work area as per Section 02100 entitled, "Site Preparation".

B.

Install poly sheeting on the floor immediately under each board prior to disturbing the material.

C

Remove the board using hand tools and either bag or wrap with multiple layer of poly the generated waste prior to removing the materials from the Work Area.

D.

Spray boards and wall surfaces coated with the brown mastic with amended water, using spray equipment capable of providing a "fine spray mist" application to reduce the release of fibers during disturbance. Saturate the material sufficiently without causing excess dripping. Continuously spray the material repeatedly during work process to maintain wet condition and to minimize asbestos fiber dispersion. Remove the ceiling tiles intact to minimize additional fiber release.

C.

Use handtools to detach the boards and mastic from the walls surface. If the Contractor elects to demolish the wall surfaces coated with the asbestos-containing mastic, coordinate the demolition work with the General Contractor. Generated waste shall be treated as asbestos-contaminated and should be bagged and disposed accordingly.

D.

Place generated waste inside poly waste bags and gooseneck seal the opening.

F.

Negative air-pressurizing machine(s) equipped with HEPA filtration are required during the work to minimize dust and fiber migration to other areas in the building.

BEFORE STARTING THE PROJECT: 1.05

Two persons are required to perform the glovebag removal project. A third person is often helpful to assist with the supplies, to keep unwanted Visitors out of the Work Area, and to conduct the personal air monitoring. Each of the team members should have received training on the use and limitations of glovebag removal. They must also be participating in the abatement Contractor’s respiratory protection and medical surveillance programs.

1.06

Before any work begins, all necessary materials and supplies should be brought to the Work Area. This work area should be barricaded with asbestos warning tape and signs to minimize the chance of Visitors entering the Work Area. Remember -- never perform glovebag removal on hot pipes (over 150of). This may cause the glovebag or gloves to melt.

Following the manufacturer's directions, mix the surfactant with water in the garden sprayer.

Have each Worker put on a full-body disposable suit. (Note: The hood goes over the respirator straps.)

1.10

Check the pipeline where the work will be performed. If it is damaged (broken, torn, etc.), wrap the pipeline in polyethylene plastic and "candystripe" it with duct tape. A common error when doing glovebag work is forgetting that loose pipe lagging several feet or even several yards away from the scheduled work may be jarred or loosen by the abatement activity. This is one of the common causes of high airborne fiber concentrations during glovebag removal. The other error is failure to preclean the schedule Work Area of debris on the floor and other surfaces that has accumulated prior to starting the work. If the pipeline is not damaged, it is still necessary to place one layer of duct tape around the pipeline at each end where the glovebag will be attached. This serves two purposes: A. B.

It provides a good surface to which to seal the ends of the glovebag, and It minimizes the chance of releasing fibers when the tape at the ends of the glovebag is removed upon completion of the job.

1.11

Slit the top of the glovebag open (if necessary) and cut down the sides to accommodate the size of the pipe (about two inches longer that the pipe diameter). One brand has a zipper top and straps at each end facilitating installation of the bag on the pipe.

1.12

Place the necessary tools into the pouch located inside the glovebag. This will usually include a bone saw, utility knife, rags, scrub brush, wire cutters, tin snips, and wettable cloth. (Note: It is easiest to precut the wettable cloth at this point.) Cut out a donut shape with the inner diameter of the pipe beneath the insulation. The outer diameter of the donut should be three inches longer than the diameter of the pipe insulation being removed. Finally, cut a slit in each of the donuts so they can be slipped around the pipe.

1.13

Place one strip of duct tape along the edge of the open-top slit of the glovebag for reinforcement.

1.14

Place the glovebag around the section of the pipe to be worked on, and then staple the top at intervals of approximately one inch through the reinforcing duct tape. Next, fold the stapled top flap back and tape with duct tape. This should provide an adequate seal along the top. Next, duct tape the ends of the glovebag to the pipe itself, previously covered with plastic or duct tape.

1.15

Using the smoke tube and aspirator bulb, place the tube into the water sleeve (two-inch opening top the glovebag. By squeezing the bulb, fill the bag with visible smoke. Remove the smoke tube and twist the water sleeve closed. While holding the water sleeve tightly, gently squeeze the glovebag and look for smoke leaking out, especially at the top and ends of the glovebag. If leaks are found, they should be taped and closed using duct tape and the bag should be retested.

Insert the wand from the water sprayer through the water sleeve. Using duct tape, tape the water sleeve tightly around the wand to prevent leakage.

1.17

One person places his hand into the long-sleeved gloves while the second person directs the water sprayer at the work.

1.18

If the section of pipe is covered with an aluminum jacket, removed the jacket by using the wire cutters to cut any bands and the tin snippers to remove the jacket itself. It is important to fold any sharp edges in order to prevent cutting the bag when it is placed in the bottom.

1.19

Use hand tools to cut the exposed insulation at each end of the section to be removed. Throughout this process water should be sprayed on the cutting area to keep dust at a minimum.

1.20

Once the ends are cut, the section of insulation should be cut into smaller sections. The initial cut should be made along the bottom of the pipe and water continuously supplied. Again care should be taken when using the knife not to puncture the glovebag.

1.21

Rinse all tools with water inside the glovebag and place back into pouch.

1.22

The insulation can now be lifted off the pipe and gently placed in the bottom of the bag.

1.23

Using the scrub brush, rags, and water, scrub and wipe down the exposed pipe.

1.24

Seal the exposed ends of the insulation.

1.25

Remove the water wand from the water sleeve and attach the small nozzle from the HEPAfiltered vacuum. Turn on the vacuum only briefly to remove the air from the glovebag.

1.26

Remove the vacuum nozzle and twist the water sleeve closed and seal with duct tape.

1.27

From outside the glovebag, pull the tool pouch away from the glovebag and twist it to separate it from the glovebag. Place duct tape over the twisted portion and cut the tool bag from the glovebag, cutting through the twisted/taped section and then seal with tape. In this manner, the contaminated tools may be place directly into the next glovebag without cleaning. At the end of use, place the tool pouch in a bucket of water and open under water. Adequately clean each tool and dried.

1.28

With the removed insulation in the bottom of the bag, twist the bag several times and tape the bag at the twist location keeping the insulation at the bottom of the glovebag.

Place the glovebag inside a 6-mil waste bag while still attached to the pipe. Cut the top of the bag from the pipeline and place it into the waste bag.

Remove disposable suits and place each inside the waste bag and seal.

SECTION 02084 DISPOSAL OF ASBESTOS-CONTAINING WASTE MATERIALS RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions (if provided) and other Specification sections, apply to work of this Section. PART 1

GENERAL

1.01

As the work progresses, to prevent exceeding available storage capacity onsite, sealed and labeled containers of asbestos-containing waste shall be removed and transported directly to the prearranged disposal location, which must be an authorized site in accordance with regulatory requirements of NESHAP and DOT. Use of intermediate storage locations is not an accepted disposal procedure. All waste (including containers) shall be labeled as required by OSHA, NESHAP, DOT, State and local regulations.

1.02

Any containerized asbestos-containing waste that must be stored onsite until proper disposal must be adequately posted and enclosed to prevent any possible tampering by others.

1.03

The Contractor shall provide documentation in the form of a transportation and disposal manifest and disposal bonding insurance to the Designer/Consultant with the request for final payment. All asbestos-containing waste generated must be accounted for by these records and copies of all such records shall be delivered to ACS, Designer/Consultant and the North Carolina Health Hazards Control Unit (HHCU). Manifest forms are available from the HHCU. Only HHCU forms will be acceptable.

1.04

All asbestos-containing waste shall be initially bagged in opaque bags. The bags shall be double-bagged with clear bags and the wrapped items shall be double-wrapped with clear 6mil poly waste bags. Any grid work, black iron, lights etc. shall be initially wrapped in 6-mil black ploy.

1.05

The exterior of all contaminated waste disposal bags and poly-wrapped materials shall be washed before going through the Waste Loadout in order to avoid the release of “dried” asbestos-containing debris outside the containment.

1.06

The moveable containers maybe required to move bags/containers from the loadout area to covered trucks. No rental vehicles shall be used for the transport of asbestos waste unless a letter of notification has been sent to the rental agency and an authorization letter has been received by the Contractor and submitted to the Designer/Consultant.

1.07

All floor tile waste must be put in burlap bags or in cardboard boxes and then double bag as per Article 1.04

TRANSPORTATION TO THE LANDFILL: 3.01

Once containers or bags (poly or burlap) or wrapped components (two individual layers of 6mil poly) have been removed from the Work Area, they shall be loaded into an enclosed truck for transport to the landfill.

3.02

The enclosed cargo area of the truck shall be free of debris and lined with 6-mil poly to prevent contaminated materials from leaking or spilling into the cargo area. Floor poly shall be installed first and extend up the sidewalls. Wall sheeting shall be overlapped and taped into place.

3.03

Containers shall be placed on level surfaces in the cargo area and packed tightly together to prevent shifting and tipping. Large components shall be secured to prevent shifting and bags placed on top. Do no throw containers into truck cargo area.

3.04

Workers loading asbestos-containing waste shall be protected by disposable clothing including head, body and foot protection and, at a minimum, half-face, air-purifying, dual cartridge respirators equipped with HEPA filters.

3.05

Any debris or residue observed on containers or surfaces outside of the Work Area resulting from cleanup or disposal activities shall be immediately cleaned up using HEPA filtered vacuum equipment and/or wet cleaning methods, as appropriate.

3.06

If a rental vehicle/truck is used for transportation of ACM, then the Contractor must notify the rental agency, in writing, that the rental equipment will be used in the transportation of hazardous waste such as asbestos.

DISPOSAL AT THE LANDFILL: 3.07

Upon reaching the landfill, trucks are to approach the dump location as closely as possible for unloading of the asbestos-containing waste.

3.08

Bags, drums and components shall be inspected as they are off-loaded at the disposal site. Damaged containers shall be very carefully taped shut and re-packed into drums or bags, as applicable.

3.09

Waste containers shall be placed on the ground at the disposal site, not pushed or thrown out of trucks (weight of wet material could rupture containers).

3.10

Personnel off-loading containers at the disposal site shall wear protective equipment consisting of disposable head, body and foot protection and, at a minimum, half-face, airpurifying, dual cartridge respirators equipped with HEPA filters.

GENERAL

1.01

Prepare jobsite(s) per applicable articles for specified removal contained herein. Refer to Section 02100, entitled: "Site Preparations".

1.02

Submit the Material Safety Data Sheets (MSDS), or equivalent, in accordance with OSHA Hazard Communication Standard (29 CFR 1910.1200) for each surfactant and encapsulating material proposed for use on the Work. Include a separate attachment for each sheet indicating the specific worker protective equipment proposed for use with the material indicated.

1.03

Prior to asbestos abatement, the Contractor's equipment, Work Area preparations and Decontamination Unit(s) shall be inspected and approved by the Designer/Consultant or his representative.

Precleaning and preparation requirements are noted in Section 02100. The Contractor shall install a layer of 6-mil drop poly on the ground along the perimeter of each building adjacent to the planned abatement area to catch any falling debris during the Work. The Contractor shall install barrier warning tape and signs along the perimeter of the planned regulated Work Area to identify the hazard. The asbestos-containing caulking shall be sprayed with water containing an appropriate wetting agent (amended water) to enhance penetration. The wetting agent used shall be in accordance with Section 01632 and applicable for the material being removed. A fine spray/mist of the amended water shall be applied, using spray equipment capable of providing a "fine spray mist" application, to reduce fiber release before and during removal of the material. The material should be sufficiently saturated,

without causing excess dripping, to prevent emission of airborne asbestos fibers during disturbance and to comply with OSHA and NESHAP requirements. Spray the caulking repeatedly during work to maintain wet condition and to minimize asbestos fiber dispersion and emissions. Remove the caulking material by using a scraper and utility knifes. Do not allow material to dry. Simultaneously place the material while still wet into waste disposal bags. Removed material should be containerized before moving to a new location. Surrounding areas shall be periodically sprayed with water and maintained in a wet condition until gross material is removed. If building components coated with the asbestos-containing caulking are scheduled for demolition, then the Contractor will be required to remove each in its entirety. The building component shall be wrapped with multiple layers of independently sealed 6-mil poly. The Contractor shall attach identification labels prior to transport to properly identify the content and the generator of the waste. If the Contractor elects to recycle metal components, then each will required thorough cleaning and inspection by the Air Monitor prior to be considered to recycle.

3.03

Removal shall be performed by two-man teams. There shall be a separate water source for each asbestos team in the Work Area. Waste disposals shall be performed as specified in Section 02084, entitled “Disposal of Asbestos-Containing Waste Material(s)”.

3.04

All poly, tape, cleaning material, clothing, and any other disposable material or items used in the Work Area shall be packed into sealable waste bags (6-mil minimum). Each waste bag shall be gooseneck sealed suitable for transport to the landfill.

3.05

All waste material shall be double-bagged and the outsider bag shall be clean. Each waste bag shall be labeled as per OSHA, NESHAP, DOT, State and local regulations. All waste may be inspected by the Designer or Air Monitor prior to disposal.

3.06

All excess water (except shower water) shall be either combined with removed material or other absorptive material and properly disposed of as per Section 02084, or filtered, using a 5-micron filter and disposed in the sanitary sewage system. The Abatement Contractor will not be permitted to place contaminated water in storm drains, onto lawns, or into ditches, creeks, streams or rivers adjacent to the jobsite.

3.07

After final clean up procedures have been completed as outlined in Section 01712, entitled "Cleaning and Decontamination Procedures", porous substrata which can be assumed to have some degree of non-visible contamination from prior exposure shall receive a thin coat of a satisfactory encapsulating agent to seal in non-visible residue.

3.08

Final cleanup shall be in accordance with Section 01712.

GENERAL

1.01

The Contractor shall take complete charge of the Work under this Contract and coordinate the Work with the General Contractor and the Designer/Consultant.

1.02

The Contractor shall have access to a phone or cellphone at the jobsite.

1.03

Post Caution Signs meeting the Specifications of OSHA 29 CFR 1926.1101(k)(1)(ii) at any location and approaches to a location where airborne concentrations of asbestos may exceed ambient background levels. Signs shall be posted at a distance sufficiently far enough away from the Work Area to permit an employee to read the sign and take the necessary protective measures to avoid exposure. Additional signs may need to be posted following construction of workplace enclosure barriers.

1.04

Shutdown and lockout electric power to all Work Areas scheduled for abatement activities. Insure safe installation (including ground faulting) of temporary power sources and equipment by compliance with all applicable electrical code requirements and OSHA requirements for temporary electrical systems. Electrical connections are the responsibility of the Contractor. All costs for electric power shall be paid for by ACS. The Contractor shall establish minimum lighting requirements as follows: A.

Ten (10) foot-candles in the general Work Area.

B.

Thirty (30) foot-candles on working surfaces where removal and/or detailing are taking place.

1.05

Shutdown and lockout all heating, ventilation and air conditioning (HVAC) system components that are in, supply or pass through the Work Area.

1.06

Clean the proposed Work Area(s) using HEPA vacuums and wet cleaning methods as appropriate to facilitate good tape adhesion. Do not use methods that raise dust, such as dry sweeping or vacuuming with equipment not equipped with HEPA filters.

1.07

The Owner will be responsible for removing all movable items inside the designated Work Area prior to the commencement of the abatement activities. The Contractor shall coordinate with the General Contractor the salvage value of any remaining movable items. If requested,

the Contractor shall clean all remaining movable objects within the Work Area using a HEPA filtered vacuum and/or wet cleaning methods, as appropriate. 1.08

Preclean all fixed, immovable objects in the Work Area using HEPA-equipped vacuums and/or wet cleaning techniques, as appropriate. Loose soil visibly contaminated by asbestoscontaining TSI shall be removed and disposed of as asbestos-containing waste. Walls in the Boiler room contaminated by asbestos-containing TSI will require cleaning and/or power washing prior to installing critical barriers. Drains located in the Boiler Room will require cleaning and protection during the Work. After precleaning, enclose fixed objects in 6-mil poly and seal securely with tape.

1.09

Seal off openings and penetrations between the Work Area and uncontaminated areas after completing pre-cleaning with 6-mil poly and tape.

1.10

Whenever gross removal techniques are being used, the Contractor shall clean, protect and seal all protruding fixed objects and flush fixed objects with at least one layer of 6-mil poly.

1.11

A designated location for water shall be identified at the site by ACS for the Contractor's use. The Contractor shall supply hoses and fittings, as required, to make proper connections to the water supply.

1.12

Contaminated water shall be filtered through a series of filters containing progressively smaller pore sizes to avoid rapid clogging of the filtration system. Final filter shall have at least a 5-micron particle size collection capability.

1.13

Cover walls in the Boiler Room with 6-mil poly after pre-cleaning.

1.14

Wall sheeting shall be secured adequately to prevent falling during the Work.

1.15

Spray poly may be utilized in conjunction with polyethylene sheeting at the discretion of the Contractor and approval of the Designer/Consultant.

1.16

Water that passes through the filtration system shall be drained directly into clean containers in a manner that will avoid further contamination, and transferred outside of the Work Area through the Waste Loadout and disposed of as clean water. Debris collected from filtration shall be disposed of as contaminated-waste material. Filters shall be changed at least daily or more often, if required.

1.17

The Contractor shall maintain negative pressure of -0.02" WG inside each negative pressure enclosure including the crawlspaces during the Work. The Supervisor shall document negative pressure readings daily in the logbook. The calibration of the instrument shall be made with the Air Monitor supervising the activity. There shall be a continuous read-out negative pressure monitor outside the Work Area. The Supervisor or outside man shall record the negative pressure reading every two (2) hours during the shift.

Critical barriers to the outside shall be built using permanent 3/8-inch plywood with a minimum of one-layer of 6-mil poly on each side of the barrier wall. Exterior layers of poly shall be 6-mil thick. The Contractor shall have a barricade of 10-foot around the Work Area(s) and his equipment wherever required.

1.19

Critical barriers to exterior openings shall be “hard” barriers, typically constructed of plywood covered with multiple layers of poly sheeting and the appropriate warning signs. Installation of these barriers should be coordinated with the Designer/Consultant and construction shall be adequate to service the requirements for both the abatement and construction phases of the work.

1.19

Doors of the building and “hard” construction barriers shall be locked daily at the end of each workshift.

GENERAL PREPARATION REQUIREMENTS: 3.01

Windows and doors must be sealed with duct tape and separately sealed with one layer of 6mil poly. This layer shall be independent from any installed wall or floor poly.

3.02

HVAC openings must be sealed with a minimum of one-layer of 6-mil poly unless the HVAC equipment will be disposed of as asbestos-contaminated waste. The Contractor shall cover openings with poly, duct tape, etc. adequate to properly seal it from potential contamination during the Work.

3.03

Penetrations into the Work Area must be sealed with a minimum of two-layers of 6-mil poly. These barriers will be smoke tested by the Contractor with the Designer/Consultant or Air Monitor present to observe the operation before the start of Work.

3.04

Any objects (fixed and movable) remaining in the Work Area, such as file cabinets, desks, open cabinets, countertops, etc. shall be precleaned and sealed with a minimum of one-layer of 6-mil poly.

SPECIFIC PREPARATION REQUIREMENTS: 3.05

These requirements are generally for the removal of a single asbestos component. Where multiple components are being removed, the more stringent requirement shall supersede. Any additional instructions for specific projects will be located in Section 01010.

A. Sheet Vinyl Floor Covering, Floor Tile and Associated Mastic: 1.

For sheet vinyl flooring, floor tile and associated mastic removal, one-layer of 6mil polyethylene sheeting, 4-foot to 6-foot in height on the walls (as splashguard) is required to protect the walls during removal activities conducted using a heat machine and non-friable removal. For friable removal, one layer of poly is required on the entire wall.

For crawlspace removal, a layer 6-mil poly must be installed to protect underlying soil. Poly sheeting shall extend up to 3-foot on either side of the planned Work Area in order to catch any fallen debris or water. Visible, delaminated TSI shall be adequately removed and the area must be cleaned prior to installing the drop poly sheeting. Loose soil contaminated by fallen debris shall be removed and properly disposed of as asbestos-contaminated waste materials. The Air Monitor and/or the Designer/Consultant may obtain bulk soil samples to determine the thoroughness of the cleaning efforts. The Contractor will be responsible for adequately cleaning any areas of containment from crawlspace areas.

2.

Additional opening into each crawlspace may be required to provide reasonable access to all areas of each crawlspace. Coordinate the installation of additional accesses through the General Contractor, especially if these required the removal of wood flooring or perimeter brick veneer walls.

3.

Coordinate the excavation of soil covering steam tunnels through the General Contractor.

Exterior Caulking Removal: 1.

Scaffolding or man-lifts may be required to adequately access the exterior caulking identified along the perimeter of each building scheduled for removal. Coordinate this work with the General Contractor in order that the building may remain protected throughout the work.

A drop-layer of 6-mil poly will be required below each window. The poly shall extend approximately 6-feet, at a minimum, from the building to catch any fallen debris. The work area shall also be isolated with the appropriate barrier warning tape and signage to properly identify the hazard. Spanish and English warning signs are required to be posted, at a minimum.

Brown Bulletin/Tack Board Adhesive Removal (Building C):

1.

Generally, asbestos-containing brown glue adhesive shall be removed in an intact state (nonfriable). A drop-layer of 6-mil floor poly shall be used below the abatement area to minimize contamination. Negative air pressurizing machine(s) shall be utilized in each room to minimize airborne duct during the Work.

Handtools should be used to adequately remove the ceiling tile glue from gypsum ceiling in which it is applied. The Contractor will not be permitted to remove the gypsum ceilings during removal. Roofing Material and Sealant Removal: 1.

Scaffolding or man-lifts may be required to adequately access the roofing material and sealant. Coordinate this work with the General Contractor in order that the building may remain protected throughout the work.

A drop-layer of 6-mil poly will be required along the perimeter of each roof to catch fallen debris. The poly shall extend approximately 6-feet, at a minimum, from the building. The work area shall also be isolated with the appropriate barrier warning tape and signage to properly identify the hazard. Spanish and English warning signs are required to be posted, at a minimum.
