Organising Authority The Organising Authority is Geographe Bay Yacht Club Inc. on behalf of the Western Australian Laser Association Inc. The Championships are conducted on behalf of the Australian Laser Class Association under the Authority of Yachting Western Australia

2. 2.1

Rules All races will be governed by the rules as defined in the Racing Rules of Sailing 2013-2016 (RRS) of the International Sailing Federation (ISAF), the prescriptions and special regulations of Yachting Australia, the class rules of the International Laser Class Association, and the Notice of Race, except as any of these are changed by the Sailing Instructions. 2.2 All boats shall comply with Yachting Australia Special Regulations Part 2 for off the Beach boats. 2.2.1 Sails shall have the full sail number in accordance with the ILCA Class rules and RRS and the same number shall be displayed on the hull, with boat name and Club in accordance with Special Regulation 4.0 - Hull Identification. 2.2.2 Competitors shall ensure that personal flotation devices comply with the standards listed in Special Regulation 5.01 – Personal Flotation Devices, and that such devices are worn at all times while afloat. Equipment may be checked during measurement.

Advertising Advertising is permitted in accordance with ISAF regulation 20. Boats may be required to display advertising supplied by the Organising Authority

4. 4.1

Eligibility and Entry All boats of the Laser Standard, Laser Radial or Laser 4.7 Classes are eligible to enter the Championship. A competitor shall be a member of a club affiliated with a State or National Yachting Authority and be a current member of the International Laser Class Association. Eligibility for Junior or Youth Divisions shall be determined by the competitors age on or before 31 December 2016. Eligibility for M asters Divisions shall be determined by a competitor’s age on the day before the first scheduled race of the regatta. Eligible boats may enter by completing the Entry Form attached. Entries must be accompanied by the required fee. Payments are to be made as indicated on the Entry Form. All boats shall complete registration with the Organising Authority at the times specified in Clause 11.2. All boats must have a serviceable beach trolley and are required to share during the Regatta. The organising Authority will not refund entry or late fees in any circumstances after the entry closing date. Entries will not be valid until applicable payment has been received by the Organising Authority.

Entry Fees and Closing Date The regatta entry fee is $100.00 for all competitors. Includes free sausage sizzle on Saturday 5th March and a ticket to a Buffet Dinner (except late entries) on Sunday 6th March 2016. Competitors who require a Regatta shirt before the event must submit their entry by Friday 22nd January,2016 by email as indicated on the Entry Form. Entries received by WALA after 1700hrs 19th February 2016 will be deemed late entries. Late entries may be accepted at the discretion of the Organising Authority with an additional payment of $50. At the discretion of the Organising Authority, late entries may be accepted in person at the Regatta Office before 1100 hrs Saturday 5th March 2016. Page | 2

Measurement Registration will take place at G.B.Y.C at the time(s) specified below in the Regatta Schedule clause 11.2. Competitors shall use only one hull, sail, mast (upper and lower section), boom, centreboard and rudder. The competitor shall be responsible for ensuring that their boat and equipment comply with the Laser Class rules. The new radial cut standard “mark 2” sail will be allowed for this event. The Regatta Measurer, or such person as he or she delegates, may conduct random measurement checks on boats and competitors before, during and after the regatta Women competitors shall carry a red rhombus above the top batten pocket on both sides of their sails as per ILCA Class Rules Part 2, clause 4 (g).

Sailing Instructions The Sailing Instructions will be available on 5th March 2016 from 0900hrs at the Registration Desk located at G.B.Y.C.. The SI’s may be available earlier from the WALA website.

Regatta Site The Regatta Site will be the Geographe Bay Yacht Club Inc, King Street, Busselton. The Regatta notice board is located on the veranda.

Racing Area The racing area will be on the waters of Geographe Bay, Busselton - refer Appendix.2.

Courses Courses to be sailed will be trapezoidal and/or windward leeward as described in the Sailing Instructions.

11. 11.1

Regatta Schedule Two races are planned for Saturday, two on Sunday, and two on Monday. Additional races may be sailed on any day provided that no fleet becomes more than one race ahead of schedule. The Race Committee may elect to change the start time of the following day’s racing based on weather forecasts or other considerations. A notice advising of any change will be posted no later than 1800 hrs on the preceding race day .

Scoring The Low Point Scoring System (RRS Appendix A) will apply. Six races are scheduled over the regatta period with 4 races to be completed to constitute a series. 12.3 When 5 races or less have been completed, a boat’s series score will be the total of her race scores. 12.4 When 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 12.5 All fleet and division prizes will be calculated on overall results.

13. 13.1

Coach Registration & Team/Coach/Support Boats Team leaders, coaches, and other support personnel shall not be in the racing area, which is defined as within 100 metres of a competitor or a mark of the course. This will apply from the time of the preparatory signal of the first fleet to start until all boats have finished the race, or the Race Committee signals a postponement, general recall or abandonment, except in the case of an emergency when asked to assist by the Race Officer. The penalty for failing to comply with this requirement may be disqualification of all boats associated with the support personnel who infringe. 13.2 All coach/support boats shall register at the Regatta registration desk at the time and date shown on the Regatta Schedule clause 11.2 indicating skipper details and the names and sail numbers of the sailors they are supporting. 13.3 Each coach/support boat is required to carry a VHF radio capable of transmitting and receiving all international ship to ship channels, and shall maintain a listening watch on the race management channel. 14.

Radio Communications A competitor shall neither make nor receive radio transmissions, including mobile phone calls, while racing.

Berthing All boats shall be kept in the allocated rigging areas and road trailers must not be parked in these areas. Road trailers can be stored overnight in the fenced hardstand area and behind the rescue boat shed. Refer Club site plan for further information at Appendix 1.

16. Prizes 16.1 Prizes, Cubes and Perpetual Trophies shall be awarded in accordance with ILCA guidelines and WALA policy for all Laser classes and Class Divisions with sufficient entrants, including the following events: 2016 Western Australian Laser Championship

2016 Western Australian Laser Radial Championship 2016 Western Australian Laser 4.7 Championship 2016 Western Australian Laser Women’s Championship 2016 Western Australian Laser Junior, Youth, Masters Championships 16.2 Only a Western Australian resident shall be eligible for a Laser Class perpetual trophy. They shall satisfy the Organising Authority of their long term residency of at least one year. 17. 17.1

Risk and Responsibility Sailing and activities associated with it involve risks of personal injury, loss and damage and even death. The risks include but are not limited to the risk of injury from collision, capsizing, falling overboard, being trapped under the sail or boat after capsize and impact with equipment. Any of these events can also result in death.

The risks involved in this activity are heightened by: Adverse weather conditions Inadequate training Fatigue Inexperience Failure to maintain the boat Failure to supply and use the recommended safety equipment Failure to observe the RRS or the Sailing Instructions. This warning is given as a risk warning pursuant to Section 5(I) of the Civil Liability Act 2002 (as amended). Having given this risk warning, Competitors take part in the event entirely at their own risk. None of the Organising Authority, Geographe Bay Yacht Club Inc or Western Australian Laser Association Inc. will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Championship. 17.2 Attention is drawn to RRS Fundamental Rule 4, which states: “A boat is solely responsible for deciding whether or not to start or to continue racing”. 18.

Insurance It is the competitor’s responsibility to have current Third Party Liability and Public Liability Insurance of not less than AUS$10,000,000 valid for the period of the Regatta. The competitor’s signature on the Entry Form confirms the boat has such cover. Evidence of currency of insurance shall be produced if requested by the Race Committee.

Rights to Use Name and Likeness In participating in the regatta, a competitor automatically grants the Organising Authority and the sponsors of the regatta, the right in perpetuity to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for said regatta in which the competitor participates and in all material related to the said regatta without compensation.

Changes to Notice Of Race Any changes to the Notice of Race will be published on the WALA website www.laserwa.asn.au no later than the 6th February, 2016.

Car parking and trailer storage The drop off area for boats is at a premium so unload your boat and dolly and take to designated rigging areas, remove your road trailer and store in the designated areas and park your car away from this area in designated car parking only areas - refer Appendix 1. If you can store your road trailer away from the Club that will minimise congestion.

23.

Security The Geographe Bay Yacht Club has arranged for a security company to locate a static guard at the Club overnight on Saturday and Sunday. Notwithstanding, the Club and WALA are not responsible for the security of vehicles, boats or personal items and accept no liability for damage or theft of personal property whilst on Club premises prior to, during or after the Championship.
