New York City College of Technology College Statement and Statistics President Russell K. Hotzler New York City College of Technology defines its educational mission broadly, to encompass the diversified pre-professional, professional, technical, liberal arts, science, and specialized transfer programs that respond to the dynamic economic needs of the City and the metropolitan region. In its unique position as the senior college of technology within The City University of New York, the College offers both associate and baccalaureate degree programs that provide over 12,000 degree students with highly relevant technical and professional programs and over 14,000 continuing education students with an array of educational opportunities. The College’s graduates pursue careers in the architectural and engineering technologies, the computer technologies, entertainment and health professions, human services, advertising and publishing, hospitality, business, and law-related professions. The College also offers programs in career and technology teacher education and the liberal arts and sciences, while the College’s Business and Industry Training Center provides educational and technical assistance to corporations, unions, and nonprofit and public agencies whose employees need their skills upgraded to remain competitive. New York City College of Technology provides an education that creatively merges the theoretical and the practical, providing a quality education that draws on the strengths of the urban environment, excellence in teaching, specialized laboratories and facilities. It offers full access to higher education for all who seek fulfillment of personal, career and economic goals, and it is dedicated to the ideals of providing equal opportunity and of developing multi-cultural awareness and sensitivity. The College occupies 9 buildings centered in downtown Brooklyn (including leased space in 2 buildings) for a total of approximately 596,000 NASF in owned facilities and 72,000 NASF in leased facilities. A proposed public-private partnership with Forest City Ratner Companies to construct a mixed-use condominium building on the site of the College’s Klitgord Center would provide the College with approximately 340,000 GSF of new academic facilities, including classrooms, laboratories, offices, a physical education facility and a theater. A Master Plan Amendment for New York City College of Technology was adopted in 2000. This capital budget request is based on the recommendations of that plan.

Five Year Capital Request Project Descriptions (B) Academic Bldg I This project will address the College's acute space deficit, as identified in its 2000 Master Plan Amendment. The Master Plan recommended constructing a new building on the site of the existing Klitgord Building in order to maximize the site's capacity. The new, 340,000 GSF Academic Building I will be a mixed-used facility with classrooms, computer labs, science labs, a 1,200 seat auditorium, physical education facilities, administrative offices, student services, and a dental hygiene clinic. Public/private partnership opportunities are being pursued in an effort to leverage real estate resources to support this project: an estimated $55.4 million in private funding from sale of air rights, interest on the air rights sale, and credits for sales and real estate taxes will offset bonded funds received from the State. (B) Voorhees Facade This project will replace the entire facade of the Voorhees Building, which houses the College's Architecture and Engineering Programs. The current building facade is composed of a brick skin with masonry back-up; in recent years this brick, which was installed in the 1970s as part of the building's conversion to an educational facility, has begun to separate from the masonry. Large sections of brick have become dislodged from the façade, making it necessary to install sidewalk bridges. The new façade will also provide the facility with an updated aesthetic appearance. Window washing equipment will be anchored on the rooftop. As part of this project, the adjoining entrance structure to the Voorhees Building will be renovated as well.

(B) NYCCT Infrastructure Upgrades This project will provide the College with a new central plant for Namm Hall as well as new and updated distribution equipment to the G, Voorhees and Pearl Buildings. Currently, the Supreme Court Building across the street supplies the College with steam, making the college vulnerable to any shutdowns or emergencies that the Court may experience. The College's existing chillers and PAC units date to the initial construction of the building and will soon reach a non-repairable state and also must be replaced. New York City Power Authority is contributing $24 million toward the project as a result of anticipated long-term energy savings.

(B) Namm Elevator Replacement The elevators in Namm Hall are the busiest on campus but are old, slow, and break down often, resulting in long queues of students, staff, and faculty during frequent maintenance periods. New elevators are needed to move the high volumes of vertical traffic more efficiently. This project will install seven new elevator cabs, new controllers, new dispatchers, and all new hoisting motors, generators and equipment.

(B) Bathroom ADA Upgrades This project will create ADA compliant bathrooms as well as add to the number of stalls/fixtures to existing bathrooms in Namm Hall to accommodate increased enrollments over the last several years. ADA-compliant stalls, mirrors, sinks, and hand dryers will be furnished. The project will also provide new ventilation for the bathrooms, which is currently non-existent. Approximately fifty-one bathrooms will be renovated.

(R) Student Activity Center The College's current Student Activities Center is being converted into swing space for current construction projects. As a result, there is a need to create more spaces to accommodate training programs, performances, and recreational activities. This project will convert an existing open space within Namm Hall into multi-purpose space. The space will be outfitted with folding doors for maximum flexibility and be designed to encourage interaction among students and between faculty/staff members and students.

This project will make necessary modifications to the interior areas within Voorhees Hall to provide the students with new areas to lounge, study, socialize, and eat. Lack of quality public space has long been identified as in need of improvement on campus. These modifications will include: removing walls to open up areas; installing suspended ceilings; making necessary modifications to HVAC systems; installing new lighting and electrical supply where necessary; replacing old flooring with new VCT or carpet tiling; and purchasing new furniture. This project will renovate exterior areas on campus in order to create areas of congregation for the College community. This will include upgrades to public walkways and sidewalks along Jay and Tillary Streets, installation of planters and associated landscaping in these areas and at the Namm Hall Atrium entrance, installation of new high quality exterior furniture such as benches and tables, and installation of new lighting and finishes to exterior walls.

This project will upgrade and reconfigure the 1,200 NASF Jay Street entrance of Namm Hall in order to provide the college community with a more welcoming, attractive, and secure entrance. This will include modifications to HVAC systems for better climate control; modifications to meet ADA-compliance; implementation of security upgrades including new security stalls/turnstiles, officer booth and cameras; new lighting; and new signage. An improved Namm Hall entrance will also serve as a more appropriate gateway to the future new Academic Building across the street.

The project will install interior and exterior signage campus-wide. The signage will provide direction for students, faculty, staff, and visitors to classrooms, offices, student support and administrative areas throughout the campus. The project will also make the campus wayfinding systems ADA compliant.

The project will reconfigure inefficiently laid-out classrooms located throughout the Namm and Voorhees buildings by creating larger classrooms and labs as well as converting circulation space into usable classroom or lab space. This will involve demolition of existing cinder block and sheet rock walls, replacing walls with soundproof new walls, redirecting vents and adding new vents to the areas, and providing new light fixtures and flooring. Existing damaged and dilapidated furniture and equipment will be upgraded and replaced and classrooms and labs will be equipped with the latest "smart" technology for instruction.
