FOREWORD The maintenance of up-to-date technical manuals (TM’s) aboard ship is essential to the operational readiness of ship systems and equipment. Commanders should ensure that ships personnel understand the vital role TM’s play in the operation and maintenance of equipment. To this end, a shipboard technical library or work center coordinator should be established and a responsible person assigned to maintain TM’s. If a technical library is established, place two copies of this User’s Guide in the library and distribute remaining copies to the work center TM coordinators. This ″Guide for User Maintenance of NAVSEA Technical Manuals,″ called the ″User’s Guide″ for short, will be an integral part of that technical library. The guide will show the TM user how to identify, obtain, and maintain Naval Sea Systems Command (NAVSEA) and Naval Space and Warfare Command (SPAWAR) TM’s. It will also show how to report TM errors. S0005-AA-GYD-030 CHAPTER 1 INTRODUCTION 1.1

GUIDE PURPOSE

The purpose of this guide is to show you how to identify, obtain, and maintain NAVSEA and SPARWAR TM’s. It will also show you how to report TM errors. Basically, this guide will show you how to: use the Index of Technical Publications (ITP) to assist you in the determination of what publications are needed cross reference ITP Publication Number to a TM Stock Number in NAVSUP 2002, which is the Navy Stock List of Publications and Forms order the TM by entering the TM Stock Number and other information onto DD Form 1348 maintain TM’s and report errors when you find in them 1.2

PURPOSE OF TM’s

A TM is intended to give an accurate description of equipment and provide instructions on how to operate it. The TM normally includes scheduled maintenance, troubleshooting instructions, corrective maintenance, parts lists with reference designators, and diagrams.

The TM is one of the most valuable tools in your tool box. It is wiser than your mechanical instincts, more knowledgeable than your buddies, and it can help you do your job faster and more thoroughly than any other single tool. Even computer-assisted troubleshooting methods rely first on the TM to tell the user how to hook up the proper probes and how to interpret the results. If you have an accurate TM, you can fix just about anything on the ship. 1-1

HOW TO USE THIS GUIDE This guide is divided into five sections:

Section 1 is an introduction and contains a short glossary of commonly used terms. Section 2 describes the Index of Technical Publications (ITP) and its purpose. Section 3 shows you how to use the, Navy Stock List of Publications and Forms (NAVSUP 2002) and DD Form 1348, which is the form by which you order TM’s. Section 4 shows you how to report TM errors so that they can be corrected. Section 5 shows you how to maintain TM’s by incorporating the latest update information. The guide has a table of contents and a glossary to help you locate or understand information. The table of contents will give you locations of general subjects, such as ″How to Obtain TM’s.″ The glossary will provide you definitions of specific topics such as NAVSUP 2002, ACN, etc. It would be helpful to you to read this entire guide. However, the guide is arranged so you may read only that section or sections that apply to what you are trying to accomplish. For example, if you want to obtain the TM that applies to your equipment, you’ll need to read Section 2 and Section 3. If you already have your manual and want to bring it up-to-date, you need to read only Section 5. If you find an error in your TM, section 4 tells you how to report it. In all sections, the basic information you need is presented first; additional information covering exceptions or out of the ordinary situations is given last. 1-2

GLOSSARY

The following is an alphabetical list of the most important terms you’ll encounter in this guide. Use it as a handy reference list after you have read the remainder of the guide.

ACN

An Advance Change Notice (ACN), which is sent to TM users either as a Naval message, a letter, a NAVGRAM, or in an Engineering Information Bulletin (EIB), is a way to make an authorized change to a TM.

DD Form 1348 DD Form 1348 is the main requisition form for ordering NAVSEA and SPAWAR TM’s.

Equipment Designator An Equipment Designator is a numeric or alphanumeric designation that uniquely identifies a type of an equipment.

ITP

The Index of Technical Publications (ITP) is a computerized listing of equipment, related technical manuals, and general publications. The ITP will provide a list of TMs including changes required by a ship, TMs supporting a system or equipment, equipment or system supporting a TM, plus additional selected information about Tms.

Microfiche

Microfiche is a sheet of film containing rows of micro-images of pages of printed matter. Although microfiche contains a title that can be read without magnification, you need a microfiche viewer to read most of the material on microfiche.

NAVSUP 2002

NAVSUP 2002 is the Navy Stock List of Publications and Forms. It is published in microfiche form and lists NAVSEA and SPAWAR TM’s (among other TM’s) stocked at the Naval Publications and Forms Center (NAVPUBFORMCEN). You’ll find it in your ship’s technical library or Supply Support Division.

NAVPUBFORMCEN The Naval Publications and Forms Center (NAVPUBFORMCEN), Philadelphia, PA, is the central stocking point for NAVSEA and SPAWAR TM’s.

NSDSA

The Naval Sea Data Support Activity (NSDSA), Port Hueneme, CA, is the NAVSEASYSCOM central point of contact for resolving problems encountered by users of NAVSEASYSCOM’s TM’s. Contact NSDSA if you have a problem you can’t resolve by reading this guide.

OD number

An Ordnance Document (OD) number is a three-to five-digit number. If you need an OD, use NAVSUP 2002 to cross-reference the OD number to a Stock Number so you can order the manual. If you cannot find the OD number in NAVSUP 2002, contact NSDSA.

OP number

An Ordnance Pamphlet (OP) number is a number of four-digits or less used on some older TM’s. Use NAVSUP 2002 to cross-reference an OP number to a Stock Number so you can order the TM.

Permanent Change A Permanent Change is an authorized change to a TM. It is issued to add system or equipment configuration variations and new procedures and to change existing procedures. It also includes outstanding ACN’s. 1-5

Publication Number Not to be confused with a publication’s Stock Number, a Publication Number is a unique number assigned to an TM’s. Publication numbers may begin with the letters OP, OD, NA, E, T, S, or with digits. You can use NAVSUP 2002 to cross-reference a ITP Publication Number to a Stock Number so you can order the TM. In many instances, a TM Publication Number and Stock Number will be the same.

Revision

A revision is a complete reissue of a TM. It supersedes (replaces) all earlier issues and changes of that TM.

Stock Number

A publication’s Stock Number is the main number by which you order a TM from NAVPUBFORMCEN. You may also use a Technical Manual Identification Numbering System (TMINS) number, if the TM has one. You may see a publication’s Stock Number referred to as a National Stock Number, a NAVPUBFORMCEN assigned stock number, or a COG-01 stock number. They all refer to the same Stock Number. It is a 13-digit number listed in NAVSUP 2002.

TMDER

The Technical Manual Deficiency/Evaluation Report (TMDER) is the main form by which you report an error in a TM. Three copies of the TMDER form are located at the back of newer or revised TM’s, and are available from NAVPUBFORMCEN.

TMINS

The Technical Manual Identification Numbering System (TMINS) was established in 1977 as the numbering system to identify and group all TM’s relative to a given system or equipment. TMINS is the primary numbering system for all future TM’s.

PURPOSE OF ITP

The Index of Technical Publications (ITP) is the key to identifying the TM you need. It applies to NAVSEA/ SPAWAR TM’s for systems and equipments identified in Ship’s Configuration Logistics Support Information System (SCLSIS) data base as installed on your ship. The ITP is a list of publications that applies to your ship. 2.2

WHAT IS THE ITP

The ITP is produced from the Enhanced Ships Technical Publications System (E-STEPS), NAVSEA’s ADPbased TM management information system. E-STEPS is maintained by the Naval Sea Data Support Activity (NSDSA) of the Naval Ship Weapon Systems Engineering Station (NSWSES), Port Hueneme, CA. The introduction of your ITP will explain what the ITP is, its purpose and the overall structure.

Your ITP lists TM’s three ways: by Hierarchical Structure Code (HSC) Sequence, Publication Number Sequence, and Equipment Designator Sequence. The ITP lists the following: all TM’s required by a ship, TM’s that support a system or equipment, equipment or systems that are supported by a TM, plus selected information about TM’s. 2.2.1 Structure of the ITP 2-1

S0005-AA-GYD-030 Volume 1 - Is normally organized by Enhanced Ship Work Breakdown Structure (ESWBS) numbers as the first five characters of an HSC (Figure 2-1). If the HSC has further breakdown, the equipment is separated into the last characters of an HSC. Under each HSC, the equipments are listed in Repairable Identification code (RIC) sequence then in publication number sequence. General ship related manuals will have an HSC of 00001. (See the HSC first character, 0-9, meaning on Table 1.) Volume 2 - All publications that are deemed applicable to the ship are listed in publication number sequence. Under each publication, the supported equipment is listed in HSC/RIC sequence. Volume 3 - Contains equipment related, as well as general and ship related publications. It is organized as follows: Part 1 - General and Ship-Related TM’s, are listed in publication number sequence. Part 2 - Electronics Publications, listed in Joint Electronics Type Designator (JETD). Example AN/SPS-40B) Part 3 - Hull, Mechanical, and Electrical (HM&E) Publications are listed in RIC sequence. Part 4 - Ordnance Publications, listed in Mark and Mod sequence followed by system/equipment name. 5.RIC - Repairable Identification Code: A code assigned to uniquely identify a particular equipment. Usually an APL or AEL. It is the main equipment designator for all equipments in E-STEPS. 6.HSC Nomenclature - A functional description associated with HSC (5). 7.RIC Nomenclature: An abbreviated plain language description associated with a RIC. 8.Publication Title - The descriptive title as it appears on the cover or title page, excluding phrases such as ″Technical Manual.″ 9.EIN - Equipment Identification Number: Either JETD (for electronics equipment) or Code-Mark-Mod (for weapons). 10. Pub Date - The date printed on the cover or title page of the publication. 11. Type - A code which identifies the contents or function of a publication. (See the front matter of your ITP.) 12. Status: FI - Final Issue PI - Preliminary Issue 13. Crit - Criticality: If any equipment installed on the ship is deemed critical by the SCLSIS Process, the publication for that equipment is classified as critical. Y - Critical 14. Val - Validation Status: If the applicability of the publication to the specific Ship, HSC, and system/ equipment has been certified by the authorized agency, such as the planning yard, the publication is considered validated. S0005-AA-GYD-030 2.2.3 Looking up a TM To look up a TM in the ITP, you must know the name or the type of equipment on which you are working or the HSC. For example, if you are working on an AN/SPS-40B Radar Set which is electronic equipment, you would turn to Volume 3 part 2 which lists electronics in equipment sequence. Look up ″AN/SPS-40B″. Take Volume 3, part 2, which lists Electronic Equipment by Equipment Identification Number (EIN) in numerical order as Figure 2-2 shows. Find AN/SPS-40B under it is the Publication Number. Going to the center of the page, the RIC Nomenclature and publication title are indicated.

If you know the publication number and want to find the equipment name, you would use Volume 2. Volume 2 is listed in Publication Sequence. For example, Publication Number 0967-LP-441-9080 will indicate the Publication Title for the Radar Set AN/SPS-40B, C, and D as shown in Figure 2-3.

Figure 2-3 Example from Volume 2 of an ITP If you know the ESWBS number, you would select Volume 1 to locate your Publication Title and Number. ESWBS numbers are the first character of the HSC. For example, the number four represents Command and Surveillance. The AN/SPS-40 Radar Set ESWBS number is 45240 in Volume 1 Part 1 as shown in Figure 2-4.

Figure 2-4 Example from Volume 1 Part 1 of an ITP 2.2.4 13-Digit Numbers In Volumes 1, 2, and 3, the ITP lists 13-digit numbers, such as those shown in Figure 2-5 (i.e., 0963-LP-047-3011). These numbers are identical to the NAVSUP 2002 Stock Numbers you will learn about in Section 3. 2-8

Notice in Figure 2-5 that the ″Propulsion Gas Turbine″ TM has several numbers. This is because separate Publication Numbers have been assigned to separate changes to the TM. Not only changes, but separate volumes of the same TM will have their own unique Publication Numbers assigned. Be sure to note all applicable publication numbers when you look up a particular system or equipment.

Figure 2-5 Example from Volume 1 Part 1 of an ITP 2.2.5 Technical Manual Identification Numbering System (TMINS) The TMINS has been promulgated to implement a single numbering system for TM’s and related technical documents. A TMIN consists of two distinct parts separated by a slash as seen in construction of NAVSEA TMIN. The first part of the TMIN is the Publication Identifier (PI). The PI consists of 13 alphanumeric characters that form the essential root of the number. The PI is always used. The second part of the TMIN is the Suffix. The Suffix consists of a variable field of up to 17 characters, including the slash, that may be used to convey user-oriented information. A Suffix is always used for a classified TM or a separately bound, unclassified portion of a classified TM. A Suffix may provide such useful information as equipment designation, nomenclature, model, or hull number, whether used in a classified or unclassified manual’s TMIN.

MAINTENANCE OF ITP

In some instances, your ITP may list equipment and manuals that do not apply to the ship’s current configuration. That is probably because a configuration change has been made to your ship or to its equipment, and this information was not available at the time your ITP was published. Configuration changes should be reported in accordance with OPNAVINST 4790.4A. 2-15

INTRODUCTION To successfully order a TM, you must become familiar with:

NAVSUP Publication 2002, which lists the manuals stocked at the Naval Publications and Forms Center (NAVPUBFORMCEN) DD Form 1348, the MILSTRIP requisition by which you order a TM If you already have found a Publication Number and Title in the ITP, it is a good idea to double check it against NAVSUP 2002. 3.2

NAVSUP PUBLICATION 2002

3.2.1 Purpose of NAVSUP 2002 The purpose of NAVSUP 2002 is to allow you to look up the 13-digit Stock Number and Publication Title for the TM you are seeking. NAVSUP 2002 lists most of the TM’s you will ever need to order. It is much larger than your ITP, and is produced in microfiche to save paper, space, and printing costs. NAVSUP 2002 is issued quarterly: in February, May, August, and November. Each edition supersedes and replaces the previous edition in its entirety.

3.2.2 How to Use NAVSUP 2002 The introduction to NAVSUP 2002 gives instructions on how to use it. The following information includes and expands on those instructions. NAVSUP 2002 has three sections: Section 1-Forms, Section 2-Publications, and Section 3-NAVAIR Technical Directives. It is only Section 2-Publications that you have to deal with. Section 2 lists its publications three ways:

by Publication Number, listed alphanumerically by Publication Title/Nomenclature, listed alphanumerically by Stock Number, listed alphanumerically If you have one, you can get the others. Figure 3-1, Figure 3-2, and Figure 3-3 give examples of each. Notice in Figure 3-1 which is an example of how NAVSUP 2002 lists TM’s by Publication Number, that the Publication Numbers are all smaller than 13 digits. This is the section of NAVSUP 2002 where you convert the smaller Publication Numbers you have found in the ITP to 13-digit Stock Numbers.

Separate ″revisions″ and ″changes″ to a TM will also have their own unique Stock Numbers. This is important to remember because if you have the basic volume, order only those ″changes″ you need. 3-3

S0005-AA-GYD-030 Also keep in mind that, as with the ITP, you may occasionally have difficulty locating a particular TM in NAVSUP 2002. If you have a lot of difficulty, ask for assistance at the ship’s technical library, work center TM coordinator, ask the supply department representative, or contact the NSDSA. If the TMINS is known, no stock number will be required to order a TM. Your main difficulty in looking up a TM in NAVSUP 2002 will likely be when you are not certain of the title, especially if you are dealing with Hull, Mechanical, and Electrical (HM&E) TM’s. HM&E equipment suffers from a lack of standard nomenclature. For example, if you’re trying to look up the TM for a ″MOTORDRIVEN, FUEL OIL, LOW SUCTION, TRANSFER PUMP,″ you’d have to look in the Publication Title/ Nomenclature section of NAVSUP 2002 if not found by publication number first. Since you don’t know the exact name of the TM, you may have to look it up under the words ″MOTOR,″ ″PUMP,″ ″FUEL OIL,″ or whatever the originator of the TM decided to call it. So you may have to look up a TM in several locations before you locate it.

3.2.3 NAVSUP 2002 Column Headings lowing: Stock Number

3.3.1 Purpose of DD Form 1348 The MILSTRIP requisition form, DD Form 1348 (NAVSUP P437), is used to order TM’s. For those listed in NAVSUP 2002, the completed form should be sent to: Commanding Officer Naval Publications and Forms Center 5801 Tabor Avenue Philadelphia, PA 19120-5099 However, the use of the Defense Automatic Addressing System is strongly recommended by the Naval Publications and Forms Center (paragraph 3.3.3.. For TM’s not listed in NAVSUP 2002, see paragraph 3.7. 3-5

S0005-AA-GYD-030 3.3.2 How to Use DD Form 1348 Instructions for filling out DD Form 1348 are contained in the handbook, ″MILSTRIP/MILSTRAP DESK GUIDE.″ NAVSUP 409 detailed instructions are contained in NAVSUP 437. These documents should be located in the ship’s supply work center or ship’s technical library. The critical thing to remember about filling out DD Form 1348 is that you must have the correct 13-digit number. The 13-digit number may be a NAVSEA/SPAWAR publication number, or the NAVPUBFORMCEN stock number. The Publication Title has to be the same as that listed in NAVSUP 2002.

3.3.3 Methods of Sending DD Form 1348

a. AUTODIN/DAAS: The MILSTRIP requisition should be sent to NAVPUBFORMCEN via the Automatic Digital Network/Defense Automatic Addressing System (AUTODIN/DAAS). It is a fast, reliable method of ordering. Guidance on how to use AUTODIN/DAAS is contained in NAVSUP P485 and NAVSUP P437. b. Keypunch Cards: Another method of sending the MILSTRIP requisition to NAVPUBFORMCEN is by keypunch cards (DD Form 1348M). Sent by surface mail, this method prevents transcribing errors. c. Manual: You can always fill out the DD Form 1348 by hand. Type or print neatly and send only the original to NAVPUBFORMCEN. 3-6

Single-Page Ordering Saves Time

If you have accidentally damaged or are missing a single page or several pages of your TM, don’t order an entire new manual to replace those pages. Contact NSDSA and ask them to send you copies of the page(s) you need. It will save you time. Requisition Restrictions

Certain TM’s, such as those dealing with nuclear propulsion, have restricted distribution. Restrictions are reflected in column ″RR″ of NAVSUP 2002. To learn how to order manuals with restricted distribution, refer to the introduction of NAVSUP 2002. 3.7

Manuals Not Listed in NAVSUP 2002

If you cannot find a TM listed in NAVSUP 2002, it cannot be ordered from NAVPUBFORMCEN. Submit your requisition for such manuals to NSDSA on DD Form 1348. Priority requisitions (Issue Processing Group 1) require Naval message or NAVGRAM with justification of urgency. Include as much information about the TM as possible, such as Title, Publication Number, equipment application, equipment manufacturer’s name, etc. Also include your name and telephone number so NSDSA can contact you if they need more information. 3.8

Automatic Distribution Limitations

Publications requisitioned from NAVPUBFORMCEN or obtained through NSDSA do not place the requester on automatic distribution. Therefore, subsequent changes and revisions to such publications will not be automatically distributed to the requester. To be placed on automatic distribution for any NAVSEA TM, including NSTM chapters, you must submit a letter to the NSDSA that identifies the manual (by identification number, title, system/equipment applicability, etc.) and justify your need for automatic distribution. In your letter, include a point of contact and telephone number in case additional information is needed by the NSDSA. To request a change in TM quantity, for example, two to three or two to one, a letter must be submitted to NSDSA. S0005-AA-GYD-030 CHAPTER 4 REPORTING TM DEFICIENCIES 4.1

INTRODUCTION

Occasionally you will come upon a deficiency in a TM. It may be that a paragraph or a page is missing, that measurements or troubleshooting procedures are incorrect, or that the text or illustrations are barely legible. Whatever it is, it has to be corrected. The first thing you should do when you encounter a TM that does not do its job is check the ITP and NAVSUP 2002 to see if a more current TM is available. If there is not, report the TM to NSDSA so the deficiency can be corrected by the methods discussed in Chapter 5. There are three ways to report a TM deficiency:

a. Technical Manual Deficiency/ Evaluation Report (TMDER) b. Naval Message c. NAVGRAM 4.1.1 TMDER A NAVSEA TMDER is the easiest and preferred way to report a routine TM deficiency. Instructions for filling out a TMDER are shown in Figure 4-1. A TMDER is a preaddressed, prestamped form you can quickly fill out, fold, and mail. Three TMDER’s are bound into the back of newer manuals. Additional TMDER forms are available in your supply office or can be ordered from the NAVPUBFORMCEN. TM users will report urgent deficiencies by Naval Message Joint Message Form, DD Form 173) or by NAVGRAM to NSDSA. For TM documentation concerns, fill out the TMDER, attach a copy of the TM title page and marked-up pages (if available) to the report. 4-1

S0005-AA-GYD-030 4.1.2 Naval Message and NAVGRAM These methods of reporting a TM deficiency are reserved for emergencies, that is, in the event a TM deficiency could lead to harm to a person or serious damage to equipment, or adversely affect the ship’s mission. There is no set format for reporting by these methods, but you should include the information already listed for a TMDER form. Figure 4-2 gives examples of a Naval Message and a NAVGRAM. Some TM deficiencies require urgent action. 4.2

TMDER RESPONSES

NSDSA records and monitors all TM deficiency reports to ensure timely response. NSDSA will try to resolve non-technical TM deficiencies, but will forward reports requiring a technical review to the appropriate activity. The originator of a deficiency report can expect a response from either NSDSA or the appropriate technical activity within the following time frames: a. Urgent reports - 3 working days b. Routine reports - 90 calendar days The response normally will cite the corrective action to be taken and the appropriate scheduled time frames. 4-6

INCORPORATING APPLICABLE CHANGES

Maintaining your TM’s so that they are accurate and up-to-date is as important as maintaining any other valuable tool. If you’re faced with a piece of equipment that is down, a good TM can provide instructions on making repairs. When you are sent a change to one of your TM’s, make certain that the change applies before inserting any changes to the TM. For example, your equipment configuration may not be affected by a TM change that affects the same type of equipment, but a different configuration. Ensure the Field Change/ORDALT/SHIPALT etc., is installed prior to incorporating the change into the TM. Making an incorrect change to a TM is as bad as not making a correct change. If the change does apply, incorporate it immediately. Don’t wait until several separate changes have been issued. If you do not record an applicable change immediately, your TM is not valid, and you’re asking for trouble.

Any changes or update information you receive to NAVSEA TM’s will be in one of three forms: a. Advance Change Notice (ACN) 5-1

S0005-AA-GYD-030 b. Permanent Change C. Revision ACN’s, permanent changes, and revisions are prepared or procured by the NAVSEA cognizant technical activity. Some ACN’s, permanent changes, and revisions are prepared or procured by the NSDSA, in coordination with the cognizant technical activity. Contact the NSDSA for ACN number assignment.

5.1.1 Advance Change Notice (ACN) An ACN is issued when there is an urgent need to add, correct, or expand information in a TM to prevent personnel injury/death or equipment damage. The ACN is issued by the cognizant NAVSEA technical activity in response to a known need for immediate corrective action. An ACN may be issued as a Naval message, a letter, a NAVGRAM, or in an Engineering Information Bulletin (EIB). An example of a letter ACN is shown in Figure 5-1.

5.1.1.1 Preparation. ACN’s are prepared for temporary paragraph or whole-page insertion into the TM. The information to be inserted is prepared at the same level of detail as the material in the existing manual. The ACN will direct you to a specific chapter, section, part, page, paragraph, sentence, figure and/or table, as applicable. The ACN gives the exact information to be added, substituted, or taken out.

5.1.1.2 Maintenance Action.

When you get an ACN, do the following:

a. Determine whether or not the ACN applies to your TM. b. If applicable, enter the changes into your TM by following the directions in the ACN. c. Record the entry on the Record of Changes page, which is located in the front of the TM. (For a microfiche copy of the NSTM, record the receipt of each ACN on the microfiche envelope.)

S0005-AA-GYD-030 5.1.2 Permanent Change Permanent changes are issued to add system or equipment configuration variations and new procedures and to change existing procedures. They also are prepared to include outstanding ACN’s and correct other reported deficiencies. The NAVSEA cognizant technical activity having manual maintenance responsibility usually originates or procures permanent changes. 5.1.2.1 Identification of Changed Material. Changes to the text and tables, including new material and added pages, are indicated by a vertical line (″change bar″) or symbol. The change bar extends along the margin of the changed material. It is placed in the outer margin for double-column material and in the margin opposite the binding edge for single-column material. Change bars or symbols are also not used when a complete part, chapter, or section is replaced or added. The correction of an editorial error having no technical importance will also not be given a change symbol. A miniature pointing hand may be used on a line drawing to highlight an area containing a change. Changes to diagrams and schematics may be highlighted by a screened or shaded border around the affected area.

Added paragraphs are numbered by adding a decimal (e.g., 2.4.1) sequence to the preceding paragraph number. New illustrations (including index numbers) and tables are numbered by adding a decimal sequence to the preceding illustration or table number. New pages are numbered by adding a decimal sequence to the preceding page number. However, when material is added at the end of a section or chapter, the next consecutive number is used. New tables or illustrations that follow all existing tables or illustrations are given the next consecutive number. If a change drops a paragraph without substituting another, the resulting empty space is identified with a statement. A typical statement is ″Paragraph 4-2 deleted.″ An illustration, table, or page that is deleted and not replaced will also be identified with an appropriate statement. The statement indicating the deletion of an entire page might read: ″All data on page 2-4, including Figure 2-1 deleted.″ The statement is placed in the bottom margin of the preceding page or in the top margin of the following page. When the deleted page is the reverse side of a remaining page, the deletion statement is placed on the blank page. The Table of Contents, List of Illustrations, List of Tables, and Alphabetic Index will be changed to reflect all additions and deletions. 5.1.2.2 Change Marking and Numbering. Each permanent change to a TM is numbered or lettered in sequence. Each page having changed, added, or deleted material bears the change number or letter at the bottom of the page. 5-4

S0005-AA-GYD-030 For example, a page changed by the second change issued to a manual will be labeled ″CHANGE B.″ In older manuals, this change would be identified as ″CHANGE 2.″ The assignment of all permanent change and TM identification numbers is controlled by the NSDSA. Identification of permanent changes after issuance of each manual revision begins with letter A. 5.1.2.3 Maintenance Action.

When you get a Permanent Change, do the following:

a. Determine whether or not the change applies to the TM for your system/equipment configuration. b. Check the Permanent Change Package against the Change Instruction Sheet and the LOEP to be sure you have a complete set of change pages. c. Add replacement pages and new pages, and remove replaced pages in accordance with the instructions that come with the Permanent Change Package. d. Record the entry on the Record of Changes page, record the ACN number affected beside the entry, and draw a line through all superseded ACN’s. e. Destroy the removed pages in accordance with local disposal instructions. f. For a microfiche copy of the NSTM, destroy superseded microfiche sheets and replace with the new sheets. g. Insert the Change Instruction Sheet immediately following the title page. 5.1.3 Revision A revision is a second or later edition of a TM. A revision is issued whenever it is necessary to change the majority of pages in an existing manual. A revision may be required because of a hardware modification, or because of a deficiency that affects a large part of the manual, or from a change of system configuration wherein one volume or part of a multivolume or multipart set is revised.

A revision is a complete reissue of a TM. A revision may also be developed when an existing manual already has several permanent changes issued against it. 5-5

S0005-AA-GYD-030 5.1.3.1 Numbering of Revised Material. When a NAVSEA TM is revised, all change numbers (if any) are removed from the pages. The last change number and change date are removed from the title page and replaced by the revision date. In most revisions, all pages, paragraphs, illustrations, and tables are renumbered. If your original manual already has a TMIN, the revision number (e.g., ″FIRST REVISION″ or ″SECOND REVISION″) is placed below the manual number. If your original manual does not have a TMIN, a TMIN is assigned the revision and there will be no revision number shown below the manual number. 5.1.3.2 Maintenance Action.

When you get a revision, do the following:

a. Verify that the revised manual applies to your ship, system, or equipment configuration. b. Destroy any superseded edition in accordance with local disposal procedures. c. For a microfiche copy of the NSTM, destroy the superseded microfiche. 5.2

TECHNICAL LIBRARY

Hopefully, your ship already has a technical library where TM’s are stored, maintained, and made available to those who need them. Information on setting up a technical library is also available in the IMA Library Guide (S8800-00-GIP-000) available from NAVPUBFORMCEN. The library, or work center, is a place where TM’s can be updated and safeguarded. A technical library should be organized like an efficient work center or tool crib. The manuals should be kept clean, ready for use, and displayed so they can be easily identified. If an ACN, permanent change, or revision arrives aboard ship, the technical library, or work center coordinator, should handle the updating of the affected TM, or it should at least be made aware of what updating has been done. If an up-to-date ITP or NAVSUP 2002 is needed, the technical library, or supply division, should have it. It should also have TMDER forms, copies of DD Form 1348, the helpful books NSDSA has listed in this guide, and the current addresses and telephone numbers of the Navy activities that can assist the TM user. A technical library, or work center coordinator, should also have a control system so that these valuable TM tools are not misplaced. A signout sheet for TM’s would do the job. 5-6

S0005-AA-GYD-030 Personnel who manage the technical library, or function as work center coordinator, should be knowledgeable, responsible, and willing to help others. It is a job for personnel who understand the value of tools, the need to safeguard them, and the need to place them in the hands of the users who need them. Such management will play a vital role in maintaining the operational readiness of a ship. 5.3

SHIPBOARD NON-TACTICAL ADP PROGRAM (SNAP)

SNAP is a computerized system to reduce the administrative burden afloat, providing ADP to smaller ships, centralizing software development and maintenance, and replacing many manual operations. The TM applications of the SNAP system shall be reviewed with the SNAP coordinator on board your ship. 5.4

SECURITY OF CLASSIFIED TECHNICAL MANUALS

When using TM’s having a classification, they must be maintained in a manner that protects their security. For guidance concerning their safeguarding, storage, destruction, and handcarrying to and from ship, refer to OPNAVINST 5510.1G and/or your security officer for the proper procedures, REMEMBER: security of any classified material is the responsibility of every person.
