Status Note On Implementation Of National Aids Control Programme (NACP) in J&K State

N

ational AIDS Control Programme is implemented by J&K State AIDS Prevention and Control Society (JKSACS) since 1999 as per the National pattern mainly with the help of Health & Medical Education Deptt., and other Govt. Departments, Non Governmental Organisations, Community Based Organisations and Civil Society for checking the spread of HIV/AIDS. Project Director is the Chief Executive Officer on behalf of JKSACS, responsible for planning implementation supervision and monitoring of various components of National AIDS Control Programme in the State. HIV/AIDS Profile of J&K J&K State is a low prevalence state where the mean prevalence rate of HIV infection 0.01 %, as per various Sentinel Surveillance rounds conducted during last eight years. There are 3098 confirmed HIV positive cases in the State, 1394 full-blown AIDS cases have been registered out of which 226 Personal have died so far. 808 AIDS patients including 54 children are receiving free Anti-retroviral treatment (ART) in our Anti-Retroviral Treatment Centres functioning in the State. Being a low prevalence state, the mission of J&K State AIDS Prevention and Control Society is to disseminate HIV/AIDS awareness to every citizen of the State, especially in the age group of 15–49 years. All policy level decisions regarding implementation of various components of programme are taken by Governing Body, which is a high level committee represented by all concerned departments and headed by Chief Secretary of the State. After the Governing Body, there is an Executive Committee, under the chairmanship of Principal Secretary to Govt, H&ME Department which is also responsible for supervising the implementation of the programme. For ensuring coordination between various Govt. Departments, the Govt. has also constituted State AIDS Council vide Govt. order No. 454 – HME of 2006 dated 02.08.2006 under the Chairmanship of Hon'ble Chief Minister. The council facilitates streaming HIV/AIDS issues in all concerned departments and forge partnerships with Private Corporate sector and civil society for preventing HIV/AIDS effectively in the State. National AIDS Control Programme. The National AIDS Control Programme, Phase-III has been launched in June 2007 throughout the country. -: 107 :-

The goal of the National AIDS Control Programme is to reverse the epidemic in India over the next 5 years through integration, prevention & treatment programmes. This will be achieved through implementation of following components of the programme: For Implementing the above schemes as per National AIDS Control Programme approved action plan, JKSACS has nominated programme Heads for each division like IEC (Information, Education & Communication), Blood Safety (BS), ICTC (Integrated Counselling and Testing Centre), STD/RTI & ART. Prevent New Infections: Includes the coverage of core groups (Female Sex Workers, Men having Sex with Men, Target Groups, Intravenous Drug Users) and interventions among highly vulnerable population and mainstreaming of HIV- AIDS. This also involves scaling up of Integrated Counselling and Testing Centers, Sexually Transmitted Disease's and Blood Safety services. 1.1.

Targetted Intervention (IT) Projects – Status of Achievements: For Control of Disease among High Risk Groups (HRGs) like Sex workers, Truck Drivers, Intravenous Drug Users (IDU), Migrant Labours (ML), Tourists. Four new IIs, comprising of, two Trucker, one IDU and Migrant Labourer projects have been approved by Governing Body and will be implemented in the districts of Jammu & Srinagar shortly. 7 Targeted Intervention (TI) Projects are functioning through out the state as per following details:i.

In Srinagar one project for Intravenous Drug Users through Non-Governmental Organisations viz. FPA of India and one project for MSM (Men having sex with Men) through Non-Governmental Organisations – Peoples Social & Cultural Society are functional.

ii.

In Anantnag we have Targeted Intervention Project though Non-Governmental Organisations – Kashmir Research Institute of Educational and Solar Technology (KRIST) for Female Sex Workers (Female Sex Worker)

iii.

In Jammu two Targeted Intervention Project through Non-Governmental Organisations namely Himalaya Seva Sung and Shere-i-Sports Club for Female Sex Workers are presently functioning.

iv.

In Kathua one Targeted Intervention Project through Non-Governmental Organisation Regional Education Society for Female Sex Workers is also functioning.

v.

In Rajouri one Targeted Intervention Project through Non-Governmental Organisation – Society of Environmental Protection and Human Rights for Female Sex Workers is also being undertaken. -: 108 :-

Information, Education and Communication & Awareness: JKSACS has developed an innovative State specific Information Education and Communication strategy keeping in view cultural, traditional and regional ethos of the state. This strategy is being constantly revised for bringing more and more people under HIV/AIDS awareness coverage. Radio (Including Big FM 92.7), TV spots, Jingles, Cassette's, CD's have been developed in all regional languages like Urdu, Kashmiri, Dogri, Gojri, Pahari, etc. Intensive use of print, electronic, traditional and folk media has been made for generating HIV/AIDS awareness among vast majority of population across all regions of the State. Radio has been found by CNA Study as most useful media for disseminating HIV/AIDS awareness in rural areas. After detailed discussions with Prassar Bharti authorities a special discount of 50% was obtained for broadcasting wholesome HIV/AIDS Awareness messages at prime slots in various populars programmes, which has generated widespread awareness among rural masses. JKSACS is among few States publishing a yearly News letter, depicting activities undertaken for implementation of National AIDS Control Programme in the State.

Sexually Transmitted Infections /Reproductive Tract Infections Services.

v Effective prevention and control of Sexually Transmitted Dieseases (STD) is a well known

effective intervention/step to reverse the HIV epidemic. v Eighteen STD Clinics functioning in different districts of the State are being supported by

providing free drugs and consumables by JKSACS, as per the guidelines of NACO, Govt. Of India. v On the basis of monthly Work Done received from STI/RTI Clinics across State, 21701 (RPR)

test for HIV have been conducted from April 2011 to December 2011 out of which 79 people were found reactive. 4.

Integrated Counselling & Testing Centers Services –Status of achievements. 32 Integrated Counselling and Testing Centres (ICTC) have been extended to all the district Headquarters including Regional Hospital and some Sub-district Hospital in the State.

Blood Safety-status of achievement. Blood Transfusion services play a vital role in health care delivery system. Under blood safety various activities are being taken up by JKSACS for ensuring access to safe blood and blood product. Each and every blood units is being tested for all the necessary tests, for which necessary kits, consumable and reagents are being provided to all NACO supported blood banks on regular basis as per the allocation. Presently, following 20 Blood Bank including three Blood Component Separation Facility Units are being supported by NACO under NACP.

Care, support and treatment –up to December, 2010 (Cumulative) Two Anti Retroviral Treatment Centres are functioning in the State of J&K, one at SKIMS Srinagar and another at Govt Medical College, Jammu. Two State Referral Labs (SRL) have been established in the State one in GMC, Srinagar and another is at GMC, Jammu to counter check the tests already done at ICTC centres. The State Referral Labs also provide training and update the Lab. Technicians and Medical officers of the JKSACS, regarding the measures to control the spread of HIV/AIDS.

8.

Sentinel Surveillance: Eight rounds of sentinel surveillance have been conducted so far in the State of J&K, as have been done in the other States of India. HIV Sentinel Surveillance Round 2008-09 (HSS-2008) was started from 1st November 2008 for a period of three months throughout the country including state of J&K. During this period of time about 7250 random samples have been collected from all the 23 designated sites across the State and have been tested for HIV. Four STD -: 112 :-

samples have been found HIV +ve. The positive samples have been sent to National Institute of Communicable Diseases, New Delhi to ensure external quality assurance to the survey. As per the reports of HSS-2008, prevalence among HRG (STD) is 0.32% and among LRG (ANC) is 0.01% The analysis of data shows that the trends of epidemic are epidemiologically static and under control in the State of J&K. The Sentinel Surveillance Round 2010-11 have been started form November 2010 at all the 23 designated sentinel Surveillance sites across the state (Report waited). 9.

Information Education & Communication (IEC). This year lot of emphasis was given on HIV/AIDS awareness through folk media. Since J&K State has varied variety of folk to suit the diverse cultural ethos, the NGO's involved in sensitizing the masses were properly trained especially for imparting HIV/AIDS awareness to the rural masses - the cultural way. In Jammu 200 programmes have been conducted in different rural blocks of districts like Samba, Kathua, Rajouri, Poonch, Jammu, Udhampur and the programme is being conducted in remaining districts. In Srinagar 250 programmes have been conducted in different rural blocks of Kashmir division like Pulwama, Ganderbal, Anantnag, Kulgam, Baramulla, Srinagar etc. This process of disseminating HIV/AIDS awareness caught-up with the rural masses and is still going on very satisfactorily.

10.

Electronic Media. The HIV/AIDS Awareness messages, Spots & Scrolls are being telecasted/broadcasted through Local Radio/ TV Channels of Jammu/Kashmir Divisions. The HIV/AIDS Awareness messages are being broadcasted from Big 92.7 FM to disseminate knowledge about HIV/AIDS which is being extensively used to target youth. HIV/AIDS Awareness messages are being broadcasted in regional programmes from Radio Kashmir, specially composed long format Radio programme on HIV/AIDS is also being broadcasted.

Print Media Print Media has been extensively used for spreading IEC awareness and making people aware of facilities and services being provided by JKSACS under NACP.

In print media leading newspapers, magazines souvenirs have been used for providing information through captivating Advertisements, articles & write-ups and messages specially on big events like NBDD, NVBDD and WAD. 500 copies of newsletter “Combating HIV/AIDS in J&K” have been printed and distributed. 500 HIV/AIDS Awareness Table Calendars have been printed and distributed for HIV/AIDS awareness. 12.

World AIDS DAY: On 1st December 2011 “World AIDS Day” was celebrated with the theme of “Getting to Zero” all over the State and HIV/AIDS awareness programmes were held to disseminate HIV/AIDS awareness among the people from all walks of the life with different collaborative agencies. The main function was organised at Women's College, Gandhi Nagar, which was inaugurated by Hon'ble Minister for Health, Horticulture & Floriculture, and other functions were organised at Womens College, Parades / University of Jammu / Govt. Medical Colleges, Jammu / SMHS, Hospital Srinagar. In addition to this awareness programmes were held at all Distt. Headquarters /Colleges. The world AIDS day campaign continued for a fortnight.

Youth Day 2011 Youth Day was celebrated on 12.01.2010 by JKSACS in collaboration with different colleges wherein apart from disseminating information of HIV/AIDS, VBD camps were held in many places &Message of Hon'ble Chief Minister, Hon'ble Minister for Health, Horticulture & Floriculture, Hon'ble MoS was published in daily newspapers.

14.

Mainstreaming & Youth Affairs. The J&K State AIDS Control Society (JKSACS) has been collaborating with various Governmental & Non-Governmental Departments of the State. JKSACS has already trained 15850 Anganwari workers which are actively involved in disseminating HIV/AIDS related information at the grass root level. 500 persons from ICDS and 880 ASHAs were also trained in HIV/AIDS in Feb, 2011 by JKSACS in Collaboration with Social Welfare Department and NRHM. During this year about 350 AWW's received training on HIV/AIDS. The training was conducted by JKSACS in collaboration with the Social Welfare Department and GFATM-R-7, Department of Psychology, University of Jammu. 100 SHG Members from Samba Tarore, received training on HIV/AIDS. The trainings were -: 114 :-

conducted by J&K State AIDS Control Society in collaboration with Modern Social and Rural Development Institute, Jammu. 101 Officials from Central Jail & SRTC Srinagar received training on HIV/AIDS. The trainings were conducted by J&K State AIDS Control Society in collaboration with Central Jail Srinagar (Prison Deptt) and SRTC, Srinagar. JKSACS has organized HIV/AIDS awareness camps in collaboration with CMO. Doda and CMO Kishtwar for sensitization of ASHA's/ AWW/ANM's on 28th and 29th December, 2011 respectively in which 400-500 ASHA's/ AWW's/ ANM's were trained on HIV/AIDS. 15.

Red Ribbon Clubs 46 Red Ribbon Clubs were formed in various Degree colleges and other educational institutions for promoting Voluntary Blood Donation and disseminating the messages on HIV/AIDS among the youth which were inaugurated on the occasion of National Voluntary Blood Donation Day 2011.

Department of Education. 36 High & Higher Secondary School including Govt. and private schools from Jammu were covered under Adolescence Education Programme (AEP).The workshops were conducted in collaboration with State Institute of Education, Jammu, GFMAT-R-7, Deptt. of Psychology, University of Jammu and Govt. College for Women Parade, Jammu. The Nodal Officer for this training was Research Officer State Institution of Education (SIE). One Advocacy workshop for principals from these High and Higher Secondary Schools were also conducted in which the principals actively participated.

Department of Police Police Personnel including Gazetted and Non-Gazetted officers from J&K Police received training on HIV/AIDS. The Nodal Officer for this training was Principal, Police Training School (PTS), Sheeri, Baramulla.

Induction Training One batch of 23 counsellors is under going 12 days Induction training which has been organised by J&K State AIDS control Society in HIV-TB Collaboration of GFATM-R-7, Deptt. of Psychology University of Jammu.

19.

Training Programme for Sikh Religious Leaders J&K State AIDS Control Society in collaboration with Gurudwara Prabanhak Committee organised one day training programme for religious leaders of Sikh religion, one hundred -: 115 :-

Granthies, Ragies and others were trained. JKSACS .highlighted the significant role these religious leaders can play in combating HIV/AIDS and the facilities being provided by JKSACS. 20.

Awareness camp for Trucker With the joint collaboration of Helping Hand–A–Society, JKSACS organized an Awareness camp in which detail about HIV/AIDS and how it can be combated with the help of truckers and transporters in general was delt.

21.

AIDS Awareness Programme with Tourism Departmen JKSACS in collaboration with Tourism Department organized an HIV/AIDS awareness programme for taxi drivers, HIV/AIDS Awareness seminars have been held to commemorate different events and impart training to the participants. These seminars have been held in different districts of the state.

22.

Voluntary Blood Donation Camps NVBDD was observed on 1st October 2011 at Govt. College of Education MA Road Srinagar Wherein Hon'ble Minister for Health, Horticulture & Floriculture was the Chief Guest and Hon'ble Minister of State for Health & Med. Education was also present as guest of honor besides other dignitaries. In Jammu also NVBDD was celebrated in Govt. Medical College, Jammu wherein ASHA's, AWW's & Nursing Staff participated. On this occasion Blood Donors who had made contribution in blood donation over the past few years were honored & blood donation camp in collaboration with IRCS was held. A function was also organized by Principal Govt. Girls Higher Secondary School Kulgam in the school premises where Additional District Development Commissioner was the Chief Guest and wherein students, teachers and officials of the local administration participated. A Blood Donation Camp was also organized in the school premises on this occasion. Voluntary Blood donation Camp was organised in collaboration with BMO SDH, Akhnoor, where Hon'ble Minister, Health, Horticulture & Floriculture was present as chief guest. IEC material was distributed and general masses were educated about HIV/AIDS. Voluntary Blood donation camps/AIDS Awareness Programme were organised at Classic Hospital, Srinagar by JKSACS in collaboration with Hussani Relief Committee. A large gathering attended the camp. Free IEC materials pertaining to HIV/AIDS awareness was also distributed. Voluntary Blood donation camp was organised by Sant Nirankari at Nirankari Sat Sang Bhavan Shahtri Nagar, Jammu in collaboration with JKSACS, wherein 205 blood units were collected.

A Blood Donation Camp was held at Church Lane, in collaboration with Hussaini Relief committee, in which 45 units of blood were collected. Two Voluntary Blood Donation camps were held at Kupwara & Handwara in collaboration with Al-Ameen Blood Bank. A major Blood Donation camp was held in collaboration with Reliance Media. Voluntary Blood donation camps were organised by ABVP at Jammu University and Young Blood Association at GMC, Sarai Jammu in collaboration with JKSACS on the eve of Balidaan Divas on 22.03.2011 and 23.03.2011, wherein 132 blood units were collected. 24.

Seminars:

v JKSACS in collaboration with Nehru Yuva Kendra (NYK), Private Educational Institutions, Shanti Path Trust organised an AIDS Awareness programme and free medical camp at Mandi, Billawar, R.S.Pura, Rajouri where thousands of people including youth were given HIV/AIDS awareness. v IEC stalls displaying various books, pamphlets, posters and CDs were put distributed in different rural blocks of the State. v For Dr. Reddy Foundation, HIV/AIDS awareness seminar was imparted to the students who were undergoing training or working skills. v IEC Stalls displaying various books, pamphlets, posters and CDs were at Pulwama, Kulgam Budgam, Baramulla and Kupwara on in the month of July, 2011.

DRUGS & FOOD CONTROL ORGANIZATION, J&K PROFILE OF THE DEPARTMENT: The Drugs & Food Control Organization J&K is the Nodal Agency for the implementation of following regulations in the State v The Drugs and Cosmetics Act, 1940 and Rules Thereunder. v Food Safety and Standard Act, 2006 and Rules and regulations, 2011. v Cigarettes and other Tobacco products (Prohibition of Advertisement & Regulation of Trade and

Commerce, Production, Supply and distribution) Act 2003. v Drug Price Control Order, 1995.

Besides the Department is also implementing the National iodine deficiency Disorder Control Programme (NIDDCP) in this State OBJECTIVES: 1.

Licensing of Manufacturing and Sale Establishments.

2.

Approval of Drug Formulations Manufactured within the State.

3.

Monitoring of quality of Drugs, Cosmetics & Food Articles, Manufactured and Marketed in the State.

4.

Investigation and prosecutions in respect of contraventions of legal provisions governing manufacturing and marketing of Drug and Food Articles in the State.

5.

Administrative actions.

6.

Pre and post-licensing inspections.

7.

Recall of substandard Drugs and unwholesome Food Articles.

8.

Generating awareness among masses about their rights.

STRATEGIES: 1.

Augmentation of Human Resource.

Formulation of a State Specific Drug Policy to take care of Pharmacovigilance and Pharmacosurvillance.

Strengthening of Drug and Food Testing Laboratories in the State.

4.

The Department is following Guidelines Circulated by Drugs Controller General of India to deal with matters related to drug samples declared Not of Standard Quality by the Government Analyst appointed by the State.

5.

The Department has increased vigil over import of Drug and Food Articles into the State by deploying field staff at Lakhanpur.

6.

In order to Track Drugs containing Psychotropic Substances the distribution pattern of such formulations is being monitored right from depot level to the end user.

7.

The Staff from adjacent Districts is being pooled to carry-out surprise checks of Manufacturing, Stockist and retail outlets to seek compliance with the provisions governing the regulation of manufacture distribution and sale of drug and food articles.

8.

The Department is working in coordination with excise and police authorities to counter the menace of abuse of medicinal preparations which is posing a challenge to the society.

9.

In order to ensure governance at door step the Department has decentralized licensing powers and placed licensing authorities at District Headquarters.

10.

The Department has launched a Helpline for benefit of the public at large.

11.

Advisories are published in leading daily News Papers of the State for providing important tips to the consumers.

Notable Achievements :{Jan, 2011- November, 2011} I.

FOOD SAFETY & STANDARD ACT, 2006, RULES & REGULATION, 2011: The Prevention of Food Adulteration Act 1954 and Rules 1955 along with the following Food Act and Orders have been repealed w.e.f. 5th August, 2011with the enforcement of Food Safety & Standard Act, 2006 and Rules, Regulations 2011:-

The Prevention of Food Adulteration Act, 1954and Rules 1955.

2.

The Fruit Product Order, (F.P.O) 1955.

3.

The Meat Food Product Order, (MFPO) 1973.

4.

The Vegetable Oil Products (control) Order, 1947.

5.

The Edible Oil Packaging (Regulation) Order, 1998.

6.

The Solvent Extracted Oil, De-oiled Meal & Edible Flour (control) order, 1967.

7.

The Milk and Milk products order, 1992.

8.

Any other order issued under the Essential Commodities Act 1955(10 of 1955) relating to food. The Food Safety & Standards Act 2006 incorporates the salient provisions of the Prevention of

Food Adulteration Act 1954 and is based on International Legislations, Instrumentalities & Codex Alimentary Commission, which is related to the Food Safety Norms. The main features of the Food Safety and Standards Act 2006 are:t Integrated Food Law. t Decentralization of Licensing for manufacture of food products. t Responsibility on food business operators to ensure that food processed, manufactured,

imported or distributed is in compliance with the domestic Food Laws. -: 132 :-

t Provision of registration mandated for Petty Manufacturer. t Genetically modified or engineered food or food containing such ingredients infant food and any

substance including water used into the food during its manufacture, preparation or treatment brought under the purview of the said Act. t Organic foods, functional foods, neutraceuticals, health supplements, proprietary foods are also

covered under the said Act. t Provision for recall of food articles manufactured in contravention of the provisions of the said

Act. t Furnishing of test reports made time bound (14 days).

Penalties t Penalty for non-injurious sub-standard food articles up to Rs.5.00 lacs, t Penalty for non-injurious misbranded food articles up to Rs.3.00 lacs , t Penalty for misleading statement related to food articles up to Rs.10.00 lacs, t Penalty for non-injurious food containing extraneous matter up to Rs.1.00 lac. t Penalty for non-injurious food articles up to Rs.5.00 lacs t Penalty for unhygienic or unsanitary processing or manufacturing of food up to Rs.1.00 lac t Punishment for unsafe food that does not result in injury is imprisonment up to 6 months and also

with fine upto Rs. 1.00 Lac. t Punishment for unsafe food that result in non-grievous injury is imprisonment up to 12 months

and also with fine upto Rs. 3.00 Lac. t Punishment for unsafe food that result in grievous injury is imprisonment up to 6 years and also

with fine upto Rs. 5.00 Lac. t Punishment for unsafe food that result in death is imprisonment not less than 7 years but may

extend to life imprisonment and also with fine that shall not be less than Rs. 10.00 Lac. t Punishment for carrying out business without license is imprisonment upto 6 months and also

with a fine upto Rs. 5.00 lacs. Statutory Functionaries under the said Act: t Commissioner of Food Safety – State level. t Adjudicating Officer – Additional District Magistrate at District level.

The State Government has issued notifications for appointing / notifying officials / officers of the State Government to carry out various statutory functions under the afore stated Act, Rules and Regulations in the State. Food Wing t The field staff has conducted 71969 inspections of food sale establishments / manufacturing

units in the state. t A total number of statutory 1473 samples of the food articles have been lifted by the inspectorate

staff for the purpose of testing / analysis. t A total number of 209 prosecutions have been launched in the Hon'ble Court of Law against

persons found contravening provisions of Food Adulteration Act, 1954 and the rules thereunder. t Penalty of Rs. 95,750/- has been realized from various offenders convicted for contravention of

certain provisions of the PFA Act, 1954 by the Hon'ble Court of Law. t A total number of 5848 New Licenses and 26013 Renewed Licenses have been granted by the

department in the current financial year. t Total numbers of 2835 samples have been tested in the Food Laboratory received from field staff

of this organization, Department Local Bodies, Municipal Corporation and other Government Departments as well as consumers. t Food Items worth approximately Rs. 3,03,240/- have been seized/destroyed by the enforcement

wing of this organization during the current financial year. Activities Under NIDDCP CELL t A total number of 1432 Informal/Household samples have been test till ending November this

year. II.

DRUGS AND COSMETICS ACT, 1940 AND RULES, 1945:

t The field staff has conducted 17345 inspections of sale establishments / manufacturing units in

the state t A total number of 1127 statutory drug samples have been lifted by the inspectorate of this

organization for the purpose of testing / analysis. -: 134 :-

t A total number of 17 prosecutions have been launched in the Hon'ble Court of Law against

persons found contravening provisions of Drug & Cosmetic Act, 1940 and the rules thereunder. t Penalty of Rs. 54,000 has been realized from various offenders convicted for contravention of

certain provisions of the Act by the Hon'ble Court of Law. t Rs. 22, 79,013 worth of drugs has been seized by the enforcement staff of the organization in

respect of certain contraventions. t Total numbers of 1133 Licenses have been granted by the department in the current financial

year. t The department has investigated 35 complaints received through helpline or in writing. t 46 Licenses of retail / wholesale / manufacturing units have been suspended for violating certain

provisions of Drug & Cosmetic Act and rules there under. t A total number of 24 unlicensed establishments have been detected during the current financial

NATIONAL IODINE DEFICIENCY DISORDER CONTROL PROGRAMME (NIDDCP) Under the National Iodine Deficiency Disorder Control Programme (NIDDCP), the organization has utilized an amount of Rs. 10.75 (ending Oct 2011) out of a total amount of Rs. 18.939 Lacs, released vide Govt. Order Nos.: 383 HME of 2011, Dated: 27.07.11 and 527 – HME of 2011, Dated: 29.09.11 under different components which includes awareness programmes, training programme, distribution of educational material, conduction of surveys, running of scrolls through visual media, educational information through electronic as well as print media. ITC ACT, 2003 The IEC (Information, Education and Communication) Activities are being carried out to create awareness regarding health hazards associated with active / passive smoking under Indian Tobacco Act, 2003. The assistance of media both print / electronic is being sought to reach rural / urban population of the state.

t 20, 848 persons have been booked for smoking in public places and amount of Rs. 1, 81, 725/-

has been realized as fine from the defaulter. t 19 vendors have been booked for selling Cigarette and Tobacco products to minors and a fine of t Rs. 1470/- has been collected. t 285 shopkeepers have been booked for selling Cigarette and Tobacco products within the radius

Indian System of Medicines F Profile F Workdone F Manpower

Major Achievements of ISM Department:Ø Construction of Govt. Unani Hospital, Shalteng has been taken up. Two Blocks of the Hospitals stand completed and theservices of the OPD facility have been recently started. Ø Construction works of both the colleges Unani & Ayurvedic at Ganderbal & Akhnoor respectively has been taken up by J&K Housing Board and construction work is under process. Ø Construction work of ADMO Complex, Kupwara has been taken up during the last financial year and shall be completed by the end of this year. Ø 30 ISM Dispensaries are being constructed under NABARD financial assistance at an estimated cost of Rs. 19.67 Crores. Ø Land measuring 15 Kanals has been transferred by the Revenue Department to H&ME (ISM) Department for Construction of Specialized Hospital & Research Center for which a pilot scheme has been submitted to GoI for approval and in this regard Rs. 6.37 Crores as NonRecurring Grant and Rs. 1.27 Crores as Recurring Grant stands released. Ø All Divisional and District offices of ISM have been equipped with computers and Xerox machines along with other office accessories for smooth functioning of the department and ensuring accountability. Ø Construction of Additional block-Polyclinic at Govt Ayurvedic Hospital Jammu at an estimated cost of Rs. 77.00 Lacsis in progress. Ø Conference Hall equipped with audio visual facilities stands completed in the Directorate Office at Jammu and approach road leading to the Directorate is being constructed and shall be completed during current financial year. Ø A system of Professional audit has been put in place to improve work culture, transparency and accountability in the directorate. Ø A monitoring system has been put in place to improve performance and ensure transparency in the Directorate. In this regard the Directorate of ISM has made their own website and will be launched very soon. The Work done reports at all levels is accessible to everyone and made available on the Official website of the Directorate on month basis. Ø Medical camps for poor and needy were conducted in all the districts of J&K state where medicine and consultation was made available free of cost. Ø A comprehensive project proposal for creation of various posts and regularization of 68 ISM centers run on internal arrangement basis and is under active consideration in Planning and Development Department. -: 145 :-

Ø Rs. 16.00 crores has been sanctioned by GoI under CSS of AYUSH for conservation and cultivation of Medicinal plants undertaken by Horticulture Mission and Forest Department. Ø A National Health fair (AROGYA) was organized for the first time in the State which was attended by more than 50,000 people from all-walks of life. Similarly, the National Health fair (AROGYA) will be organized at Jammu. Ø AYUSH units have been established in Govt. Medical College Jammu and Srinagar and 17 District Hospitals of the State. Ø 4 Kanals of land is being identified for construction of ADMO Complex Jammu at Paloura. Ø Around 100 Officers/Officials have gone to different Training Courses in and outside the State in the year 2010-2011.
