Welcome to The Roofing Industry Alliance (RIA) Roof Training Prospectus - Edition 1 July 2015 The Roofing Industry Alliance works closely with the roofing industry stakeholders in setting up the training standards for achieving the minimum competency, qualification and the Blue Skilled Worker CSCS Card whilst at the same time, encouraging career progression to management level. This RIA Training Prospectus offers a centralised and up to date information on specialist roof training and includes information on most of the roof training disciplines, qualification routes, CITB funding available and the methods of accessing the training at national level. The RIA Prospectus will keep you up to date with the latest training developments and one of the most exciting is the upcoming development of the Trailblazer for Roofing in England led by the roofing employers working group. The information in the prospectus will help to understand the different ways of training and hopefully guide you in choosing the best route for achieving the competency and qualification, from traditional roofing apprenticeships to specialist apprenticeship and upskilling programmes (SAP & SUP), the Basic Competency Programme (BCP) or Experienced Worker Practical Assessment (EWPA) for experienced operatives. Every effort has been made to ensure the accuracy of the information on this publication. Roofing Industry Alliance Overview Originally set up in 1997, The Roofing Industry Alliance has been revitalised in 2013 in order to re-address the roofing industry needs by bringing together the major roofing industry stakeholder who collectively set up training strategy for tackling the increased skill gap in our industry at all levels. Also, provide timely and forward-thinking industry responses to major economic and technological issues and enhance the long-term viability and attractiveness of the roofing industry. The roofing sector has become the first within the Construction industry to be allowed to manage and organise its own CITB training funds through the auspices of the RIA. The RIA includes all the major roofing trade associations and 13 Roof Training Groups (RTG) in the UK and is keen to support roof training by promoting best practice. The board of directors of the RIA is drawn from all areas of roofing and training. The key aim of the RIA is to co-ordinate training information, publicise opportunities and fill any gaps in provision whilst simulating a whole range of training opportunities. Companies are encouraged to step up their game and invest in their workforce for a better, safer and more productive future. NFRC CEO, Ray Horwood, is playing a leading part in taking the policy for training forward assisted by RIA Training Manager, Livia Williams.

Facts about Regional Training Groups • The 13 Regional Training Groups are in place to organise and co-ordinate roof training at all levels. • The Regional Training Groups are located throughout the UK and work directly with their local roofing contractor members. • Manufacturers, trade association representatives and local training providers can also be associate members of the Regional Training Groups. • Regional Training Groups meet regularly to ensure regular exchange of information is maintained to facilitate best practice regionally and nationally. • Regional Training Groups are able to access or prepare courses specifically designed for the roofing industry and the needs of the group member companies. • Regional Training Groups are able to obtain early information and keep up to date with changes and initiatives which affect the roofing industry, such as changes to legislation, grants, building regulations, European directives, environmental issues, technological developments and changes in materials, equipment and tools. • Regional Training Groups work closely with RIA on the development of pilot schemes for training initiatives nationally and specific to Groups’ needs

Career Paths in the Roofing Industry Roofing is one industry which allows you to join as an apprentice, develop your skills and with detemination and drive, ultimately to manage your own business. The routes of entry are varied but two usual options are detailed here:

Roofing operatives lay the roofing materials and systems onto the structure that forms the roof. They can specialise in any of the specific roofing crafts, or they may train to become skilled.

Definitions of the types of training available New Entrant training and the Modern Apprenticeship Scheme The aim of the industry is to recruit and train young people into the roofing industry and provide them with the foundation for an exciting, rewarding and successful career. All college courses are based on a programme combining site work spent with a roofing company, training at the college and ongoing assessment. Apprenticeships allow young employees to learn, work and get qualified at the same time. It’s a simple, step-by-step process with colleges offering guidance to both apprentices and employers throughout. The training programmes currently offered for the roofing industry are built-up felt roofing, roof sheeting and cladding, roof slating and tiling, roof tiling for new house building, and mastic asphalt. All courses provide the practical and theoretical knowledge required to achieve the relevant qualifications. Apprentices also obtain a safe working knowledge and the practical appreciation of the skills and techniques to enable them to become valuable members of the workforce. All programmes lead to a qualification in Functional Skills Level 1, Abrasive Wheels (CITBConstructionSkills), Mobile Towers (CITB-ConstructionSkills), First Aid Certificate, Health and Safety test, Safe use of ladders and Manual Handling. The built-up felt roofing programme also offers the N/SVQ Level 2 in applied waterproof membranes (built-up felt roofing) and an apprenticeship framework. The roof sheeting and cladding programme also offers the N/SVQ Level 2 in roof sheeting and cladding, the apprenticeship framework, telescopic boom (IPAF) and scissors lift (IPAF). The roof slating and tiling programme also offers the N/SVQ Level 2 in roof slating and roof tiling, the intermediate construction award in roof slating and roof tiling and apprenticeship framework.

On-site assessment and training (OSAT) On-site assessment and training (OSAT) is a cost-effective method of qualifying experienced roofing staff to industry’s national occupational standards. OSAT enables experienced, but not formally qualified, roofing staff to prove they are competent, safe and qualified to work on construction sites. Available through Colleges, Regional Roofing Training Groups, Manufacturers, Contractors, National Construction College courses and mobile rigs.

The Specialist Apprenticeship Programme (SAP) SAP was developed as a result of the lack of availability of traditional college based Modern Roofing Apprenticeships for a range of specialist roofing occupational sectors The National Specialist Team of CSkills (NSAC) has worked with the roofing NFRC, SPRA, LRWA and LSA to develop and introduce specialist apprenticeship programmes which meet the requirements of employers within these sectors. Duration of training may very up to a maximum of two years with a total of apprximately 5 weeks off the job training. Currently, there are Level 2 & 3 SAPs in Pitched Roofing, Single Ply Roofing, Liquid Roofing, Heritage Roof Slating and Tiling, Lead and Hard Metal

The Specialist Upskilling Programme (SUP) SUP gives a roofing worker who has no formal skill but some basic site experience, the opportunity to learn a formal skill through a combination of course attendance and/or on-site training and experience. The duration of training may vary up to a maximum of 12 months, at the end of which the operative, if successful, could attain an N/SVQ Level 2 and qualify for a Construction Skills Certification Scheme (CSCS) card (see Section 5). This is a CITB product / qualification which is delivered through approved CITB training providers.

Experienced Worker Practical Assessed Route (EWPAR) This assessment route has been introduced as an alternative for the experienced worker with a minimum of five years’ experience in the occupation, which is considered sufficient time to gain experience across the range of work. Accredited assessment centres are able to use this method to assess experienced candidates. This method is not being introduced to replace existing assessment methods, but to offer an alternative. Currently the EWPAR route is available for Sheeting and Cladding, Rainscreens, Slating and Tiling.

National and Scottish Vocational Qualifications (N/SVQs) National Vocational Qualifications (NVQs) or in Scotland, Scottish Vocational Qualifications (SVQs), are work-based qualifications designed to prove that the standard of work required has been met. There are five different levels of NVQ/SVQ: • Level 1 is foundation level. • Level 2 is for skilled operatives. • Level 3 is for skilled craftsmen or supervisors. • Levels 4 and 5 are generally for the industry managers and professionals who may have already attained one or more professional qualifications. A qualification is made up of individual units. When all the units are achieved as required, the N/SVQ is awarded. N/SVQs are designed to show that an acceptable level of competence has been reached to enable work to be carried out correctly and safely.

CITB Grant †

CSCS Cards CSCS cards provide the construction industry with a means of identity and proof of competence for individuals working on site. There are nearly 1.8 million cardholders in the UK and most major contractors, homebuilders and local authorities require employees and sub-contractors to hold a valid CSCS card before allowing them access to site. There are a range of CSCS cards available which reflect the variety of occupations in the industry.

Identifying the right card Labourer Card (Green) The green CSCS Construction Labourer Card is available to labourers or workers who carry out basic site skills only; it should not be used as an alternative to the Experienced Worker Card to gain access to site.* Apprentice Card (Red) New entrants who have been registered onto an appropriate training course to achieve the S/NVQ can obtain the red CSCS Trainee Card. Experienced Worker Card (Red) Experienced operatives working towards the S/NVQ can obtain the red CSCS Experienced Worker Card. This is valid for one year from the date of issue and cannot be renewed. By the time the card expires, the operative must have achieved the S/NVQ level in order to obtain a Skilled Worker Card. Trainee Card - Craft, Operative (Red) This card is available if you are a trainee and are registered for an NVQ or SVQ (or if you are registered for or have achieved a Construction Award) but have not yet achieved an NVQ or SVQ. The trainee card is valid for three years and cannot be renewed. Prior to applying for the card applicants are required to have achieved either the CITB Health, Safety and Environment test at the relevant level for their occupation or have attended a 1-day Health and Safety Awareness Course (a copy of the certificate will be required with the application). Trainee Card - Technical, Supervisor, Management (Red)

Skilled Worker Card (Blue) Qualified operatives in the Roofing sector should hold the Level 2 S/NVQ and obtain the blue CSCS Skilled Worker Card in the at least one of the roofing dicsiplines. Advanced Craft/Supervisory Card (Gold) This card is available if you have either achieved a Construction Related NVQ or SVQ level 3 or you have completed an approved Level 3 apprenticeship. This card is valid for five years. All applicants must pass the CITB Health, Safety & Environment Test. For Advanced Craft occupations you should take the Operative or the Specialist test depending what your occupation is. For Supervisory occupations you should take the Supervisors test. Manager Card (Black) This card is available for manager occupations subject to achievement of a Construction related NVQ/SVQ Levels 4, 5, (or Construction related QCF Level 6 or 7) in the relevant occupation. This card is valid for five years. All applicants must pass the CITB Managers and Professionals Health, Safety and Environment Test. Academically Qualified Person Card (White) Professionally Qualified Person Card (White) This card is available to competence assessed members of CSCS approved Professional Bodies. This card is valid for five years. All applicants must pass the CITB Managers and Professionals Health, Safety and Environment Test. When you apply for this card you will need to provide your professional body membership number, level of membership (i.e. Institute of Roofing) along with a copy of your professional body membership certificate or card. If you don’t have a copy of your membership certificate or membership card you can alternatively provide the name, membership number and contact number of someone of the same level or higher in the same professional body as yours, and who is prepared to recommend you, or supply a letter or email from the professional body confirming that you are a current, competent assessed member.

Pitched Roofing Specialist Apprenticeship Programme (SAP) Age Group Duration

16+

This course is covered over a two year period with 23 days attending off the job training at the roofing college/roof training centre. This training scheme is designed to be delivered in a modularised manner by a combination of formal instruction off the job, followed by supervised on the job training with an employer , with final end assessment by an industry approved Assessor. The supervision will be conducted by a competent person and there will be a candidate record book to show evidence of the training received. The trainee will gain experience, through off the job training sessions, of every aspect of the industry, but the scheme provides flexibility through on the job training elements to suit the employer’s core business requirements, whilst delivering the NVQ /SVQ Level 2 outcome within a 2 year training period.

The course days will not be continuous, as this allows the candidate to gain practical on site knowledge and experience following completion of each offsite formal training session.

The Roof Pitched Roofing Specialist Apprenticeship Programme is aimed at the mature apprentices (21 years and older) and it has been designed in close consultation with the roofing industry. Slating & Tiling SUP Overview

The purpose of a SUP is to fill gaps in skills or knowledge so that an individual is then capable of gaining a nationally recognised qualification. The main difference between this and other schemes is that the training is tailored to the individual rather than a group and carries significantly more financial support to overcome many of the barriers often associated with off the job training. SUP’s are generally seen as an essential choice alongside more established routes to qualification, as the requirement to prove competence in the workplace increases. The Slating and Tiling SUP is aimed at slating and tiling operatives who have been working in the trade for at least three years but are in need of some training to become competent at VQ level 2. The likely candidates are: • Experienced roofers who are currently working on site but may have access to a limited range of work and require training in order to become competent across all of the mandatory units specific to slating and tiling (QCF Units 272, 273, 274, 275 and 276 - see below for descriptors) • Improvers and roofing assistants who are used to working within roofing teams, could be described as more than just ‘labourers’ and wish to take the next step to becoming competent crafts people. • Roofers who are returning to the trade after a gap of several years, and who are in need of refresher training on one or more of the mandatory units.

Practical training will be done on model roofs known as rigs. Knowledge will be covered using various means such as learning packages, lectures, self study and where possible, the training will involve live site visits to projects involving slating and tiling works. The course will provide learners with enough training to cover the five main units relating to skills and knowledge for Slating and Tiling which are as follows:

• QCF272: Installing roofing backgrounds and components in the Workplace This unit deals with the installation of underlay, battens, valley liners, undercloak and other related materials which typically form the roofing backgrounds before the roof coverings are laid. • QCF273: Installing pre-formed weathering flashings to roof in the Workplace This unit deals with installation of simple flashings such as soakers, saddles, pipe flashings and proprietary flashings which form part of a roofing system. • QCF274: Installing single-lap roof coverings to a variable gauge in the Workplace This Unit deals with the installation of the most common types of large format roof tiles and single-lap slates to standard details, where the batten gauge can be adjusted evenly to fit the rafter length. • QCF275: Installing plain tile roof coverings in the Workplace This unit deals with the installation of modern, machine made concrete and/or clay plain tiles with nibs and nail holes, to standard details. • QCF276 Installing Regular Sized Natural Roof Slate to Standard Roof Details in the Workplace This unit deals with the installation of new or reclaimed centre-nailed regular sized slates which are laid to standard details.

Level 2 Roof Tiling for New House Building Age Group

The Roof Tiling for New House Building (RTNHB) SA is aimed at operatives who are new to the industry or who are in the early stages of their careers in roofing with the VQ/SVQ to be achieved in a period of 24 months or less from initial registration. The apprentice will be required to complete an assessment at the end of each off-site training session to demonstrate has been understood. This will generally constitute a basic Question and Answer (Q&A) session. There will be on site VQ assessment carried out during the two years. These assessment points are designed to assess all training previously undertaken as part of the programme but they will also enable regular monitoring of the apprentice’s progress.

Apprenticeship Overview

Training Modules The training modules have been developed to allow the learners to focus on the skills and knowledge required specifically for roof tiling in the new house building market. Furthermore, the modules are based upon the VQ Structure (QCF/SCQF Scheme) to assist with gaining recognition for Construction Awards Alliance (CAA) accreditation. Any future changes in VQ/QCF, SQCF or legislation will be reflected by modifications to the course structure. The off-the-job classroom/workshop training will take place at training centres approved by CITB. Training and practice should continue on site, with the learner being closely supervised (see scheme schedule) until such a time as the learner is able to work with minimum supervision or without own supervision, so that the learner can gather evidence towards their qualification. It is important that this work is recorded by the employer. The assessor will provide guidance on how to gather the relevant evidence.

SUP Overview

How does it work and how long is the course? An assessor will conduct a short interview with the learner to establish where the gaps are in relation to the Slating and Tiling VQ and if the learner’s needs can be addressed within a window of between five and thirteen days off-the-job training (mode of attendance may vary) then they will qualify for the SUP. The assessor will explain other routes to the learner if their needs fall outside this 5-13 day window. The assessor will also advise on how to gather the necessary evidence from the workplace and how to build a portfolio to achieve the VQ. It is important to remember that the learner must be working on Heritage projects during the SUP to generate the evidence and performing a role where the mandatory units are achievable.

Heritage Roofing

This training programme is for the up-skilling of entrants and existing personnel in the traditional roofing industry and will develop each individual to a competency level acceptable to the Heritage sector. It is designed to be delivered in a modularised manner by a mix of formal instruction “off-the-job” training, followed by supervised “on-the-job” training at employer level with a final end assessment. It can take account of any distant learning processes involving workbooks or assignments, as well as e-learning methodology, along with the flexibility of day release; evening classes, weekend workshops or a permutation of several. This supervision will be conducted by a competent person and there will be a learner record book, or a form of recording agreed with the sector, to evidence training received in Safety, Knowledge & Understanding, and Practical competences. The learner will gain further experience through “off-the-job” training sessions in every aspect of the industry, but the programme provides flexibility through the “on-the-job” training elements to suit the employer’s core business requirements whilst delivering the Level 3 NVQ Diploma in Heritage Roof Slating & Tiling within the 1-year learning period. Overall, this ‘Heritage Skills’ programme in Roof Slating & Tiling work is specifically designed to provide the learner with the necessary, fundamental, historical, theoretical, technological knowledge and practical skills to be proficient in working on the conservation, repair and restoration of Roof Slating & Tiling work on historic, traditional and vernacular buildings. Duration

The SUP runs for 12 months from first registration and within that time, all training sessions must be completed and the qualification achieved. The minimum number of days training must be no less than five and no more than thirteen to suit the needs of the learner/employer. Liquid Roofing SUP Overview

The purpose of a SUP is to fill any gaps in skills or knowledge so that an individual is then capable of gaining a nationally recognised qualification. The main difference between this and other schemes is that the training is tailored to the individual rather than a group and carries significantly more financial support to overcome many of the barriers often associated with off the job training. SUP’s are an essential choice alongside more established routes to qualification, as the requirement to prove competence in the workplace increases. The Liquid Roofing and Waterproofing SUP is aimed at those operatives who have been working in the industry for at least three years and are in need of some training to become competent enough to achieve a NVQ Level 2 in liquid waterproofing. The SUP will be aimed at the following operatives: • Those who are assisting in the work operations on site and are used to working within a team. They will not be classed as labourers but semi-skilled operatives who are looking to take the next step to become competent at work. This will enable them to become more proficient at work as a skilled operative working with their own initiatives.

• The experienced worked who probably has limited knowledge in the industry and requires to learn more about the industry as well as achieving his NVQ Level 2 qualification.

Profiling

Flat Roofing

• The operatives who have previously been working in the industry but have diversified into another trade and would like to return to the industry. They will probably require updating on health and safety and general work/site conditions as well as product training.

An initial assessment will be carried out with the learner by an Assessor to establish the experience of the learner which will enable to assessor to agree the contents of the course required, this will in turn determine the length of the course. The Assessor will use a profiling document with the learner and this will ascertain the following: • Health & Safety knowledge and understanding • Product systems knowledge and understanding • Practical experience on installation of roofing systems • Prior learning certificates / leaner CV • Employer’ s evidence Depending on the outcome of that profile it will decide whether or not the learner is: • Suitable to go onto a SUP • The number of training days that learner requires on a SUP • Suitable for an OSAT route • Better suited for a SAP

Apprenticeship Overview The programme consists of a number of off-site training days at our training centre; initially a two day induction and introduction which is followed by training for one day a week for the next ten weeks and then approximately one day a month for the remainder of the training period. The offsite training is reinforced by supervised on-site training where the apprentice completes a logbook of workplace activities which contributes to the NVQ assessment. The programme concludes with the NVQ assessment through the On-Site Assessment & Training route. This is where the apprentice is visited and observed by an assessor whilst at work. These observations contribute to the evidence, which is gathered by the apprentice and assessor, for insertion into the apprentice’s NVQ portfolio. The registration, training and NVQ assessment fees are fully funded by ConstructionSkills grants for all employers who are levy registered and meet all the requirements for receiving grants.

Basic Welding - 3 Days Aims

This course is designed for those with little or no experience of working with lead sheet. This course is mainly practical and gives an introduction to the skills required for working with lead sheet and will allow candidates to develop competence in • Welding lead sheet details, to include positional and non-positional welding techniques. • Correct setting up and shutting down of the oxy-acetylene equipment. • Aspects of health and safety. Traditionally the welding of lead sheet has been known as lead burning. Lead welding is widely used as an alternative to bossing and is preferred for situations where bossing is likely to result in unacceptable thinning of the lead sheet. This course will give the opportunity for a real hands on experience where you will discover how lead sheet can be manipulated and formed to a variety of shapes used in roofing applications by using hand tools, and using hot and cold working techniques. The basic technique can be taught in a relatively short period of time, however the challenge is to then develop this skill in order to tackle the most demanding application - ornamental, vertical, or even upside down welding - and yet still provide a neat and weatherproof finish. This must be achieved without compromising the weatherproof quality of the installation and therefore demands a high degree of skill and knowledge.

Basic Welding & Bossing - 5 Days Aims

Bossing and Welding are two most common skills used by today’s leadworkers and these courses provide a starting point for learning these essential foundations of leadwork practice. This course combines the two main working techniques into a concentrated training programme and will include safe working methods for the product. On completion of the course delegates should know the health and safety procedures for working with lead sheet and be able to form leadwork details by bossing and welding techniques.

Who should attend?

While there are no special entry requirements this course would be useful for roofing and general building contractors who want to become more skilled in the prefabrication and installation of typical lead flashing details.

Benefits

The level of skill of a leadworker can often be determined by the neatness, uniformity and finished appearance. You or your staff will gain skills and knowledge of lead welding and how to form lead sheet details, there-by improving the quality of leadwork and productivity on site.

Who is the course for? Hard Metal working is a highly exacting skill used by roofing and specialist roofing contractors throughout the construction industry. This course is aimed at those who are currently, or will be in the future, involved in installing Hard Metal weathering to a variety of buildings from domestic housing to historic and listed buildings, churches and cathedrals.

Course Aims & Benefits The SAP training programme provides a Hard Metal apprentice with two years training and results in an QCF Level 2 Qualification. It combines attendance at the LSA training centre with onsite training and assessments. In more detail, this involves the combination of formal instruction off-job, which includes. 30 days attendance at LSA Training Centre, which is usually completed by attending block release. This is followed by on site training with an employer, where the final assessment of the skills and knowledge of participants will be carried out.

The course content is also designed to ensure that the candidates are able to understand the hazards and safe working practices within this specialised industry, and on completion of the training the apprentice will be able to form and install metal flashings, weatherings, and roof details to a variety of roofs finishes to recognised practice and standards of competence.

Lead & Hard Metal

During the first twelve months of the programme the trainee will serve as a third person in a team of two men where they will have the ability to learn without being under undue stress or pressure. At the start of month 13 the trainee will be allowed to work as the second person in a two-man gang, and when an employer feels that they have acquired sufficient skills and experience to take more responsibility they will be allowed to work safely with less supervision.

The SAP is a great way to improve your skills and is designed to provide flexibility through the on site training elements to suit an employer’s business needs and at the same time provide on the job and off site training.

Green Roofs Training by LANTRA Level 2 Diploma in Installing & Maintaining a Green Roof (QCF) This Qualification is linked to a range of National Occupational Standards (NOS) suites including Horticulture. This ensures that personnel working within industry meet minimum standards. This Qualification will provide the learner with the knowledge, understanding and skills required for undertaking specific tasks within Green Roofs. The adoption of ‘green roofs’ offers a wide range of benefits from including provision of biodiversity, extra insulation, extension of the life of the membrane, reduction in air borne particulates, moderation the urban ‘heat island’ effect, reduction of the rate and volume of water run-off and the creation of open space for amenity. Traditionally the construction of roofs has not required specialist horticultural expertise and subsequently there are very few people able to install and maintain a green roof. Whilst the technology and material resource exists, skilled labour does not. It is likely that climate change and specifically sustainable urban drainage issues are going to lead to an increase in the amount of green roofs being retrofitted into existing properties.

Green Roofing

Who is it for? This Qualification is designed for learners who wish to develop their knowledge and skills in green roofs enabling them to work safely, effectively and efficiently in the workplace. It will suit a number of different needs, including those learners looking to progress into work and onto an apprenticeship and it will also suit those currently in employment looking to enhance/update their skills and/or undertake further study. This Qualification will be available for learners aged pre-16 and 16+ to take through a full time course at college. It will also be suitable for those private providers who wish to offer some provision to those learners who may not be ready for an apprenticeship. There are no specific entry requirements and learners will be able to progress onto further full time programmes or an apprenticeship. This Qualification is targeted at the Landscaping and Horticultural Industry, as well as to the conventional roofing contracting industry. It is envisaged that in terms of the waterproofing contracting industry that these Qualifications will set a precedent that green roofing is a practice of the landscaping and horticultural industry. Conventional construction contractors/companies would need to have qualified operatives with an understanding of the greening elements of a green roof, landscaping techniques and horticultural expertise to ensure quality green roof installation and maintenance. The level 2 Diploma in Installing and Maintaining a Green Roof is aimed at the ‘technician’ and the Level 3 Diploma in Planning and Monitoring the Construction and Maintenance of a Green Roof at the ‘supervisor’.

The Basic Competency Programme (BCP) What is a Basic Competency Programme (BCP)?

The Basic Competency Programme (BCP) is based on BCP approved manufacturer training courses derived from the Minimum Technical Competency (MTCs) and mapped to the National Occupational Standards (NOS) and a Vocational Qualification (VQ). The main objective of the programme is to support the operatives who has neither a full competency nor an official roofing qualification to obtain one and also help them to convert their green CSCS card to a blue Skilled Worker CSCS card. The BCP is endorsed by CITB and Competent Roofer Scheme as well as the CSCS. Operatives attending successfully the BCP course are able to apply for a 3 years Red Experienced Worker CSCS card which will put the operatives on the path to becoming competent and qualified.

What is the aim of a BCP?

Basic Competency Programme

It is to give the individual a certificate of competency in the knowledge and understanding of system products, health, safety and welfare at a recognised level in the industry.

Is there a qualification at the end of a BCP?

No, but there will be a BCP certificate of recognition which can be taken to other roofing disciplines or manufacturers. There will also be a mapping of specific elements of the programme towards a Vocational Qualification (VQ).

Would I be eligible to attend the BCP and apply for the 3 years Red Experienced Worker CSCS Card?

Roofing operatives who want to get on the path of achieving a competency and a roofing qualification can attend the BCP course, however the manufactures’ product training eligibility criteria still applies. The BCP Course may not be sufficient for the roofing operative to achieve a roofing qualification. Depending on their experience, the roofing operative might have to undertake further training and get a qualification and should consider the Specialist Apprenticeship Programmes (SAP) or the Specialist Upskilling Programmes (SUP).

What typical elements of a BCP would be mapped toward a VQ

The elements on health & safety, safety & welfare plus the interpretation of information and instructions given are examples of areas which can be mapped on the knowledge and understanding side of BCP. On the practical training, items on PPE, use of tools and equipment and communication are some of the elements which can be mapped as contributing evidence toward a VQ.

Is there a cost for a BCP?

Yes, you would need to check with the approved BCP Manufacturer when booking a place on the course.

Is there CITB funding for a BCP?

Yes, if you are CITB levy registered, you can claim the CITB short duration grant currently for £50.00 per day.

Certification

On completion of the BCP Course you will be asked to take an end test. Subject to successfully passing this, you will be issued with a Basic Competency Programme Certificate valid for 3 years. At this point you will then be able to contact the CSCS team and apply for the 3 years Red Experienced Worker CSCS Card. N.B. Please note that you would need to have a valid Health & Safety CSCS Test when you are applying for your CSCS Card.

You have up to 18 months from the time when you are issued with the 3 years Red Experienced Worker CSCS Card to become registered for NVQ Level 2 Roofing Qualifications. If during the 18 months period you fail to register, you will be contacted by a representative from LRWA/SPRA/NFRC/CITB to offer you advice and guidance. N.B. You will not be able to reapply via Basic Competency Programme for the 3 years Red Experienced Worker Card after 3 years if you fail to achieve your Level 2 Roofing Qualifications.
