This unit of competency specifies the outcomes required to coordinate the delivery, receipt and handling of roofing materials on a site.

Safety Workplace health and safety (WHS) requirements need to be observed in accordance with legislation. You need to know the WHS laws governing your job. Revision of CPCPCM2043A – Carry out WHS requirements, before commencing this unit is advisable. In any work situation you can reduce the risk of injury to yourself and others by using appropriate personal protective equipment (PPE). The types of PPE that you will need include: •

overalls – used for the protection of the installer when working in different conditions



boots – it is recommended that soft soled footwear is worn while working on roofs, as deep grooved footwear pick up small stones and debris that might damage or scratch the roof sheets



safety glasses or goggles to protect the eyes from injury when cutting the sheets



ear plugs or muffs to protect the installer’s hearing from excessive noise



dust masks or respirators to protect the user from breathing in dust or fine particles when cutting the sheets with a power saw



gloves, for the protection of the installer’s hands when working with different types of, sheet metal, tools and equipment.

Workplace environment and safety

Handling of materials

Manual lifting and handling techniques must always be followed according to WHS requirements. You should move materials into position by hand where possible. Excessive manual handling should be avoided and cranes and other mechanical lifting devices should be employed when necessary.

Limited height scaffolds and elevating work platforms (EWP)

Operators must ensure they are suitably qualified and familiar with all operating procedures detailed by manufacturers in the elevated working platforms operators’ manual. Personal protective equipment must be worn at all times by the person working in the basket of the EWP. This consists of safety harnesses, safety helmets, rubber soled shoes, safety vests and suitable clothing.

INTRODUCTION This unit specifies the competency required to coordinate the delivery, receipt and handling of roofing materials on a site. You will be required to: •

The delivery and receipt of roofing materials takes a degree of coordination and at times results in hazardous situations. Its correct planning can help ensure safety in the work place and save time and effort in handling materials.

Prepare for work Obtain plans and specifications and confirm by site visit The plans and specifications will help identify the scope of the work, and point to the type, quantity and size of materials to be delivered to the job. A site visit will allow you to identify any other issues that will effect the transfer of materials from delivery vehicles to the roof for installation.

Follow WHS requirements Working on roofs, due to their height and exposed nature, presents particular safety issues. The delivery, and receipt, of roofing materials involves the hazards of roofs with the movement of sometimes heavy vehicles in limited spaces. WHS issues are addressed in more detail in the units CPCPCM2055A Work Safely on Roofs that builds on the unit CPCPCM2043A Carry out WHS Requirements. Both these units should be referred to in the context of this unit.

Workplace health and safety plan All roofing work requires the development of a Workplace Health and Safety Plan. This plan will enable you to identify risks and manage them to ensure a safe workplace. In particular, weather conditions can greatly affect working conditions. Wind, rain, fog, dew and intense sunlight can all make a roof a more hazardous place to work. If the receipt of materials involves their placement on the roof, these hazards must be considered along with the other hazards associated with delivery. The steps involved and issues to cover include: •

Identifying the hazards involved There are many hazards that you will need to be aware of when receiving roof materials. Listed below are some of the more dangerous problems you will be faced with. •

Major plant moving on construction site



Heavy loads being transferred on to roof structure



Steeply pitched roofs.



Wet, or slippery roofs.



High winds.



Overhead power lines.



Glare.



Sharp protrusions directly below the roof line.



Live load support.

Assessing the risks Your ability to effectively assess the risks on the job will ensure your complete safety. The risks may include: •

collisions between plant or plant and workers



plant becoming unstable



structure becoming unstable under load



materials shifting from placed position due to slope or weather conditions



falls from the perimeter of roofs



falls directly beneath roofs



falls from ladders



electric shock



back or shoulder strains.

Controlling the risks There are many tasks that you will need to consider in order to minimise the risks to your safety.

restricting access to areas of major plant areas where objects may fall



moving materials mechanically (hiring a crane)



ensuring foundation for crane is capable of supporting it



positioning materials carefully to ensure the load is properly distributed



making fast the materials stored



fall protection around the perimeter of roofs (scaffolding, guard rails)



fall arrest system (harness)



personal protective equipment

ensuring electrical safety



postponing work in bad weather.

Follow quality assurance requirements Many companies have a policy for assuring quality to the customer. This policy is designed to control the processes used within the company, record keeping, quality of materials used and the way the work is done. You need to be aware of your company’s particular quality assurance requirements. (NOTE: The WHS policy forms an important subset of this larger management plan.) A continuous improvement process should be employed for the update of quality assurance provisions as the strengths and weaknesses of the policy are revealed over a period of time. Quality assurance requirements may include: •

workplace operations and procedures



Workplace health and safety plan



quality of materials



control of handling procedures



use and maintenance of equipment



attention to specifications



provision of training specific to the type of work



details of warranty provided to client



recording and reporting requirements

Work place operations and procedures Your own company may have procedures in place. These should be understood and followed. Other players concerned with the site may also have procedures and work place operations. These may include the builder, the maintenance contractor, and the materials supplier.

Select tools and equipment In addition to your regular kit extra tools and equipment including PPE may need to be arranged. This may be from the companies’ workshop or through hire purchase. It is important that they be checked for serviceability before work commences, because valuable time may be lost on site.

Personal protective equipment When receiving roofing materials the following PPE might be considered.

Overalls

To provide an outer layer of protection to the wearer.

Long sleeve shirt

To provide protection to the arms from harmful ultraviolet light from the suns rays.

Hat

A wide brim hat can protect from harmful ultraviolet light from the suns rays.

Safety Hat

Protection from impact with moving or falling objects

Gloves

Use when handling sheet steel which can cut your hands.

Sun glasses

Complying with AS/NZS1067.1 and allow less than 5% ultraviolet ‘A’ radiation transmission should be used in highly reflective environments.

Ear muffs

Use whenever noise levels are excessive, as with using angle grinder on brickwork to remove cement mortar.

Safety glasses

Should be used to protect eyes, when operating power tools, from flying foreign object, including cement mortar, metal swarf.

Sunscreen lotion

Use maximum rated sunscreen product on all exposed skin for protection against ultraviolet sun rays.

Harnesses

Should be used when there is no other option available for fall protection.

Tools These could include the following.

Snips

For cutting strapping.

Strapping tools

For securing packs of materials.

Lifting devices

Cranes, trolleys, hoists, rollers, work platforms, forklifts, chain blocks

Pinch or crow bar

For levering packs into place.

Prepare work area The worksite must be prepared before you start the installation process. This may be as extensive as having earth works carried out to provide access and stability for scaffolding plant or having powerlines isolated or relocated. Other things to be considered are: WHS precautions should be in place before work progresses. Locating on-site storage for plant and material in convenient location for yourself and others. The work location is clean and tidy before, and after, work. •

Before attempting the work take all precautions against damaging premises and fixtures.

Plan delivery Determine amount and type of material There is a range of materials required for any roof installation. Examples of determining amount and type are given in the following units: CPCPRF2022A Select and install roof sheeting and wall cladding CPCPRF3022A Fabricate and install roof drainage components CPCPRF3023A Fabricate and install external flashings CPCPRF3024A Install roof components CPCPRF3025A Install roof coverings to curved roof structures In addition to sheeting, drainage and roof components, and flashing, insulation, brackets, clips, fixings and sealants are also required. The size and nature of the job obviously determines type and amount required, and this can vary from a few items that can be picked up from the local supplier to multiple deliveries on long vehicles.

Visit site to determine hazards and identify load handling methods Site inspection Although plans and specifications provide most of the information you require for an installation, a visit to the workplace at the planning stage will give you a clearer visualisation of the layout of the building and the site. While you are on site you should do the following. •

Undertake a hazard identification.



Check location of overhead power lines.



Check access to site and roof.



Make final check of measurements.



Confer with site foreman and other tradespersons you may need to cooperate with.

Load handling methods Roof sheets are normally delivered strapped in packs; flashings, gutters and downpipes may also be grouped this way. Roof components, one off flashings and other items may come off the truck individually, insulation will be in rolls and fixings etc in boxes. All materials have to be protected from damage during handling, storage and installation.

Double handling It would be unusual for all these materials to be used on the day of delivery, so consideration has to be given to how and where they will be stored. On large jobs sequencing deliveries may be a viable option. Careful planning can save considerable time and work later in the job. Ideally enclosed storage areas should be as close to the point of use as possible. Packs of materials should be placed around the structure, preferably on it, making sure that lengths don’t have to be turned for installation. Exposed Storage:

Roofing material can become damaged if it is poorly stored on site. Protective coatings should be left in place as long as possible, and disposed of correctly when removed. For on ground storage maximum stacking heights and support advice should be sought from the manufacturer. Sheets that have become wet during transport should be unpacked immediately and each sheet dried thoroughly on both sides before stacking, fully wrapped with tarpaulins or plastic sheets and wraps kept clear of the ground. (see Figure 3.1).

Manual handling Manual lifting and handling techniques must always be followed according to WHS requirements. When lifting lowering or carrying loads the following guidelines should be considered. •

In a seated position do not lift loads in excess of 4.5 kg.



From a standing position keep loads below or within the 16 kg to 20 kg range.



Loads above 20 kg require a team lift or mechanical assistance.

You may also need to use mechanical lifting or load shifting equipment to move the materials you use. This could include: •

hand trolleys to move heavy equipment around the site



rollers to shift heavy equipment into place when the space is too small for forklift or other lifting machinery



forklifts for lifting heavy items from the back of transport vehicles or shifting equipment on site



chain blocks to lift and swing heavy equipment into place when suitable overhead support is available



hoists to be used in place chain blocks



jacks to lift and support equipment while positioning is carried out. Note Whenever any lifting work is carried out the materials must be kept straight so as to avoid bending of the material. In high wind conditions the lifting of materials can become hazardous because of the chance of the material being buffeted by the wind.

When lifting manually you should observe the following six steps to avoid back strain. 1.

Size up the load and have good balance.

2.

Bend your knees and keep back as straight as possible (not necessary to be vertical).

3.

Grip load with palms of hands and fingers.

4.

Use your body weight to start load moving, then lift by pushing up with legs.

5.

Keep your arms and elbows close to your body.

6.

When lowering load, bend knees, do not stoop.

Correct steps to lifting

On jobs where material is transferred to the roof by hand the following practices should be followed: •

Items passed from the ground one at a time.



Gloves should be worn at all times to avoid cuts.



Do not slide the sheeting over the edges of guttering or existing roofing as this may damage the finish surface.



On windy days the sheets should always be placed on the leeward side of the body so if it is caught by a gust of wind you can let it go and it will not push you off the roof.

Mechanical handling On large projects handling time can be greatly reduced by lifting packs by crane directly onto the roof. It may also be impossible to load the roof by hand. The structure must firstly be checked to see if it requires extra bracing due to the heavy weight being applied over a small area. (See 2.4) The movement of large plant and material around a building site can create hazards and obstructions that need to be planned for. Local work safety authorities’ regulations codes and guides should be followed. These issues should be considered in within the context of the Health and Safety Plan. (See 1.2) The following issues may need to be considered:

Is access adequate?



Is ground level and stable?



Will access be blocked and for how long?



How can plant and lifting zones be isolated?



Is traffic control required?



Are there electrical and other services that need to be avoided?



Are all those involved suitably qualified and experienced and familiar with the SWMS / JSA?



Will noise level require ear protection?



Is plant and equipment in good condition?

A suitably qualified person should carry out all lifting. Long loads should be supported to avoid overbalancing and distortion of the materials. The weight of the packs must be evenly distributed over a number of slings. Slings are made from a variety of materials, such as: •

Steel wire



Fibre rope



Synthetic material



Chains

There are four basic checks to be taken prior to lifting and placement of material on to roofs. •

Check its weight



Check the equipment to be used in the lifting process



Check the location of placement



Check the roof for its load bearing capacity



Once the bundle is on the roof it should be secured and protected if not for immediate use.

Obtain load limits Placement of materials on the roof in packs, may result in loads higher than those designed for. If there is any doubt an engineers certification should be obtained for the loading limits, locations and sequences. Or for methods of providing additional support for the structure while the load is in place. Note See SAAHB39- Installation code for metal roofing and wall cladding.

2.4 & 2.6 Sequence loads Sequence loads As mentioned earlier, the thoughtful planning of deliveries can significantly reduce the on site handling. Large jobs may require multiple deliveries, and the separation of packs by installation location can make the process more efficient. You need to also consider how the task you are about to commence affects others and plan with this in mind. Your company may have standard procedures that you will need to take into account. To assist in this process it might be helpful to make a list of the others involved in the work and contact those with whom you will need to cooperate.

Ask the following questions: •

Will the delivery and storage of materials affect others?



What dangers may be caused by your work and who might be affected?



Will any others be affected by the safety measures that you propose to use?



Will the work interrupt the work or normal activities of others?



Which trades will you need to complete their work before you can start?



Which trades need to work with you to complete the installation?



What deadlines must you meet to allow the project to meet planned schedules?

Place orders With the planning done orders can now be placed using the materials lists identified in 2.1 and the sequence developed in the process above.

Receive materials delivery With all the planning in place, with consideration of weather factors, delivery should progress smoothly.

Inform employees Everyone involved should be familiar with their roll in the process. Other trades should be reminded nearer to the event to make sure there is no unforeseen difficulties. On delivery you need to check the materials to ensure that they are of the standard required and have been delivered in acceptable condition. It is critical that you, as the installer, check the following. •

Move and secure Loads Loads are then moved to the predetermined locations, secured and protected from weather or damage.

Clean up Remove barricades and signs Once delivery is complete and plant has left the site, barricades and signs not required can be removed and put into storage.

Clean up materials Any packaging or debris associated with the delivery should be disposed of in accordance with site practices.

Clean tools and equipment For efficient and safe installation tools need to be maintained and stored. Tools and equipment may be the responsibility of the site manager, contractor, or others such as hire companies. You may be responsible for a tool kit and personal protective equipment (PPE). •

Keep a running check on your toolkit and your PPE. Check, clean and maintain it at the end of each day.



Check and maintain company equipment on a regular basis according to company policy. Keep all equipment in good working order.



Clean and maintain hire equipment according to hire agreement and good practice.



Do not overload or abuse any tools plant or equipment.



On completion of installation collect, clean and maintain all tools and equipment and return to their storage locations.

On completion of work it may be necessary to report on what happened. In addition to time and materials this is another opportunity to express any concerns you might have with the effectiveness of safety and work procedures.
