2) Hearing of Delegations None 3) Fire Department Report Chief Dave Smith provided a written report of Monona Fire Department activities for month of July. 4) Consider Pay Request from Bacon Concrete for FAC Parking Lot Improvements Pay request No. 3 was initially received from Bacon Concrete in amount of $104,789.33 for Family Aquatic Center (FAC) Parking Improvements. Upon recommendation of city engineer Jon Biederman it was agreed to delay approval until next meeting after certain unit quantities used in construction could be confirmed. 5) Approve Preparation of City Ordinance Code Amendments to Reflect 2014 Legislative Changes 2014 Legislative changes affecting city ordinance codes was distributed for review. It was recommended by city attorney Schiller that amendments related to HF 2109 – Vapor Products and Alternative Nicotine Products, HF 2216 – Off-Road Utility Vehicles, HF 2346 – Solid Waste, HF 2366 – Vacancies in An Elected Office and City Elections and SF 2310 – Persons Under Legal Age/Social Hosts be incorporated into Monona City Code of Ordinances. Moved by Schubert, seconded by Havlicek, to approve preparation of ordinance amendments as proposed. Carried Unanimously. Ordinance amendments would be brought to council for adoption when completed. 6) Consider Endowment Request from Monona Butterfly Garden & Trails Monona Butterfly Gardens and Trails group asked for council approval to invest $5,000 from the Monona Public Gardens and Trails account into the Community Foundation of Greater Dubuque (CFGD) to establish an endowment fund. Monies would be invested under the same provisions as the Darby Family Aquatic Center Endowment that was recently transferred to the CFGD per request of Colleen Darby. It was suggested that city attorney Schiller review Iowa Code regulations related to investments prior to request approval. 7 Approve First Reading of Ordinance No. 370-14 Amending Water Rates It was explained to council that an increase in water rates would need to be considered. Recent, current and on-going water related repairs and improvements would require additional revenue along with anticipated increase in operational and maintenance fees as part of PeopleService contractual service agreement that is up for renewal. Short term debt service obligations related to water meter replacement program was also noted. A rate adjustment of 10% was recommended as identified in proposed ordinance amendment.

Moved by Elledge, seconded by Havlicek, to approve First Reading of Ordinance No. 370-14 Amending Water Rates. Carried Unanimously. 8) Status of Proposed Phase II Sanitary Sewer Improvements Written communication was received from IIW engineer Marc Ruden and Iowa DNR environmental engineer Jeremy Enano regarding proposed Phase II Sanitary Sewer Improvements. Enano stated that in addition to the sanitary sewer improvements, the facility plan for Phase II would need to address the proposed equalization basin expansion. A geotechnical report for the basin expansion would need to be included with the facility plan as well. Ruden indicated that because of the additional required work, the Intended Use Plan (IUP) application would not be ready for submission to the DNR by September 2nd as planned, however, it would be ready for the December 2nd timeline. Mr. Ruden would be attending the August 18th council meeting to present phase II improvement recommendations and related engineering cost estimates for additional design work and construction oversight etc. 9) Approve REAP Grant Application for Proposed City Park Restroom Administrator Canton informed council that Monona has an opportunity to apply for Resource Enhancement and Protection (REAP) Funding for financing cost of construction to replace existing restroom at City Park. The park bathroom facility is obsolete and not accessible or usable by individuals with certain physical limitations. A new restroom would conform to American Disabilities Act (ADA) standards and would complement the recently installed AllInclusive Playground. REAP grant funds do not require a local match, however, providing inkind work or other funding would be beneficial. Applications are due by August 15th and would require signatures from the city council and Clayton County REAP committee. Preliminary design plan and cost estimates as prepared by Superior Building Center (SBC) were distributed for review. A 12’x24’ restroom structure with single slope roof was proposed to be built out of concrete block and steel roof etc. Some green construction elements would be included in the construction along with other energy saving features. Construction costs were identified at approximately $32,000 not including in-kind related work. At conclusion of explanations and comments, it was moved by Blietz, seconded by Elledge, to authorize preparation of REAP Funding application as proposed. Carried Unanimously. 10) Status of Monona Chamber & Economic Development (MCED) Mayor Collins stated that three (3) applications for the part time director position have been received. Applicants would be interviewed by MCED board members. Next MCED meeting would be held Thursday, August 14th at chamber office. Mayor/Council/Clerk Notes: • Concerns about City Park were previously expressed as it relates to behavior of certain individuals. Refuse, foul language and other activities were mentioned as a problem. It was noted that Police Chief Jo Amsden has addressed the issues and continues to work on the matter • It was again confirmed that IAS would be installing two (2) rock check dams within their commercial lot adjacent to East North and East Center Streets. Temporary

erosion control measures were previously suggested by city engineer Jon Biederman to alleviate existing issue whereby soil is being washed into North St. from surface water drainage Ribbon cutting is being planned to recognize the new Family Aquatic Center (FAC) Permeable Paver Parking lot

Mayor Collins declared meeting adjourned at 6:38 P.M. Next regular council meeting was scheduled for Monday, August 18, 2014 at 6:00 P.M. in City Hall.
