KEY SCHOOL STAFF The Principal is the primary person in-charge at all times. If the principal is not on-site or otherwise unable to act as the Principal, the responsibility falls to the person identified under the Order of Succession on the list. If that person is unable to perform the duties of the Principal, the responsibility falls to the next person in the Order of Succession. The Principal should be identified as "1" under Order of Succession, "2" should identify the next person in line and so on. Day to day operation of the school will follow the Order of Succession, however, the command structure may change in the event of an emergency. INCIDENT COMMAND: EMERGENCY MANAGEMENT TEAM As discussed in Chapter 1 of the CPS Emergency Plan Manual, the NIMS protocols follow an incident command concept and structure. All responding agencies, including fire and police, will follow a similar structure when responding to a school emergency situation. For detailed information related to the NIMS concepts and the specific duties of the team members, refer to Section I, Chapter 2: Incident Command. The Incident Command System (ICS) positions outlined below should be identified and assigned appropriately. INCIDENT COMMAND: EMERGENCY MANAGEMENT TEAM The school principal is responsible for overseeing the formation of the Emergency Management Team (EMT) and is the designated leader/Incident Commander. Incident Command and the Emergency Management Team is further discussed in Section I: Chapter 2. A school's EMT should capitalize on the unique training and expertise offered by various staff members. All assigned EMT personnel should be utilized in their assigned positions during all school drills. Staff members who are responsible for direct supervision of students should NOT be assigned an EMT role unless substitute coverage for students can and will be arranged. TITLE

The PIO will also serve as the staff liaison by providing information to staff members about the incident. Much of this role involves planning for an incident and communicating with the faculty the importance of removing rosters during an emergency so student accountability can take place.

CRISIS Responsible for assisting students and school personnel who are threatening violence INTERVENTION against self or others and are unable to cope with the fears and psychological trauma COORDINATOR associated with emergency. Counselors at the effected school must relay information to the Crisis Management OSES Unit. Identifying resources within the school system, county, and community should be planned and well organized before a crisis occurs.

PARENT Reunification refers to getting students reunited with their parents or guardians in an REUNION efficient and orderly manner. Parent contact should be expected and planned for by giving COORDINATOR specific directions to the parents as they arrive in the area. Responsible for setting up secure reunion location where the parents can wait to be reunited with their child and obtain information about the event. The coordinator should always be at this site and work with the PIO for information that can be released to the parents. The Parent Reunion Coordinator is also responsible for bringing necessary documents to the relocation site, checking student emergency cards for authorized releases, completing release logs and recording names of victims transported to hospital (and the name of hospitals to which victims are transported.)

As soon as practicable, a call should be placed to Student Safety Center and your Area Office. If appropriate, the school should also contact DCFS. EMERGENCY LOCATIONS: INTERIOR AND EXTERIOR SAFE LOCATIONS Interior Safe Location Each classroom should have a designated safe location inside the school in the event that the classroom must be migrated to a safer area. This location would be used in the event of a tornado or exterior hazard in the school area. Avoid areas with a great deal of glass or wide-span ceilings (gymnasiums or lunchrooms). The basement or lowest possible levels are desirable in the event of a tornado. An Interior Safe Location must be in the same building as room being evacuated. Attendance lists must accompany a teacher whenever the classroom is evacuated. Attendance must be taken every time the class moves to a location (e.g., at time of migration to Interior Safe Location, again if evacuated to an Exterior Safe Location or Alternate Evacuation Site) A list of missing students should be formed any time attendance is taken, noting the student's possible location (i.e. excused to bathroom.) Exterior Safe Location In the event that the school must be evacuated, each teacher and staff member should be aware of the area to which that classroom is to report. Each classroom should be assigned an Exterior Safe Location outside the building and teachers should keep classes intact. Attendance lists must accompany a teacher whenever the classroom is evacuated. EMERGENCY LOCATIONS: SPECIAL NEEDS AREAS OF RESCUE ASSISTANCE Areas of Rescue Assistance must be identified in each school building. Any person who is unable to evacuate the building, or who the Evacuation Team is unable to evacuate, will be placed at the Area of Rescue Assistance. Personnel must be assigned to assist a special needs person and report if they have been located at an Area of Rescue Assistance in the event of an evacuation. Whenever a person is left at an Area of Rescue Assistance, the designated Rescue Assistant must immediately report the situation to the Special Needs Evacuation Coordinator under the Incident Command structure. EMERGENCY LOCATIONS: SAFE PASSAGE ROUTES A Safe Passage Route should be established and followed by all staff members in the event that an emergency warrants the Incident Commander to direct an evacuation to the Alternate Evacuation Site. A Safe Passage Route can be mapped by using the Chicago Police Department's CLEAR Map application. Download a neighborhood map from the CLEAR site detailed below. The following must be marked on the map: Exterior Safe Locations Alternate Safe Location identified for your school Routes to the Alternate Safe Location. Bus staging areas in the neighborhood (in the event that busses cannot safely proceed to school) Two ways in which you can include your Safe Passage Route in your Emergency Plan include: Save map image and use Microsoft Word's drawing feature to identify Alternate Safe Location and Safe Passage Route Print the map and hand draw the items in the above list and scanning the document to create an electronic copy (tif, gif, or pdf) In addition to the drawing of the route, the Safe Passage Route directives must also be written. EMERGENCY LOCATIONS: EXTERIOR SITE PLAN A floor plan of the school and areas outside the school must be available in the Emergency Plan. Schools might use a copy of a plat survey or other document available to show the general outline of the school building and surrounding land. Each of the following must be identified on the Emergency Site Plan:

EMERGENCY LOCATIONS: INTERIOR SITE PLAN This is the floor plan of each floor of the building, specifically identifying each classroom and room in the building. This plan may be several pages. CPS CRISIS CODES All schools must use ELSA codes to notify building occupants what actions to take during an emergency. These codes should be prominently posted through out the building so that itinerant staff and visitor are familiar with them and follow them in an emergency. All school personnel are to be trained on these codes to ensure staff members understand the severity of a situation once the code is called. All visiting CPS personnel will be equally familiar with the code structure. Evacuation Incident Commander orders call for Evacuation or the Fire Alarm is sounded. Students and staff proceed to the Exterior Safe Location pre-designated for the room they are located in at the time the Evacuation Code is called. If necessary, Incident Commander calls for move from Exterior Safe Locations to Alternate Evacuation Site. Lockdown No one moves unless otherwise announced by Incident Commander. All classroom doors are closed and locked. Windows are closed and shades are pulled down if appropriate. Incident Commander must: Order exterior doors locked Direct students/staff located outside building to: Proceed to Alternate Evacuation Site Proceed into building to Interior Safe Location Appropriate Classroom Consider redirecting school buses enroute to the school to the bus staging area Consider directive to close all air intake and related mechanicals in the event of a hazardous materials situation Incident Commander may allow for classroom movement if appropriate and ONLY IF SPECIFICALLY ANNOUNCED. Any open campus privileges are cancelled for the rest of the day Shelter-in-place Appropriate for threats of tornado or threat in the neighborhood. Students and staff proceed to the Interior Safe Location pre-designated for the room they are located in at the time the Shelter-in-Place code is called. If situation is so dire for a classroom or area of the building (i.e. gunshots outside of school) teacher/staff should direct students to drop to the floor and seek cover under tables, desks, counters, etc. - staying away from exterior windows -- until the situation allows them to proceed to the Interior Safe Location. All Clear Threat or emergency has passed and the school is returning to normal operations. Incident Commander returns school authority to principal or designee. Principal or designee announces the bell scheduled for the rest of the day and any other information pertinent to the recovery from the situation.

SCHOOL EMERGENCY GO KITS In anticipation of an emergency, each school must maintain its CPS Emergency Kit, referred to as a GO KIT in wheeled containers which were delivered to schools in 2005 and 2011. The GO KIT provides resources that will be useful in an emergency. In the event of a school evacuation, the Incident Commander should take the GO KIT out of the school building. In addition, schools should consider preparing and maintaining emergency GO KIT in each classroom. Because students, staff, class schedules, and plans change throughout the year, schools must update their kits on a regular basis. Schools are responsible for maintaining and replenishing supplies in their GO KIT. Review the list below and check off the items that are in the kits in working order and required documents are up-to-date. EMERGENCY DRILLS: SCHOOL SAFETY DRILL ACT Emergency drilling is discussed in detail in Section I, Chapter 8. In compliance with the provisions of PA 94-600 (105 ILCS 128), also known as the School Safety Drill Act, each school will plan for three (3) Evacuations, one (1) Severe Weather/Shelter-in place, one (1) Bus Evacuation drill, and one (1) Allergen Drill. Schools will strive to plan one (1) Law Enforcement exercise during the school year. A Chicago Fire Department official must sign off that one drill was completed. Appendix D contains forms for documenting the annual required School Safety Drills and the Bus Drill Verification form. All scheduled drill dates and drill completion dates must be recorded in FIMS. The elementary school principal will receive notification from the Department of Transportation (773-553-2860) as to when a bus evacuation drill will be scheduled with the bus company serving his/her school. The Bus Drill Verification form must be completed by school and bus company officials and submitted to the schools Area Office as evidence of completion of the drill.

THE ILLINOIS SCHOOL SAFETY DRILL ACT REQUIREMENTS HB2693 (PA 94-0600) This act applies to all public and private facilities that offers elementary or secondary education to students under the age of 21. When a school has more than one location, each different location shall be considered its own school. School Evacuation Drills- During each academic year, schools "must" conduct a minimum of three(3) school evacuation drills to address and prepare students and school personnel for fire incidents. One of the three drills shall require the participation of the local fire department. Each school administrator will contact the local fire department by Sept. 15 and propose four dates in October for the drill. The fire department official may choose any of the four available dates for the drill. School administrators and fire officials, by mutual consent, may plan a fire drill before or after the month of Oct. Upon participation of the fire department, the fire official shall certify the school evacuation drill was conducted. On or before Sept. 14th, school and fire officials mutually may waive fire department participation. Schools may conduct additional school evacuation drills to account for other evacuation incidents. Bus Evacuation Drill - During each academic year, schools "must" conduct a minimum of one bus evacuation drill. This drill shall be accounted for in the curriculum in all public schools. Shall include instruction in safe bus riding practices for all students. May include procedures in case of fire, suspicious items and hazardous materials. Law Enforcement Drill - During each academic year, schools "must" conduct one law enforcement drill which prepares students and school personnel for incidents including reverse evacuations, lockdowns, shootings, bomb threats and hazard materials. The appropriate local law enforcement agency must be contacted by the school administrator to request participation in an on site drill. The law enforcement official shall certify the drill was conducted. Severe Weather/Shelter in Place Drill - Schools "must" conduct a minimum of one severe weather or shelter-in-place drill to account for other incidents, including without limitation earthquakes or hazardous materials. All drills will be conducted at each school building that houses school children. Severe weather includes; shear winds, lightning, tornados, and earthquakes. Hazardous materials include; chemical, incendiary, and explosives. Allergen Drill - Schools must conduct a minimum of one Allergen Drill to account for potential Allergic reactions to food, insect bites, etc. How to recognize allergic reaction. How to prevent allergic reaction. How to respond allergic reaction. Annual Review of Emergency and Crisis Response Plans - Each School Board or its designee will conduct an annual review of the school buildings Emergency and Crisis Response Plans, protocols and procedures. Weapons of mass destruction include; biological, chemical, and nuclear weapons. Includes each building's compliance with school safety drills. Appendix B: US DEPARTMENT OF HOMELAND SECURITY THREAT LEVELS The following threat conditions, published by the National Terrorism Advisory System

The National Terrorism Advisory System The National Terrorism Advisory System, or NTAS, replaces the color-coded Homeland Security Advisory System (HSAS). This new system will more effectively communicate information about terrorist threats by providing timely, detailed information to the public, government agencies, first responders, airports and other transportation hubs, and the private sector. CHICAGO PUBLIC SCHOOLS RESPONSE In the interest of student and staff safety, the Chicago Public Schools maintain a threat response posture equivalent to the ongoing National Terrorism Advisory System:

Imminent Threat Alert-Warns of a credible, specific, and impending terrorist threat against the United States. Elevated Threat Alert - Warns of a credible terrorist threat against the United States. Senior Staff and School Administrators should regularly take the following steps: Be prepared for a prompt response, by monitoring e-mail, radio, television and telephonic communication from the Chicago Office of Emergency Management and Communications (OEMC). Review the information distributed on CPS Emergency School closings. Complete all required drill activities annually. Cancel or post-pone activities away from schools in the event of an imminent threat or elevated threat. Be vigilant for suspicious activity, suspicious vehicles, and suspicious persons, on or around school property, and report observations to the Chicago Police Department. Screen persons entering school and administrative buildings, ensuring that they have properly identified themselves and their purpose. Entry and exit of all visitors should be monitored. Inspect the physical condition of the building, focusing on the integrity of doors and windows. Inspect the contents of the GO KIT and the accuracy of the list of Emergency Telephone Numbers, as well as the list of parental contacts. Appendix D: EMERGENCY DRILL FORMS SCHOOL SAFETY DRILLS COMPLIANCE FORM (BUS) The Illinois State Law (HB2693) establishes the minimum requirements and standards for schools to follow when conducting school safety drills. During each academic year, schools must conduct a minimum of one bus evacuation drill. Schools may conduct additional bus evacuation drills. Bus companies providing school bus service to your school are contractually required to provide buses for this purpose. Schools with no bus service are encouraged to coordinate this requirement with bus companies who provide field service to the school. Schools can find information on the CPS website regarding bus companies serving the CPS and the cost of providing field trip service (see "Field Trip Prices" under Information for Schools under Transportation on the CPS website.) Schedules for such drills must be coordinated between the principal and the bus company. It is the responsibility of the school staff to conduct the emergency evacuation drills, but in most cases the bus company managers will provide assistance. The Department of Transportation will assist schools when and where possible. Curriculum material is also available.

Appendix E: INCIDENT ACTION PLAN (IAP) Incident Action Plans (IAP) is further discussed in the Emergency Plan Manual. Purpose: An Incident Action Plan (IAP) contains general control objectives reflecting the overall incident strategy and specific action plans for the next operational period. The Planning Section Chief develops the IAP in consultation with the Incident Commander. The IAP will include the following: - specific objectives for the resolution of the situation; - defines the work assignments for each Section Chief and Coordinators, - defines the resources needed to accomplish the Plan goal (resolution of the incident); - depicts how all response personnel are to be organized; - lists radio and telephone communications for all incident personnel; - specifies a medical plan to follow in case of a responder emergency; - identifies resources at risk. Preparation: The Planning Section Chief compiles the IAP, with key tactical input from the Incident Commander and Operations Section Chief. The IAP is to be completed following each Planning Meeting. The plan should be approved and signed by the Incident Commander. Distribution: Sufficient copies of the IAP will be reproduced and given to all Section Chiefs and Command Staff.
