INTRODUCTION A.

The LSA (Logistics Support Area) tab was developed to ensure that there will be an adequate and appropriate logistical support to any response to an incident or multi-incidents that may occur in Chatham County.

B.

This Tab is the outline by which the Logistics system will activate, expand and contract to the size and scope of the response, and includes the tracking of resources to ensure that the there is accountability of all resources and to minimize the cost while maximizing the effectiveness of the response logistically.

C.

This Tab was developed by the Logistics Section Chief at the Chatham Emergency Management Agency (CEMA) and is based upon Logistical Management Practices utilized by the United States Army Corps of Engineers best practices, and by various Emergency Management Agencies.

PURPOSE A.

The purpose of this Tab is to define and provide the overall concepts of how LSAs will be activated and operated during a response to any significant event that may occur within Chatham County

B.

LSAs are the facilities where supplies, materials and other essential goods are received, stored and moved forward to support the responders working in Chatham County until such time that normal services can be restored.

C.

The 2004 hurricane season proved that the ability to distribute commodities to the public is the controlling factor to determine supply. To successfully accomplish the commodity distribution mission, planning must begin with the end in mind. The successful execution of a distribution plan is essential for success. The plan must have predetermined locations of distribution points, layout plans for each point, and must include equipment and manpower requirements.

SCOPE A.

This document provides the guidelines to responders, Emergency Operations Center (EOC) staff and the logistical workers on how the LSA system will function. The information contained herein is broad and general in nature and can be modified depending upon the situation or complexity of the response.

This document is not intended to supplant any existing logistics resource and supply management program currently being used by any agency but will apply to LSA management during the response and recovery of the county.

AUTHORITIES A.

This Tab is developed under the authority of the Chairman of the Board of the County Commission, Chatham County, Georgia; and the Director of the Chatham County Emergency Management Agency, Chatham County, Georgia. This Tab supersedes all similar and previous versions to date.

B.

Assignment and Responsibilities: 1.

CEMA has the responsibility for compliance with the provisions of the Chatham County Emergency Operations Plan (EOP); therefore will have primary responsibility for ensuring execution of activities outlined in the supporting documents.

2.

Municipalities, and ESF partners responsible for providing support to this Tab will coordinate internal resources and personnel to carry out the tasking defined in this document.

ASSUMPTIONS A.

Local resources and supplies are requested and used first in the response to any event of local significance.

B.

The response has exceeded the ability of all county and municipal resources, contractors and suppliers and requires the establishment of a LSA system.

C.

The response has grown in scope and size and requires the development of a LSAs to manage the ordering, receipt and distribution of resources to responders until such time that the local services can be restored.

D.

The response/recovery will be long term in duration and will require the LSAs to be in place for a significant period of time.

E.

The type and Quantity of supplies and equipment that the responders will need in the aftermath of disasters or other crisis will vary due to many factors and no one event will be identical to another.

F.

Supplies, materials and equipment received at the LSA can be shipped forward to the responders or the requesting parties can pick up their supplies, materials or equipment directly at the LSA site.

IMPLEMENTATION A.

Implementation of this Tab in a major event will be coordinated through the EOC based on a decision by the Command Policy Group (CPG) and the EOC manager.

B.

Once the decision is made to implement this Tab, the designated Logistics Section Chief will determine the size, number, and locations of LSAs required to support the recovery operations for Chatham County.

C.

If the event is limited in scope the CEMA Assistant Director (AD) or the EOC Operations Chief will determine if LSAs are needed.

CONCEPT OF THE OPERATIONS A.

Overview: A LSA is a centralized location where the incoming flow of supplies, equipment, materials and life sustaining commodities following a disaster or emergency can be received, accounted for .and distributed.

Resources and Capabilities:

The Logistics Section Chief will determine the size, number and locations of LSAs and active them as needed to support the response/recovery. The current sites are facilities owned by the Savannah Chatham County Public School System (SCCPSS).

LSAs should be located in areas that have good traffic ingress and egress by large vehicles such as Semi-tractor trailers. Additionally there needs to be buildings with sufficient floor space to store and move supplies, materials and equipment with ease. The LSAs should construction adequate to support the movement of objects via such pieces of equipment as warehouse forklifts. There needs to be large open areas for traffic turn-arounds and heavy equipment storage. The site should be well drained for the movement of equipment outside and there needs to be large areas of paved parking.

Types and management of supplies, materials and equipment are addressed in Appendix 2 to Annex D, Tabs A-H.

Safety: Throughout all Logistics Operations, safety will be stressed. Supply Operations has an inherent risk. Due to high volume traffic movement of supplies, resources and materials the possibility of injury or death to workers in the LSAs due to motor vehicle crashes or pedestrian-

vehicle strikes is always a risk. Additionally the physical nature of the work being done in warehousing, stocking, and movement of supplies and materials poses risk for numerous types of injuries including but not limited to pinch/crush injuries, cuts and abrasions, muscular injuries and strains, heat injuries, electrocutions and suffocations. D.

LSA locations: The pre-determined LSA sites are listed in Exhibit 1.

Logistic Resources: During the response/recovery adequate stocks of supplies and materials are critical in ensuring the responders are adequately supplied. The LSA will ensure that contingency stocks are on order or on hand to support the response/recovery operations. LSAs will also support Points of Distribution (POD) operations by ensuring contingency stocks are maintained in the community. This will be driven by the objectives established by the CPG.

F.

Supply Management: It is critical that each LSA manager carefully manage and account for their stocks of supplies and the status of the equipment at each LSA site. This includes the preventative service of equipment such as heavy equipment and generators. The inventory and accountability of stocks received and the accountability of items issued are also critical in good supply management.

G.

Resource Tracking: Careful accountability of supplies will be a critical factor when cost recovery begins. Each LSA manager will ensure that the commodity managers for the listed commodities in Appendix 2 to Annex D Tabs A-H maintain tracking sheets of supplies, materials and equipment received and issued, and status of equipment will be monitored carefully to insure the LSA can conduct its mission.

H.

LSA De-Mobilization: Once the local infrastructure has been restored to capabilities to support the population, LSA de-mobilization will be necessary. The EOC will notify the LSA manager when the LSA will be closed and the responders will be given notification well in advance of the closure. All supplies will be inventoried and palletized for re-distribution to other LSAs, or return into the supply system. All equipment will be inventoried and inspected for preparation to return it to the proper agency/owner. The site will be cleaned and restored to original condition and the LSA manager will complete a daily report showing the close-out.

VIII. RESPONSIBILITIES A.

CEMA Director: Responsible as the primary advisor to the County Commission and County Manager regarding the logistical situation in the county. His role is to insure that the Logistical system and a supply management system are in place to facilitate the response and recovery,

and ensure that proper documentation is being maintained for any cost recovery.

CEMA Assistant Director: Is the Primary Operations Officer and assumes the responsibilities of the Director in his absence. The AD determines the need for the response actions and the levels of activation of the EOC. In local events the AD works in close concert with the CEMA Duty Officer in determining the extent and scope of the response.

C.

Logistics Section Chief: Upon activation is responsible for determining the scope and need for LSAs. Based upon both immediate and anticipated needs of the responders, the Logistics Section Chief activates or deactivates LSAs to provide for adequate Logistical Operations.

D.

LSA Manager: Responsible to the Logistics Section Chief in determining the immediate logistical needs to support response to their LSA. The LSA Manager must understand the purpose, functions, and requirements of an LSA. The successful manager must have the skills to motivate people, organize shifts, assure the right equipment is available, keep daily records on equipment, gather/record information on deliveries, arrange for future deliveries based upon usage or request and act as the primary point of contact for the LSA.

APPENDIX MANAGEMENT AND MAINTENANCE A.

CEMA is the executive agent for Appendix management and maintenance. The Tabs and supporting documents will be updated periodically based on lessons learned from exercises and actual events. This section establishes procedures for interim changes and full updates of the Appendix and related Tabs.

B.

Types and Changes: Changes include additions of new or supplementary materials and deletions. No proposed change should contradict or override authorities or other plans contained in statute, order, or regulations.

C.

Coordination and Approval: Any Department, ESF representative of partner assigned with responsibilities in the Appendix may propose a change to this Appendix. CEMA is responsible for coordinating all proposed modifications to the Appendix with all interested parties. CEMA will coordinate review and approval for proposed modifications as required.

D.

Notice of Change: After coordination has been accomplished, including receipt of the necessary signed approval supporting the final change language, CEMA will issue an official Notice of Change. This notice will

specify the date, number, subject, purpose, background and action required and will provide the change language on one or more numbered and dated insert pages that will replace the modified pages in the EOP, Annex, or supporting documents. Once published the modifications will be considered part of the EOP for operational purposes pending a formal revision and re-issuance of the entire document. Interim changes can be further modified or updated using the above process. E.

Distribution: CEMA will distribute the Notice of Change to all participating agencies. Notice of Change to other organizations will be provided upon request. Re-issuance of the individual annexes or the entire EOP will take place as required. Working toward continuous improvement, CEMA is responsible for an annual review and update of the EOP to include related annexes, and a complete revision every four years (more frequently if the County Commission or GEMA deems necessary). The review and update will consider lessons learned and best practices identified during exercises and responses to actual events, and incorporate new information technologies. CEMA will distribute revised EOC Annex documents for the purpose of interagency review and concurrence.

EXHIBIT 7 - LSA WORKERS AND STAFF Dedicated LSA workers are as essential to the LSA as the Supplies, Materials and Equipment are being distributed. LSA workers are asked to make their evacuation plans at the beginning of hurricane season, know where they will evacuate, take their evacuation possessions with them and be ready to return as soon as called upon. Before evacuation efforts begin, LSA volunteers must contact the Volunteer Coordinator in the EOC and provide updated contact information. The LSA worker will be contacted when it is safe to return and assign them a LSA location. LSA staff must be able to:  stand for long periods of time  lift 25 lbs over several hours  work 12-hour shifts with minimal breaks LSA Staff should prepare to bring:  Sturdy shoes  Hat and gloves  Comfortable clothing  Rain gear  Battery-powered radio  Extra batteries  Flashlight  First Aid Kit  Cash

LSA MANAGER REPORTS TO: LOGISTICS SECTION CHIEF POSITIONS REPORTING TO THE LSA MANAGER LSA SUPPLY TEAM LEADER LSA EQUIPMENT/MAINTENANCE TEAM LEADER TRAINING REQUIREMENTS:  LSA Managers are required to attend annual EOC Staff training.  LSA Managers are required to complete IS-100, IS-200, IS-700 and ICS-300. Additional positions may be required to complete IS-800 and ICS-400.  Maintain an operational knowledge of Chatham County’s EOP Organization and ESF structure.  Be trained on LSAS Support Annex D Appendix 1 TAB D. GENERAL RESPONSIBILITIES: This position, a member of the Logistics Services Section, and is responsible for the operations of assigned LSA:         

Upon direction from the EOC thru the Logistics Section the LSA Manager prepares and opens his/her assigned LSA. Ensures that proper supplies and equipments are on-hand and operational prior to LSA Opening. Ensures all supplies and commodities are ordered or on hand for anticipated population the LSA will support. Ensures all safety issues and training has been received by LSA staff prior to LSA Operations starting. Conducts a pre-opening rehearsal of LSA operation with the Team Leaders to ensure LSA layout meets the needs of the served population. Ensure risk management principles and procedures are applied to all activities. Ensures all LSA workers have proper supplies and equipment to properly and safely do their jobs Ensures all support for LSA workers such as food service, sanitary facilities, break areas, etc is being provided. Completes all required reports and request per Logistics Operations

GENERAL PREPAREDNESS / PRE-ACTIVATION:  Maintain a “go-kit” of personal items and bring to the LSA when activated.  Maintain a family/pet preparedness plan.  Attend annual Staff training and ensure NIMS compliance by maintaining an operational knowledge of NIMS, ICS and Chatham County’s EOP. ACTIVATION PHASE:  Respond immediately to appropriate LSA location and determine operational status.  Check in with Logistics Section Chief when LSA is ready for initial operations.  Read and comply with LSA Safety Policy.  Open, maintain or continue a LSA Operational LOG; maintain all required records and documentation to support the After Action Report and the history of the LSA Operations to include: o Messages received o Actions taken o Decisions o Requests: justification, documentation and completion o LSA personnel, time on duty, and assignments o Expenditures  Confirm position specific priorities based on current status report.  Orders all required supplies and Commodities necessary for LSA Operations.  Support operational and functional meetings as required. OPERATIONAL PHASE:  Orders all supplies and commodities for initial start-up of LSA.  Ensures all supplies and commodities are tracked and accounted for daily  Prepares for de-mobilization of LSA when normal services are restored  Demobilizes LSA and ensures proper turn-in of supplies and equipment. LSA SUPPLY TEAM LEADER REPORTS TO: LSA MANAGER POSITIONS REPORTING TO THE LSA SUPPLY TEAM LEADER: (if any) WAREHOUSE LEADER COMMODITIES TEAM LEADER TRAINING REQUIREMENTS:  All LSA Staff are required to attend LSA Staff training.  All Team Leaders required to complete IS-100, IS-200, IS-700 and ICS-800.  Maintain an operational knowledge of LSA Support Annex D Appendix 1 Tab D Organization and ESF structure. GENERAL RESPONSIBILITIES: This position, a member of the LSA Operations and is responsible to ensure commodities and supplies are moved from Loading line to supply line, and that customer vehicles are loaded properly with correct amount of supplies and commodities, coordinates staff sustainment operations including the maintenance of restrooms, rest areas, feeding areas and shift schedules, and serves as LSA Manager in the absence of the designated LSA manager. Specific duties include:      

Scheduling loading staff. Ensures supplies and commodities are maintained in adequate amount for the loading line. Ensures LSA staff areas such as restrooms, rest areas and feeding areas are maintained in a clean and sanitary manner and are properly supplied. Ensures customer vehicles are loaded properly Coordinates with Site Security Officers to ensure the maintenance of good order Ensure risk management principles and procedures are applied to all activities.

GENERAL PREPAREDNESS / PRE-ACTIVATION:  Maintain a “go-kit” of personal items and bring to the EOC when activated.  Maintain a family/pet preparedness plan.  Attend any scheduled LSA Staff training and ensure NIMS compliance by maintaining an operational knowledge of NIMS, ICS and Chatham County’s EOP. ACTIVATION PHASE:  Respond immediately to appropriate LSA location and determine operational status.  Check in with LSA manager and obtain appropriate credentials.  Briefs staff of current situation and any pertinent information regarding the operation of the LSA. 29
