DIRECTORATE FOR ICT SUPPORT (DICTS)

a) Deputy Director (1) Reports to: Director (DICTS) Salary Scale: M4 Job Role: Deputize the Director in the overall management and Coordination of ICT services and support systems within the Unit Required Qualifications: A Masters degree in the following: Electrical Engineering, Telecommunication Engineering, or Computer Science (Network specialisation) or an ICT related fields: A bachelor’s degree in a related field Required Experience: At least 5 years experience of ICT related work. Duties and Responsibilities: 1. Guide the functions and operations of Information Systems, Database Management, Network Management, Planning and maintenance, Security management and Ender User Support. 2. Guide the development of Makerere University ICT policies and procedures and supervise their implementations. 3. Prepare and oversee compliance and implementation the service level agreements in liaison with contractors. 4. Guide and supervise the implementation of Integrated Management Information System (IMIS) architectural framework in liaison with the Systems and Database Managers. 5. Assist the Director with appropriate managerial and oversight support to implement Council resolutions and directives. 2. Facilitates the development and strengthening of relationships between key donor prospects (including alumni) and Makerere University. 3. Develop strategies for donor cultivation and stewardship and develop strong relationships between fundraising prospects and the Colleges of Makerere University. 4. Transform the relationships into a fundraising work plan and drive its execution. 5. Prepare stewardship reports, develop and co-ordinate the production of fundraising and appreciation materials in close liaison with the respective Colleges and the Public Relations Office. 6. PROCUREMENT & DISPOSAL UNIT

Post: Procurement Officer (2) Salary scale: M6 Reports to: Senior Procurement Officer Role To ensure proper management and value for money for procurements and disposals handled by the Sub PDUs in Constituent Colleges under delegated authority.

Duties. (i)

To provide technical advice and guidance to the Sub-Contracts Committee and the User Units in the College.

(ii)

To provide Secretariat services to the Sub Contracts Committee.

(iii)

To receive procurement requisition forms (PP Form 20) for micro procurements(ie not exceeding Shs.2 million) from User units in the College, solicit at least three quotations for each requisition, analyze them and prepare LPOs in favor of the firms with the best evaluated prices.

(iv)

To receive procurement requisitions (PP Form 20) for macro procurements (ie above 2 millions) from User units in the College and prepare solicitation documents for procurements within the prescribed thresholds for the delegated authority.

(v)

To issue the solicitation documents to bidders.

(vi)

To receive and open the bids after closing the bid submission.

(vii)

To nominate Evaluation teams, seek approval from the Sub-Contracts Committee and take the lead in evaluating bids for macro procurements.

(viii) To prepare Evaluation Reports and present them to the Sub- Contracts Committee for approval. (ix)

To prepare and distribute the Agenda for the Sub- Contracts Committee meetings.

To write minutes of the Sub- Contracts Committee meetings.

(xi)

To prepare the Best evaluated bidder notices and the Contracts Committee decisions.

GENDER MAINSTREAMING DIRECTORATE

Key Result Areas: 1. Provide leadership for the Teaching, Learning and Research Division. 2. Manage the Makerere University Female Scholarship Foundation 3. Be responsible for mainstreaming gender in the University Curricula and Policies. 4. Support the Deputy Director to coordinate the Gender and Leadership (Mentoring) Initiative 5. Collaborate and network with gender focused organization to promote gender equality at national, regional and international levels. 6. Initiate and conduct gender focused research, produce reports and publications. 17

Reports to: The Deputy Director Salary Scale: M 5 Role: To provide leadership for the Communication and Support Services Division. Key Result Areas 1. Provide technical Support to the Gender Mainstreaming Directorate on Communication and production of Publications. 2. Serve as a Reference and Public Relations Officer for the Gender Mainstreaming Directorate and the various publics. 3. Be responsible for the production, documentation and dissemination of the Scholars’ Directory and other Publications of GMD. 4. Coordinate the design, update and maintenance of the website and databases. 5. Support the Senior Gender Officer (Support Services) to work with colleges to implement activities to mainstream gender in colleges. 6. Support the Senior Gender Officer (Support Services) to work with university students (Peer trainers) to implement activities to create gender awareness amongst students.
