Quality through innovation he theme of quality permeated every sphere and course of action at the University of the Free State in 2006.

One reason was that 2006 was the year the Higher Education Quality Committee (HEQC) of the Council on Higher Education (CHE) conducted an audit of the UFS. The UFS had been preparing for this process for almost two years, during which time huge demands were made on management, faculties, and support service divisions. The quality assurance audit of the HEQC entailed a weeklong visit to the campus during October 2006 to ensure that the policies and procedures that promote quality were in place. Another reason was that the Executive Management approved that 2006 – 2008 would be used to launch the UFS into a new phase of higher quality and excellence, with the institutional audit serving as an important instrument in this process.

In his official opening address in February, Prof. Frederick Fourie, Rector and Vice-Chancellor, pointed out that the theme of quality had served as directive for everything he said about the UFS in the past few years. “In 2003, during my inauguration as Rector, I argued that the greatest contribution the UFS can make to the Free State community is to be and continue to be, now and in 25 years’ time, a very good, high quality university, to which I added that this high quality university must always be a creative, innovative, dynamic, equitable, socially responsive and pro-active university.” In 2004, he argued that if the UFS were to continue to be a very good university, and to continue to grow and become a great university, hard work was needed to ensure that it became a robust university in all respects – financially, in its management of diversity and equity; in its regional role and regional engagement; and in its national and international leadership role, but mostly, and critically, academically.

This was followed by the major announcement in 2005 about a new, fourth phase of transformation, with transformation defined as a process of continual and persistent becoming. As applied to the UFS, it meant, firstly, becoming a truly South African university of excellence, equity and innovation; and, secondly, becoming a high quality, equitable, non-racial, non-sexist, multicultural, multilingual university and place of scholarship – for South Africa and Africa. To realise this, a transformation task team was appointed to compile a best-practice transformation plan, an initiative which continues as an important strategic imperative for the UFS (see p 21).

UFS. “No university that wants to be a good university, can afford to be complacent or dismissive about quality,“ he said, arguing that in such attitudes lie the seeds of mediocrity. “Therefore, let us launch the UFS into a new phase of higher quality and excellence. Let us be serious about getting from good to great.” To achieve this, the UFS needed to develop and strengthen an institutional culture of quality with scholarship and non-mediocrity as norm. “Instilling the culture of being a good university in every new generation of academics is essential.”

Within this continuous process, the Executive Management approved in 2006 that academic quality assurance would receive special emphasis in the next three years in order to raise academic quality to a next, higher level.

The term “quality”, notably in the academic sphere, must be intimately linked to the concept of “scholarship”. Academic work can be defined as integrating several forms of scholarship: the scholarship of research, the scholarship of teaching and learning, the scholarship of engagement.

Prof. Fourie remarked that universities all over the world generally are not good at talking about quality. They would like simply to be trusted to be of high quality. But all universities should take quality seriously, be it Harvard or UCT or Makerere or Wits or Cambridge or the

what others are doing, critical discourse with colleagues, critical self-reflection, and more.” In a major initiative to take the University to new heights, Prof. Fourie announced that the UFS was to align key areas of its academic and research efforts with national priorities through the introduction of strategic clusters or focus areas which would be funded by seed money of R10 million in 2006. It had become imperative for the UFS to position itself, not only as a “good” teaching and research university, but as an institution that truly excels in certain strategic areas of research and knowledge – whilst continuing to provide firm general support for research excellence across the many disciplines. Strategic clusters were to be organised on the assumption that these areas of knowledge could become the flagships of the University. Research in these areas would contribute also to the development of Mangaung, the Free State, South Africa and Africa. Referring to the institutional audit, Prof. Fourie said its goal was to judge the systems

and mechanisms which the institution uses to monitor and enhance quality. Its primary aim is to help institutions to improve, establish and develop these systems. “Let us use the audit, and use it wisely. Let us not fall into the trap of regarding the paraphernalia and rituals of quality assurance, rather than quality itself, as the goal. The challenge of quality in higher education is to get beyond boxticking, jargon and newspeak, formal (but superficial) compliance and bureaucratic overload. “As with the launch of the transformation initiative last year, I want to argue that we must continue to transform and re-engineer the UFS into a highly proactive form, and to cultivate an ingrained habit of change and quality.” The five strategic priorities of the UFS for 2006 – 2008 (quality and excellence; equity, diversity and redress; financial sustainability; regional co-operation and engagement; and leadership, nationally and internationally) were thoroughly informed by the all-pervading quest for quality and excellence during 2006, as will become evident in the chapters that follow.

ie jaar 2006 sal seker in die annale van die UV opgeteken staan as die “Jaar van die Oudit”. Die Hoëronderwysgehaltekomitee (HOGK) van die Raad op Hoër Onderwys (RHO), wat sedert 2004 moet toesien dat alle openbare en private hoëronderwysinstellings in die land sesjaarliks ’n ouditproses deurloop, het in 2006 ’n institusionele oudit van die Universiteit van die Vrystaat gedoen.

Die doel van die weeklange ouditbesoek was nie om gehalte as sodanig te evalueer nie, maar hoofsaaklik om die meganismes en prosedures te evalueer wat universiteite in werking gestel het om hul akademiese gehalte te bestuur en te verseker. Dit is ’n belangrike komponent van die nasionale gehalteversekeringstelsel wat deur die Wet op Hoër Onderwys in die vooruitsig gestel is. Die proses is vir baie personeellede gekenmerk deur die ontsaglike hoeveelheid papierwerk wat dit vereis het. Op die ou end was dit, hoewel uiters veeleisend, tog baie nuttig. Voorbereidings vir die Universiteit se oudit het reeds in 2004 begin met die

inwerkingstelling van ’n programevalueringsproses vir alle voorgraadse en gestruktureerde meestersgraadprogramme. Terselfder tyd is ook begin met die versameling van beleide en prosedures wat noodsaaklik is vir die bestuur en versekering van akademiese gehalte. Hierdie prosesse het nie net op institusionele vlak nie, maar ook op fakulteitsvlak plaasgevind. Som mige fakulteite het die geleentheid gebruik om omvattende gehaltebestuurstelsels in te stel – nie net vir die doel van die oudit nie, maar ook om op ’n deurlopende wyse gehalte in die kernfunksies te verseker en te verbeter. In 2006 was die groot uitdaging enersyds om die institusionele selfevalueringsverslag te skryf, en andersyds om al die voorbereidings en reëlings vir die ouditspan se besoek te tref. Die verslag, getiteld Institutional Review 2006: Towards Excellence and Equity, het ’n self kritiese oorsig gebied van hoe die UV gehalte in sy kernfunksies bestuur en verseker. Daar is nie net gekyk na die meganismes en prosedures om die gehalte van onderrig en leer, navorsing en samelewingsdiens te verseker nie, maar ook na ander areas soos die visie, missie en

strategiese prioriteite van die instelling, beheeren bestuurstrukture, kritieke ondersteuningsdienste, en studentedienste. Die finale verslag is in Augustus 2006 aan die HOGK gestuur. Dit het as basis gedien vir die ouditpaneel se besoek aan die Qwaqwakampus op 5 Oktober en die Hoofkampus van 15 tot 20 Oktober 2006. Die ouditspan, wat bestaan het uit hoëvlakeweknieë van ander universiteite en personeel van die RHO, het onderhoude met bykans

400 persone gevoer om die aansprake in die UV se verslag te toets en te verifieer. Onder hulle was Raadslede, lede van die bestuur en die Studenteraad, programdirekteure, depar tementshoofde, navorsers, akademiese en steundienspersoneel, voorgraadse en nagraadse studente, ver teenwoordigers van vakbonde, werkgewers en ander belanghebbendes en lede van die gemeenskap. Die besoek is afgesluit met voorlopige mondelinge terugvoer deur die voorsitter van

die oudit paneel, prof. Barry Kistnasamy. Hy het die UV gelukgewens met verskeie transformasie- en gehaltesuksesse, soos die personeel se geesdrif en toegewydheid aan akademiese gehalte; die proses waardeur eenstemmigheid bereik is oor die strategiese-klusterbenadering; en die parallel medium-onderrigbeleid wat toegank likheid vir swart studente verbreed het. Sekere areas wat moontlik gehalterisiko’s vir die UV kan inhou, is ook uitgewys. Die UV het egter die meeste reeds in sy selfevalueringsverslag uitgewys.

Die UV het die gehalteversekeringsoudit benader as ’n geleentheid om self meer te wete te kom oor hoe effektief hy sy gehalte bestuur en verseker, en om dit dan ook te toets teen die menings van buitedeskundiges. In die proses het die hele instelling nie net baie meer bewus geword van gehalte en gehalteversekering nie, maar is bepaalde leemtes ook geïdentifiseer. Dit het die Universiteit dus ’n goeie vertrekpunt gebied om sistematies gehaltegapings aan te spreek in die nimmereindigende strewe na uitnemendheid.

Strategic clusters: A major qualityenhancing initiative

outh African universities increasingly compete with not only their national counterparts, but also inter nationally. A reputation for excellence has therefore become a crucial factor in attracting quality students and staff, research funding and other forms of sponsorship.

In his official opening address, the Vice-Chancellor announced the University’s new strategic cluster initiative, a major quality-enhancing approach which would be funded by seed money of R10 million in 2006. These strategic clusters are understood not only as research areas, but as areas that also encompass strong undergraduate and particularly postgraduate teaching and a potentially solid scientific basis for service-learning and com munity service research. A medium-sized university such as the UFS with relatively limited human, physical and financial resources has to achieve this kind of “critical mass” and synergy to establish itself as a world leader in these particular clusters.

Strategic clusters were organised around those areas where the University currently has or in the very near future is likely to have some competitive advantage. Following extensive workshops and consultation, the following six clusters, most of which specifically include the South African and African context, were being refined and finalised during 2006: • • • • • •

Water management in water-scarce areas New frontiers in poverty reduction and sustainable development Social transformation in diverse societies Ecologically sound value chains for agricultural commodities Materials and nano sciences Advanced biomolecular systems.

Each strategic cluster is made up of a number of constituent focus or niche areas. Some of the spin-offs can have an important impact on industrial development, for example in the chemicals industry and may also create a basis for co-operation with provincial, national and international partners.

Since the cluster approach is in line with the approach designed by the National Research Foundation (NRF) to take national priorities into account, the academic and research work that will be done in the six strategic clusters will contribute to the development of Mangaung, the Free State, South Africa and Africa. The 2006 audit panel of the Higher Education Quality Committee (HEQC) congratulated the UFS on the successful development of the strategic cluster initiative and its aim to focus and deepen its academic work through this approach.

R30-million earmarked for UFS research The new and enlarged Institutional Research Development Programme of the NRF, which is focused on the development of new research capacities at higher education institutions, will start in 2007. This programme, which was previously focused on historically black universities and technikons, has been extended to include inputs from a broader range of institu-

tions that are developing new research thrusts or research niche areas (RNAs).



Within the context of the strategic clusters, the UFS submitted eight research niche areas to the NRF in 2006. All eight were approved for 2007–2011, the highest number approved at any university.

The eight research niche areas are: Agricultural risk management for Africa, led by Prof. André Jooste High throughput identification and characterisation of biological and bioactive molecules, led by Prof. Hugh Patterton Integrated waterresource management, led by Prof. Maitland Seaman Polymer blends, composites and nanocomposites (modified polymers), led by Prof. Riaan Luyt The development of sustainable crop value chains for staple and underutilised crops in the semi-arid regions of Southern Africa, led by Prof. Wijnand Swart



Local development in arid and semi-arid areas of the Central Region of South Africa, led by Prof. Lucius Botes Managing the TB-HIV/Aids co-epidemic: Patient and systems dimensions, led by Prof. Dingie van Rensburg Nano-solid state lighting, led by Prof. Hendrik Swart.

Of these the latter three areas have already been developed. Within these eight RNAs, 25 research proposals were submitted at the end of 2006. A total of 24 were successful, representing a commitment of nearly R30 million from the NRF over the next four years. Linked to the strategic clusters, five proposals for the South African Research Chair Initiative (SARCHi) were submitted. All five pre-proposals were accepted in the first round of screening, and successful candidates have been invited to submit full proposals by the end of February 2007. Another science council has also approached the UFS regarding a sixth research chair.

Navorsers publiseer steeds meer Artikels in geakkrediteerde tydskrifte is steeds die beste manier om werklike statuur en vakkundigheid in die akademiese wêreld te vestig. Aansporings wat voortspruit uit die Navorsingsdraaistrategie om die aantal geakkrediteerde publikasie-uitsette te verhoog, blyk uiters suksesvol te wees. Navorsingsuitsette het van 328 eenhede in 2003, 345 in 2004 en 392 in 2005 verder tot 455 geak krediteerde eenhede in 2006 verhoog. In die Fakulteit Ekonomiese en Bestuurswetenskappe is nie minder nie as 44 artikels in geakkrediteerde tydskrifte gepubliseer, waarvan die Sentrum vir Ontwikkelingsteun en die Departement Ekonomie elk 15 artikels bygedra het, die Departement Openbare Bestuur

8, die Departement Bedryfsielkunde 4, en die Sentrum vir Rekeningkunde 2. Dosente in die fakulteit het 14 hoofstukke in boeke bygedra, met onderwerpe wat gewissel het van ontwikkelingsaangeleenthede tot belasting. Die veertigste nommer in die reeks Mededelings van die Sentrum vir Ondernemingsreg van die Fakulteit Regsgeleerdheid lewer ’n waardevolle bydrae tot die ontwikkeling van die Suid-Afrikaanse vennootskapsreg deur die ontsluiting van ’n gemeenregtelike kernbron wat voorheen prakties ontoeganklik was. Die nommer, getiteld Perspectives on and a selection from Felicius-Boxelius Tractatus de Societate. A Treatise on the Law of Partnership, bevat ’n vertaling van en kommentaar op geselekteerde gedeeltes van die 1666-werk van Felicius-Boxelius. Die Departement Geskiedenis in die Fakulteit Geesteswetenskappe het altesame 22 artikels in geakkrediteerde tydskrifte gepubliseer, wat beteken dat dié departement – soos die afgelope aantal jare reeds die geval is – een van die top-

navorsingsdepartemente aan die UV is. Prof. André Wessels se jongste boek, Lord Kitchener and the war in South Africa 1899-1902 (’n werk van 407 bladsye), is in November in Brittanje gepubliseer. Tydens die amptelike bekendstelling van die boek in Londen het prof. Wessels op uitnodiging van die British Army Records Society ’n referaat gelewer. Die Fakulteit Teologie handhaaf steeds ’n hoë uitsetsyfer as sy getalle in ag geneem word. Bewys hiervan is dat, hoewel personeellede nie eens ’n volle 2% van die Universiteit se navorserskorps uitmaak nie, die fakulteit vir bykans 9% van die UV se navorsingsuitsette verantwoordelik was. In die supplementreeks van die fakulteit se geakkrediteerde tydskrif, Acta Theologica, het die titel The Spirit that moves. Orientation and Issues in Spirituality (gasredakteurs proff. Pieter de Villiers, Celia Kourie en dr. Christo Lombaard) verskyn. Dit bevat veral die referate wat op die eerste byeenkoms van Spirituality Association of South Africa (SPIRASA)

gelewer is, en is terselfdertyd die vereniging se eerste publikasie. Na aanleiding van ’n artikel van prof. Mabokang Mapesela van die Sentrum vir Hoëronderwysstudies en -ontwikkeling (SHOSO), wat in 2006 in die internasionale tydskrif Higher Education gepubliseer is, het sy ’n uitnodiging van Nova Science Publishers ontvang om aan hul publikasieprogram vir ’n boek getiteld Higher Education Research Perspectives deel te neem.

Ontwikkeling van ’n gemengde-leer-model As deel van die UV se strewe na gehalte en uitnemendheid, het die Uitvoerende Bestuur in Februarie 2006 ’n “gemengde model” aanvaar as die onderrig-en-leerstrategie van keuse vir “op-kampus”- sowel as “af-kampus”-programme. Die gemengde model behels die gedeeltelike aanbieding van programme op die tradisionele manier, sowel as gedeeltelike elek-

troniese aanbieding. Die verhouding tussen tradisionele en elektroniese aanbiedingswyse wissel na gelang van die oorwegend teoretiese of oorwegend praktiese aard van die program of module. Om die verdere uitrol van die model moontlik te maak, sal ’n toegewyde e-leerfasiliteit op die Hoofkampus gedurende 2007/2008 ingerig word. Die gemengde model maak dit ook moontlik om kapasiteit maksimaal oor kampusse heen aan te wend. Vier e-leer-kursusmodules is vir die eerste keer in 2006 op die Qwaqwa-kampus aangebied. Einde 2005 kon studente ’n vraelys oor eleer op die kampus invul, waaruit geblyk het dat 71,2% die gemengde model bo die tradisionele model verkies het. Teen Augustus is reeds 399 kursusmodules op die leerbestuursstelsel geregistreer, en was 13 180 studente reeds “gebruikers”. Die gemengde model het baie voordele. Dit verminder die kontaktyd tussen studente en dosente én vergemaklik die aanbied van klasse in Afrikaans of Engels omdat studente leerinhoude elektronies in die taal van hul keuse kan bekom. Die UV is al ’n hele aantal jare by rekenaargeïntegreerde onderrig betrokke. WebCT as leerbestuurstelsel is in 1999 in gebruik geneem. Die gebruik van internettegnologie het egter eers werklik stukrag gekry toe die Fakulteit Ekonomiese en Bestuurswetenskappe in 2000 ’n pioniersrol gespeel het met die beskikbaarstelling (saam met e-Degree) van sy graadprogramme wêreldwyd deur middel van internet-gebaseerde studie. Sedert 2003 is die fakulteit betrokke by die uitbreiding van e-leer op die Hoofkampus self.

Greater focus on student success One of the key policy shifts introduced by the national Department of Education is the introduction of a funding formula that requires a greater focus on student throughput and success rates at South African higher education institutions. At the same time institutional research on student life at the UFS has highlighted the

need for new, innovative approaches to student development and success. This led to the establishment of the Department of Student Development and Success (SDS) in May 2006 with Dr Francois Strydom as its first director. Dr Strydom was tasked, amongst others, to launch an investigation into poor student performance in co-operation with the faculties and relevant support service divisions. The limited academic competencies of a large number of students who enter into higher education is still cause for nationwide concern, since these deficiencies have a detrimental effect on the chances of first-year students in particular to be academically successful. The Centre for Higher Education Studies and Development (CHESD) has been working with different faculties to develop and implement skills packages as integral components of academic courses. These skills packages address technical requirements for access to the learning environ-

ment; basic computer literacy; and generic skills such as learning styles and study methods. Because of the close relationship between cognition and language, proficiency in the medium of instruction is of primary importance for academic performance. In collaboration with the language departments, appropriate language proficiency development modules have been developed in Afrikaans and English for first-year mainstream students. Students qualify for these development modules on account of the outcomes of academic language proficiency tests written at the beginning of each academic year. Close to 300 students completed these language proficiency modules during 2006. CHESD is also responsible for the implementation, administration and organisation of extended degree programmes, which were established in four faculties in 2005. The main aim of these programmes is to improve students’ chances for success by incorporating modules for the development of basic, critical academic skills and competencies. At the same time it opens up access to students whose school-leaving results would not afford them entry into the mainstream degree programmes of the UFS. A total of 260 students were registered in extended programmes offered by the Faculties of Law, Natural and Agricultural Sciences, Economic and Management Sciences and the Humanities. Other initiatives to support student development at undergraduate and postgraduate level are also under way in the School of Education, the Department of Anthropology, the Department of Social Work and the Department of Psychology.

Innovation and investment pay off As part of a strategic decision to revitalise the Department of Chemistry and bolster its capacity, the UFS has undertaken the largest construction contract in its history, to the value of R40 million. It involves the modernisation, renovation and extension of the Chemistry Building. This decision and a number of other initiatives at faculty level have contributed to the Department of Chemistry becoming one of the

foremost in the country, and also involve the re-establishment of a strategic partnership with Sasol, the largest research and development organisation in the country. As part of the Faculty of Natural and Agricultural Science’s strategy to acquire expensive laboratory equipment, the most advanced nuclear magnetic resonance (NMR) spectrometer and one of the most advanced single crystal x-ray diffractometers in the Southern Hemisphere have been installed. One of the most advanced differential scanning calorie-meters in the world, was also purchased. One of the innovative steps in this strategy was an agreement with the global technological company Shimadzu to the value of more than R7,5-million to supply the faculty with apparatus at a significant discount over a three-year period. These investments have already borne fruit. The faculty’s total research output increased by almost 19%, and that of the Department of Chemistry by a staggering 380%.

M Ed review The UFS had to drop one of its seven M Ed programmes – the M Ed in Education Management – following a national review of M Ed programmes in Educational Management and Leadership by the Higher Education Quality Committee (HEQC) of the Council on Higher Education (CHE). Of the 23 tertiary institutions whose M Ed programmes in Educational Management and Leadership were reviewed, only seven received full accreditation. According to the HEQC the UFS qualification was too practice orientated and had to be more theoretical to comply with the academic requirements of a master’s degree. The programme was initially compiled in consultation with principals and the Free State Department of Education. Students who had already received this qualification were not affected by the review. To continue addressing the needs of teachers and principals, the UFS will offer an advanced certificate in Educational Management and Leadership from 2007 in the mean time. The UFS is planning to correct the shortcomings in the affected M Ed programme and submit a reviewed proposal for such a qualification in two years’ time.

Taalpraktyk slaag die toets Hoewel verskeie departemente in die Fakulteit Geesteswetenskappe reeds onderworpe was aan eweknie-evaluering, is nuwe riglyne ontwikkel wat beter strook met erkende beste praktyke. Die eerste departementele evaluering ooreenkomstig die nuwe riglyne is by die Afdeling Taalpraktyk van die Departement AfroAsiatiese Studie, Gebaretaal en Taalpraktyk gedoen. Een van die oogmerke was om die afdeling se nasionale profiel asook sy internasionale aanvaarbaarheid te bepaal. Die Taalpraktykkomponent is geloof vir die aantal en die gehalte van sy navorsingspublikasies en vir die aantal en aard van NNS-gefinansierde projekte.

UFS shines in MBA survey According to a survey published in the Financial Mail during October 2006, the MBA programme presented by the School of Management at the UFS was rated third in the country by its graduates in terms of quality and standard. The programme was also rated fourth by its graduates in terms of relevance to their business, and the subject fields of Strategy and Economics were rated second in the country. For the School of Management, which has only been in existence for seven years, this vote of confidence was particularly pleasing. According to the survey, the UFS has the lowest acceptance rate of applicants of/for all MBA programmes, with only 33 students being accepted out of every 100 who apply at the UFS.

NNS-gegradeerde navorsers daal effens

Twee dosente van die Fakulteit Teologie, proff. Fanie Snyman (Ou Testament) en Francois Tolmie (Nuwe Testament), het om hul eerste gradering aansoek gedoen en elk ’n Cgradering (as ’n gevestigde navorser) ontvang. Dit bring die totale aantal C-gegradeerde wetenskaplikes by die UV vir 2006 op 50 te staan (in 2005 was dit 52), met 8 in die Y-kategorie, 1 in die L-kategorie en 11 in die B-kategorie.

UFS in top 1% globally The first survey using accredited publications to establish how well South African universities perform in two specific areas, relative to each other and to international institutions, revealed that the UFS is one of only six institutions in the country that rank in the top 1% globally in 2006. The results, published in an international academic journal, showed that the relative number of citations (references in published work which credit the original source of research used) in clinical medicine and plant and animal sciences credited to the UFS positions the university as a worldclass institution in these two disciplines. The study was based on the number of citations credited to universities between January 1995 and April 2005 and identified which South African universities made the citation thresholds of the Institute for Scientific Information (ISI).

In 2006 the Main Campus of the University of the Free State awarded 1 270 diplomas and 3 510 degrees. The Qwaqwa Campus of the UFS awarded 172 diplomas and 190 degrees.

Mr Cox is the non-executive chairperson of Sasol Limited and Mr Moss is General Manager: Generation Business Enhancement at Eskom. Mr Cox was honoured for being the driving force behind Sasol’s global expansion and the subsequent listing of Sasol on the New York Stock Exchange. Mr Moss was honoured for his dedication to the development and promotion of the hydroelectric power industry and other sources of renewable electrical energy.

Creating a campus of equity and diversity

hough equity, diversity and redress are central to transformation, the UFS sees transformation as a broader and more fundamental process than just the changing of the “face” and the “voice” of the institution through employment equity. The quest for equity, diversity and redress in every thing we do as a means of enhancing excellence, remains a strategic priority of the University.

Transformation Plan Task Team One of the major transformation initiatives was the establishment of a Transformation Plan Task Team (TPTT) in 2005 that would begin a process of developing a comprehensive transformation roadmap for the UFS. In September 2006, the TPTT tabled its report as well as a draft transformation plan for the UFS. The report considered the policy framework within which the UFS operates and also reflected the opinions of a

large number of internal and external role players that had been interviewed in a broad consultation process. These interviews gauged the opinion of role players on, among others: • •

Their perceptions regarding transformation at the UFS Their views on what would constitute the scope and nature of transformation at the UFS What they thought needs to be transformed How it should be transformed, and What they considered to be achievements of transformation actions in the past and obstacles to transformation in future.

During these interviews the following topics were raised repeatedly: • • • •

The dominant Afrikaans culture at the UFS The language policy Racial attitudes, and The residence placement policy.

In line with the UFS approach of looking at transformation broadly, key issues that were addressed in the Draft Transformation

Since the UFS’s Employment Equity Policy was approved by Council in March 2005, a shift in emphasis has occurred in the approach to the implementation of employment equity. A decentralised approach, in which faculties and support services are empowered to implement employment equity according to their specific needs, is being followed. According to this approach, each faculty has its own employment equity committee and three employment equity committees represent support services. All these committees are represented on the newly constituted Central Employment Equity Committee (CEEC) of the UFS. These committees together with the CEEC also have a monitoring role.

A formal memorandum of understanding was signed between the UFS and the National Institute for Higher Education in the Northern Cape (NIHE) to give both institutions a clear understanding of the way in which collaborative programmes should be implemented. Plan of the TPTT were academic transformation, responsiveness (including scholarly engagement), access, throughput and success of students, institutional culture, governance and management, employment equity, and the language policy. The report and plan of the TPTT were tabled and discussed at an Executive Management meeting where the decision was taken to expand on the work of the TPTT and produce a detailed Transformation Plan for the UFS for implementation in 2007.

Employment Equity To further its transformation objectives, the UFS remains committed to implementing Employment Equity at all levels of the institution.

Since the committees were established, progress has been made regarding the various employment equity plans. However, the CEEC of the UFS reached the conclusion that the pace at which employment equity was proceeding at the UFS was too slow. In order to overcome some of the obstacles hampering progress regarding employment equity, the CEEC made certain recommendations to Management. The recommendations focused on recruitment, selection committees, language as an inherent requirement, the period of equity funding and on commitment and communication of the employment equity process. These recommendations were accepted at an Executive Management meeting which was held on 6 September 2006. In line with these proposals, two additional persons were also appointed at the Department of Human Resources to assist with employment equity.

Grow Our Own Timber Programme The Grow Our Own Timber (GOOT) Programme forms part of the comprehensive transformation plan of the UFS and seeks to develop postgraduate students – particularly from the designated groups – for an academic career at the UFS. The GOOT Programme includes both the Mellon and the Atlantic Fellowship programmes. Postgraduate students, identified from designated groups and who exhibit the necessary academic potential as well as an interest

in pursuing an academic career, receive scholarships to help prepare them for an academic career. Fellows are assigned to seasoned mentors across a variety of disciplines in pursuit of their master’s and Ph D degrees. Mellon Fellows: In this programme seven doctoral and two master’s degree students (one MA and one MSc) have completed their studies. Nine are pursuing their Ph Ds, while two plan to register for their Ph Ds in 2007. Of the group who are busy with their Ph Ds two have accepted appointments outside the UFS, two have been appointed from specially earmarked equity funds, two are financially bridged for one year by their departments, one is a departmental appointee, two are involved in their community service and two are still full-time students. Atlantic Philanthropies Fellows: In this programme, two Ph D students (Faculty of Law) were to submit their theses in 2006. Two more students are pursuing their Ph Ds, while the other three are in the process completing their master’s degrees. Of the group who are involved in or completing their Ph Ds three have been appointed as lecturers in the Faculty of Law. The Dean of the Faculty of Law, Prof. Johan Henning.

Increasing the pool of researchers Alongside the Grow Our Own Timber Programme, the UFS has been making progress in the development of young researchers in partnership with the Thuthuka programme of the National Research Foundation (NRF). The year further saw an impressive increase in UFS Thuthuka funding, from R1,08-million in 2005 to almost R 1,84-million in 2006, representing an increase in Thuthuka grantholder numbers from 19 to 25. The main focus of the NRF Thuthuka Programme is human capital development and this objective is achieved through offering student bursaries as well as research grants to women and black emerging researchers in all fields. Through its participation in the programme the University aims to create and sustain a vibrant research culture, promote international research, train high quality researchers and enhance the research capacity at the UFS by fo-

cusing specifically on women, black researchers and other promising young researchers. This programme is based on a funding partnership between the UFS and the NRF, whereby the University contributes two-thirds towards the project funding of each grantholder. In February 2006, the University honoured its young researchers who took part in the Thuthuka Programme in the first recognition function of its kind at the UFS. This function is one of various 2006 initiatives of the Directorate Research Development aimed at motivating potential Thuthuka candidates with the purpose of at least doubling the number of grantholders for 2007. These schemes proved highly effective in that the UFS will receive close to R4-million through the Thuthuka Programme in 2007, supporting 43 young researchers.

Een van talle strategieë van die fakulteit om hierdie uitdaging die hoof te bied, is die mentorskapprogram. Natural Sciences

Geesteswetenskappe vorder Ten opsigte van vroue toon die Fakulteit Geesteswetenskappe besliste vordering. Nie alleen maak vroue 51% van die akademiese korps uit nie, maar op elke posvlak was daar ’n verbetering vergeleke met 1999. Die persentasie vroue op senior lektoraatvlak het verbeter van 25% tot 49,1%, op mede-professoraatvlak van 13,3% tot 46,7% en op professorale vlak van 4,6% tot 11,8%.

The faculty’s dedication to this objective is also evident in the large number of black students who received undergraduate qualifications in 2006, as well as the many postgraduate qualifications awarded during the year. However, due to the demand for qualified black graduates, it is difficult to retain them. The faculty has therefore started appointing black individuals as associate lecturers and researchers, enabling the faculty to present them as role models.

Health Sciences The School of Medicine in the Faculty of Health Sciences has been able to make some progress during 2006 due to the commitment of the School and the Free State Department of Health. Such co-operation between the two parties is necessary because the majority of members of the School are appointed on the

joint staff establishment with the Free State Department of Health. This resulted in the Free State Department of Health together with the School of Medicine embarking on a head-hunting initiative. One of the achievements of 2006 was the formalising and structuring of appointments of registrars and part of this process is to address transformation of appointments of registrars and specialists in training. The employment equity plan of the School of Medicine was also revised through the Universitas Academic Hospital and the Free State Department of Health.

First black female director Ms Refiloe Seane, was appointed as the first black female director at Kovsie Counselling. In order to address the issue of representativity, a post has been advertised for a psychologist from the designated groups to be filled from the beginning of 2007. An arrangement has been made with the Department of Psychology to provide the unit with a Sesotho speaking intern psychologist every year.

Kovsie Gesondheid In 2006 is vier aanstellings gedoen, wat bestaan het uit twee swart administratiewe personeellede, asook twee swart professionele aanstellings – ’n geregistreerde verpleegkundige en geneesheer. Ongeveer 70% van Kovsiegesondheid se kliënte is swart studente en personeel. Getalle van dienswerkers wat van dié diens gebruik maak, het veral gedurende 2006 toegeneem.

Students with Disabilities The Unit for Students with Disabilities continues to provide excellent service to students with different kinds of disabilities. This year the coordinator Ms Ronelle Ceronio received a prize at the South African Associaion of Senior Student Affairs Professionals (SAASSAP) conference in recognition of her outstanding commitment to students with disabilities.

Neem leiding nasionaal, internasionaal

ie UV sien homself as ’n nasionale bate wie se akademici ’n leidende rol moet speel in die voortgebring van kennis, die formulering van openbare beleid, die ontwikkeling van besigheid en nywerheid, en ander gebiede. Dit geld ook ten opsigte van transfor masie, in Suid-Afrika en Afrika, asook binne die internasionale hoëronderwysgemeenskap.

Met dit in gedagte, het die UV leierskap nasionaal en internasionaal as een van sy vyf strategiese prioriteite geïdentifiseer. Die UV speel ’n belangrike rol in die vorming van die toekomstige geslag van leiers, nie net in Suid-Afrika nie, maar ook in die res van Afrika. Al hoe meer buitelandse studente, die meeste van hulle uit Afrika, skryf hulle die afgelope klompie jare by die Universiteit in.

Internasionale Kantoor Die UV se ideaal om ’n ware Afrika-universiteit te wees, het momentum gekry

met die aanstelling van dr. Aldo Stroebel as die eerste hoof van die UV se Internasionale Kantoor. Sy verantwoordelikheid is om ’n doeltreffende ondersteuningstruktuur vir die twee hoof komponente van internasionalisering – internasionale studentesteun en die internasionalisering van navorsing – te skep. Hy is visepresident van navorsing van die Suider-Afrikaanse Navorsings- en Innovasiebestuursvereniging (SARIMA). Die UV het in 2005 altesaam 1 591 buitelandse studente gehad; in 2006 was dié getal 1 800. Sowat 150 van dié studente was besig met nagraadse studie. Studente uit Afrika wat in die Fakulteit Natuur- en Landbouwetenskappe studeer, neem steeds toe as gevolg van personeel van die fakulteit se navorsingsaktiwiteite in Afrika. Baie van die studente voltooi hulle Ph D’s in die fakulteit waarna hulle terugkeer na hulle onderskeie lande as navorsers, akademici, ens. Die fakulteit was suksesvol om ’n kontrak met die sekretariaat van die SuiderAfrikaanse Ontwikkelingsgemeenskap (SAOG) ten bedrae van R4 598 836 te

beding om twaalf studente uit Afrika te finansier om hulle nagraadse studies hier voort te sit. Die kontrak is geldig vir drie jaar. Nog ’n voorbeeld is ’n kontrak van R1,8 miljoern met ECI Africa om werk te skep. USAID befonds die projek wat onder meer behels dat ’n personeellid by die Lengau Landbou-ontwikkelingsentrum aangestel is om die projek te koördineer. Die internasionale en nasionale aansien van programme in die Fakulteit Ekonomiese en Bestuurswetenskappe versterk ook jaarliks. Sowat 56% van die studente wat hulle vir die magister in Ontwikkelingstudies ingeskryf het, was van Namibië, Zimbabwe en Lesotho. Die LL M in Reproduktiewe en Seksuele Regte, wat daarop gemik is om studente van elders in Afrika op te lei oor dié aspekte, het in 2006 ses studente van ses verskillende lande gehad.

Boost for Africa studies Prof. Philip Nel, Director of the Africa Studies Programme, was invited by the Minister of Education, Naledi Pandor, to present an outline of Africa Studies at the UFS and its approach at a national conference on the promotion of Africa Studies. He also visited European institutes/centres of Africa Studies, as well as the universities of Nairobi (Kenya) and Makarere (Uganda). From these visits specific bilateral memoranda of understanding will emanate. Prof. André Pelser and Ms Nola Redelinghuys of the Department of Sociology were involved in a project on population, environment and development, in partnership with the National Department of Social Development, the international organisation Leadership for Environment and Development (LEAD), and the United Nations Population Fund (UNFPA). Several departments and centres at the UFS were involved. In this regard two short courses on the population, development and environment nexus were offered. Dr Christo Heunis of the CHSR&D was awarded a scholarship under an agreement between the University of Antwerp and the University Centre Saint Ignatius Antwerp. It forms part of a larger and long-term collaborative research project: Non-uptake of HIV VCT among TB patients in the Free State: research to inform intervention.

Medical links within SADC Through various initiatives the School of Medicine within the Faculty of Health Sciences is cementing its position as an international role player, specifically regarding research in clinical medicine and education. A regional group was established for the South African Academic Health Educationalists in Bloemfontein under the chairpersonship of Prof. Gert van Zyl. Within the SADC region a meeting was held in Malawi in August 2006 to establish links with Medical Schools in Southern Africa. Locally, there were also meetings with the Northern Cape Department of Health to establish a satellite for specialist training (registrars) in Kimberley. There were also negotiations with Life Health Care, Medi-Clinic as well as Netcare. One of the success stories for 2006 is the implementation of the masters’ in Sports Medicine together with Life Health Care from Rosepark Hospital in the School of Medicine.

Samewerkingsooreenkomste Die Departement Antropologie het ’n internasionale samewerkingsooreenkoms met die Universiteit van Tromso, Noorweë geïnisieer en gesluit. Vennootskappe is gesluit met die Nasionale Khoisan- Oorlegplegende Konferensie, die Griekwa Nasionale Konferensie en die Vrystaatse Korannakultuur- en -Erfenisraad. ’n Ooreenkoms is onderteken tussen die UV en die Universiteit van Chapingo, Mexiko. Dit sal internasionale samewerking tussen die twee instellings fasiliteer. Mexiko, wat ook hoofsaaklik uit semi-ariede gebiede bestaan, en Suid-Afrika het baie in gemeen en beide universiteite kan baie baat vind by die ooreenkoms. ’n Konferensie van die Sentrum vir Plantgesondheidsbestuur (CePHMa) is deur die Ambassadeur van Mexiko bygewoon. ’n Ooreenkoms vir ’n gesamentlike onderneming is onderteken tussen Empowerdex, SuidAfrika se voorste graderingsagentskap vir swart ekonomiese bemagtiging (SEB), en die Sentrum vir Besigheidsdinamika in die Bestuurskool, om SEB-praktiseerders op te lei wat SEB regoor

Streeksbetrokkenheid Die Departement Sielkunde is besig met ’n omvattende navorsingsprojek oor psigiese welsyn en selfmoord in die Noord-Kaap. Die navorsing sal ook na die Vrystaat, en spesifiek Qwaqwa, uitgebrei word. Personeel van die Universiteit van Saskatchewan in Kanada en die Clemson Universiteit in die Verenigde State van Amerika (VSA) het reeds die Qwaqwa-kampus besoek en is baie beïndruk met die potensiaal. Twee personeellede van die Departement Sielkunde by Qwaqwa gaan dié genoemde twee universiteite besoek om verdere navorsings- en samewerkingsmoontlikhede te ondersoek. Dienste word ook by die Nasionale Hospitaal, verskeie skole in Mangaung en die Phelophepa-trein gelewer.

Streeksbetrokkenheid gedurende 2006 is ook gekenmerk deur nouer samewerking tussen SHOSO en die Sentrale Universiteit van Tegnologie (SUT), vestiging van samewerking met die Vrystaatse Departement van Onderwys in die veld van e-leer, en versterking van bande met die Nasionale Instituut vir Hoër Onderwys (NIHO) in die Noord-Kaap. Die Afdeling E-leer van SHOSO het samesprekings met die Vrystaatse Departement van Onderwys gevoer oor die ontwikkeling van ’n strategiese plan vir die implementering van e-leer op skoolvlak in die Vrystaat, sowel as die ontwerp en aanbied van personeelontwikkelingsprogramme. Op grond van die suksesvolle aanbieding van die Loopbaan Voorbereidingsprogram (LVP) in die Kimberley-substreek, is die Universiteit betrokke by ’n vennootskapsooreenkoms met die Nasionale Instituut vir Hoër Onderwys in die Noord-Kaap rakende spesiale residensiële onderwysprogramme, soos B Com (Algemene Bestuur), asook B Soc Sc (Menslike Dinamika) wat

deur die Afdeling Toeganklikheidsprogramme bestuur en bedryf word. Altesaam 270 studente word deur die inisiatief geakkommodeer.

Taalaangeleenthede Die Eenheid vir Taalbestuur van die UV is deur die Pan-Suid-Afrikaanse Taalraad (PANSAT) permanent aangestel om twee projekte te bedryf wat daarop gemik is om te moniteer tot watter mate alle Suid-Afrikaners aanspraak op hul taalregte maak. Die eerste projek, die Language Rights Monitor projek is in 2002 vir ’n proeftydperk van drie jaar geïnisieer met die doel om op ’n jaarlikse basis verslag te doen aan PANSAT oor taalregtekwessies in Suid-Afrika soos wat dit hoofsaaklik in die gedrukte media weerspieël word. Sedertdien het drie verslae reeds verskyn wat verskeie aspekte rondom taalregte dek, onder meer taalregteklagtes, taalregtevraagstukke, taallitigasie asook navorsing oor taalregte in Suid-Afrika. Proff. Johan Lubbe en Theo du Plessis en dr. Elbie Truter, almal verbonde aan die UV, was verantwoordelik vir die saamstel van die eerste drie verslae. PANSAT het egter ook besluit om die projek verder uit te brei as gevolg van die behoefte aan ’n meer onmiddellike verslag en rekords uit koerante wat in die Afrikatale gepubliseer word. Daarom is besluit om vanaf September 2006 ook ’n maandelikse South African Language Rights Bulletin te loods. So ’n maandelikse bulletin sal dan op ’n maandelikse basis ’n oorsig gee van ontwikkelinge in Suid-Afrika rondom taalregte en sal PANSAT in staat stel om meer daadwerklik betrokke te raak by krisissituasies waar bemiddeling dringend benodig word. Die Eenheid vir Taalbestuur se Multilingual Information Development Programme (MIDP) is in sy agste projekjaar. Hierdie projek word in vennootskap met die Vrystaatse Taaldiens en die Departement Sport, Kuns en Kultuur en die Universiteite van Antwerpen en Gent bedryf en word volledig deur die provinsie Antwerpen gefinansier. Vanjaar is die Vrystaatse regering bygestaan met die ontwikkeling van ’n nuwe taalbeleid wat in 2007 geïmplementeer word.

Armoedeverligting In die Sentrum vir Ontwikkelingsteun (SOS) in die Fakulteit Ekonomiese en Bestuurswetenskappe het ’n verskeidenheid van navorsingsprojekte is in die sentrale streke van Suid-Afrika uitgevoer as deel van die UV se toewyding tot streeksamewerking en betrokkenheid. Die SOS het die ekonomiese databasis van die Mangaung Plaaslike Munisipaliteit opgedateer, en ook ’n Investor Perception Survey onderneem. SOS het ook ’n armoedeverligtingsstrategie vir die Sol Plaatjie-munisipaliteit in Kimberley ontwikkel. Ten opsigte van plaaslike ekonomiese ontwik keling was die SOS deel van ’n projek van die Mangaung Plaaslike Munisipaliteit wat gefokus het op die oorweging van moontlike roetes om Bloemfontein se sentrale besigheidsgebied te hervitaliseer. SOS, in samewerking met die Vlaamse Ontwikkelingsagentskap en die Vrystaatse Regering, is besig met ’n basislynstudie vir die SMME-projek in vier munisipaliteite in die Vrystaat. Die sentrum het ook tegniese ondersteuning aan die Vlaamse regering vir die ontwikkeling van vier besigheidsondersteuningsentrums in die Vrystaat verleen.

Akademici in die kollig Prof. Frans Swanepoel (Direkteur van Navorsingsontwik keling) is deur die Minister van Landbou genooi om deel te neem by die Adviesgroep oor Internasionale Landbounavorsing se algemene jaar vergadering. Hy het die African Agricultural Research Side Event by hierdie byeenkoms in Washington DC in Desember 2006 gefasiliteer. Prof. Swanepoel is ook betrokke as ’n adviseur by die regering se werkskeppingsprogram, ASGISA, saam met dr. Aldo Stroebel en prof. Basie Wessels, direkteur van die MangaungUniversity Community Partnership Programme (MUCPP). Die betrokkenheid van die UV in die program is ’n kompliment vir die universiteit en weerspieël die waarde wat die regering sien in die gebruik van akademici en kundiges in die bestuur van die ASGISA-inisiatief. Die Fakulteit Regsgeleerdheid is sedert 1998 een van die organiseerders van die Cambridge International Symposium on Economic Crime

wat jaarliks aangebied word by Jesus College, Universiteit van Cambridge, Cambridge. Die Dekaan, prof. Johan Henning, en die Voorsitter van die UV-Raad, Regter Faan Hancke, het deelgeneem aan die simposium as sprekers en as voorsitters van werksessies. Adv. Wessel Oosthuizen is verkies tot die Financial Planning Standards Board Ltd. (FPSB) se sertifiseringskomitee. Die FPSB is in 19 lande geafillieer. Dr. Roelf Reyneke (Maatskaplike Werk) is lid van die akademiese komitee van die Internasionale Vereniging vir Maatskaplike Werk se internasionale konferensie in 2008. Prof. Heidi Hudson (Politieke Wetenskap) het ’n beurstoekenning gekry om by die Nordiese AfrikaInstituut in Uppsala, Swede navorsing te doen. Behalwe vir ’n lesingsreeks by Uppsala, het sy ook gaslesings in Noorweë en Denemarke aangebied. Prof. Mabokang Mapesela van die Nagraadse Program in Hoëronderwysstudie het ’n referaat gelewer op die jaarlikse kongres van die Europese Hoëronderwysvereniging (EAIR) in Rome. Sy het ook die Seton Hall Universiteit in New Jersey besoek. Prof. Elaine Walker van die Departement Onderwysleierskap, -bestuur en -beleid aan Seton Hall Universiteit was op haar beurt weer ’n gas van prof. Mapesela. Prof. Walker was geïnteresseerd in gelykberegtiging en toeganklikheid op pre-primêre, primêre, sekondêre en tersiêre vlakke van onderwys in Suid-Afrika. Mnr. Philemon Akach (Afro-Asiatiese Studie, Gebaretaal en Taalpraktyk) is die visepresident van die nuut gevormde Wêreldvereniging vir Gebaretaaltolke. Hy is ook op die Raad van die Internasionale Vereniging van Gebaretaallinguistiek. Die Departement Afro-Asiatiese Studie, Gebaretaal en Taalpraktyk (AGT) se aansien nasionaal en internasionaal is opmerklik. Prof. Jackie Naudé was genooi om advies te lewer oor die stigting van ’n vertaalstudiedepartement aan die Universiteit van Djillali Liabes, Sidi Bel Abbés, Algerië. Ander uitnodigings het gekom van die Universiteit van Johannesburg en die Katholieke Universiteit Leuven. Dr. Jackie du Toit het ’n gaslesing gelewer by die Hebrew Union College oor ’n internasionale projek in samewerking met ’n navorsingsgenoot van hierdie instansie. Sy is ook herverkies as sekretaris van die Suider-Afrikaanse Vereniging van Nabye Oosterse Studie.

Dr Aldo Stroebel has been appointed as the Head of the International Office. He is also involved in the training and development component of the job creation programme ASGISA.

Prof. Hentie van Wyk van die Sentrum vir Rekeningkunde in die Fakulteit Ekonomiese en Bestuurswetenskappe, is as visepresident van die Southern African Accounting Association (SAAA) verkies. Prof. Alta Koekemoer van dieselfde departement is as nasionale voorsitter vir die Belastingbelangegroep van SAAA verkies.

Agricultural Information Service The UFS Sasol Library hosts an important initiative to provide agricultural stakeholders in the SADC region with an information service. Called the Programme for Agricultural Information Service (PRAIS), the UFS is currently busy decentralising the provision of this service with partners in Lesotho, Namibia and Zimbabwe. UFS Library staff has played a significant role in the facilitation of the decentralisation preworkshops in these countries and in maintaining the University’s status as a regional agricultural information centre of repute.

Scholarship of engagement takes root

uring 2006 it became more evident than before that the UFS is moving in the direction of embedding a scholarship of engagement in its very core.

The number of CSL modules officially designated as “Community Ser vice Learning” has increased from around ten (not all the modules were registered in 2004) to 36 over the past two years, with several more to be introduced during 2007. According to the UFS policy on Community Service, a compulsory CSL module must be included in all academic programmes; thus far the Faculty of the Humanities and the Faculty of Health Sciences have complied.

Curriculum transformation It is becoming increasingly clear that community service learning is a mechanism for curriculum transformation by means of contextualising the curricu-

lum to better reflect the local and African contexts. The link with indigenous knowledge systems (IKS) is also encouraged to promote joint knowledge generation with communities when community service learning modules are developed and implemented. Community service not only equips students to make a difference in their local communities, but also, as seen in the Qwaqwa situation, gives the community the opportunity to become part of the education process by contributing their experiential and indigenous knowledge. The Department of Animal Sciences (Parasitology) combined CSL with research activities in service of and in collaboration with the Qwaqwa community. Lecturers and students did research on the poultry and stock of some of the emerging farmers in the area. While doing their research the farmers in return shared their knowledge on treating diseases in poultry with the researchers, inter alia by using the aloe plant. This can lead to further research on the aloe plant by the Department

of Plant Sciences in collaboration with emerging farmers. A lecturer from the Department of African Languages on the Qwaqwa Campus also offered his expertise and wanted to assist in developing terminology for better communication with the emerging farmers. In this relationship both the community and the University are benefiting. The community benefits from the assistance they are receiving from the students and the students are learning something they can apply outside the classroom. These initiatives serve to illustrate the multidisciplinary nature of community service that emerges when the various fields of specialisation are jointly confronted with real-world situations.

Policy reviewed The UFS embarked on a participatory process to revise its Community Service Policy of 2002, which culminated in the approval of the revised policy by Council on 15 September 2005. The changing policy, educational and social environment in South Africa as well as the growth in academic insights and methodologies necessitated that the policy be updated. The new policy should help to strengthen the already competitive national position of the UFS as far as community service learning and research is concerned. It also articulates the stated aspiration of the UFS to become a truly engaged university.

Studente getuig dikwels daarvan dat die SDL-modules waarby hulle betrokke was van die betekenisvolste leerervarings van hul ganse studenteloopbaan opgelewer het. Gemeenskappe en instellings wat gedurende 2006 deelgeneem het aan, bygedra het tot en baat gevind het by die onderskeie SDLaktiwiteite van die UV, sluit die volgende in: ’n groot aantal skole; verskeie munisipale gesondheidsklinieke in Mangaung en die Xhariep-distrik; opkomende boere in die Motheo-distrik; Emelia Huis, ’n stimulasiesentrum vir kinders met verstandelike gestremdhede van die Vereniging vir Persone met Gestremdhede (APD) in die Vrystaat; die kinders wie se lewens deur MIV/Vigs geaffekteer is van Lebone House; en verskeie ander. Gedurende 2006 is die aanwending van aanlyn-leertegnieke spesifiek ten opsigte van die groepwerkgedeelte van ’n SDL-module vir die eerste keer beproef in die Opleidingsbestuurkursus van Bedryfsielkunde. Hierdie inisiatief was so suksesvol dat die gebruik van eleertoepassings in SDL vanaf 2007 verder uitgebrei gaan word, veral ook wat die Qwaqwakampus se studente betref.

Gedurende 2005 is daar ook ten opsigte van SD en SDL intensiewe en toegewyde aandag bestee aan voorbereidings vir die Gehalteversekeringsoudit wat in Oktober 2006 plaasgevind het. Ter voorbereiding vir hierdie aspek van die UV se selfevaluerings- en ouditproses het ’n aantal sleutelpersone van die UV reeds gedurende 2005, in samewerking met Joint Education Trust se Community Higher Education Service Partnerships (JET-CHESP) en die Hoëronderwysgehaltekomitee (HOGK), begin werk aan ’n gehaltebestuurstelsel vir SDL. Gedurende 2006 het hierdie pogings gekulmineer in ’n belangrike publikasie van die Raad op Hoëronderwys (RHO) en die HOGK in samewerking met JET, wat die strewe na goeie praktyk in die implementering van SDL rig en onderskryf. Die titel hiervan is: A Good Practice Guide and Self-Evaluation Instruments for Managing the Quality of Service-Learning. ’n Span kundiges van die UV het die ontwikkeling, toetsing en finalisering van die selfevalueringsinstrumente in hierdie publikasie behartig; die kriteria vir hierdie instrumente is saamgestel uit inligting wat oor ’n aantal jaar deur kundiges van die UV en verskeie ander hoëronderwysinstellings in Suid-Afrika, sowel as deskundiges uit die VSA, saamgestel is.

Staff development

Progress in the faculties

With regard to the groundbreaking approach to teaching and learning that the UFS has resolved to include in its learning programmes, that is Community Service Learning, quality enhancement also takes the form of special staff development efforts.

In accordance with the Faculty of Health’s policy, a community service module of at least 8 credits was made compulsory for all undergraduate students from 2005. Nine modules have been developed to be presented in 2007. Another five will be developed in 2007.

A module on Community Service Learning forms part of the Master’s Programme in Higher Education Studies offered by the UFS’s Centre for Higher Education Studies and Development (CHESD). This forms the backbone of the capacity-building programme for staff. During 2006 the UFS participated in the Service-Learning Capacity-Building Programme of the national JET-CHESP programme. By means of this programme, funding was allocated by JET Education Services to support eight academic staff members of the UFS to participate in its capacity-building programme and to develop or refine their CSL modules in the process.

The Faculty of Natural and Agricultural Sciences had many outreach programmes for small and emerging farmers. The Centre for Agricultural Management’s involvement in community service was confirmed through the development of a manual and DVD aimed at assisting small farmers to cultivate vegetables in particular. This material is already in use for training purposes in the region. The faculty joined with ECI Africa to successfully negotiate a contract to the value of R1,8 million for job creation. USAID is funding this project, which, amongst other things, entails the appointment of a personnel member at the Lengau Agri Development Centre to coordinate the project. The project is renewable on an annual basis.

With the aid of funding from the IDC, a Nguni cattle project was launched in the Northern Cape. Through this project, technical support is provided to small farmers in an effort to transform community farmers into accredited stud breeders of quality Nguni cattle. The UFS is involved in the implementation and monitoring of the project, as well as research, the train-

ing of livestock managers, and the marketing of the project.

International audience In recognition of the leading role of the UFS regarding community service, the Rector and Vice-Chancellor, Prof. Frederick Fourie, was invited to address the International Conference on Community Engagement in Higher Education that was held in Cape Town in September. He addressed delegates on the following topic: In pursuit of a South African scholarship of engagement. The conference was hosted by the Higher Education Quality Committee (HEQC) of the Council on Higher Education (CHE), in collaboration with the CHESP initiative of JET. Staff members of the UFS who are involved in CS and/or CSL activities presented papers at various international conferences, among them the conference of the Australian Universities Community Engagement Alliance (AUCEA), as well as the well-known annual international service-learning research conference, hosted by Portland State University in October of 2006. During 2006 a special volume of the academic journal Acta Academica Supplementum appeared as a joint initiative of the UFS community service chief-directorate and Prof. Robert Bringle of Indiana University-Purdue University (Indianapolis), who was awarded an honorary doctorate by the UFS in 2004. The title of the volume is Research and (Community) Service Learning in South African Higher Education Institutions.

In view of the fact that many South African scholars might not be quite ready to accept applied research outputs as academic work, this volume could be regarded as a significant achievement in the field, adding considerably to the rather limited South African body of peerreviewed, accredited research articles on CSL. Another milestone in the development of the South African scholarly agenda regarding community engagement to which the UFS made a noteworthy contribution is the publication Service Learning in the Curriculum: a resource for HE institutions (June 2006). This publication was developed by the HEQC of the

CHE, JET and a small group of US and South African CSL practitioners, which included a UFS staff member from the Department of Psychology.

Great strides for IIDE The International Institute for Development and Ethics (IIDE) made great strides in its growth during 2006. Not only was the IIDE registered as a section 21 (non-profit) Company in January 2006, but had its first directors meeting in March 2006 and its official launch in May 2006. At its first directors meeting, Rev Kiepie Jaftha was elected as first chairperson on the board of directors of the IIDE, with Prof. Annette Combrink from the North-West University as the first vice-chairperson. Moshoeshoe lecture focuses on leadership As far as positioning the UFS was concerned the highlight of 2006 was undoubtedly the hosting of the Inaugural King Moshoeshoe Memorial Lecture in honour of this legendary African statesman and founder of the Basotho nation. Held on Africa Day, 25 May 2006, the lecture was delivered by well-known author and social commentator, Prof Njabulo Ndebele, on the topic, Perspectives on the Leadership Challenge in South Africa. The event was attended by many high-profile dignitaries, including Mr Mosioua Lekota (Minister of Defence), Dr Franklin Sonn (UFS Chancellor), Mr Morena Seeiso (a representative of King Letsie III of Lesotho), Judge Faan Hancke (chairperson of the UFS Council), vice-chancellors of other universities, members of the Free State provincial government and many others.

As explained by the Rector and Vice-Chancellor, Prof. Frederick Fourie, in his welcoming statement on the night, the lecture will be held every two years on the broad themes of African leadership, reconciliation and nation-building. “As a university we felt that we should create a platform for discourse about leadership in the African context and in the South African context and that universities should take intellectual leadership in stimulating debate. Universities are too quiet; they should play a stronger role in creating platforms for discussions and a discourse about these critical issues,” Prof. Fourie said. Delivering his message of support for the Moshoeshoe project of the UFS, the Minister of Defence, Mr Mosiuoa Lekota, said the lecture was a significant event and an important project to correct distortions of the past. In this way black and white South Africans could see virtue on both sides and overcome negative attitudes. Media coverage maximised The Division: Strategic Com munications also continued its efforts to maximise media coverage of all aspects of life at the UFS, whether in the academic sphere, research, sport, arts and culture and community engagement. In 2005 the division managed to secure news coverage in the print media (newspapers only) to the value of R10,4 million. The coverage received in the electronic media (radio and television) was not measured. In 2006 the division measured both print media coverage and coverage in the electronic media (radio and television). The result was that in 2006, the division secured news in both print and electronic media (radio and television) to the combined value of R37 million. Broken down, this amounted to R22,8 million in print coverage (compared to R10,4 million in 2005) and R14 million in radio and television coverage.

Ontwikkeling van personeel én stelsels

Dit deurdring al die steunfunksies en beheer- en bestuursprosesse. ’n Uitstekende personeelkorps, voortdurende modernisering en verfyning van stelsels, en ’n ingesteldheid van uitmuntende dienslewering is enkele elemente wat onontbeerlik is om ’n ware leier-universiteit te word en te bly.

UV belê in sy personeel Goeie personeel speel ’n sleutelrol in die gehalte en voortreflikheid van ’n instelling. Eweneens beïnvloed die gehalte van werkinsette institusionele effektiwiteit en prestasie. Deur middel van personeelontwikkeling verseker die UV dat werkverwante bekwaamheidsvlakke voortdurend verhoog word om sodoende institusionele gehalte en voortreflikheid te verseker. SHOSO se Afdeling Prestasiebestuur en Personeelontwikkeling is verant-

woordelik vir die ontwikkeling van akademiese en steundienspersoneel. In 2006 is op vier areas vir personeelontwikkeling gefokus. Die eerste was die verwerwing of verbetering van akademiese kwalifikasies wat ’n personeellid vir sy of haar spesifieke vakdissipline nodig het. Raadsbeurse help met die finansiering van verdere studie. Tweedens is gekonsentreer op professionele ontwikkeling. Dit sluit die opleiding in wat ’n personeellid nodig het om tred te hou met die veranderende vaardighede of bekwaamhede wat nodig is om gehaltewerk te lewer. Dit behels voortdurende professionele ontwikkeling, wat die volgende insluit: die bywoning van vak of spesialis-konferensies en die voortgesette ontwikkeling van spesialiskennis en -vaardighede. Geldelike steun hiervoor word deur fakulteite en akademiese departemente voorsien, terwyl die UV ook uit sy sentrale fondse bydra. Derdens is gefokus op loopbaanontwik keling. Dit behels voortgesette opleiding of heropleiding deur middel

personeellede bygewoon is. Die twaalf ontwikkelingsessies op die Qwaqwa-kampus is deur 157 personeellede bygewoon. Les bes dra die persoonlike en professionele welstand van personeel net soveel by tot uitnemendheid. Welstandprogramme en –aktiwiteite bevorder die welsyn van personeel en het as doelwit die voorsiening van werkstevredenheid en die verhoging van moreel. Die Welstandprogram het 20 sessies op die Hoofkampus aangebied wat deur 1 200 deelnemers bygewoon is. Altesame 231 deelnemers het die vyf sessies op die Qwaqwa-kampus bygewoon. Die Welstandprogram sluit die volgende dimensies in: Biomedies (fisieke gesondheid), psigologies, sosiaal en geestelik. Ontwikkeling en steun kry ook op fakulteitsvlak aandag. Die Fakulteit Geesteswetenskappe het in 2006 ’n Bestuurder: Onderrig en Leer aangestel om ondersteuning te gee aan akademiese personeel en ook om hulle ingelig te hou oor onderwystendense. Vanaf Mei is ses personeelontwikkelingsessies en elf algemene ontwikkelingsessies oor onderwysverwante sake aangebied.

Sakkie Janse van Rensburg, Direkteur: Rekenaardienste, begin en spoedig vrugte afgewerp. ’n Span skandeerders het weggespring en reeds 2004–2006 se studenterekords (aansoekvorms, rekenings, betalingsbewyse, uitslae van studente of kontrakte) elektronies vasgelê. ’n Elektroniese dokumentasiebestuurstelsel, ImageNow, geïntegreer met PeopleSoft, is gedurende 2006 geïnstalleer om die dokumente elektronies byeen te bring en vir gebruikers toeganklik te maak. Gebruikers het nou reeds elektronies toegang tot 635 098 bladsye inligting oor 28 207 aktiewe studente. Net meer as 500 kartonne met ongeveer 95 nie-aktiewe studentelêers elk (sowat 49 000 lêers) is ook reeds geïndekseer. Op die Qwaqwa-kampus is die omvang 151 kartonne. Oorspronklike dokumente word elders bevei-

lig. In 2007 sal nuwelingstudente se data uit die staanspoor elektronies vasgelê word. Die groeipyne wat die nuwe PeopleSoftstelsel gehad het, is blykbaar iets van die verlede. Die jaar het afgeskop met een van die suksesvolste registrasieprosesse nog, hoofsaaklik te danke aan dié geïntegreerde administrasie-rekenaarstelsel waarna die UV in 2003 oorgeskakel het. Die Departement Rekenaardienste het ook ondersteuningstoerusting soos die netwerk en bedieners opgegradeer om voorsiening te maak vir die uitbreiding en rugsteuning van die stelsel. Rekenaardienste het begin met die opgradering van die bekabeling van die kampusnetwerk en die Benedictus Kok-gebou het die eerste gebou op die Hoofkampus geword wat met die nuwe 3M-bekabeling toegerus en gesertifiseer is. Die optieseveselnetwerk na die Flippie Groenewoud-, Landbou- en Mikrobiologie-geboue, asook na die Nasionale Beheerlaboratorium, die Proefdiersentrum en Rekenaardienste, is ook oorgedoen.

’n Navorsingsbediener is gebou en sodoende is nie net verwerkingsgeriewe vir navorsers aan die UV geskep nie, maar is die kragtigste rekenaar in die Vrystaat ook gebou. Die Beplanningseenheid, wat daarvoor verantwoordelik is om akkurate en toepaslike bestuursinligting te voorsien, het einde 2005 die Hemis Analyzer begin gebruik om ’n gehalte-aanlynbestuursinligtingstelsel te ontwikkel. Die stelsel se naam het in 2006 na Heda (Higher Education Data Analyzer) verander. Heda word nou ook deur die Universiteite van Kaapstad en Johannesburg en die Sentrale Universiteit vir Tegnologie gebruik, wat onder leiding van die UV ’n nasionale gebruikersgroep gevorm het wat twee keer per jaar byeenkom om saam met idees en voorstelle vir verfyning van die stelsel en breër toepassing vorendag te kom. Die Beplanningseenheid het ook begin om die toepassingsmoontlikhede van Heda uit te brei om as ’n datastoor te dien en as bron vir die meeste van die bestuursinligtingsrapportering van die UV. Om sy eie doeltreffendheid te verbeter, het die eenheid die stelsel verder ontwikkel sodat gebruikers nou maklik inligting kan kry oor studentegetalle, studenteverhoudings en personeel op fakulteits-, program-

en modulevlak, en verslae oor, onder meer, inskrywingsgeskiedenis per module. Die ontwikkeling van die bestuursinligtingstelsel was ook onontbeerlik in die voorbereiding van die UV se Inskrywingsplan 20062010 wat by die Departement van Onderwys ingedien is. Verteenwoordigers van die departement het met ’n besoek aan die UV om toekomstige studente-inskrywings te bespreek, die UV gelukgewens met sy goed voorbereide plan. Tans word beplan om die Heda-bestuursinligtingstelsel verder te ontwikkel om die moni-

tering van inskrywings moontlik te maak om sodoende die UV se voorlopig goedgekeurde inskrywingsplan toe te pas.

Finansiële omgewing word ‘vriendeliker’ Gedurende 2006 is begin om die UV se finansiële beleid in geheel te hersien en op te dateer, onder meer om voorsiening te maak vir die vereistes van die PeopleSoft-omgewing. Met die opdatering word ook gepoog om die beleid verbruikersvriendeliker en effektiewer te maak, en korporatiewe bestuur en beheer, sowel as dienslewering, te verbeter. Die afdeling Finansies het met SHOSO se hulp ’n hele aantal opleidingsessies vir personeellede aangebied, wat goed ondersteun is. Onder diegene wat die sessies bygewoon het, was akademiese en steundienshoofde, finansiële beamptes, studieleiers en programdirekteure. Só is baie personeellede bemagtig om gemakliker te funksioneer in ’n omgewing wat vir baie van hulle vreemd is. Die afdeling het hard daaraan gewerk om sy dienslewering te verbeter. Presies hoe belangrik dienslewering is, word duidelik as in ag geneem word dat die UV jaarliks meer as drie miljoen finansiële transaksies prosesseer. Die grootboeknavraagstelsel is verbeter, wat personeellede help om entiteite beter te bestuur. Rekenaardienste het ook gehelp om ’n webgebaseerde kwotasiestelsel vir klasgelde en ’n verbeterde studenterekeningnavraagstelsel te skep. Belanghebbendes kon derhalwe hul beplanning vir 2007 vroeg reeds doen en ook op hul eie, dag of nag, via die internet navraag oor enige rekeningtransaksie doen.

Hoofkampus verder beveilig As ’n mens in ag neem dat sowat 30 000 motors daagliks deur die Hoofkampus se vyf toegangshekke beweeg, is dit duidelik dat voorvalle van misdaad op die kampus nooit heeltemal uitgeskakel kan word nie. Tog probeer die UV voortdurend om ’n veilige kampus en werkomgewing te skep.

Terwyl die Qwaqwa- en Vista-kampusse in 2006 slegs enkele gevalle van misdaad aangemeld het, het misdaad op die Hoofkampus ’n besliste styging getoon, hoofsaaklik in diefstal van private en universiteitseiendom. Dit was verblydend dat motordiefstal sterk afgeneem het. Die Uitvoerende Bestuur (UB) het in Maart ’n omvattende plan goedgekeur om die beveiliging van die Hoofkampus op te skerp. Van die maatreëls wat ingestel is, is die opgradering en patrollering van heinings om die kampus; verskerpte sekuriteitsmaatreëls by hoërisiko-areas en die elektrifisering van heinings in dié gebiede; verskerping van voertuiguitgangbeheer en die aanbring van kameras by alle hekke; en die opskerping van sekuriteit by openbare ruimtes, paaie en voetgangerpaadjies deur beter beligting van strate en geboue, die snoei van struike en bome en deurlopende patrollering. Sekuriteit by dameskoshuise is ook opgeskerp deur by elkeen saans ’n sekuriteitswag te plaas. Buiten hierdie maatreëls help Beskermingsdienste ook deurgaans om ’n veilige kampusomgewing te skep deur dienste te lewer tydens onder meer die registrasieproses, jool, intervarsity, gradeplegtighede en koshuissportgeleenthede.

New faces in UFS Council The UFS Council added some new members to its ranks, while a number were re-elected. Judge S P B (Faan) Hancke, Chairperson, was re-elected as representative of the alumni for a second term. The Free State Premier re-appointed Dr Charles Nwaila, Director-General of the Free State, who is the Vice-Chairperson of the Council. Four new representatives were appointed. Ms Cheryl Gillwald, former Deputy Minister of Correctional Services, was appointed by the Minister of Education as ministerial representative in the place of Prof. Shirley Walters. Mr Casca Mokitlane, MEC for Agriculture, was appointed as representative of the Free State Premier.

Adv Mauritz Randlehoff, deputy chairperson of the Kovsie Alumni Association and deputy chairperson of the Kovsie Alumni Trust, became one of the three representa-

tives of the alumni. Mr Klippies Steenkamp, a former chairperson of the Kovsie-Alumni Association, was re-elected as representative of the UFS donors. The Council bid farewell to two long-serving members – Dr Vicky le Roux and Mr Jan Grobler. Together they had served for 39 years. Both were praised for their contribution to the UFS.

Finansiële volhoubaarheid steeds die wagwoord

ie Draaistrategie wat in 2000 geloods is, se doelwit was om finansiële volhoubaarheid te bereik sodat voldoende fondse en finansiële beweegruimte beskikbaar gestel kan word om deurlopend te belê in topgehaltepersoneel; uitstekende akademiese fasiliteite en toerusting; wêreldgehaltenavorsing; hoëkwaliteit- onderrigprogramme en -tegnologie; topklasbiblioteek- en inligtingsbronne; en hoëgehaltestrategies belangrike steundienste, het die Rektor en Visekanselier in sy openingstoespraak gesê.

“Dit beteken kwaliteit in die wetenskap en in die mense van die universiteit, sodat die UV op die medium en lang termyn ’n finansieel volhoubare, baie goeie universiteit kan wees – een van die topuniversiteite in die land.” Reeds in 2004 met die Eeufeesvieringe, het hy gesê as die Universiteit steeds ’n goeie universiteit wil wees, en voortgaan om te groei tot ’n groot universiteit, moet hard gewerk word om te verseker dat dit ’n robuuste universiteit op alle terreine is. Op finansiële gebied moet

die Universiteit ook robuust wees met gesonde finansiële bestuur, genoeg reserwes om die skokke te absobeer, gesonde investering in die kernbedrywighede en gesonde vergoeding- en personeelpraktyke. Die UV bevind hom egter toenemend in ’n omgewing van krimpende staatsubsidie (in reële terme) en moet hom meer tot tweede- en derdestroom inkomste wend om aan al sy behoeftes te voldoen. In Julie 2004 het die Departement van Onderwys die UV ingelig dat subsidiedraende studente beperk word tot hoogstens 2002 se getal plus 5% (eenmalig) in die geval van kontakonderrig, en 2002 plus 3% in die geval van afstandsonderrig met ’n algehele boperk van 1 000 VEstudente ten opsigte van laasgenoemde. Die gevolg hiervan was dat die groei in getalle wat in 2003 en 2004 plaasgevind het grotendeels vir subsidiedoeleindes buite rekening gelaat is. Met inagneming van die groei in studentegetalle, inflasie (VPI) en die UV se salarisinflasie is subsidie vir 2006 in reële terme ongeveer 8% laer as in 2002.

Finansiële bydraes vir strategiese doeleindes (prioriteite) Onderstaande grafiek toon vergelykend die groei in die bedrae wat die afgelope jare beskikbaar gestel kon word vir spesifieke strategiese doeleindes (naas die finansiering van die normale bedryf van die Universiteit). Dit toon ’n dramatiese styging, veral in die periode 2004 tot 2006. Die besonderhede van die besteding van hierdie bedrae, in die tabel hiernaas, toon ’n spesifieke patroon. Eerstens, ’n uitdruklike strategie om bepaalde kategorieë van besteding wat onderliggend is aan ’n gesonde en standhoudende bestedingspatroon vir ’n universiteit, altyd voldoende te finansier. Die finansiële beweegruimte wat hieruit blyk, is een van die kragtigste middele waarmee die UV die afgelope jare sy gehalte en diepgang as ’n universiteit kon verbeter. Salarisaanpassings ’n Belangrike doel van die draaistrategie was om voldoende fondse en finansiële beweegruimte beskikbaar te maak sodat deurlopend in topgehalte- personeel belê kon word. Die algemene salarisaanpassings wat die afgelope vyf jaar toegestaan is, was deurgaans hoër as inflasie (soos gemeet aan die VPI). Indien die VPI en salarisse deur middel van ’n indeks voorgestel word met 2000 as basisjaar en op die veronderstelling dat die algemene salarisaanpassings soos op 1 Januarie van ’n jaar die inflasie van die vorige jaar ondervang, is dit

duidelik dat die koopkrag van personeellede se salarisse aansienlik groter geword het. Dit sluit nog nie eens die effek van bevorderings, skaalvorderings of die uitbreiding van diensvoordele soos spesiale bonusse, behuisingstoelaes, toelaes van departementshoofde, programdirekteure, ensovoorts in nie. Vanjaar is ook aandag gegee aan die opdatering van die finansiële beleid en prosedures ter verbetering van: • korporatiewe bestuur en beheer • die gebruikersvriendelikheid daarvan • doeltreffendheid en effektiwiteit • identifisering van sleutelprestasie-areas • die fokus op waardetoevoeging met dienslewering.

Opleiding oor verskeie finansiële aangeleenthede het ook aandag gekry, so ook bemagtiging van personeel; die bestuur van klasgelde en vooruitbetalings om toeganklikheid tot die universiteit te bevorder; en uitbreiding van die benutting van studentekaarte as betaalmiddel. In die jaar is begin om die finansiële beleid in geheel te hersien en op te dateer, onder meer om voorsiening te maak vir die vereistes van die PeopleSoft-omgewing. Bemagtiging van personeel

Toestemming is deur die Raad verleen dat studente voorlopig mag registreer na die betaling van R870 in die geval van nie-residensiële en R2 740 in die geval van residensiële studente. Hierdie vergunning het aan studente, ouers en voogde die geleentheid gebied om alle uitstaande gelde teen 7 Maart 2006 te betaal.

Personeel is die geleentheid gebied om opleidingsessies by te woon asook opleiding aan te bied. Die gevolg hiervan was dat verdere onderwerpe vir opleiding geïdentifiseer is en opleiding daarin aangebied kon word. Beduidende vordering is gemaak om inligting en kennis oor te dra en die verantwoordeliksgebied van elke personeellid sy/haar eie te maak.

Die resultaat hiervan was dat 2 358 studente gebruik gemaak het van die geleentheid om voorlopig te registreer. Meer as 2 100 studente kon daarin slaag om teen 7 Maart te registreer. Hierdie poging het wesenlike insette van die Departement Finansies asook van Akademiese Studentedienste geverg, ’n taak wat hul met onderskeiding geslaag het.

Derde geldstroom word al sterker Navorsingsbefondsing het in 2006 aansienlik gegroei. Die Universiteit het amper R16-miljoen van die Nasionale Navorsingstigting (NNS) gekry. Dit is ’n groei van 22% teenoor die R13,5miljoen van 2005. Sentrale navorsingsfondse wat toegeken is, het ook dramaties met amper 65% van R12,2-miljoen in 2005 tot R20,1-miljoen in 2006 gegroei, wat ’n bevestiging is van die Universiteit se toewyding aan navorsing.

Daar is gedurende die jaar begin om agterstallige gelde telefonies op te volg om moontlike probleme tydig te identifiseer en die betrokkenes by te staan met beplanning vir betaling. Die poging is verder uitgebrei deur boodskappe na studente se selfone te stuur in die geval van uitstaande rekenings. Beduidende sukses is hiermee behaal deurdat meer as dubbeld die invorderings in vergeleke met dieselfde tydperk die vorige jaar, ingevorder kon word.

Benutting van studentekaarte as betaalmiddel Die studentekaartestelsel bied die geleentheid dat besighede op die kampus hierby kan inskakel en dat studente aankope met hul studentekaart kan doen. Studente kan bykans alle aankope hiermee op kampus doen. Toekenning van beurse en lenings, bv. NSFAS waar spesifieke vereistes aangaande die aanwending van fondse geld, kan effektief en gebruikersvriendelik met die studentekaartstelsel hanteer word. Studentenommers is aangepas sodat fondse vir spesifieke gebruik by enige ABSA-tak, poskantoor of elektronies inbetaal kan word en

Kommersialisering van navorsing Vordering is ook gemaak met kontraknavorsing, die bemarking van intellektuele eiendom (IE) en die kommersialisering van navorsing. ’n Kandidaatprokureur van Phatshoane Henney Inc help met kontrakbestuur, terwyl prof. Gerrit van Wyk nog waarneem as Direkteur van Entrepreneurskap. ’n Projek is ook aangepak om ’n bestuurder vanuit universiteitsgeledere aan te stel om rigting te gee aan die kommersialisering van navorsing. ’n Intellektuele Eiendom (IE)-beleid is ook goedgekeur en regsverteenwoordigers is aangestel om die Universiteit se patente te hanteer. Verskeie belowende projekte ten opsigte van die kommersialisering van die Universiteit se navorsing is aangepak. ’n Voorbeeld hiervan is ’n navoringsprojek tussen die UV en die WNNR waarin giskulture van die UV bekom word, wat gelei het tot die totstandkoming van ’n nuwe maatskappy, Oxyrane. Hierdie maatskappy trek internasionale beleggers. Dit het ook gelei tot die registrasie van intellektuele eiendom. Benewens betaling vir die IE, sal die UV ook tantieme ontvang as die produk verkoop word. Aandag word geskenk aan die totstandkoming van nog ’n maatskappy, Extreme Genes, wat gesamentlik deur die UV en Biopad besit sal word.

Skenkings, bemakings neem toe Die Kovsie Alumni Trust, die hoofinkomstebron vanaf alumni, het vanjaar ’n belangrike mylpaal gehaal. Beloftes van meer as R4-miljoen is vir 2006 ontvang. Die Korporatiewe Skakelkantoor, wat fokus op die generering van derdestroominkomste vir die universiteit, was uiters suksesvol in 2006. Die inkomste wat verlede jaar gewerf is, het in 2006 meer as verdubbel. Daarbenewens is R3-miljoen vanaf die Nasionale Lotterye Raad ontvang vir opgradering van die Qwaqwa-kampus se sportfasiliteite. Dell-rekenaarmaatskappy het byna R2-miljoen se rekenaars aan die UV geskenk. Die Kovsie Erflatingsvereniging, ’n vereniging vir persone wat erflatings aan die universiteit maak, is begin en ’n bemarkingsbeampte is aangestel. Sukses is reeds met hierdie inisiatief behaal en ’n aantal erflatings is aan die UV beloof. Wat internasionale fondswerwing betref, het die UV het reeds vir ’n geruime tyd fondswerwingstatus in die VSA. Daadwerklike stappe word nou geneem om dieselfde tipe status in die Verenigde Koninkryk te bekom.

Internasionale studente Een van die wyses om finansiële volhoubaarheid te bewerkstellig, is om die getal nagraadse studente uit Afrika te verhoog. In hierdie verband was die Fakulteit Natuur- en Landbouwetenskappe suksesvol om ’n kontrak met die sekretariaat van die Suid-Afrikaanse Ontwikkelingsgemeenskap ten bedrae van ongeveer R4 598 836 te beding om twaalf studente uit Afrika te finansier om hulle nagraadse studies hier voort te sit. Die kontrak is vir drie jaar geldig. Verskeie departemente gebruik innoverende wyses om hul finansies aan te vul. Drama en Teaterkuns het nagenoeg R24 000 uit plaaslike produksies gegenereer. Hulle het ook R65 000 aan buitefondse bekom, van onder meer Sanlam en die Nasionale Kunsteraad. Die Departement Afro-Asiatiese Studie, Gebaretaal en Taalpraktyk (AGT) het ’n toekenning van R768 000 oor ’n tydperk van drie jaar

van PANSAT ontvang vir die onderrigmateriaalontwikkelingsprojek van die UV, die PanSuid-Afrikaanse Taalraad en Suid-Afrikaanse Gebaretaal (SAGT) (2006-2008).

Uitdaging vir Mediese Skool Finansiële volhoubaarheid was ’n groot uitdaging vir die Mediese Skool van die Fakulteit Gesondheidswetenskappe. Een van die uitdaginge was om dit op nasionale basis aan te pak. Die Mediese Skool het verskeie gesprekke op die vlak van Mediese Dekane op nasionale vlak gehad asook met die nasionale Tesourie en die Nasionale Departement van Gesondheid om die finansiële volhoubaarheid van mediese skole te bepreek. Gesprekke is ook gevoer met verskeie ministers en senior bestuur van staatsdepartemente. Van die vordering wat gemaak is, is die finalisering van ’n dokument deur die Mediese

Dekane waarin die Tesourie vir bykomende befondsing vir die mediese skole gevra word. In die fakulteit het die Mediese Skool ook van sy nodige kernfunksies op fakulteits- en skool-vlak geïdentifiseer. Sommige van die personeelbevorderings is ook befonds met besparings wat uit hierdie insiatief voortgevloei het. Die Hoof van die Mediese Skool was ook betrokke by ’n taakspan wat derdestroominkomste ondersoek het. ’n Openbare-private-insiatief is by die Universitas-hospitaal gevestig om geld vir die Mediese Skool te genereer om nuwe tegnologie en toerusting vir diagnostiese radiologie te bekom. Die Mediese Skool se studentefooiestruktuur is ook aangepas as deel van die finansiële volhoubaarheidsinsiatief. Ondersoek is ook gedoen na die verhoging van studentegetalle in strategies geselekteerde nisgebiede. ’n Spesifieke gebied van patologie is geïdentifiseer. Salary structure consolidated The consolidation of the salary structure and ranks of all the departments has been completed with the exception of Library and Information Service. The application of the Multiple-Year, IncomeRelated Remuneration-Improvement Model and the strategies during the negotiations resulted in a salary agreement once again being concluded with the trade unions this year without any labour unrest, as well as early enough to make it possible to implement the agreement on 1 January, when the agreement came into effect. Both are exceptional achievements in the higher education environment. The good relations with the two recognised trade unions at the UFS naturally played a major role in this regard.

Vista conditions aligned The incorporation of Vista Bloemfontein Campus into the UFS in January 2004 still offers

several challenges regarding the management of human resources. All the staff members of the Vista Campus have been aligned completely, with the exception of about 35 persons. The conditions of service of the respective universities were compared in preparation for the settlement in 2007 of a labour dispute between the UFS and staff members of the Vista Campus who have not been aligned with the UFS conditions of service.

Geesteswetenskappe Die finansiële volhoubaarheid van die Fakulteit Geesteswetenskappe is te danke aan die groei in studentegetalle en deur deeglike besinning en beplanning deur sowel die portefeuljekomitee finansies as die fakulteitsbestuur. Besparings het die fakulteit in staat gestel om onder meer studente-assistente aan te stel tydens die voorbereiding van die gehalteversekeringsoudit. ’n Bedrag van R 600 000 is ook bykomend tot dit wat die Navorsingsdirektoraat bewillig het, beskikbaar gestel vir navorsingshulp om die navorsingsuitsette van die fakulteit te verhoog. Besparingsfondse is daargestel vir die opgradering van onder meer rekenaars. Ter aanvang van ’n nuwe inisiatief om samewerkingsooreenkomste met tersiêre instellings in Afrika te sluit, is prof. Phillip Nel (Afro-Asiatiese Studie, Gebaretaal en Taalpraktyk) met behulp van besparingsfondse in staat gestel om Kenia en Uganda te besoek. Verskeie departemente gebruik innoverende wyses om hul finansies aan te vul. Drama en Teaterkuns het nagenoeg R24 000 gegenereer uit plaaslike produksies, uitgesonderd produksies tydens die Volksblad-kunstefees. Hulle het ook R65 000 aan buitefondse bekom, by onder meer by Sanlam en die National Arts Council. Die EtsaTrans-span het ook begin met die lewering van ’n vertaaldiens, meestal aan buite instansies. Enkele navrae is ook van UV-personeel ontvang. Hoewel die diens tans nog in sy babaskoene staan, is die oogmerk dat dit in die nabye toekoms ’n finansieel volhoubare diens sal word.

Kampusgeriewe van topgehalte die norm

wee van die duurste bouprojekte in die geskiedenis van die UV het in 2006 begin. Dit het weer die UV se verbintenis tot akademiese verdieping en topgehalte geriewe bevestig. Konstruksiewerk van R40-miljoen vir die herinrigting en uitbreiding van die Hoofkampus se Chemie-gebou het in September begin.

Dit is die meeste wat die UV nog vir so ’n projek bewillig het. Die kontrakteurs vir die Chemie-gebou-projek is Ströhfeldt Konstruksie, in ’n gesamentlike onderneming met Sikeyi Construction, ’n swartbemagtigingsvennoot. Konstruksiewerk aan twee astrohokkievelde van R16-miljoen – een van die Universiteit se grootste sportbeleggings nog – het ook in 2006 begin. Die verdere uitvoering van die Universiteit se 1999-struktuurplan het in 2006 volgens plan verloop. Nuwe ontwikkelings het ook nie uitgebly nie, en die lang verwagte verdere ontwikkeling van die weskampus het momentum gekry. Die Universiteitsraad het in Maart 2006 ’n

plan vir die verdere ontwikkeling van die weskampus goedgekeur. Dié deel van die Hoofkampus, wat langs die UV-Sasol-biblioteek geleë is en die sportvelde insluit, is ’n belangrike deel van die UV se bates en daar moes versigtig besin word oor hoe dit in die toekoms die beste aangewend kan word, ook gesien in die lig daarvan dat dit ’n groot rol in die toekomstige finansiële volhoubaarheid van die UV kan speel. Die Roodt Vennootskap (argitekte en stadsbeplanners) en Bannie Britz (argitek en stedelike ontwerper) is aangestel om, gegrond op die struktuurplan, detailbeplanning te doen vir ’n deel van die weskampus. Verskeie projekte sal uit hul plan voortvloei, onder meer vir nuwe voetgangerroetes, paaie, parkeerareas en ’n studente-jolarea. ’n Grondregte-ondersoek het ook voortgevloei uit die weskampusplan. Dit is afgehandel en sal die UV in staat stel om die eiendomsontwik kelingsmoontlikhede voort te sit.

Sportgeriewe opgeknap Die weskampusplan het die UV in staat gestel om uitbreiding van die sportgeriewe in die regte konteks aan te voor. Die twee astrohokkievelde is die grootste en duurste sportfasiliteit wat die UV nog gebou het en die eerste met ’n entrepreneuriese motief. Vyf skole is vennote in die projek. Huurkontrakte is met dié skole gesluit vir die benutting van die velde in tydgleuwe wat die UV nie nodig het nie. Verdere projekte, onder meer vir ’n voorgestelde sokkerstadion, is ook in die vooruitsig.

Ander sportgeriewe is ook opgeknap. Ses netbal- en vyf muurbalbane is opgeknap, besproeiingstelsels is op feitlik al die sportvelde geïnstalleer en die instandhouding van die sportgeriewe is uitgekontrakteer, wat ’n noemenswaardige verskil aan die gehalte van die velde gemaak het.

Lesinglokale verbeter Die verbetering van akademiese geboue en lesinglokale het soos gewoonlik hoë voorrang geniet en die grootste deel van die kapitaalbegroting opgeëis. Werk aan die Chemie-gebou sal tot 2008 duur. Die herinrigting van die Benedictus Kok-gebou (vir die Skool vir Verpleegkunde)

en dele van die Flippie Groenewoud-gebou (onder meer lesinglokale) is afgehandel. Die gedeelte van die Flippie Groenewoud-gebou wat Rekenaardienste huisves, is ook heringerig. Die lesingsale in die Wesblok is ook met groot sorg heringerig en personeel in die Suidblok het die eerste keer in jare die plesier van ’n opgegradeerde werkomgewing ervaar. Groot vordering is gemaak op die Qwaqwakampus waar konstruksiewerk aan verdere akademiese en administratiewe ruimtes afgehandel is. ’n Derde fase (wat dele van die biblioteek en die Natuurwetenskappe-gebou insluit) se beplanning is afgehandel. Die meeste personeellede, studente en lede van die publiek sal die oopstelling van die die nuut-ontwerpte westelike ingang waarskynlik as die 2006-hoogtepunt van fisiese verbeteringe aan die Hoofkampus beskou. Die nuwe Wynand Moutonlaan-ingang van R5-miljoen is in April oopgestel. Dit het dadelik wesenlik bygedra tot verbeterde verkeersvloei. Die sekureitswagte word nou in ’n gerieflike bloedrooi waghuis gehuisves.

400 nuwe parkeerplekke Meer as 400 nuwe parkeerplekke, asook honderde nuwe inheemse bome en ander landskapelemente lewer ’n belangrike bydrae tot ’n positiewe kampuservaring. Die François Retiefgebou is terselfdertyd deur middel van ’n nuwe voetgangerroete met Stabilisplein verbind. Die voetganger roete vanaf die suidoostelike hoek van die kampus (Huis Roosmaryn en omgewing) na Scaena is byna voltooi. ’n Ondersoek na die toestand van kampuspaaie is afgehandel. Prioriteite vir opgradering is bepaal vir implementering in 2007 en daarna. Ál die projekte vorm deel van die omvattende vervoer- en voetganger netwerkplan wat nou reeds in die vyfde jaar van implementering is. Beplanning vir die volgende groot vervoernetwerkprojek, die verbetering van die DF Malherbelaan-ingang (die “Landbouhek”) en parkeerarea, is teen einde 2006 voltooi. Konstruksiewerk sal vroeg in 2007 begin.

’n Groot kampus met baie geboue en uitgestrekte terreine asook twee buitekampusse (Qwaqwa- en Vista-kampusse) stel besondere instandhoudingseise. Dié uitdaging is met groot bekwaamheid deur die Bestuurder: Fisiese Hulpbronne, me. Ria Deysel, en haar personeel hanteer. Hulle het die afgelope vyf jaar nuwe stelsels, werkwyses en meganismes ontwikkel om aan die eise van méér ruimtes, méér mense en hoër verwagtinge te voldoen. Die Universiteit het in die laaste vyf jaar reeds bykans R100 miljoen bestee om die Hoofkampus op te gradeer. Hieronder is die nuwe studentesentrum, Thakaneng-brug, en die restourasie en herinrigting van die Hoofgebou en die Reitz-eetsaalkompleks, nou bekend as die Eeufeeskompleks.

Excellence in sport

he UFS is not only investing in the academic performance of our students and their physical environment, but also continuing to roll out key aspects of a major turnaround strategy for sport at the UFS. One example is the construction of two astro hockey fields at a cost of R16-million, making this project the biggest and most expensive sport project in the history of the UFS.

The two hockey astro fields which will be completed in 2007 will boost not only Kovsie hockey, but provincial and South African hockey as well. The UFS will be one of a few universities in South Africa that is able to host national and international hockey tournaments. The astro fields will also enable the UFS to provide training camps for national and development teams, as well as international teams. Hopefully the project will curb the outflow of good hockey players from the Free State. In recent years campus league hockey has shown phenomenal growth and is one of the fastest-growing sporting codes on

campus. Eleven student teams participated in 2006. It is popular among men and women players – 365 men and 485 women took part in the sport in 2006. The University is still trying to raise the level of black student participation in sports, but hockey seems to be one sporting code where some progress is being made. More than sixteen black players were included in the five UFS teams that took part in the Free State League. Kovsie hockey had set itself the target of producing 36 provincial players to represent the Free State in the under 21 and senior competitions. In the end 31 players were selected to represent Free State at the National championships. Kovsie hockey also aimed to have both the men’s and women’s hockey teams playing in the SASSU B section, in order to return to the SASSU A section in 2007. The Kovsie women’s hockey team obtained a silver medal, and therefore qualified to return to the SASSU A section. The men’s team was not so lucky; they finished fourth in the B section.

Sportsmen and sportswomen of the UFS continue to show their mettle in national and international competitions. More than twenty Kovsies were selected to represent South Africa in their respective sporting codes, with netball leading the way with six Proteas. Many more made the South African Student Sports Union (SASSU) teams. Nine students from the UFS and one Kovsie alumnus were included in the South African team to compete in the Commonwealth Games in Melbourne, Australia in March 2006. They included: Jan van der Merwe (400m and 4 x 400 m relay), Boy Soke (5 000m), Kate Roberts (triathlon), Philip Burger (rugby sevens), George du Randt (swimming) and Chris Dednam (badminton). In the past five years Kovsie netball has gone from strength to strength. Under coach Ms Burta de Kock, Kovsies won the gold medal at the SASSU championships for the second consecutive year. Three Kovsies and an alumnus were also included in the SA squad for the Commonwealth Games. They were: Charlene Hertzog (team captain), Karin Venter, Adele Niemand and alumnus Martha Mosoahle. Six Kovsies were also selected to play for the Proteas during the year. They were Charlene Hertzog (who captained the Proteas side), Karin Venter, Adele Niemand, Anchen du Plessis, Yvonne Phiri and Annari Store. Sadly Yvonne Phiri died in a car accident during December – a tremendous loss for South African and UFS netball. Karin Venter became the first South African to be invited to train, practise and play in the Australian National Netball league (for the Perth Oracles) after she had competed in the Commonwealth Games. Erica Mouton and Elzet Engelbrecht made the under 21 SA Universities and Free State Lynx squads, while Suné Steenkamp also played for the under 21s. The badminton club continues to dominate this code. The Kovsie badminton team won the SASSU tournament for the fourth consecutive year. They won the most individual titles in these championships, and represented SASSU at the FISU world championships and Africa championships. Four Kovsies, Chris Dednam, Roelof Dednam, Wiaan Viljoen and Annari Viljoen were

included in the national team. While South Africa’s badminton team won gold in the team competition of the Africa championships in Algiers, Algeria, the two Dednam brothers, Chris and Roelof, added more gold by winning the men’s doubles title in the individual championship. Wiaan Viljoen, with his partner, Dorian James, lost to the Dednams in the final, to take the silver medal. Chris Dednam and Wiaan Viljoen increased South Africa’s medal tally by winning two bronze medals in the men’s singles event. The Kovsie women’s team did well, winning the Vodacom Provincial League in the 2005/2006 season and Kovsies also produced three players for Banyana-Banyana (the national women’s soccer team). Four players formed part of the SASSU national team, and eleven players were included in the SASSU provincial squad. The Kovsie men’s soccer team, however, were relegated from the Vodacom Provincial League to the SAB Provincial League. Despite this, four players were included in the SASSU national team and two made the SASSU provincial team. Kovsie rugby continues to produce players of exceptional quality, such as the four players who were called up for the Springbok squad – Meyer Bosman, Juan Smith, Jannie du Plessis en CJ van der Linde. One player was included in the under 19 SA team, while three were selected for the SA Sevens team. Seven players were included in the Vodacom Cheetahs Super 14 team; while fourteen played for the Vodacom Free State Cheetahs (the 2006 Currie Cup champions). Shimlas, the first team, played 21 matches, of which they won 15 and drew 1. Consultations to establish a rugby academy in partnership with the Free State Rugby Union / Cheetahs (Pty) Ltd are in an advanced stage. A number of Kovises represented South Africa at the Commonwealth Games and the Africa championships. Boy Soke was one of the stars, representing South Africa at the Southern Region cross country championships, the Commonwealth Games (5 000m) and the Africa championships (5 000m). Soke won the SA cross country 12km title, the SA 10km title and the SASSU 5km cross

country title. Johan Cronjé finished 6th at the Africa championships, and won both the 800m and the 1 500m at the SASSU championships. Jan van der Merwe was a member of the SA 4 x 400m relay team that won a silver medal at the Commonwealth Games. He also took part in the Africa championships (400m). René Kalmer represented South Africa at the World Cross Country championships. The Kovsie men won the team competition at the SASSU championships. In the SASSU cross country team competition, the Kovsie men’s and women’s teams both finished second in the 4km race, with the women’s team finishing third in the 8km race.

The cricket team produced three Eagles players – Davey Jacobs, who also played for the South Africa A side, Cliffie Deacon and Ryan McLaren. Corné Linde and Riël de Kock were selected for the National Academy. Although Kovsie Cricket had to cope without a coach for quite some time, the club still dominated the local leagues, with the first team remaining unbeaten and winning the Super League, as well as the right to represent the Free State at the National championships. The second team finished third. Two of the players were selected for the SASSU team. The ladies’ team won most of their competitions. The Free State closed championship was

dominated by Kovsies. The ladies’ final was won by Michelle van Staden, and the men’s final by Elliot Hogan. Michelle van Staden and Anita van der Lingen won the ladies’ doubles final. Four Kovsies were included in the Free State interprovincial team that played in Johannesburg at the end of October 2006. Elliot Hogan and Michelle van Staden were part of the SASSU team that participated in the FASU Games in Pretoria. The karate club produced two Proteas: Johann Rourke, who represented South Africa in Finland, and Deidré West, who participated in the Women’s World Cup in Italy. Godfrey Ngwe represented the Free State at the National championships. Six men and one ladies’ player were included in the Free State squash team that took part in the Jarvis Cup tournament. Two judoka, Gawie Rossouw and Lindinberg Jamlinson, were selected for the Free State judo team.

Kovsies is ook geïdentifiseer as ’n opleidings- en oefenfasiliteit vir die 2010 FIFA Sokker-wêreldbekertoernooi. Buiten die groot getal studente wat op provinsiale, nasionale en internasionale vlak gelewer word, speel die UV ’n rol in die opleiding van afrigters; die voorsiening van beamptes en administreerders, en die afrigting van spelers van die federasies en skole. Me. Burta de Kock, hoofnetbalafrigter van Kovsies en die Vrystaatse Lynx, is in Augustus 2006 aangewys as waarnemende afrigter van die nasionale netbalspan. Sy is ook ’n nasionale graderingsbeampte, Nasionale Netbalvisepresident en lid van die SASSU-netbalkomitee. Sy was in 2006 afrigter van die SA universiteitespan wat die goue medalje in die FASU (Sportfederasie van Afrika-universiteite) Spele verower het. Tania Caddle is ’n nasionale netbalskeidsregter, ’n nasionale sportwetenskapbeampte en ’n nasionale graderingsbeampte; Mnr. Kaai Preller is die nasionale atletiekafrigter; mnr. James Letuka, Direkteur van KovsieSport, is die nasionale visepresident van die Suid-Afrikaanse Tennisvereniging (SATV).

Twee rugbymanne vereer Die Universiteit het twee van sy oudstudente vereer vir hul bydrae tot die sukses van die Vrystaat Cheetahs, wat die Curriebeker in 2005 en weer in 2006 verower het. Mnr. Harold Verster, president van die Vrystaatse Rugby-unie, het die Cum Laude-toekenning ontvang vir sy bydrae tot Vrystaatrugby.

We are committed to becoming ever better, enhancing the quality of scholarship through innovation and critical reflection. I am proud to say that the year 2006 provides us with ample evidence of the initiatives and projects that were undertaken in furtherance of our quality objectives. The formation of strategic clusters is an important academic initiative that can fortify our academic core, build partnerships with other institutions and contribute to the development of the province and the country, even the continent. So we can justifiably be proud of the biggest construction project in the history of the UFS, namely the renovation and refurbishment of the Chemistry building in the amount of R40-million. But again these are not ad hoc events, they are part and parcel of the Executive Management’s strategic plan for the UFS, which entails, in short, investing in people, in equipment, information technology and in the physical environment. Of course there is still much that must be done, but that is what is to be expected from an institution that strives to be ever better and is not complacent with just being good. It is my hope that in the years to come the UFS will exceed all our expectations and continue to grow and to prosper.
