ID4Africa - The 2nd Government Forum on Electronic Identity in Africa will be hosted by the National Identification Agency of the Republic of Rwanda and organised by ID4Africa. The Forum and expo will be held on 24-26 May 2016 at the Serena Hotel in Kigali, Rwanda. ID4Africa is Africa's largest gathering of government decision-makers focused on national electronic identity management. The theme for the 2nd Government Forum on Electronic Identity in Africa is "Developing Successful eID Schemes: The Practical Guide". It aims to answer many of the attendees questions as to the how to ensure success in a very pragmatic way. Each track and each presentation aims to impart the practical wisdom gained from the real world experience.

ABOUT ID4AFRICA ID4Africa which was co-founded by APSCA and Identity Counsel International (ICI) to serve as a multi-stakeholder movement that promotes the transparent and responsible adoption of digital identity in the service of development in Africa. The aim is to share experience and establish real world standards that set the correct expectations for what is involved in launching successful identity programs. Identity has become an important tool in social inclusion, empowerment and development, and significant investments are needed to achieve the objectives.

THE MISSION Beyond the movement to promote the responsible adoption of modern digital identity systems as drivers of socioeconomic development, ID4Africa’s mission advocates to 5 specific modules of activities:  Promote the responsible adoption of digital identity in order to enhance people’s lives, make them visible, and empower them to claim and exercise their rights from birth-to-death with dignity and respect.  Promote access to knowledge and information by the identity stakeholders so that policies and investments about identity systems are informed and based on sound evidence and experience.  Promote South-South knowledge transfer related to identity in order to better understand the practical implications of different options depending on the context.  Promote the emergence of a robust commercial identity marketplace, which allows many vendors, products, solutions, and technologies, to continually compete on innovations, features, performance and price for the benefit of Africa.  Organize in Africa an annual meeting, accessible to all African Nations, in order to actively engage and discuss identity matters and to lay out the ID development agenda for the upcoming year.

ID4AFRICA AMBASSADOR PROGRAM In 2016, ID4Africa launched the Ambassador Program, igniting regional and international advocacy from individuals who share ID4Africa’s vision to promote responsible use of digital identity in Africa. These individuals are highly selected based on their merit, passion and capacity to fulfill their mission on their own free time to play a key role in building awareness in their country of ID4Africa's mission. About the Host The 2nd Government Forum on Electronic Identity in Africa will be hosted by the National Identification Agency (NIDA) of The Republic of Rwanda. The national identification program stands as one of the major ICT projects implemented by the Government of Rwanda under vision 2020, not only to ensure the development of the country through improved security but also for fast and efficient delivery of services to Rwandans. Today NIDA continues to build and modernize the national population registration production of modern identity cards and integrate systems for online authentication purposes in order to contribute to socio-economic and political planning.

THEY SPOKE – WE LISTENED WHAT TO EXPECT IN 2016 The inaugural event held in Tanzania 2015 was intense, relevant and delivered high value to each of the stakeholders who attended. In response to the highly positive feedback, and with valuable lessons learned in 2015, ID4Africa 2016 is set to reach even greater heights. Here are some of the enhancements that you can expect to see:

Given the phenomenal interest in participation and with the need to delve deeper into subject matter, we have adopted a parallel track structure for the second day, in order to allow attendees to choose sessions based on their interest and needs.

We have added a stand-alone workshop on data protection and privacy, an issue that has become critical as countries look to adopt the requisite legal frameworks that accompany digital identity schemes. The workshop is led by a highly experienced legal counsel of a leading development agency and will feature a lineup of policy experts from Africa and Europe.

Already leading experts and decision-makers from African countries are confirming to participate as speakers. This will provide a fresh lineup of topics as well as updates and follow-ups to subjects that were started in 2015.

Over 50 percent increase in the number of attendees, double the number of exhibitors showcasing latest solutions and technologies for government electronic identity schemes, and an even more phenomenal opportunity for networking!
