HEALTH PROFESSIONS ACT, 1974 (ACT NO.56 OF 1974)

REGULATIONS RELATING TO THE QUALIFICATIONS FOR REGISTRATION OF BASIC

AMBULANCE ASSISTANTS, AMBULANCE EMERGENCY ASSISTANTS, OPERATIONAL EMERGENCY CARE ORDERLY AND PARAMEDICS

The Minister of Health intends, under section 24 of the Health Professions Act, 1974 (Act No. 56 of 1974) and on the recommendation of the Health Professions Council of South Africa, to make the regulations in the Schedule.

Interested persons are invited to submit any substantiated comments in writing on the proposed amendments to the Director-General: Health, Private Bag X828, Pretoria, 0001 (for the attention

of the Director: Public Entities Governance), within three months from date of publication of this notice.

SCHEDULE

Definitions 1.

In these regulations, "Act" means the Health Professions Act, 1974, (Act No. 56 of 1974)

and any word or expression to which a meaning has been assigned in the Act has the meaning so assigned and, unless the context otherwise indicates -

"ambulance emergency assistant" means a person registered as such under the Act; "annexure" means an annexure to these regulations;

"basic ambulance assistant" means a person registered as such under the Act;

"professional board" means the Professional Board for Emergency Care as established in terms of section 15 of the Act;

"operational emergency care orderly" means a person registered as such under the Act; "paramedic" means a person registered as such under the Act.

Qualifications for registration as basic ambulance assistant or ambulance emergency assistant or paramedic or operational emergency care orderly 2.

The registrar may register as a Basic Ambulance Assistant any person who obtained, prior to the promulgation of these regulations

or within three months after the

promulgation of these regulations, any of the relevant Basic Ambulance Assistant qualifications listed in the Annexure to these regulations;

3.

The registrar may register as an Ambulance Emergency Assistant any person who obtained, prior to 31 December 2016, any of the relevant Ambulance Emergency

Assistant qualifications listed in the Annexure to these regulations;

4.

(a)

The registrar may register as a Paramedic any person who obtained, prior to 31

December 2016, any of the relevant Paramedic qualifications listed Annexure to these regulations.

The registrar may register as a Paramedic any person who obtained, prior to the

promulgation of these regulations or within three years after the promulgation of these regulations, the following qualifications:

The registrar may register as an Operational Emergency Care Orderly any person who

obtained, prior to the promulgation of these regulations or within six months after the promulgation of these regulations, an Operational Emergency Care Orderly Course from the School for Military Health Training.

Notwithstanding anything contrary contained in these regulations, the registrar may register as:-

(a)

a Basic Ambulance Assistant, any person who obtained, prior to the promulgation

of these regulations or within three months after the promulgation of these regulations,

any of the

relevant Basic Ambulance Assistant qualifications

previously approved by the professional board but not referred to in these regulations;

(b)

an Ambulance Emergency Assistant, any person who obtained, prior to the promulgation of these regulations or within six months after the promulgation of these

regulations,

any

of the

relevant Ambulance Emergency Assistant

qualifications previously approved by the professional board but not referred to in these regulations;

(c)

a Paramedic, any person who obtained, prior to the promulgation of these regulations or within nine months after the promulgation of these regulations, any

of the relevant Paramedic qualification previously approved by the professional board but not referred to in these regulations; and

(d)

an Operational Emergency Care Orderly, any person who obtained, prior to the promulgation of these regulations or within six months after the promulgation of

these regulations, any of the relevant Operational Emergency Care Orderly qualification previously approved by the professional board but not referred to in these regulations.
