Gerry Brownlee is the Member of Parliament for the Christchurch constituency of Ilam, a seat he has held comfortably since 1996.

It is my pleasure to introduce the 19th Defence Industry Forum to be held at the Viaduct Events Centre in Auckland. We are thrilled with the new programme developed in conjunction with the NZDF and MoD. This year the theme of our Forum is Defence, Security and Industry. Shaping the next 75 years – investing in New Zealand’s Future Security. This theme acknowledges the NZDIA Sponsorship of the RNZN International Fleet Review and 75th Anniversary celebrations. We are transforming our Forum through further integrating the trade area with the traditional auditorium space. This year we are having fewer presentations, focusing on the key note speeches by Crown Officials, and informative sessions with senior MoD and NZDF Executives. These fewer speaking slots will be held within the Trade Area creating a more dynamic environment where Defence and Industry can network more effectively. This alignment of our Forum with the International Fleet Review should give rise to even more delegates than last year’s record attendance of over 560 people, with a wider international spectrum. This will be our Fourth year of acknowledging the commitment of Defence and Industry to work together to deliver increased value for money outcomes, by presenting an Award for the Defence Employee who has demonstrated best practise in developing sustainable commercial relationships with Industry. As always, we will also showcase the Minister’s Awards at the Forum Dinner. With the launch of the NZ Government’s Defence White Paper, Australia’s Defence Industry Policy and the NZDF’s Industry Engagement Strategy, along with significant capital acquisition plans, there will be plenty for delegates to network over. Our Forum continues to be the critical event that brings Defence and Crown officials together with Industry to build relationships and understand how best to leverage the genuine interdependence that exists for the benefit of all stakeholders. Finally, I would like to thank the Secretary of Defence and the Chief of Defence Force for their joint support for the 2016 Defence Industry Forum.

Kerre McIvoR MC Kerre McIvor is the host of the number one night-time talk show in New Zealand, on NewsTalk ZB from Monday through to Thursday night. She has a weekly column in the Herald on Sunday and is the book ambassador for the ‘Paper Plus’ franchise. Kerre has made several appearances on TV including Intrepid Journeys, Fair Go, Heartland, Ready Steady Cook and Dream Jobs. She has also hosted several TV documentaries. She has released her second book titled ‘Short Fat Chick in Paris’ which follows on from her best selling ‘Short Fat Chick to Marathon Runner’ which went into a third re-print in NZ.

Ranked number three in Cabinet, he is Minister of Defence, Leader of the House (with responsibility for the Government’s legislative programme), Minister Responsible for the Earthquake Commission, and Minister for Canterbury Earthquake Recovery. He became Canterbury Earthquake Recovery Minister soon after a devastating 7.1 magnitude earthquake struck Christchurch on 4 September 2010. His role got much larger following the 22nd of February 2011 when a 6.3 magnitude quake hit the city, killing 185 people and resulting in widespread residential and commercial property destruction. The earthquakes, and the subsequent rebuild of New Zealand’s second largest city, are New Zealand’s costliest event. Gerry was born and educated in Christchurch and has lived in the Ilam electorate all his life. After leaving St Bede’s College, Gerry began his career in the family timber business before gaining several trade qualifications and operating his own business. In 1980 Gerry trained as a secondary school teacher at the Christchurch College of Education, and he taught until 1995, becoming of Head of the Technical Department at St Bede’s. Following a long involvement in the National Party he won the constituency of Ilam in 1996. Gerry has always been involved in the local community and served on the Riccarton Bush Trust. He is a strong advocate for sport and cultural activity for all New Zealanders.

HELENE QUILTER SECRETARY OF DEFENCE Helene Quilter, a career public servant, has been Secretary of Defence and Chief Executive of the Ministry of Defence since December 2012. During her time as the Secretary of Defence, she has led a programme of change across all aspects of the organisation and the way it partners with other defence and security agencies. She is currently leading an ambitious transformation programme of military capability management. Ms Quilter has over 38 years’ experience in the Public Service. Immediately prior to her appointment as Secretary of Defence, she was a Deputy Commissioner at the State Services Commission where she provided leadership to chief executives to improve agency performance. Ms Quilter was responsible for managing the performance of chief executives in the justice, defence, intelligence and foreign affairs agencies on behalf of the State Services Commissioner and was part of the central agency team responsible for overseeing the implementation of the Defence White Paper 2010. She was previously a Deputy Chief Executive with the Ministry of Social Development. Ms Quilter has a Masters Degree in Strategic Studies from Victoria University and as part of her research spent time as an intern for the then United Kingdom Prime Minister, Tony Blair’s Strategy Unit in London to learn about strategy formation at the heart of Government. Ms Quilter serves as Public Sector Trustee on the Equal Employment Opportunities (EEO) Trust. Outside of work Helene enjoys collecting 17th and 18th century art, reading, and cooking for friends and family.

Lieutenant General Tim Keating MNZM In January 1982: General Keating enlisted into the New Zealand Army as an Officer Cadet, and joined the Royal New Zealand Infantry Regiment upon graduation from the Officer Cadet School in Waiouru General Keating served in various operational appointments until 1990, when he was a Squadron Commander in the NZ SAS Group. In 1996 he completed the Australian Command and Staff Course in Queenscliff and in October 1997 was posted, on promotion to major, as the Commanding Officer of the New Zealand contingent to the Multinational Force in the Sinai Peninsula In January 1999 he was appointed Commanding Officer, 1 NZSAS Group, and then in 2001 became Commandant, Officer Cadet School. In July 2004 he was promoted to Colonel and appointed Special Projects Officer, Headquarters Joint Forces New Zealand. In July 2005 he was appointed Commander, CRIB 6 (a 100-strong contingent deployed to support international reconstruction efforts in Afghanistan). General Keating held numerous staff appointments until February 2011 when he was promoted to Major General and appointed Chief of Army. In December 2012 he was appointed Vice Chief of the Defence Force, then Chief of the Defence Force in January 2014 General Keating has a Master’s degree in Strategic Studies from the United States Army War College (graduated in June 2004). In 2008 he was made a Member of the New Zealand Order of Merit (2008)

Air Commodore Andrew Clark Assistant Chief Capability New Zealand Defence Force Air Commodore Clark joined the Royal New Zealand Air Force in December 1986. Following graduation from navigator training, he was posted to No. 5 Squadron at RNZAF Base Auckland, where he conducted Orion maritime surveillance operations as a navigator and tactical coordinator. In 1995 Air Commodore Clark was posted to the Royal Australian Air Force’s School of Air Navigation at RAAF Base East Sale, where he instructed Australian and New Zealand navigator students. In 1997 he returned to No. 5 Squadron for a second Orion tour, this time as Navigation Leader. In 1999 Air Commodore Clark was posted to Air Staff in Wellington to serve as the Personal Staff Officer to the Chief of Air Staff. In 2001 he returned to Australia for two years to complete the Australian Defence Force Staff Course in Canberra and a fellowship at the RAAF Aerospace Centre. During this time he completed a Masters degree in Management (Defence Studies) through the University of Canberra, a Graduate Diploma in Defence Studies through the University of New South Wales, and published a thesis, Air Force or Air Corps? In 2003 Air Commodore Clark returned to No. 5 Squadron as Operations Flight Commander. During this tour he commanded an RNZAF Orion detachment in the Middle East in the rank of Acting Wing Commander. In August 2004 he was then promoted to substantive Wing Commander and posted to Headquarters Joint Forces New Zealand as Military Assistant to the Air Component Commander.

Deputy Secretary - Acquisition

In 2005 Air Commodore Clark was posted to Air Staff as project manager for the introduction into service of the RNZAF’s upgraded P-3K2 Orion aircraft, before assuming the position of Director of Air Force Capability. In 2008 he was then posted to the position of Commanding Officer of No. 5 Squadron.

Mike has extensive experience of the acquisition and capability management process at both a leadership and project level. Prior to his appointment Mike was Chief of the Royal New Zealand Air Force holding the rank of Air ViceMarshal with 35 years of leadership, operational, management, planning and technical experience across the New Zealand Defence Force.

In 2010 Air Commodore Clark was appointed Assistant Chief of Air Force – Strategy Management, then in November 2011 he assumed the position of Director of Strategic Commitments within Headquarters New Zealand Defence Force. He was also appointed Defence Adviser to India, a role which was based from Wellington. In 2014 Air Commodore Clark was then appointed Director of Defence Intelligence.

As Assistant Chief of Air Force – Capability he led the RNZAF Capability Directorate dealing with both major and minor capital programmes including introduction into service plans for the P-3 Orion and C-130 upgrades. He worked with the Ministry of Defence to obtain government approval for the A109 Light Utility Helicopter. Mike was NZDF Project Manager for the P-3 Orion System Upgrade, spending four years working on the project in both New Zealand and the United States.

In February 2015 Air Commodore Clark was promoted to his current rank and appointed Deputy Chief of Air Force. He took up his current role of Assistant Chief Capability in December 2015.

MIKE YARDLEY

Air Commodore Clark was awarded the Armed Forces Award in 2001, and the General Service Medal (Afghanistan) and Operational Service Medal in 2004.

In 2010 Mike was part of the team that designed and established the New Zealand Defence Force Capability Branch, and was Head of the Programme Management Office which was responsible for introducing best-practice systems and tools for project and programme management, governance arrangements, risk management and business case development. Prior to being appointed Chief of Air Force in 2014 Mike held many senior roles within the NZDF including Air Component Commander Joint Force NZ and Chief of Staff Headquarters NZDF. In these roles Mike has worked extensively with Ministers, senior officials and Defence Leaders in New Zealand and overseas. Mike began his career in 1981 as a Navigator on 5 Squadron, and later became Operations Flight Commander and Commanding Officer of the Squadron. Mike has a Master of Strategic Studies from the Air University, Alabama and a Diploma in Military Studies from Massey University. He has studied at the Royal College of Defence Studies and the Harvard Kennedy School of Government.

Cancellation of Registration Cancellations received by 16 October 2016 will receive a refund less NZ$100.00 administration. Cancellations received after 16 October 2016, NO refund will be provided as NZDIA will be committed to the expenses related to your registration, but a substitute delegate may attend. You may substitute at any time but formal notification must be given in advance to SP Conference Management.

Cancellation of Accommodation SP Conference Management and New Zealand Defence Industry Association act as an agent on your behalf to book your accommodation. If you need to cancel your booking any applicable refund for accommodation is at the discretion of the accommodation venue. Cancellation of Event subject to a Force Majeure New Zealand Defence Industry Association reserves the right to cancel the Forum due to any unforeseen circumstances that may arise prior to and during the event. If cancelled within one week of the Forum commencement date there would be NO refund of registration costs as NZDIA would be committed to all Forum expenses.
