Dear Speaker Boehner, Minority Leader Pelosi, Majority Leader McConnell, and Minority Leader Reid: We, the undersigned 1,506 organizations, write to express our strong support for the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships (HOME) program. We represent for-profit and nonprofit housing developers, community development organizations, state and local government officials, homelessness organizations, health advocates, veterans groups, rural housing organizations, faith-based organizations, and more. While we appreciate the very difficult job facing the Appropriations Committees in drafting their bills, the spending caps imposed by the Budget Control Act of 2011 (BCA) have proven how difficult it is to adequately fund key national priorities within them. These constraints, and the severe HOME cut specifically, would have a drastic, negative impact on our nation’s ability to provide decent, safe, and sanitary affordable housing for those most in need at a time when housing markets and the broader economy continue to struggle and the need for affordable housing continues to grow. Therefore, we call on you and your colleagues in Congress to lift these caps and restore HOME funding to no less than $1.06 billion, as requested by the Administration for Fiscal Year (FY) 2016. We were deeply concerned by the House and Senate approaches to funding HOME in FY 2016. The House bill does nothing to restore cuts HOME has suffered in recent years and only provides $767 million in appropriated funds, down from $900 million in FY 2015 and 58 percent less than in FY 2010. The bill also contains a highly objectionable transfer that would essentially eliminate a new housing resource---the National Housing Trust Fund---in an attempt by the Appropriations Committee to fund HOME at its record low $900 million level. The Senate bill's severe cuts in HOME funding amount to a shocking 93 percent decrease, which would essentially eliminate the program altogether. Over 20 years, the HOME program has produced more than 1.1 million affordable homes and has provided direct rental assistance to hundreds of thousands of vulnerable families. It has a proven track record of successfully addressing the whole spectrum of housing needs, from homeownership to rental to rehabilitation and from urban to suburban and rural communities. As a locally driven program, HOME provides states and localities with the flexibility they need to address their most pressing housing challenges. Moreover, HOME plays a key role in ensuring 1

the success of other federal programs, such as the Low Income Housing Tax Credit and U.S. Department of Agriculture Rural Housing programs, because it often provides essential soft funding to fill financing gaps and make affordable housing developments financially feasible. No other federal program provides this flexible financing source for addressing the housing needs of low-income families. HOME is simply too important, too successful, and too effective a tool in addressing local housing needs to face any further budget cuts. Between 2010 and 2015, HOME funding was cut in half, from more than $1.8 billion to $900 million. These cuts come at a time when recent studies have found that almost half of renter households are cost-burdened and more than a quarter spend more than 50 percent of their income on rent. At the same time, due to funding limitations, only one in four low-income families eligible for housing assistance actually receive assistance. As a result, these cuts have only made it more difficult for America’s most vulnerable residents, including low-income seniors, people with disabilities, veterans, families with children, and those experiencing homelessness to access safe, decent, and affordable housing. Our nation cannot afford any further cuts to highly successful and effective federal housing programs, like HOME. Our families and communities deserve better.
