Headings : White Text 40 pt. Calibri Bureau Mission The Bureau of Air Quality: • Protects the air resources of this Commonwealth by implementing the provisions of the Clean Air Act (Federal Law), the Air Pollution Control Act (State Law) and regulations promulgated under the acts. • Develops and implements programs and technical guidance for the abatement, control and prevention of air pollution. • Implements planning, permitting, monitoring, and compliance programs. • Establishes emission reduction strategies to reduce the emission of air pollutants including ozone, fine particulates and air toxics. • Coordinates with federal, state, local and regional agencies to develop and implement cost-effective air control programs.

HeadingsMissions : White Text 40 pt. Calibri Divisional Bureau Director’s Office: Duties and responsibilities include developing, implementing, coordinating and evaluating the Commonwealth’s air quality regulations, goals, policies and procedures; representing the air quality program in matters involving Federal officials, other Commonwealth agencies, interstate organizations and advisory committees, as appropriate. The Assistant Bureau Director's Office: Manages the Bureau's administrative functions, works with local air pollution control agencies to assure compliance with federal requirements and manages the Bureau's electronic data systems(emission inventories, ambient air quality data, stack test data, continuous emission monitoring data, etc.)

The Air Resource Management Division responsibilities involve: Near-and long-term air quality planning for the Commonwealth through the development of air quality regulations and submission of State Implementation Plan revisions to the U.S. Environmental Protection Agency for approval.

HeadingsMissions : White Text 40 pt. Calibri Divisional The Compliance and Enforcement Division: Develops policy and guidance pertaining to compliance and enforcement of regulations, permit terms and conditions and orders of the Department; Develops and implements the Small Business Assistance Program.

The Permits Division is responsible for: Implementing permitting regulations and developing policies to ensure that plan approvals and operating permits including Title V permits issued by regional staff are in conformance with state and federal requirements such new source review, prevention of significant deterioration, new source performance standards, and maximum achievable control technology.

HeadingsMissions : White Text 40 pt. Calibri Divisional The Source Testing and Monitoring Division: Conducts emissions testing at facilities and reviews source testing results from industry and or consultants, uses continuous monitoring and source testing results to monitor and verify levels of pollutants emitted to the air from industrial facilities.

The Air Quality Monitoring Division: Operates and maintains an ambient air network to assess air pollution levels statewide. The division also conducts investigative sampling, and special studies (i.e., Long-Term Marcellus Shale Study), when necessary, to determine the nature and extent of pollutants emitted from air contamination sources.

National Ambient Air Quality Standards

National Ambient Quality Headings : WhiteAirText 40 Standards pt. Calibri • A series of standards promulgated by the U.S. Environmental Protection Agency (EPA) under the Clean Air Act for pollutants considered harmful to public health and the environment. • Primary standards provide public health protection. • Secondary standards provide public welfare protection, i.e. damage to animals, vegetation, buildings and visibility.

Headings White Text 40 pt. Calibri Air Quality: 101 One part per hundred is generally represented by the percent (%) symbol and denotes one part per 100 parts. This is equivalent to one drop of water diluted into 5 milliliters (one spoonful). One part per million (ppm) denotes one part per 1,000,000 parts. This is equivalent to one drop of water diluted into 50 liters (roughly the fuel tank capacity of a compact car). (13 Gallons) One part per billion (ppb) denotes one part per 1,000,000,000 parts. This is equivalent to one drop of water diluted into an average background swimming pool(14000 gallons).

Air Quality Monitoring in Pennsylvania

Headings : White Text 40 pt. Calibri Air Monitoring In Pennsylvania • There are three statutorily recognized air

monitoring programs in Pennsylvania: • Department of Environmental Protection,

Division of Air Quality Monitoring in the Bureau of Air Quality • Allegheny County Health Department • Philadelphia Air Management Services

Air Monitoring Efforts Related to Unconventional Gas

Headings White Text 40 Gas pt. Calibri DEP’s: Unconventional Monitoring Initiatives • Conducted short-term monitoring studies in the southwest, northeast and northcentral regions of the Commonwealth. • Implemented year-round ozone sampling at all DEP monitoring sites. • Initiated long-term monitoring study in Washington County.

Headings : White Text 40 pt.Studies Calibri Short-term Air Monitoring • DEP conducted three short-term monitoring studies in 2010 to collect PAspecific data. • The studies were conducted in the SW, NC and NE regions of Pennsylvania. • The short-term studies did not identify concentrations of any compound that would likely trigger air-related health issues.

Headings : White Text 40 pt. Study Calibri Long-term Air Monitoring • One-year study of select permanent shale-gas sources conducted in Washington County. • Five monitoring sites were established: • Primary - downwind of large gas processing plant. • Upwind – upwind of same large gas processing plant • Two satellite sites – downwind emissions from compressor stations. • Background Site – Existing COPAMS station NW of study area

• Study period: • •

One year from last site started (Background Site – Oct 2012) Total duration: Sept 2012 -Dec 2013

Headings White Text 40 pt. Calibri Long-term: Air Monitoring Study • Data collection of one year needed to capture seasonal effects and confidently estimate annual average concentrations. • Collaborating with EPA, ATSDR, DOE and other states. • Data analysis ongoing and final report to be written and released in Fall 2014.

Headings White Text 40 Gas pt. Calibri DEP’s: Unconventional Monitoring Initiatives • Installed additional NOx samplers at existing ozone monitoring sites in Clearfield and Tioga Counties. • Installed new monitoring site (NOx and Ozone samplers) in Towanda, Bradford County. • Installed new VOC sampler in Springville, Susquehanna County and Mehoopany Wyoming County • Installing a particulate matter sampler at Tioga Station this summer.
