The Italian story After the energy crisis of the 70’s many large energy intensive industries in Italy appointed, following the U.S. example, an Energy Manager in the company organization to investigate their energy consumptions and aim at improving the efficiency in its use. The results obtained have been quite significant.

IIn 1982 th the appointment i t t off th the EM became b mandatory by Law for all the industries with more than 10 MToe of energy used per year. In the 1991. by Law 10, the obligation has been extended to all the energy consumers of more 1 MToe. The nominated Energy Managers must by notified to the Ministry every year.

Good results have been obtained at the beginning. 4

However: - no details are given in the law on the duties and functions to be b performed f d by b the h EMs; - no support comes from the Government f the for th promotion ti andd qualification lifi ti off the th EMs; EM - no penalties are applied for missed nominations.

Therefore the impact of the policy has gradually slowed down, and the effectiveness decreased substantially. 5

FIRE also lobbied on CEN to start standardization work on “Energy Managers and experts” and “Energy Energy Management Systems” Systems .

The European story The USA, having introduced the Energy Managers in the 70s, in the late 90’s shifted their attention to th Energy the E Management M t Systems, S t and in 2000 ANSI issued its MSE 2000 Standard on Energy Management Systems, strictly correlated to ISO 9000 and 14000 oon Qu Quality y and d Environment v o e Management ge e Systems. By the same time a similar approach has been adopted in E Europe by b quite it a few f countries. ti • Netherland developed in 2000 an EMS Specification to be used to certify the companies partecipating in their national energy efficiency programme based on “ LTA - Long Term Agreement”. • D Denmark k has h issued i d in i 2001 its it DS 2403 EMS St Standard d d with “Guidance on Energy Management” DS/INF 136 E.

• Sweden issued in 2003 its SS 627750 EMS Standard, derived form the Danish one. • Ireland issued in 2005 the I.S. 393 Standard on “EMS EMS Requirements with guidance for Use Use”,, also derived from the previous ones. • In Germany VDI, the Association of the German Engineers, has also published its VDI 4602/1 Specification on “Energy “Energ Management”. These Standards have been issued under request of the National Governments as a support to their Energy gy Efficiencyy improvement p ppolicies based on Voluntary Agreements. Many companies have already adopted the EMS inside their organizations, and have been certified by independent third parties. parties EMS are therefore alreadyy well know and tested and spread-out, with good results.

The European Commission has issued last year its Directive 2006/32/EC on “Energy end use Efficiency and Energy Services”, stating an energy saving target of 9% in 9 years, and gi giving ing the rules r les for the Member States for improving the energy end use efficiency. Has also published its “Action Plan for Energy Efficiency” (COM 2006/545), including the Measure “…, to promote Energy Management Schemes,…”. A specific Mandate from the European Commission to CEN and CENELEC to develop the Standards needed by such Directive and Action Plan is under way. 11

There is therefore a need for common and shared references.

As a consequence CEN – Comité Européen de Normalisation, and CENELEC - Comité C ité Européen E é de d Normalisation Electrotechinique have decided, back in 2002, to establish a Joint Advisory Group: CEN/CLC – BT/JWG/EM, on the Energy Management subjects, with the participation off th the N National ti l Standard St d d Organisations, O i ti with the aims of: 13

• investigating and listing the existing and proposed laws and regulations on the matter in each European country and in the European Union; • finding out and listing the subject Standards, existing and under development; • defining the needs for new Standards, bbasedd on current andd future f l il i legislation and on market requests; • making recommendations on the Standardisation work to be undertaken. undertaken 14

The Energy Management activities have been divided in 5 main categories: - Building - Industryy - Transport - Production and Distribution - General aspects of common interest to the categories above

On the basis of the Country Reports presented, presented and of a large consultation, 21 subjects of main interest have been identified, and a project coordinator has been assigned to each one of these, these to further investigate and define the subject, stating: 16

The subjects of possible interest to this Conference are: -

Energy Management Systems, Energy Managers and Experts, Energy gy Service Companies p (ESCO), ( ) Energy savings and efficiency calculation, White Certificates,, Green Certificates. All of these have been coordinated by Italy. 18

All of these subjects (except the “Certificates”) h have b been classified l ifi d off priority i it A, A say for immediate action. For all of these there was no existing structure and a new bodyy had to be set up. p

The Final Report with the recommendations of the joint Advisory Group was presented to the CEN and CENELEC Technical Boards in March 2005 and was fully approved and adopted. 19

The next step was setting up the new structure responsible for developing the Standards. Standards CEN asked the National Standard Organisations for candidatures. Italy’s It l ’ UNI proposedd to t CEN to t establish t bli h 2 separate Task Forces on: • Energy Management: for Standards on - EMS –ESCO –EM; • Energy Efficiency and Saving Calculations. 20

By the same time France’s AFNOR has proposed to create a “Sector Sector Forum: Energy Management” Management to continue the consulting activity previously done by the CEN/CLC BT/ JWG – “Energy Energy Management. Management.”

CEN asked NSB’s approval of the proposals, and their interest in taking on the Secretariats. Secretariats

CENELEC followed CEN joining the TFs and SF.

TF 189 had its kick-off meeting in Milan in November 2006 with 24 participants from 10 countries. 3 Project Teams have been created f the for th Standards St d d to t be b developed: d l d • PT – “Energy Energy Management Systems” Systems , led by Sweden SIS; • PT – “Energy Service Companies- ESCO”, led by Italy UNI/CEI; • PT – “Energy managers and experts” (in a stand stand-by by status waiting for CEN general Guidelines for Standards on qualification of personnel) 25

TF 189/ PT-“Energy Management Systems” had its kick-off meeting in Brussels on 25.1.07 with 20 participants from 10 countries. Chairman: - Inge Pierre – Swedenergy Secretary: - Lars Jonsson – Swedish Standard Institute em: [email protected]

The second meeting took place in Stockholm the 12 12-13.4.07 13.4.07 and the first preliminary draft of the EN Standard has been completed. 26

The EN Standard on EMS is based on the combination of the 3 existing Standards: Danish Std: DS 2403 E (2001) + DS/INF 136 E (2001) Swedish Std: SS 62 77 50 (2003) Irish Std: I.S. 393 (2005) pplus the Dutch Specification. p

It includes a “Guidance for use”. It is fullyy consistent with ISO 9001-2000 and ISO 14 001 It is congruent with the EC Directive 2006/32 and the related “Action Plan for Energy Efficiency”.

The ISO connection At the UNIDO EMS Experts meeting in Vienna the 21-22.3.07 a recommendation has been issued to start as soon as possible an ISO Standard on EMS. EMS There have alreadyy been informal contacts between ISO, CEN, TF 189 and PT EMS to consider a possible ISO EMS Standard. In the last meeting of CEN/CLC TF 189 Energy Management in Milan the 25.5.07 such ppossibilityy has been discussed,, with the partecipation of the ISO Central Secretariat representative, and a document ( CEN/CLC/TF 189 N032) has been approved to “explore explore the possibility of a parallel process process”.. 30

The “parallel approval of Standards in ISO and CEN” is regulated by the ISO/CEN Vienna Agreement (see: Guidelines 5th ed.- 27.5.04). In our case it would be a “parallel enquiry and/or vote” under CEN lead, as the EN Std is expected to go on enquiry next November. ISO should meanwhile approve the specific “work item” and designate g the appropriate pp p TC. The subject j mayy be discussed in the ISO/TMB meetingg the 6-7 June 2007.

The ppossible ISO EMS Std would be the combination of the EN Standard and US ANSI MSE 2000.

Such combination should not be difficult as both Standards are derived by the ISO 14 001.

The “ball is now in the side of ISO” who should take the necessary decision and formally contact CEN. 34
