NOTICE INVITING TENDERS The Director, CSIR-IICT, Hyderabad invites sealed quotations from reputed car/taxi rental agencies/firms for Annual Rate Contract for “Airport pickup and drop services (Rajiv Gandhi International Airport) on 24x7x365 basis” for official purpose and project related activities on as and when basis. The prospective bidders are requested to go through the following conditions for hiring vehicles and submit their bids accordingly, if they are agreeable to the conditions.

The Tender comprises two parts viz., 1) TECHNICAL BID 2) FINANCIAL BID and should be submitted in two separate sealed covers, with technical bid marked clearly as “TECHNICAL BID” and Financial proposal marked as “FINANCIAL BID”. i)

The Technical bid should be submitted in Annexure-I of the Tender along with an Earnest Money Deposit (EMD) of Rs.10,000/- by way of demand Draft in favour of Director, IICT payable at Hyderabad.

ii)

The Financial bid should be submitted in Annexure II of the tender clearly indicating the rate against each item separately. Financial bid of only those tenders will be opened who qualify/fulfill the technical bids.

Interested firms/agencies may apply in writing to the Director, IICT, Hyderabad along with Demand Draft / Pay order of Rs.250/- (towards non-refundable tender cost) drawn in favour of the Director, IICT, Hyderabad for purchase of tender document on all working days from 01.01.2016 to 16.01.2016 between 1000 hrs to 1600 hrs from General Section of Administration Block of IICT. Agencies/firms may also download the Tender Document from IICT website www.iictindia.org and need to enclose a separate DD of Rs.250/- as tender cost along with the technical bid of the tender document at the time of submission of the tender. The sealed envelopes (separately for technical and financial bid) should be put in one big envelope duly super scribed “TENDER FOR AIRPORT PICKUP AND DROP SERVICES (RAJIV GANDHI INTERNATIONAL AIRPORT ON 24X7X365 basis” and should be dropped in the Tender box provided at the Administrative building at IICT, Hyderabad before 1500 hrs on 17.01.2016 (Extended to

27.01.2016 vide Corrigendum dated 20th January 2016). The technical bid will be opened on the same day at 1600 hrs by the tender opening committee in the presence of the tenderers or their authorized representatives, who may like to be present. Tenders received by FAX/ email will not be entertained. The tender received without Earnest Money Deposit (EMD) will not be entertained and will be summarily rejected.

The Director, IICT, Hyderabad reserves the right with himself to accept or reject any or all the tenders received or accept any or all the tenders wholly or partially without assigning any reason thereof. Senior Controller of Administration

Terms & Conditions Agencies having multicity operations and capable of providing similar services described below at all major cities of India, will be preferred. 1) Tenders received without EMD shall be summarily rejected. The EMD is refundable without any interest, on termination of the contract, after deducting any penalty/any liability of any kind imposed by IICT on account of unsatisfactory services. 2) The successful tenderer will have to enter into an agreement with IICT for a period of one year, failing which he will forfeit the EMD. The EMD will also stand forfeited if the successful bidder fails to execute the contract or withdraws or refuses to accept the tender on notified rates or violates any other terms & conditions of the tender. 3) Tenderer should note that unsigned tender bids (both Technical and Financial) will be summarily rejected. Wherever there is overwriting they should be signed. Wherever there is requirement for writing in words the tenderers should invariably write the words in appropriate columns otherwise tenders will be rejected. 4) The services shall be provided to IICT within a radius of 50 km encompassing Hyderabad/Secunderabad and its suburbs. 5) The agency/firm shall provide vehicles of (i) mid-size sedan AC cars like Toyota Itios/Ford Fiesta/ Maruti Suzuki Dzire/Hyundai Verna etc or of similar class and (ii) A/C multi utility vehicles (MUV) like Toyota Innova or of similar class. 6) The Drivers to be engaged by the agency shall follow a dress code and hold the placards of IICT at the arrival lounge, escort staff members and visitors to the parking area where their vehicle is parked. 7) The firm should be registered with the concerned Government Authority and should furnish a copy of registration certificate in support thereof. 8) Only such agencies / operators may apply whose vehicles have been duly registered with the concerned RTO for use as commercial transport vehicles and who have telephone connections available at their Premises/Garage/Stands from where such vehicles are to be operated and can be requisitioned by IICT, Hyderabad. 9) The firm should have at least two running contracts with reputed firms with no less than Rs.5 lakh business per annum. The firm should have minimum three years of experience of working. Satisfactory Service Certificates from existing/past employers should be enclosed, in this regard. 10) Income Tax payment certificates for the last 3 years should also be provided by the firm. 11) Cars to be provided by the agency/firm should be in perfectly sound working condition and suitable for use by IICT Staff/Guests. 12) All the vehicles should be registered after 1st January 2014. The firm/agency should specify the numbers of such vehicles enclosing copies of their RC.

13) The firm should be in a position to provide more vehicles as and when required. 14) The firm should be in a position to provide standby vehicle in case of any break down at no cost to IICT. All expenses will have to be borne by the firm in case of breakdown of the vehicle supplied. 15) Each vehicle should have two bottles of water, wet napkins for the use of travelers. 16) The institute will be giving written instructions / telephone instruction /e-mail for providing the services to its staff members, official guests. The firm shall have to be provided the services within a short notice of 3 hours also. 17) Depending upon the request, the agency should be able to provide airconditioned multi-utility vehicles also (Toyota Innova or any other MUV’s of this category). 18) The Institute shall be free to direct the agency to pick up or drop one or more staff members/guests from one or multi pickup/drop points at its own request (car pooling) within a radius of 50 km, which may involve some deviation from the main route. If the 50 km distance exceeds for the required transit, additional charges will be paid as per the rates quoted. The routing of the trip shall be at the discretion of the Institute. 19) The reckoning of 50 KM radius shall start from the point of pickup. No mileage shall be paid from the Garage to the pickup point. 20) Firms should have adequate number of drivers having experience of driving in Hyderabad, Telangana and surrounding states. 21) The driver should be adequately trained on women safety, possess good habits and should be able to speak English, Hindi and Telugu. 22) The Driver shall observe all the etiquette and protocol while performing the duty and well mannered, courteous with proven integrity, healthy personal habits and should always carry a mobile phone with him (to be provided by the firm) and the firm and IICT should be able to frequently contact the driver as and when required during the operation of the transit. 23) The firm should ensure that the drivers employed hold valid driving license, conversant with traffic rules/regulations and city roads/routes as well as security instructions. 24) The firm should have an adequate number of telephones for contact round the clock and these may be conveyed to this office. 25) Parking charges, toll tax if any, in case of pickups have to be quoted separately. 26) Service Tax, VAT and other applicable taxes on each transit have to be clearly mentioned. 27) The transport service provider should be able to coordinate entire booking till the transit is completed and should communicate/update through SMS and Cell phone to the guest as well as to the CSIR-IICT transport section.

28) The bills will be settled on monthly basis. The successful bidder should submit their bill to IICT by 7th of the following month. The bill should be accompanied by signed duty slips and log-sheets duly signed by the user. 29) The Vehicle should be insured (comprehensive) in all respects by the firm. In case of any theft or accident etc. all the claims arising out of it will be met by the firm and CSIR-IICT shall not be liable in any matter whatsoever. 30) The compensation connected expenses and legal disputes between the firm and the staff deployed and any unforeseen casualty shall be borne / paid / settled by the firm and CSIR-IICT in no way shall be party to the dispute and will have no liability on this account. 31) No advance payment, in any case would be made to the firm. 32) The firm will have to maintain a logbook with every car to be hired. 33) Any matter during the period of contract which has not been specifically covered shall be decided by IICT whose decision shall be final and conclusive. 34) Tenderers may please quote their unconditional rates strictly in the attached Annexures. Cutting/overwriting, if any, should be countersigned. 35) The Contract between the CSIR-IICT and firm can be cancelled with a notice period of 60 days by either party. 36) The Director, CSIR-IICT, Hyderabad reserves the right to accept or reject any or all the tenders received or accept any or all the tenders wholly or partially without assigning any reason thereof.
