We provided auditing services to the Approving Body of eco-contribution claims whereby we provided an independent review of waste producers’ declarations as well as the waste ‘put through’ cycle up to the time that it is recovered/ recycled by a waste recovery scheme.

Internal Audit and Investigations Directorate (IAID) – Internal Audit Services

We have been contracted by the IAID to perform Internal Audits on a select number of EU co-funded projects funded through the European Regional Development Fund (ERDF), the Guidance Section of the European Agricultural Guidance and Guarantee Fund (EAGGF-GUIDANCE) and the Financial Instrument for Fisheries Guidance (FIFG). Simplification of Administrative Processes Issues and Trends The public sector needs to consider the following : - “Smart regulation” is a centre-piece of the European Commission’s “Partnership for Growth and Jobs” - the renewed ‘Lisbon Strategy’ - Simplification of administrative processes and regulatory environment is regarded as one of the key issues to improve the business environment, increase competitiveness and to increase the citizen satisfaction about the government

Examples of related assignments Better Regulation

The Maltese Government, through the Better Regulation Unit within the Office of the Prime Minister, obtained ESF funding for the implementation of a project in developing the Public Sector’s capacity in implementing Better Regulation. This was a two-year project consisting of three contracts which were awarded to PwC as follows: Work Package 1: Provision of Consultancy Services for Developing the Maltese Public Sector’s Capacity to Implement Better Regulation. This included: - drawing up of a compendium of legislation and information obligations on business - measuring the cost of administrative burden of identified IOs using the Standard Cost Model - indentifying simplification opportunities to administrative processes and the measurement of the expected resulting saving in administrative burden - monitoring the implementation of the agreed simplification proposals and providing assistance to Ministries and responsible entities when required - identifying specific improvements to existing enforcement regimes Work Package 2: Provision of Training Services to Public Officials in the application of Better Regulation Procedures, and the Standard Cost Model Work Package 3: Development of a standard for regulatory institutions

The assignment involved a thorough review of the ‘Sistema ghal Amministrazzjoni ta’ Beneficcji Socjali’ (SABS), the local Social Benefits Management System. Examples of related assignments National Investment Fund, subsequently incorporated as Malita Investments plc

PwC were appointed to advise Government on the structuring of a National Investment Fund (NIF) to fund national regeneration projects from sources other than the national budget. The assignment initially considered various funding structures and their accounting implications. Subsequently the assignment focused on the implementation of the preferred structure, including the preparation of the corporate business plan and financial projections; high level valuation of the properties included in the transaction and market testing of the transaction’s bankability. The final part of the engagement included the process related to the raising of debt finance and the subsequent listing of the company’s shares on the Malta Stock Exchange.

Renewable Energy & Waste to Energy Projects Financial Advice

PwC was appointed to assist Government in identifying and assessing options for financing and ownership structures for delivering the offshore wind farms and waste to energy projects, taking into consideration compliance with state aid requirements and meeting any EU directives.

Vendor assistance on the cargo handling terminal management concession at the Port of Valletta PwC’s role in this PFI transaction included the preparation of a Vendor Due diligence report which included a shadow bid model; drafting of the prequalification notice and the request for proposals; preparation of the data room and managing the bids submission process. Subsequently we assisted in the preparation of the evaluation criteria and the reports on the commercial, operational and financial aspects of the bids, as well as negotiations up to financial close.

Housing Public-Private Investment Programme

This involved an assessment of costs, risks and benefits of each Housing Delivery model, development and articulation of a robust and viable business case, development of a financial model to complement the business case and an understanding of the fiscal impact of the transaction.
