Mission Statement: The mission of the Commission on the Status of Women (CSW) is to advise the County Board of Supervisors on all issues that affect the lives of women and girls as well as to investigate and advocate for the equal participation and treatment of women and girls in Santa Clara County.

2015-16 CSW work plan During 2013-2014, CSW has continued to focus on issue areas that coincide with the policy priorities highlighted in the report on the State of Women and Girls in Santa Clara County. Significant work was done in the areas of Crime and Violence, Economics and Education and Development and Outreach. CSW meets at 6:30 p.m. on the 2nd Monday of each month in Room 157 (unless otherwise specified) at the County Government Building located at 70 W. Hedding Street in San Jose. To seek appointment to the Commission, candidates must obtain an application through the Office of the Clerk of the Board and notify your district Supervisor of your interest. For applications call (408) 299-5152. HISTORICAL BACKGROUND: The Commission on the Status of Women is the official body to which the Board of Supervisors may refer for study and recommendations on matters relating to discrimination against women and girls on the grounds of gender. The Commission can also, on its own initiative, hold public hearings, publish reports and recommend programs, policies, and legislation to promote and ensure equal rights and opportunities for all women and girls. The Commission on the Status of Women was formed in 1973 in response to the concerns raised by various women leaders in the community who felt that the mandate of the Human Relations Commission was too broad to effectively focus on women’s issues. The mandate of the Commission on the Status of Women is to promote equal opportunity for women and girls and eliminate discrimination and prejudice against women. Since its inception CSW has been active in keeping women’s issues in the forefront of the public’s attention and has worked diligently to advocate for equality and opportunity for women and girls in Santa Clara County. In 1997 CSW began advocating for the formation of an Office of Women’s Advocacy (now Office of Women’s Policy) to facilitate the coordination of resources, strategies and programs for the women of Santa Clara County. This office was created in 1998 and CSW has worked in collaboration with OWP on a variety of joint strategic initiatives. CSW partners with a number of key women’s organizations, including the California Commission on the Status of Women, the Association of California Commissions for Women, and the National Association of Commissions of Women. In addition to their collaboration with local women’s organizations, CSW continues to work effectively to provide a unified voice for women at the state and local level.

ACTIVITIES SUPPORTING GOAL Gender Analysis: CSW continued observations at the Elmwood Correctional Facility. We worked to execute the Memorandum of Understanding that was signed in 2013 with the Department of Corrections to become the monitoring body for Elmwood Women’s Facility. We wrote and presented an extensive report with our findings and recommendations for improving the conditions and support of women at the Elmwood Correctional Facility. Crime and Violence: Develop and approve memorandum of Understanding to commit CSW as the monitoring agency for the Elmwood Women’s Facility Crime and Violence: Developed an abbreviated Jail Monitoring Report at year 1 of Jail Monitoring and then wrote and presented a robust and comprehensive Jail Monitoring Report based on analysis of observations, data collection, focus groups, and interviews collected over 2 years. Crime and Violence: Determined and identified at least one (1) policy recommendation to PSJC and BOS based on Jail Monitoring report and analysis. Crime and Violence: Have begun a dialogue with

Crime and Violence: Gathered information through a Public Forum on Commercially and Sexually Exploited Children (CSEC) and Youth to create a position statement on the issue that was sent to the BOS in July 2014.



Health and Wellness: Researched services provided by specialized health care centers like Crisis Pregnancy Centers/Pregnancy Care Centers and created a presentation on these centers in the County to elucidate the services they provide for the community



Health and Wellness: Collaborated with George and Katherine Alexander Law Center and Department of Public Health to establish the Family Friendly Workplace Awards for Employers in Santa Clara County and have advocated with the BOS to establish the awards





Economic Justice: Worked with the Living Wage Coalition—driven by Working Partnerships—to support the County Living Wage Ordinance and provide a gender lens for the issue Economic Justice: Participated in and advocated for measures and policies undertaken throughout

2015-16 CSW work plan the County to achieve wage equity through supporting the renewal of funding for the George and Katherine Alexander Law Center and their efforts to end wage theft. •

Gender Parity: Examined the previous childcare support policy ($2/hr reimbursement) for County commissioners and volunteers and advocated with the County Exec and OWP to save the childcare support policy and expand its scope. There is now a more robust and useful policy for childcare support for all County commissioners and volunteers.



2014 Strong Women, Strong Girls Event: Cosponsored the event, provided a $1000 mini-grant, and Commissioners participated in the event.



Women’s Equality Day: Held a successful luncheon which was attended by over 254 people and raised over $19,695.



Equal Pay: CSW supported the 2014 Cookie Project and are currently working on the 2015 project by participating in forming the cookies that are used in the outreach to schools. The curriculum for the project has reached tens of classrooms throughout the County. CSW has also supported the Bay Area Equal Pay Collaborative in their Equal Pay awareness day on March 25.

Immigration Reform Advocacy: CSW drafted a resolution asking the Board of Supervisors to send a letter to Congress and take a position to support Comprehensive Immigration Reform that supports the needs of women and families. The Board passed the resolution unanimously and it was adopted into County policy on March 25, 2014.
